Long before the Iowa Caucus, before Joe Biden beat Bernie Sanders and COVID-19 cancelled canvassing, before the Biden-Harris ticket was a twinkle in Democrats’ eye, LaTosha Brown and Cliff Albright were crisscrossing the country to talk to Black voters about what was bothering them.
Last year Brown and Albright, the co-founders of a group called Black Voters Matter, took more than 20 road trips across battleground states, driving hours in a giant vehicle they dubbed “the blackest bus in America.” They weren’t stumping for a particular candidate or political agenda. They were on a larger mission: to restore Black voters’ faith in a democracy that so often seems to disregard them. They spoke about becoming “trusted messengers,” and restoring “credibility” to American democracy.
In August 2019, I tagged along on one of their road trips across Michigan. Six people showed up in Grand Rapids. The Saginaw meeting was like a prayer session; the Benton Harbor event felt more like a civic forum. In Lansing, they met with a youth group where barely half the room was eligible to vote. They’d always start out by singing gospel and usually end with fried chicken, dance to a few songs by James Brown, then get back on the bus and be on their way.
Brown explained her reasoning as she leaned back on the bus’s leather seats: Black voters, she said, had come to think of the Democratic Party like “the friend you only hear from when they want something.”
I recalled this conversation a year later, as I revisited much of the same territory. Over the course of nearly four dozen interviews with Black voters this month, from Flint and Detroit, Mich., to Milwaukee and Kenosha, Wis., it was clear that when it comes to Black voters, Democrats aren’t just running against Donald Trump. They’re running against a deep mistrust of the system, born from Republican voter suppression and Democratic neglect.
Distrust was the undertone to nearly every conversation. Most voters I talked to said they planned to vote for Biden—not that they thought it would matter. Centuries of suppression made many voters doubt that their ballot would be counted; generations of political disappointment made others doubt that it would make any difference if it was. The persistence of systemic racism through the presidency of Barack Obama only deepened their disillusionment.
“We had Obama and nothing changed,” says Jamar Mayfield, a 37-year old production technician waiting outside to catch a glimpse of Biden on his visit to Kenosha on September 3. If the first Black president couldn’t improve things, who could?
Tandem Hubbard, a 46-year old health-care worker shopping in the soup aisle of a Walmart in North Milwaukee, said that she voted for Hillary Clinton in 2016 but that “this year I’m not even gonna waste my time.”
“They’re like used car salesmen. They’ll say anything to get you on their side,” Hubbard says, adding that her troubles getting food stamps and hazard pay make her even less likely to show up. “Why would I vote? I’m not getting any benefit for anything.”
This sentiment was particularly pronounced in Michigan, where Black voters often feel powerless on the local level yet have outsized power over the national outcome.
“Some of those people are lost forever,” says Kermit Williams, President of the Pontiac city council and executive director of Oakland Forward, a local grassroots group that partners with Black Voters Matter. “They really do believe that their vote does not count and they haven’t seen any change.”
Black voters in Michigan have ample reason to be skeptical. Over the past 20 years, cities with high Black populations—from Flint to Pontiac, and Benton Harbor to Detroit—have seen their elected officials usurped by state-appointed emergency managers in times of municipal crisis. These unelected emergency managers were responsible for switching Flint’s water source to save money, a move which contributed to the widespread lead poisoning of the mostly Black population. Black residents of these cities voted for their local elected officials, then the state came in and replaced them with unelected bureaucrats; no wonder they so often believe their votes don’t matter, because historically, they didn’t.
“Flint has been through the worst: crime, the water, now this,” says one Flint man named Aaron, referring to COVID-19. “I’m that close to not voting, because every time a President gets in, nothing changes.”
