TEACHING TOURISTS THE REAL HAWAI`I

Locals in O`ahu know that the best way to get from Waikiki’s crowded beaches to the cool North Shore is to drive along the island’s eastern coast. The road is framed by mountains, ocean and greenery so lush and beautiful, it’s hard to focus the eye on one place for too long, for fear of missing the next scenic attraction.

On a recent trip along the route, something else stood out: the upside down Hawaiian flags flying at almost every stop.

The flag, which has the union jack in the bottom left corner, instead of the usual top left, hung in storefronts in Waikiki and was printed on T-shirts in Waimanalo, it was stuck on the bumpers of passing cars in Kailua and flying from the backs of trucks in Kahuku and other towns on the North Shore.

The flag has become a symbol of solidarity among Hawaiians who oppose the construction of a large new telescope on Mauna Kea, on the island of Hawai`i. Mauna Kea, at 32,000 feet from seafloor to summit, and with 13,796 feet above sea level, is one of the best places in the northern hemisphere, if not the world, to observe the cosmos, experts say. The telescope’s proponents say that it will bring hundreds of jobs to the island and advance humanity’s study of space.

But it has faced fierce resistance from some native Hawaiians for whom Mauna Kea is sacred ground and a place of roots, and their allies. Opponents of the telescope say they are tired of having their land taken for purposes that benefit others and for the often elusive promise of jobs that fail to deliver in terms of numbers or a living wage.

“The struggle at Mauna Kea right now is one of the biggest issues that has realigned many cultural political relationships in Hawai`i,” said Kyle Kajihiro, an activist and lecturer at the University of Hawaii at Manoa. “It’s really quite an amazing emergence of Hawaiian activism of cultural awareness.”

The battle over the telescope has revealed fissures that have long existed in Hawai`i, a place that is all but synonymous with tourism — the most-popular destination for honeymoons in the United States and a bucket-list perennial. The fight has inspired actions around the islands, all relating to how land is used and who benefits from it.

The spirit of protest is most visible in O`ahu, where in Kahuku demonstrators have spent the last several months fighting the construction of eight wind turbines, each standing at 568 feet — taller than the tallest skyscraper in Honolulu. Protesters say the turbines will have adverse long term health effects on the population. The company building them says there is no evidence to support those claims and promises to bring jobs to the area. More than 160 people have been arrested there.

In southeast O`ahu, in September, 28 people were arrested trying to block the building of a park and recreation center in Waimanalo, a largely agricultural town. The developers behind the center say it will bring jobs and create a new community space, but opponents fear it will be a magnet for tourists and will destroy the forest and beach used by locals.

In Honolulu, in May, Hilton employees protested, demanding a better contract and job protections. In July, hotel employees went on strike to protest what they said were low wages and the firing of 45 workers by Diamond Resorts, an operator of multiple properties in the United States and Europe. The company said it would turn one of its hotels into a timeshare resort, which requires fewer workers than a traditional hotel.

“We value our dedicated team members at The Modern Honolulu and we were pleased to reach a contract agreement that includes a significant pay increase,” a spokesman for Diamond said. “We are continuing our planned efforts to convert the property into a world-class vacation ownership resort.”

Most people in Hawai`i, especially in the tourism industry work more than one job to barely get by, said Bryant de Venecia, communications organizer for the workers’ union, Unite Here Local 5, which represents resort workers.

“Mauna Kea has lit a fire for Hawaiians who are tired of watching their land, resources and work be used at the expense of their well-being,” he said.

Hawai`i is the most expensive state to live in, according to the 2018 Annual Average Cost of Living Index by the Council for Community and Economic Research. Groceries, for example, cost more than 60 percent the national average.

“People are tired of being decorative — Hawaiians as well as people who live in Hawai`i,” said Maile Meyer, who owns Nā Mea Hawai’i, a bookstore in Honolulu that sells products from smaller local makers. “You’re seeing a phenomenon of natives gathering again and completely finding our way back to each other as part of the solution.

