The brutal attacks/bombings this week in New York, and Washington D.C., along with threats of attacks there and elsewhere in the country have changed our times forever. While the mass media concentrates on the details of the destruction, and the blanketed words of politicians, I will attempt to understand and explain the events from the fence. BOMBING AND BEING BOMBED ARE THE SAME THINGS ON DIFFERENT SIDES OF THE FENCE.

Terror is not a spontaneous human action without credence. People just dont hijack planes and commit harikari (suicide) without any weight of thought to the action. No one in the media seems to ask WHY DID THESE PEOPLE DO THIS HORRIFIC ACT OF VIOLENCE AND DESTRUCTION?

To be able to understand the answer to this, we must first look at our U.S. Mideast Policy. During most of the 20th century, U.S. businesses have worked on attaining oil rights and concessions from countries in the Middle East and Eastern Europe. After WWI, secret back door deals by our State Dept. yielded oil rights from then defeated Turkey to fields in what is now Iraq and Saudi Arabia, in return for looking the other way at a crime against humanity, the Genocide of the Armenians by the Turks. Oil profits have been the motivating factors behind many attempts at counterinsurgency of democratic regimes by the CIA and the U.S in the Middle East (such as Iran in the 1950s, where the Shah replaced the Prime Minister who refused to give up oil rights to the U.S., and since the people couldnt deal with the Shah, an extremist government headed by the Ayatollah Khomeini ultimately prevailed). During the Iran-Iraq war, America supplied both sides with weapons and advice. These are not the actions of a rich superpower wanting peace. Lets not forget that Saddam Hussein, before being Americas vision of the Anti-Christ, was a close ally of the U.S., and the CIA. So what was the firm belief system of consecutive American administrations that caused all this to occur ? PEACE IN THE MIDDLE EAST WILL LEAD TO HIGHER OIL AND GASOLINE PRICES. Lets not also forget the power of the Arms industry, disguised as defense, that still sells billions of dollars of weapons to the area. Therefore it has not been in the short-term economic interest of the U.S. to foster Peace in the Middle East. Using the above reasoning, the U.S. has encouraged extremist governments, toppled democracies, as in the case of Iran to replace it with a monarchy, rigged elections, and many more unspeakable political crimes for U.S. businesses abroad. Lets not also forget the Red Scare. During the war between the then Soviet Union and Afghanistan, the U.S. armed and supported the Taliban, a fundamentalist Muslim organization, and allowed them to export opium and heroin out of their country to pay for those weapons. Therefore the Taliban rose to power and control with the help of the U.S.A. Today, the bombing of Iraq still continues, no longer covered by the media, the economic embargo still remains, killing millions of children, and recently, while the world and the U.N. General Assembly have cried out to bring in peacekeeping forces into Israel and Palestine, to end the escalated war and recent assassinations, the U.S. has vetoed the rest of the Security Council and has halted the possibility of peace, there, in the most volatile place in the world.

People in Serbia, Lebanon, Iraq, Sudan, and Afghanistan to name a few have seen bombs fall, not always at military targets and kill innocent civilians, as the scene in New York city yesterday. The wars waged by our government in our names has landed smack in the middle of our living room. The half hour of destruction closed down all world financial markets, struck the central headquarters of our military, and had our leaders running into bunkers, and our citizens into fear and frenzy. What scares me more than what has occurred is what our reactions to the occurrences may cause. President Bush belongs to a long generation of Republican Presidents who love war economies. The media has only concentrated on the bombings, if you will, and what type of retaliations are looming for the perpetrators. What everyone fails to realize is that the bombings are a reaction to existing injustices around the world, generally unseen to most Americans. To react to a reaction would be to further sponsor the reaction. In other words, my belief is that the terror will multiply if concrete steps are not taken to sponsor peace in the middle east, NOW. This does not mean that we should not find the guilty party(s), Bin Laden, or whoever they may be, and not try them. Put simply, as long as a major injustice remains, violence precipitates to the surface of life.