But the same voters who believe their votes don’t count on a municipal level actually have a tremendous amount of power in a presidential election. Small fluctuations in Black turnout in Michigan can tip the state, and with it the Electoral College. Democrats felt the sting of this disillusionment in 2016, when Black turnout dipped slightly as white non-college turnout increased, causing Donald Trump to win the state by barely 10,000 votes. According to an analysis by the liberal Center for American Progress, if Black turnout had stayed at 2012 levels, Clinton would have carried Michigan. Nationwide, Black turnout dipped seven points in 2016 according to Pew, the first drop in 20 years, which almost certainly contributed to Clinton’s loss.
So Black organizers are leaving nothing to chance. For the last four years, grassroots groups across the country have intensified efforts to engage Black voters in order to shore up the Democratic base. Some say that big donors and Democratic officials aren’t taking the task as seriously as they should, focusing on wooing white suburban voters away from Republicans rather than strengthening and protecting the Black voters at the core of their base.
“There is an enormous, Grand Canyon-sized gap between the rhetoric around the importance of Black voters and the organization,” says Nse Ufot, executive director of the New Georgia Project, which has registered hundreds of thousands of new voters in Georgia since 2014 as it fights voter suppression efforts in the state. “We’re not only stepping in where government agencies have failed, we’re also stepping in where campaigns have failed.”

In Michigan, the state party says it isn’t making that mistake. “We have been engaging in the Black community since right after the 2016 election,” says Democratic Party Chair Lavora Barnes. “We recognize that we should have started in the black community earlier.”
The state party’s efforts are clearly paying off. Democrats made big gains in the 2018 midterms, where Black turnout in Wayne County, home to Detroit, rose 16 points from 2014. In the Presidential primary in March, the Democrats saw a “turnout explosion,” Barnes said at the time, increasing turnout by nearly 30% over 2016 primary levels. In Detroit, which is 80% Black, the city clerk received more than 90,000 requests for absentee ballots ahead of this year’s Senate primary in August, the most in history.
Democrats are hoping that four years of grassroots, in-person organizing in Black communities will help lift Biden to victory in an election upended by the pandemic, which prompted both his campaign and the state Democratic party to suspend door-knocking and take field organizing online. “That sustained organizing is what’s led the Democratic party to still be able to maintain voter contacts and extend our reach even when the door-to-door canvassing got paused,” says Michigan. Lt. Gov. Garlin Gilchrist. “When you say every vote matters, that is literally true in Michigan.”
When Brown and Albright visited Michigan in 2019, the goal was to build a sustainable network of engagement that would transcend the election cycle. “People are going to flood the state in a couple of months because Michigan is a swing state,” Brown told me then, leaning back on the leather seats of the bus as MSNBC blared coverage of primary candidates like Pete Buttigieg and Andrew Yang. By the time the general election rolled around, she predicted, the opportunity to build real trust would have passed.
Then, of course, the coronavirus intervened. The pandemic halted the predicted flood of organizers and canvassers; instead, the Biden campaign and the Michigan Democratic Party are mounting an entirely digital operation, rooted in phone calls, texts, and online events rather than physical engagement. Heading into the final six weeks of the campaign, some organizers worry that the digital campaign will fail to reach some Black voters, particularly older people or those without reliable internet access.
“You’re not gonna reach the type of voters you need on Zoom,” says Branden Snyder, executive director of grassroots racial justice group Detroit Action. “They’re talking to people like me, when they should be talking to people like my mom.”
Organizers say that’s why voter engagement outside election cycles is so valuable. If they hadn’t been organizing consistently since 2017, Brown says, “we would be in a bind.” They would be trying to reach voters who had never heard from them before, asking for trust they hadn’t earned. Instead, the consistent, in-person organizing of Black voter engagement groups throughout 2017, 2018 and 2019 has given Democrats a parachute for 2020.
“Now, we can’t go door to door,” says Brown, “but we have relationship capital with people who have networks we can lean on.”
As Black communities suffer the brunt of the Covid-19 pandemic, grassroots voter engagement groups have morphed into social-service providers. Ufot says the New Georgia Project is donating hygiene essentials and perishable goods to a community devastated by both Covid-19 and hurricane season: “You will hear from New Georgia Project about whether or not your family needs Pampers, and whether or not you’ve received your absentee ballot yet,” she says. Oakland Forward, the local Michigan group run by Kermit Williams, is giving out food, masks and laundry detergent. “You can’t just talk to people about voting,” says Williams, “if their basic needs are not met.”