Jobs Aren’t Enough

A common thread between these protests is that they are being led by locals. They say that since Europeans first arrived in the 18th century, Hawaiian land has been taken and misused by non-Hawaiians, and often to the detriment of Hawaiians and their traditions. The endeavors that have sparked these recent protests all promise jobs, just as tourism and defense have in the past.

But perhaps for the first time in recent Hawaiian history, natives and locals are saying the quality of these jobs is not good enough.

“We’re having to move away from quantity to quality,” said Laurien Baird Hokuli`i Helfrich-Nuss, the founder of Conscious Concepts, a company that works with local organizations on sustainable tourism initiatives. “Now that local people are getting more agency, they are learning more, going into a more curious space of saying ‘It’s great that this company is providing jobs, but what kind of jobs are they? Are they good jobs? Are they paying a livable wage?”

Tourism is the biggest driver of Hawai`i’s economy, accounting for 21 percent of jobs. Nearly 10 million people visited the state in 2018 and in 2019, guest arrivals were expected to surpass that number, hitting a record high. And although more people are visiting Hawai`i, they are spending less there.

Locals say that resorts are often owned and run by non-Hawaiians, with Hawaiian people employed in the lower-paying service jobs, and that development often benefits outsiders at the expense of native and local well-being.

“There historically hasn’t been enough consideration for how tourism and tourists can contribute to making life sustainable and really livable for the locals who serve them here,” Mr. de Venecia said.

More Than A “Play Land”

The feeling of escape — of fleeing to a nearby paradise with stunning beaches and luxurious resorts — has long been Hawai`i’s appeal to the traveling public. While the hottest trends in travel now are the search for authenticity and ways to experience local life, many people who visit Hawaii are looking to get away from daily life. They come to sit on the beach and drink a matai without thinking about much else. Their interaction with local culture is often limited to watching a hula show at the hotel luau.

“We realized a lot of folks who would visit us who would normally have more consciousness about history and social justice concerns seem to turn off that part of their brain when they think about Hawai`i,” Mr. Kajihiro, the activist and lecturer, said, adding that people treat the islands as a “play land.”

But this decision to turn off their brains is hurting Hawai`i and Hawaiians, he said. While working for the American Friends Service Committee, the Quaker peace and justice organization, Mr. Kajihiro and his colleague Terrilee Keko`olani studied the environmental and social effects of colonization, militarization and overdevelopment of Hawai`i. They learned that tourism was one of the industries with some of the most damaging effects on O`ahu, he said, citing overcrowding, a higher cost of living and higher prices for goods.

The pair began offering alternative tours of the island, which they call DeTours, in 2004 and have seen increased interest in recent years. Their work was included in the recently published Duke University Press book “DeTours: A Decolonial Guide to Hawai`i,” a collection of essays, interviews and family histories about ethical and contextualized tourism in the islands.

The tours are given to groups of people who want to learn about Hawai`i from the perspective of local Hawaiians. They include a deep history on the ways military life is hidden across the island. During a typical tour, guests go to `Iolani Palace, the Hawaiian royal residence, then to Chinatown and some of the old neighborhoods where new immigrants to Hawai`i traditionally settled. The next stop is usually Fort Shafter, the headquarters of the United States Army Pacific; then Camp Smith, but the main part of the tour is Ke Awalau o Pu`uloa — Pearl Harbor.Continue reading the main sto   

During a DeTours of Pearl Harbor, Mr. Kajihiro pauses in the “Oa`hu court” between the Pearl Harbor galleries and the museum and asks guests to look at the placards in the hallway. At the placard that says, “The Hawaiian Kingdom was overthrown in 1893,” he explains that this one sentence has been controversial with the United States government because it acknowledges the government-backed overthrow of Queen Lili`uokolani, which unsettles American claims to Hawai`i. In the museum’s Attack Gallery, Mr. Kajihiro points to a small image of the Hono`uli`uli internment camp where Japanese people were held during World War II and uses it as a jumping-off point for a conversation about immigration and civil rights.