Native American folklore, the Bible, Nostradamus, and many other major religious beliefs point to this era with the visuals of yesterdays disasters, and conditions of ecological disasters we experience daily in our lives today. War, rumors of war, famine, long burning fires, etc., are at our doorstep. We can prevail over this possible vision with the power of the human spirit, understanding, compassion, and peace. ITS TIME TO PUT OUR NEEDS FOR SECURITY AND SURVIVAL, ACHIEVED ONLY THROUGH PEACE, ABOVE AND BEYOND PROFITS, ESPECIALLY IN THESE TIMES.

SOLUTION:

The U.S. should stop sidestepping the U.N. Security Council, and allow U.N. Peacekeeping troops and missions to the Middle East. Stop the violence first.

Stop the bombing and patrol of Iraq.

With todays gains in the use of alternative fuels, develop them to full usage with autos and other utilities, to make the country less dependant on an already depleting natural reserve, oil.

By initiating peace, we would have already shaken the foundations of support for Bin Laden, and/or all those that sponsor activities like those we saw yesterday, and break the stronghold of extremists on the world of Islam. On the other hand, if we carry out bombings on Afghanistan or elsewhere to appease public demand, and very likely kill innocent civilians along the way, wed be creating many more martyrs going to their deaths in retaliation against the retaliation. Biden Races to Expand Coalition Against Russia but Meets Resistance

Many Asian, African and Latin American nations are maintaining ties with Russia as the United States tries to isolate President Vladimir V. Putin and end the war in Ukraine.

Even before the start of the war in Ukraine, an international alliance to rally the world against a Russian invasion came together so quickly that President Biden later marveled at the “purpose and unity found in months that we’d once taken years to accomplish.”

Now, with the conflict in its fourth month, U.S. officials are facing the disappointing reality that the powerful coalition of nations — stretching from North America across Europe and into East Asia — may not be enough to break the looming stalemate in Ukraine.

With growing urgency, the Biden administration is trying to coax or cajole countries that have declared themselves neutral in the conflict — including India, Brazil, Israel and the Gulf Arab states — to join the campaign of economic sanctions, military support and diplomatic pressure to further isolate Russia and bring a decisive end to the war. So far, few if any of them have been willing, despite their partnerships with Washington on other major security matters.

Mr. Biden is making an extraordinary diplomatic and political gamble this summer in planning to visit Saudi Arabia, which he had called a “pariah.” And on Thursday, he met with President Jair Bolsonaro of Brazil on the sidelines of the Summit of the Americas in Los Angeles. Mr. Bolsonaro visited Moscow the week before Russia invaded Ukraine and declared “solidarity” with President Vladimir V. Putin.

In Los Angeles, Mr. Bolsonaro pre-empted any push by Mr. Biden on Russia, saying that while Brazil remained open to helping end the war, “given our reliance on certain foreign players, we have to be cautious.”

Business Is Booming for the U.K.'s Spy Tech Industry

DRIVING INTO CHELTENHAM from the west, it is hard to miss the offices of Government Communications Headquarters, or GCHQ, the United Kingdom’s surveillance agency. The large, doughnut-shaped building sits behind high-perimeter fencing with barbed wire and many levels of security. The facility – used to eavesdrop on global emails and phone calls – is located on the edge of the sleepy Gloucestershire town, which feels like an incongruous location for one of the world’s most aggressive spy agencies.

Cheltenham has a population of just 117,000 people, and GCHQ’s presence has turned the area into one of Europe’s central hubs for companies working in the fields of cybersecurity and surveillance. GCHQ says it employs almost 6,000 people in Cheltenham and at some smaller bases around the U.K., although the agency has in recent years secretly expanded its workforce, reportedly employing thousands more staff.

People in the area are now talking of a cyber “corridor” that stretches for 50 miles from Malvern, just north of Cheltenham, all the way to Bristol, where the Ministry of Defence has its equipment and support headquarters at Abbey Wood. Many quaint English towns, known for their farming and country pubs, have seen an influx of companies dealing in cybersecurity and electronic spying. Even office space on former farms is being used for this burgeoning industry.

Chris Dunning-Walton, the founder of a nonprofit called Cyber Cheltenham, or Cynam, organizes quarterly events in the town attended by politicians and entrepreneurs. “Historically, there has been a need for the companies that are working here to be very off the radar with their relationships with GCHQ and to some extent, that does exist,” says Dunning-Walton. But since Edward Snowden leaked information in 2013 about GCHQ’s sweeping surveillance activities, the agency has been forced to come out of the shadows and embrace greater transparency. One consequence of this, according to Dunning-Walton, is that GCHQ is now more open to partnering with private companies, which has helped fuel the cyber industry around the Cheltenham area.