Unlike the Biden campaign or the Michigan Democratic Party, Oakland Forward has chosen to continue doing in-person organizing. With funding and encouragement from Black Voters Matter, the organization has knocked on more than 2,000 doors in the last three weeks, and is planning an outdoor, socially distanced voter-registration picnic, complete with a food truck. “We’re getting them engaged,” Williams says, “So that when we do get-out-the-vote in those same areas, they know us and we’re familiar.”
Between the years of effort and the obvious stakes of this election, some Black voters say they are more engaged than they were four years ago. Michael Willis, a 42-year old who works in public transportation, didn’t vote in 2016. “I felt like my vote wasn’t gonna matter,” he says, heading into a Sterling Heights, Mich., grocery wife with his wife, who rolled her eyes. But this year, he says, “I want to make sure I use my American right.” He’ll be voting for Biden.

FRANKENMUTH, Mich. — Nobody knew the vice president was coming until he showed up at a family-style restaurant in town.
Weaving his way through lunch hour at the fried chicken hotspot Zehnder’s, Mike Pence could have been mistaken for just another 2020 hopeful, someone who believes every handshake and polite conversation might become the vote that delivers victory on primary day.
Except this wasn’t Iowa or New Hampshire and Pence isn’t running for president — at least not yet.
Pence aides and allies insist his sole focus for the year ahead is helping Trump secure a second term in the White House. That means his schedule for the next 11 months will look much like it did on Dec. 18, when the vice president rode a campaign RV through Saginaw County — a majority-white area in mid-Michigan that Trump captured by just over 1 percent in 2016 — and made unannounced visits to Zehnder’s and an indoor Christmas market along the way.
But the more Pence utilizes this particular campaign strategy — he’s “running for governor” in Michigan, Wisconsin and Pennsylvania, one of his aides recently said — the harder it becomes to distinguish between a vice president who is simply doing the pedestrian politicking his counterpart loathes, and one who is using this stage to prep for his own future presidential run.
It’s a difficult balancing act for Pence. His boss, Trump, has never liked subordinates to upstage him. Therefore, Pence must cast his handshake tour of key swing states as one conducted solely to Keep America Great in 2020, not to launch the Pence 2024 ticket.
“He’s clearly out there helping to set up his own bid,” said Tom LoBianco, author of “Piety and Power: Mike Pence and the taking of the White House,” adding that Pence doesn’t have to make a decision about 2024 for at least a couple more years, but “does have to keep laying the groundwork.”
It’s difficult to measure the utility of Pence’s old-school tactics for Trump’s 2020 campaign when the president regularly draws large and sizeable media coverage for rallies scheduled on just a few days’ notice. Two hours away in Battle Creek, Mich., for example, thousands of Trump fans were already assembling outside Kellogg Arena for the president’s final rally of the year — spending hours in below-freezing temperatures to avoid the nosebleed seats — when Pence began his stump speech in a Saginaw hotel conference room filled with 250 supporters offering minimal applause.
“In many ways it’s the basis of the Nikki Haley chatter: Does Trump really need him and how much of this is just Pence padding his own run?” LoBianco noted, referring to speculation about Trump’s rumored consideration of a plan to replace Pence with a woman like Haley on his 2020 ticket.
Campaign officials say Pence is playing a crucial role whenever he drops into Midwestern battleground states for more intimate events with voters. Whereas Trump plays to his base when he takes the stage at his rallies — broadsiding critics with coarse language and diving headfirst into the most sensitive cultural issues — campaign officials say Pence focuses on easing prospective Trump voters into supporting the president even if they despise his personality. In a race that is likely to be fought on the margins in the Rust Belt, where suburban women and union workers remain deeply skeptical of Trump, the vice president’s current deployment strategy could work for 2020, while also benefiting Pence’s long-term ambitions.