“People already come here with so many images and ideas about what Hawai`i is that it’s really hard for them to see something different, so that’s why we started calling our work ‘DeTours,” Mr. Kajihiro said. “To swerve off the path that most people are going to see or understand and consume and shake it up by raising some more critical perspectives and introducing a lot of historical facts that are not so pleasant.”

  New Type Of Tourism

The DeTours team is part of a movement looking to change what tourism means in Hawai`i. Ms. Nuss, of Conscious Concepts, is originally from O`ahu and returned in 2009 after working in hospitality in the Caribbean, New York, Miami and other places on the United States mainland. 

“I came home seeing something happening in Hawai`i that I didn’t see when I left,” she said. “My generation was stepping into their leadership roles and doing it differently, reconnecting for a movement back to the land.”

But she quickly realized that what many companies were doing didn’t align with her vision for supporting tourism while ensuring the well-being of overworked Hawaiians.

In 2015, Ms. Nuss created her company to find ways to support Hawaiian businesses function sustainably while also remaining a key part of the most important sector in O`ahu — tourism. Ms. Nuss has worked with farms, artists and nonprofit organizations to change their offerings so they can appeal to tourists, while still benefiting Hawaiians. A farm hoping to attract tourists to volunteer might turn to her to figure out the best ways to reach them. She described her work with as “consciously creating experiences for travelers and opportunities for locals.”

“I had a realization about how our tourism industry is presently run, which is coming from the commodification of culture,” she said. “I realized what was happening in my communities and the value systems that were driving it were contradictory to the form of tourism that I was being a part of.

The couple is known for their elaborate murals of fanciful tree houses, which they create under the name Wooden Wave.

“When people come see us work, it gives them a totally different way to experience Hawai`i,” Ms. Ortiz said. “And it’s a fun way for us to give tourists a different experience than they usually see in those brochures.”

In these studio visits, guests can see the couple’s work in progress, but also learn about ahupua`a, the ancient system of land division, in which the island was separated into slices, each slice running from the top of the local mountain to the shore. During the visit, Mr. Ortiz explains that each ahupua’a included forest area up high and a cultivated area below, and depending on the politics and economy of each ahupua`a, its size was different from another.

Mr. Ortiz said that even the slightest opportunity for tourists to think about how water and land have always worked together and why they hold importance to Hawaiians can encourage them to be more thoughtful when interacting with locals and the land and sea while visiting.

“When people have some of the history and context they can appreciate the art more and they can experience the island in a more meaningful way,” he said.

In November, Chloe Anderson, a therapist and teacher in California, visited the farm and stayed for four of her six days on O`ahu. There she shared a room with others, did yoga, learned about the produce grown and cooked on the farm and generally felt like she got a more meaningful experience than she would have at a luxury resort, removed from daily Hawaiian life.

“We had like three or four different activities we would do every day,” she said. “But so many things were based off the farm and at the farm. We still had the experience of being a tourist in Hawai`i and going on hikes and beach excursions, but also of experiencing something more.”

“I don’t think it’s reasonable to expect that people just won’t work in the main industry there is and I don’t think Hawaiians want to stop tourism altogether, but we are all working to find ways of doing it responsibly and thoughtfully,” said Shane Hiroshi Gibler, who co-owns Royal Hawaiian Catamaran, which is based in Honolulu and offers snorkel tours, sunset cruises and private charters.

On Mr. Gibler’s boat, guests are asked not to bring any plastic and recycling is available aboard. Mr. Gibler educates guests an education about fishing, food and the importance of the ocean and the land to Hawaiians. The Royal Catamaran team regularly gathers people to clean up the shoreline and has been working with the Surfrider Foundation to remove ghost nets — fishing nets that have been lost or left behind by fishing boats — from reefs or the ocean.

Earth, 2014: Sacramento, California

Despite all her efforts, Elena Navarro couldn't stop herself from shaking.

"-appears that the cause of the attack was due to a...flying creature and a..large reptilian - are you sure these reports are corre -" the newscaster's voice cut off as she brought a hand to her ear piece, a look of subdued horror emerging across her face as she listened to the ongoing reports.