Northrop Grumman, the world’s fifth-largest arms manufacturer, has located its European cyber and intelligence operations in Cheltenham, where it has two offices in the center of the town. In the nearby city of Gloucester, a 20-minute drive west of Cheltenham, Raytheon, the world’s third-largest arms company, in 2015 opened a Cyber Innovation Centre that it says is focused on “big data, analytics and network defense.” BAE Systems Applied Intelligence, the cyber arm of the world’s fourth-largest arms company, also has offices in Gloucester, where it says it “delivers information intelligence solutions to government and commercial customers.”

Many of these companies are secretive about the work they do – especially when it concerns surveillance technology – and refuse to speak to the media. But L3 TRL Technology – which is based in Tewkesbury at the northern tip of this new cyber corridor – does grant an interview via email.

L3 says it provides “electronic warfare” equipment that can jam communication signals and gather intelligence. A spokesperson for the company says it plays “a crucial role in counter terrorism and the protection of military forces with our electronic warfare solutions.” He declines to provide any information about any of the company’s customers. But a video posted on YouTube by a Middle Eastern news agency reveals one potential client: It documents a recent meeting between L3’s parent company and Mohammed bin Zayed, the crown prince of Abu Dhabi and deputy commander of the UAE military.

According to government records, the U.K. has sold weapons and other equipment worth £7.3 billion ($9.9 billion) to the UAE in the past decade, including components for telecommunications eavesdropping technology and “intrusion software,” which is used to hack into targeted phones and computers.

Another Cheltenham-based company is CommsAudit, whose flagship product is a surveillance system called Spectra Black, a portable device that can monitor cellphone calls and other wireless communications. CommsAudit did not respond to a request for comment and does not publicly disclose the identities of its customers. The company was, however, showcasing its products at the 2017 DSEI arms fair in London, which was attended by government delegations from across the world.

Latching onto this wave of innovation, last year, the British government pledged £22 million ($30 million) in funding for a new cyber business park on a patch of land close to GCHQ’s headquarters. “It will act as a ‘honeypot’ for cyber security and high tech supply chain businesses,” the promotional literature said, creating 7,000 jobs, while boosting the number of private companies in the area that can then potentially become GCHQ’s clients. There is a lot of largesse to go around. GCHQ takes the majority of the share of the roughly £2.8 billion ($3.8 billion) budget for Britain’s intelligence services and has twice the number of personnel of MI5 and MI6 combined.

David Woodfine, a former head of the Ministry of Defence’s Security Operations Centre, worked inside GCHQ’s Cheltenham headquarters for two years. He left in September 2013 to found Cyber Security Associates, a Gloucestershire-based company providing cyber consultancy services to the public and private sector.

Woodfine says toward the end of his tenure at GCHQ, there was a realization that the agency needed to partner more with private industry. “From a GCHQ perspective, I think their whole attitude has changed from quite a hard approach – ‘we’ll keep everything in-house’ – to ‘actually, we need to open up.’ They changed their recruiting, their apprenticeship schemes, so they are attracting more young talent into their organization.”

The National Cyber Security Centre – which opened in 2016 under the remit of GCHQ – is currently piloting new “Cyber Schools Hubs” in Gloucestershire. The idea is to send staff into local schools to “encourage a diverse range of students into taking up computer science,” in effect grooming the next generation of cyber-competent spies.

GCHQ offers meager salaries compared to the private sector, but the agency can offer prospective employees the chance to work with technologies that they could not use anywhere else – because if they did, they would be breaking the law. “That’s a good way of retaining people on public sector pay,” says Woodfine. “So you can argue that they don’t join for the money, they join for the ability to learn and to test their techniques and their abilities.”

A GCHQ employee can work with the agency for a few years, learn about its tools and methods, and then take that knowledge with them to a job in the more lucrative private sector, where there are plenty opportunities for surveillance innovation. According to the London-based advocacy group Privacy International, the U.K. has 104 companies producing surveillance equipment for export to foreign governments and corporations. Only the United States – with 122 companies – has more.