There are other clues that indicate Pence is thinking of what a successful presidential campaign might look like in a post-MAGA landscape. Like Trump, he has formed a close circle of loyal advisers both inside and outside the White House, who often work to insulate Pence from controversy whenever the president does something that sets Washington ablaze. He leans heavily on his former chief of staff Nick Ayers, his gubernatorial campaign manager Marty Obst, Club for Growth president David McIntosh, and his current chief of staff Marc Short, according to a person close to Pence.
“They basically try to keep him clean from any of the day-to-day messes that are happening,” the person said. “That’s part of why he travels so much and why he’s glad to do these day-long bus tours, which get him out of D.C. and in front of the same voters he will need if he runs for president in the near future.”
Pence has also worked to bolster his policy credentials, focusing on trade and China, two issues that helped carry Trump to victory in 2016. The topics have resonated with working-class populations outside the typical Republican base. Once Trump finalized a trade deal with Mexico and Canada, Pencetook up the task of selling it to voters and whipping votes to ensure its passage in the House last month. And twice in the last year-and-a-half, the vice president has delivered major speeches on China in which he excoriated not only Beijing’s trade practices, but also its human rights abuses, a subject the president often side-steps.
“Nothing in the past year has put on display the Chinese Communist Party’s antipathy to liberty so much as the unrest in Hong Kong,” Pence said during an October lecture. “Beijing has increased its interventions in Hong Kong and engaged in actions to curtail the rights and liberties of its people.”
A second person close to Pence recalled a conversation in mid-2018 in which the vice president asked his advisers to compile a policy portfolio that would set him apart from other Republicans who are often mentioned as possible successors to Trump — including Secretary of State Mike Pompeo and Haley, the former governor of South Carolina and U.S. ambassador to the United Nations.
“It’s safe to assume the 2024 GOP primary will look a lot like the 2020 Democratic primary in that it will be a bloodbath with three dozen candidates, so it’s never too early to start thinking of ways to define yourself without alienating the base President Trump has built,” the person said, before adding that the vice president “hasn’t made up his mind about what lies ahead because right now his singular focus is on this election.”
Pence has also mostly steered clear of the omnipresent controversies that have pervaded the Trump administration, despite being tangentially involved in several of the more high-profile ones. During special counsel Robert Mueller’s two-year look into possible ties between the Trump campaign and Russia, as well as Trump’s attempts to stymie the probe, investigators never sought to interview Pence, despite his involvement in some of the events at the center of the probe. And when House Democrats started investigating Trump’s attempts to pressure Ukraine into opening investigations into his political rivals, Pence avoided too much scrutiny, again, despite his presence at some of they key moments under investigation.
Between Pence’s ability to avoid the major Trump-era scandals, his efforts to hone his policy chops and the aggressive campaign schedule he plans to keep through next fall, LoBianco said Pence has a “fundamental edge” over the most-talked about 2024 hopefuls and he shouldn’t be afraid to take advantage of his position, or to adjust his strategy to maximize its benefits to his political future and to the Trump campaign.

But things change. Frank now says it would be almost impossible for a small farm to make it by selling wholesale.

He used to grow pumpkins for wholesale. When he had a few extra in 1997, he offered a tiny pumpkin patch at the farm’s front. It was a hit. The business grew and he added a corn maze. Then hayrides. Now, with a mechanical bull, a bounce house, and corporate parties, the Harvest Festival keeps growing. Frank tries to add a new agritourism idea each year.
Three years ago, he tried zombie paintball. Actors stumble around a field while participants stand in a tractor-pulled trailer, behind a row of mounted paintball guns. There’s also a corn walk, for smaller kids that get intimidated by acres of a corn maze. Today, zombie paintball, the maze, and hayrides are most popular.

Up to 20 local schools coordinate field trips, mostly for kindergarteners and first-graders. Scouting and church groups also arrive to pick pumpkins and run mazes. And the Ferrari Farms legacy matters. Some teachers have been coming for 16 years.