For a moment she had gone silent, only able to look to her co-host with her mouth agape. A silent plea towards the man sitting next to her, hoping that he would tell her that maybe, yes, this was in fact an elaborate joke.

White-knuckled, Elena set the half-empty cup of coffee on the counter as she slowly approached the sofa, all but collapsing when her eyes finally landed on the tv screen. The man sitting beside her was now speaking with one hand on an earpiece, brows deeply furrowed in confusion. Every now and then he spared quick but brief glances to his co-host and somewhere beyond the screen's point of view. Elena felt a spike of anxiety shoot through her veins like ice water.

"We're receiving word from our sources in Honolulu and the sightings have...uh, they've been confirmed - roll the footage." he spoke frantically, waving a trembling hand toward the crew behind the camera.

In an instant, the screen switched to that of a shaky phone camera. It was incredibly dim and the thin sliver the phone provided could hardly be counted as "footage" but despite this, Elena couldn't stop the wave of nausea that overtook her. No matter how hard she tried, she couldn't look away.

All that could be seen was a far-away view of a battle between the aforementioned lizard and winged...thing. Even through the terrible camera quality she could see the power in the creature's movements, the ferocity of every snap of its jaws and swing of its tail. She didn't need to see it up close to remember who it was. Such a being was all but forgettable.

The interview being broadcast became slurred white noise in her ears, her vision nearly fading into black had she not wrenched herself away from the sofa. As she bolted through her home, she felt a rush of chills course through her body. Pulling her phone from her pocket, she tapped on a contact, immediately pressing it to her ear as she sped down the hall. It was almost as if she were on autopilot. Her heart was caught in her throat, shoulder roughly catching on the door to her room as she sprinted for her closet. She didn't so much as flinch.

"C'mon, c'mon, pick up." she whispered through her teeth.

As she rifled through piles of clothes, she breathed a sigh of relief as the ringing on the other end of the phone stopped only to be replaced with the groggy voice of another woman.

"Hello?"

"Lupe, thank god. It's happening, he.."

Her brows furrowed as her fingers struggled to find purchase against a raised bump in the wall. Finally, with one sharp tug, a small hatch opened.

"He? I don't - ay dios mío - you're not making any sense. Hello? Are you still -"

"Listen to me, call Rafa and Javier. Tell them I'm on my way to..."

In the next room over, the rattled voice of the newscaster could still be heard.

"Satellite tracking has confirmed the predicted trajectory of the reptilian's course and it is indeed heading toward the U.S. west coast."

"Nena?"

Thin layers of cold sweat gathered along her brow as she stuck an arm into the open space, cursing when she couldn't see past the dim light of the closet. After an agonizing minute or so, her hand finally found contact with the soft - albeit dusty - surface of a satchel. Suddenly, she snapped back to the sound of her sister.

"I-I'm fine. Just..Just tell them I'll meet them at The Fort."

Guadalupe was silent, the soft sound of her breathing filling Elena's ears for a second too long to be comfortable.

"You..You don't mean..."

"More information is sure to follow but for now, citizens of the following projected cities: be prepared and take cover."

"He's coming." she said with a grunt, yanking the bag out of the wall and nearly tripping over her own feet as she stumbled out of the closet. "I don't have much time but please, please stay safe. And keep an eye on the news."

With a flick of her head she tossed the loosening strands of hair over her shoulder as she unclasped the buckles of the bag, quickly tugging it open. "He's not alone."

Her eyes scanned its contents - a first aid kit, a small stack of maps tightly bound together, a radio, a flashlight, random articles of clothing, a swiss army knife, a flare gun, and a handgun with two full boxes of ammunition beneath it. Elena nodded to herself, mentally checking off a list in her mind as she flipped it shut.

As she tugged the satchel over her shoulder, she mindlessly grabbed her keys, practically stumbling out of her house in a frantic daze. In a matter of minutes she had become the personification of a one-track mind.

"Elena?"

She blinked. For a moment she had forgotten about the phone stuck between the junction of her ear and her shoulder.