SINCE 2013, SALES of surveillance and hacking technology have been controlled under the Wassenaar Arrangement, which was signed by 42 countries, including the U.S. and most of Europe. The arrangement is intended to prevent authoritarian regimes from obtaining arms and sophisticated spy tools that could be used to commit human rights violations. However, it is not legally binding. And the U.K. has continued to sell eavesdropping equipment to a number of countries with questionable human rights records, such as Honduras, Bahrain, Saudi Arabia, China, and Qatar.

Inside the bustling Victoria train station in central London, Digital Barriers, the world’s premier video analytics company, has its offices. Video analytics sounds like an arcane branch of the high-tech industry, but in terms of surveillance technology, it is a field that has rapidly advanced in recent years. Zak Doffman, chief executive at Digital Barriers, founded the company in 2010 after recognizing that in the area of video intelligence, there was a gap in the international market. Digital Barriers’s technology is designed to analyze video – and identify people’s faces – in real time, where the cameras are placed, rather than having to rely on retrospective analysis.

In its London offices, the company demonstrates to this reporter how even with a scarf wrapped around a person’s face, its software can successfully identify them within a few seconds using a standard surveillance camera. Facial-recognition technology is notoriously inaccurate and can produce false positives, but Digital Barriers claims its software can pick out obscured and blurred faces in crowds and match them with photographs that are held on databases or published on the internet. It is, the company says, most useful for counterterrorism operations. But in the wrong hands, wired up to a nationwide camera network, the technology could potentially be used to trace the movements of millions of people in real time. “We built the business primarily in the public sector working for government agencies,” says Doffman. “We are now working increasingly in the private sector with the commercial customers.”

Digital Barriers’s website boasts that it has clients in more than 50 countries. Doffman won’t reveal the names of his customers, and when questioned about the export licensing process, he says the company’s products are exempt. “It’s not export control per se,” he says, “so there’s no formal restrictions on the technology.” What would he do if countries with authoritarian governments wanted to buy the system? Doffman says only that Digital Barriers has a “moral code on this stuff.”

People within this industry want the technology to remain uncontrolled; they argue that countries with authoritarian governments don’t want this type of video surveillance anyway. “Countries where you have a lot of corruption, the last thing they want is facial recognition,” says one industry source, because of elite factionalism. But that seems scant reassurance for dissidents living in dictatorships that can now freely access this technology at the right price.

Kuwait has fallen behind in preparing an electronic defense force

KUWAIT CITY, Nov 29: At a time when about 30 countries entered cyberspace – which is the fourth war field after the three traditional land, sea and air war fields – Kuwait is trying to knock on its doors and take a share in it in order to ward off the horrors of hostile attacks that target its information security, and strike the nerve of modern life based on distance services in killing, reports Al-Qabas daily.

In view of the requirements of modern life, “electronic armies” are no longer a luxury or an option, but an urgent need imposed by the necessities of the current era. The US Department of Defense, in its 2020 budget, highlighted a series of priorities that focus on electronic warfare and projects related to cyberspace.

Britain recently announced a new national electronic army to be an offensive unit targeting hostile countries and terrorist groups. This type of armies is present in more than 29 countries around the world, according to a report issued by the Wall Street Journal in 2016.

Warnings

Despite the constant warnings by information security experts and consultants in this field to officials and leaders that there is no rule to defend Kuwait and government agencies in light of the development witnessed by the services provided online and the possibility of exposing personal and financial information as well as government data to danger, movements in this area continue to be shy, and have not seen the light in a way that achieves competition, at least for the surrounding countries.

According to information security experts, Qatar, Saudi Arabia, the UAE and other Arab countries have groups that work as an electronic army and are interested in defending these countries from any external dangers, analyzing the various types of attacks and the dangers resulting from them, figuring out ways to confront them, and addressing the loopholes and attacks.

The Blue Fence

Information security consultant Raed Al-Roumi declared, “Kuwait has fallen behind in preparing an electronic defense force even though more than one proposal was submitted to government agencies, including the Communications Commission and the Central Agency for Information Technology, to equip the so-called Blue Wall, which is a Kuwaiti team to confront intrusions and any possible electronic attack. However, it has not yet looked at those proposals even after more than four years have passed”.