Frank says, “We have some people who came here as kids, bringing their kids now.”
And the fun doesn’t only happen in the fall. Frank hosts birthday parties, weddings, and graduations in an old barn. Spring brings Easter Egg hunts. Ferrari Farms started a Sunflower Festival in 2017, which was successful and will be a definite repeat. And each festival includes animals that people can see and touch, such as calves, donkeys, llamas, and pigs. Frank tries to get a variety because many kids don’t see livestock like that.
“The big thing is being innovative,” says Frank. “Starting something new and just knowing your customers.”

Frank’s kids grew as the business did. Now Conor, 19 years, drives tractors and works on the farm. Alexey is 17 and still in school but she helps on weekends. Frank’s fiancée, Petra, has another job but she handles marketing and social media.
Weather is the biggest challenge. 2015 brought drought and Frank had to truck in pumpkins. In 2016, rain crashed Halloween weekend, the biggest moneymaking time of the year. Those rains led to floods. Even wind has a huge impact and it’s difficult to predict weather’s effect on tourism.
One thing that doesn’t hurt business, though, is the rise of more local agritourism examples. If anything, Frank says, they have helped spread awareness that farm festivals are inexpensive family fun. Ferrari Farms is unique because it grows everything onsite, from pumpkins to the bales made from last year’s cornstalks. Casinos refer out-of-state visitors to the farm. Frank hosts other businesses just starting up, such as a lady who brought her ponies out for kids to see.
“We try to help people around the area,” says Frank. “To feed off each other. It’s a positive thing.”

Grandpa “Tiny’s” Farm
Frankenmuth, Michigan is a Bavarian resort town built on a famous chicken dinner recipe. William “Tiny” Zehnder ran the Bavarian Inn but kept a farm on the side. With farming as his true passion, he dreamed that his land would be educational, teaching what kids don’t learn in school. He passed on in 2006 and the farm became a historical site.
Living in the suburbs, an hour away, Jonathan and Wendy Winkel visited Grandpa Tiny’s Farm for years. The caretakers, an older couple, paid bills by starting a petting zoo business on location. The Winkels realized they were visiting two to three times a week and when the caretakers decided to retire, Wendy immediately offered, “What about us?”
The Winkels moved to Grandpa Tiny’s Farm in autumn of 2016, started rejuvenating land and buildings, and implemented their own agritourism ideas.
At first, they worried how their kids would adjust. Wendy says, “I thought it would be more of a transition but they took to it right away.” Gwenneth, 8 years, loves animals and helps care for the chickens and peacocks. Five-year-old Rowan may be able to help out, in the future. “Mainly, he plays in the dirt.”
Grandpa Tiny’s farm sits at Frankenmuth’s forefront and the farm needs to look as beautiful as the town. As caretakers, the Winkels perform maintenance and keep the land presentable. They secure buildings to protect artifacts and history.

The family business includes agritourism ideas like operating a petting zoo and hosting weddings in the big blue barn. Farming is done the heritage way: with vintage tractors and without chemicals. The Winkels use 60 acres for growing crops and selling eggs, but they have a plan.
“Because it’s a small farm, we are trying to maximize,” says Wendy. Corn and soybeans wouldn’t support the farm. “So we are doing specialty crops such as lavender, the strawberry you-pick, the cider mill.”
Traditional crops, such as hay and oats, feed their livestock. But the strawberries they put in this year, and the apple orchard they’re building, will help sustain farming costs. It’s very strategic.
Perhaps their most fulfilling agritourism idea is the continuation of Grandpa Tiny’s dream. Kids bus in from Flint and Saginaw to learn about area history, farm animals, and where their food comes from. Most are inner-city children who have never seen a sheep or petted a bunny.
“They’re amazed when I pull an egg out of a nesting box and tell them where eggs come from and that chickens lay eggs.”
While Wendy talks about bees, chickens, and eggs, Jonathan teaches how crops turn into food.
The community, especially the school system, is supportive of the Winkels’ work.