"Don't do anything stupid."

She paused, unlocking the door to her car as she slid in, carefully placing the bag in the passenger seat. A small, tight-lipped smile appeared across her face.

"I'll talk to you later." she spoke softly, setting her phone down next to her.

As she drove down a seemingly endless stretch of highway, Elena gripped the wheel with all the force in her body. The sound from the radio barely reached her but she still couldn't stop the goosebumps from spreading throughout her body.

"This just in: the winged creature spotted in Honolulu, Hawaii has now made land in San Francisco followed by the reptilian and another giant unidentified organism. Conflict is inevitable, evacuate immediately."

Earth, 2014: San Francisco, California

"That was the worst idea we've had in years."

Jodie ran her hands down her face, fingers catching on the tips of her eyelids as she stared blankly ahead at the darkened pane of glass ahead of her. Gill leaned over to her, shoulders squared and head firmly facing the same wall.

"Oh, I get it, leaking government documents is totally fine but when I ask you to film a giant lizard you draw a line in the sand." she whispered, angrily pushing her glasses farther up her nose.

Jodie threw her head backward, shaking her head as tired chuckles spilled from her lips. "Don't start with that again, you know what I'm trying to -"

The door behind them opened with a creak, the metal of its hinges scraping at a painfully slow rate. Gill stayed looking at her hands, fingers tangling themselves as her nerves kept her frozen. Try as she might, Gill couldn't appear serious if her life depended on it. Jodie's head snapped around, looking at the man and woman entering the room.

She recognized the figures as the same ones that approached them on that bridge just mere hours earlier. The same ones that had somehow convinced (or rather, bribed) the two to join them in what was definitely some sort of rendezvous to a secret location. Gill had been too awestruck with the sight of the giant amphibian to notice the pair approach them. And Jodie herself had been too distracted with catching the so-called "king of the monsters" (as every mainstream news site had decided to run with that title with little afterthought) on camera. Jodie had nearly thrown her canon at them when she heard the man's meek "excuse me" from behind her.

Jodie straightened her posture as Gill adjusted her glasses with a gulp when the two official-looking figures pulled out the chairs across from them. The woman cleared her throat before folding her hands in front of her.

"Do you know why we brought you here?"

Jodie and Gill gave each other a passing glance before looking back at the woman. Gill's mouth hung open as she searched for words that wouldn't get her and her girlfriend arrested for what must've been the second time that year. Jodie leaned against the chair and stared at the table's metal surface. Nearly a thousand different reasons why they could've possibly been taken into custody ran through her mind. Was it the leaks? Which leak was it? They've been whistleblowers for years, it could be anything. Oh god, was it the podcast?

The man leaned forward.

"I am Dr. Ishiro Serizawa," he nodded toward his partner. "And this is Dr. Vivienne Graham. We're both with an organization that we've been told you've had previous encounters with."

Gill's eyes widened as she leaned closer to Jodie, lowering her voice. "Are they the FBI? They don't look like FBI." Jodie shushed her.

Graham hid a smile as she looked off to the side.

Serizawa remained unfazed. "We are aware of your previous...infractions."

"But there's no need to be nervous, you aren't in trouble with us."

Serizawa's eyes flickered over to Graham and vice versa as though they were having their own private conversation within the confines of their minds. Jodie's eyes passed back and forth between them.

"Not anymore, at least. In fact we'd like to discuss something that might be of your best interest." Graham said in a calm voice.

"We want to talk to you about Project Monarch."

Earth, 2014: San Francisco, California

It had all happened so fast - too fast - for Madison Russell to process, but what she was sure of was that the world was dark and she was scared.

And yet she refused to bury her head in her mother's shoulder as she called out for her brother amidst the burning rubble. Where was Andrew? They had all been together, she was sure of it. It wasn't entirely their fault, she thought as she rested her head against her mother's. They were just too big, and we're just too small. It reminded her of that one summer when she went on a picnic with her family, when she and her brother wandered off to play in a nearby pond filled with tadpoles and water beetles. Only for her to run crying to her mother when she accidentally stepped on an anthill. She didn't mean to. So maybe there was a chance Godzilla thought the same thing.