Al-Roumi stressed that there are more than 50 Kuwaiti hackers who can work side by side as a specialized volunteer team to build a virtual protective fence to preserve government agencies and the vast internet space, work on the gaps, strengthen the protection levels for the government system, analyze attacks and loopholes that are constantly exposed, study the extent of viruses, and preserve information against encryption.

A specialized body

President of the Kuwait Information Security Association and a faculty member at Kuwait University Dr. Safaa Zaman warned of the attacks that Kuwait, government agencies and individuals are constantly exposed to, which lead to fraud and losses.

She highlighted the need for the state to establish a specialized body for cybersecurity, so that there are subsidiary bodies in all institutions that monitor electronic transactions under their umbrella. She also stressed the need for the establishment of a complaints center that interacts seriously with institutions and individuals affiliated with this body.

Dr. Zaman insisted on the need to amend the cybercrime laws in a way that keeps pace with rapid changes.

She explained that international agreements and treaties that preserve the state’s entity in the field of cybersecurity must be made with major technical companies, such as and . A specialized center must be established for data analysis based on technologies, artificial intelligence, and other technologies that benefit the country’s leaders in the field of cybersecurity.

Urgent solutions must be developed along with coordination between the security services and communications networks in order to protect government agencies and individuals from constant attack and fraud. This is especially as such operations negatively and directly affect the economic conditions in the country, as well as the safety of the financial system with the available financial tools. There is a need to create a tight and fierce system to curb the spread of any hacking operations of governmental or individual agencies.

Abu Al-Khair: Experience is a factor of success

Information security specialist Ihab Abu Al-Khair affirmed Kuwait’s need for an electronic army to confront any potential cyber risk in light of the rapid development of Internet services and the widespread use of the network.

He indicated that such a step in developing an electronic defense system requires sufficient experience, in addition to the need for implementation to be through an entity with the ability to transform the matter on the ground in a fast and strong manner that achieves the desired goals through it.

Al-Khair highlighted that the expansion of piracy operations by individuals, companies or external bodies must be matched by an expansion in the studies and operations even if the operations are outside Kuwait, in addition to their importance in defending information and data from potential operations.

“We are living in a new era that requires the presence of unconventional armies capable of facing the new challenges facing the country”, said Abu Al-Khair, adding that, “The delay in implementing this important file puts everyone in front of the risk of advanced attacks that may affect important institutions.”

Al-Suwaidan: An Internet Monitoring Center

Information security specialist Basel Al-Suwaidan affirmed that there should be a “specialized center, such as an emergency center, that monitors the Internet that passes through the country, as the Ministry of Defense should have an electronic army like other countries in the world and countries in the region.”

He pointed out the importance of the existence of such a center being preceded by legislation paving its way, in addition to a serious spread in aspects of information security, especially since electronic warfare and the repeated targeting of Kuwait exist and broadly target the oil sector companies, and financial and security bodies.

Meanwhile, among the 30 countries that have entered the world of electronic warfare, the most prominent are America (cyber command), Russia (electronic military unit), Iran (Cyber Army) and China (Unit 61398)

Furthermore, experts define the working patterns of electronic armies, affirming that they cover many aspects of life such as: 1 – Against terrorism and organized crime 2- Anti-state activities 3 – Data encryption 4 – Filling gaps in government agencies 5- Data analysis to counter a possible attack.

Also, there are a variety of fields that can be used as a field for electronic warfare. They include military, political, intelligence and economic.

The objectives of cyber-attacks are countless but the most important among them are creating chaos, disrupting the infrastructure, espionage and destruction of information.

Meanwhile, Raed Al-Roumi highlighted the importance of working to attract young Kuwaiti amateurs in this field to be part of such teams and electronic armies along with specialists instead of trying them and holding them accountable, indicating that this is what is done in Western countries, as benefiting from such minds and directing them properly saves the millions spent in other fields.

Al-Roumi insisted on the importance of Kuwait having an electronic army in light of the increase in electronic government services and its smart applications with the amount of personal and financial information that are circulated in the electronic space without guarantees to preserve rights from diversion.