As she watched the lumbering mountain slowly make its way to San Francisco Bay, she felt a sudden wave of fatigue overtake her. Madison yawned. Maybe by the time she woke up they would've found Andrew already. Then she could tell him all about her close encounter with a titan.

As Hawaii tentatively emerges from long days of pandemic living, and as people are taking stock of lessons learned and what parts of “normal” life they actually didn’t miss during the many months of isolated existence, it might be a good time to examine the concept of “growth” and how it has gotten Hawaii into so much trouble.

Hawaii doesn’t need to aim for “growth” all the time, unless it has to do with food crops and sustainable resources. In terms of tourism, construction, miles of highway, Hawaii has more than it needs.

There are other measures of success and progress besides growth that seem better suited to the realities of an island state. Maybe the measure of success for the next decade can be the opposite of tourism growth and state tax revenue and relentless urbanization; like number of acres of land returned from urban use to farmland, or number of hotel rooms converted to rental housing units.

Craziness, right? But not as crazy as a credo of constant growth on a chain of little islands way out in the Pacific. 

In human life, we measure growth in physical terms for the first part of life, and most intensely in infancy. Babies are weighed and measured and compared to other babies at the same age. Once a child gets a little older, we stop measuring every week or every month, and we focus on things other than numbers, like developmental milestones and behavioral stages.

When a person reaches adulthood, growth is measured in different ways — ability to care for oneself, ability to care for others, the role one plays in a healthy community, etc. Unstoppable, unregulated growth in an adult human is basically cancer, and so it is on an island as well. 

Hawaii needs to go in the other direction. Bigger is not always better. There’s much to be said for a nice, comfortable fit.

There are many benefits in downsizing.

For example, all the grandiose plans for a new Aloha Stadium gloss over the fact that the University of Hawaii has had a hard time filling the seats for football games over the years. The stadium has a capacity of 50,000. In recent years, if the place was half-full for a game, that was considered a good crowd. 

However, for the next three years (at least), the UH football team will be playing on campus in the new/old Clarence T.C. Ching athletic complex. 

Imagine, a Saturday night football game right there on campus, just like at a big university. Imagine, every one of the 9,000 seats filled. Imagine, a UH football game where people are clamoring to get in, where tickets are hard to get. That excitement would feel like success — maybe not quantifiable, but palpable.

What if the rental car industry didn’t ship back thousands of cars, and tourists had to rent bikes, take shuttles or just stay on the resort grounds and spend money supporting the economy rather than go off-roading to some remote off-limits area to get injured, stranded and in need of rescue? Fewer rental cars on the road should be a goal. Visitors to Hawaii are currently scrambling to get around because there aren’t enough cars for them to rent, yet the traffic is terrible. 

And then there’s the rail, which reliably supplies the worst example of every bad policy and practice in play in Hawaii. Even before construction started, its capacity was greater than projected ridership. People were going to have to be persuaded to ride the train.

Now that remote work has proven doable for many companies and preferable for many workers for more than a year, and now that distance and hybrid has been a part of classes from kindergarten through graduate programs, the need for rail does not seem as dire. It is another project that was begun to meet projected, or even hopeful, growth projections, like the Hawaii Convention Center, which was supposed to be home to high-end international conferences and ended up being just another Neal Blaisdell exhibition hall with nicer bathrooms and newer carpeting.

There are better ways to measure progress in Hawaii, ways that take into account quality of life, the health of nearshore waters and beaches, restoration of open spaces, peaceful neighborhoods, safe streets. 

During the most severe stay-at-home orders, we had all that. It was hard to admit at the time, but there were actually things to love about the shutdown. Hawaii felt more like Hawaii, and home felt more like home, when the relentless drive for growth let up for a while and the focus was on staying healthy and taking care of ourselves and our loved ones.

Future goals and measures of success need to take those life lessons into account. Constant growth is a problem. We need to aim for better.
