A bill that would add child sex trafficking and statutory rape to the crimes eligible for the death penalty was debated Monday in a Missouri Senate committee — despite conflicting with U.S. Supreme Court precedent.
The legislation is sponsored by state Sen. Mike Moon, an Ash Grove Republican who said Monday that one of the “principal purposes of government” is to “punish evil.”
Rape of children under 14 and child trafficking of children under 12 would be crimes eligible for the death penalty under his bill.
“And what’s more evil than taking the innocence of the child during the act of a rape? Children are in large part defenseless and an act such as rape can kill the child emotionally,” he said.
“And so I believe a just consequence, after a reasonable opportunity for defense, is death.”
The Senate Judiciary and Civil and Criminal Jurisprudence Committee heard the bill Monday.
State Sen. Karla May, a Democrat from St. Louis, pointed to Moon’s stance of “believing in life” as an outspoken opponent of abortion without exception for rape or incest, yet supporting expanding the death penalty.
“A 12 year old who gets pregnant, you believe that she should bring that child in the world, am I correct?” May asked.
“What crime did that child, that developing human child, commit to deserve death?” Moon replied.
“…But you believe in killing the father to that child?” May asked, if the father is a rapist.
“Yes,” Moon said. “If an attacker commits a heinous crime such as the ones that I mentioned in this presentation, I believe that if they’re charged and convicted, absolutely.”
The Rev. Timothy Faber testified in support of Moon’s bill, pointing to the “lifelong repercussions” of child rape and trafficking.
“It’s also a well established fact that those who commit sexual crimes seldom if ever change their ways,” he said. “Once a sexual offender, always a sexual offender.”
Elyse Max, co-director of Missourians to Abolish the Death Penalty, opposed the bill during Monday’s hearing.
“If the goal is to overturn established U.S. Supreme Court precedent, it’s far from a guarantee,” Max said, “and the amount of resources the state of Missouri would have to spend as well as the trauma to child victims during the process cannot be understated.”
The U.S. Supreme Court in the 2008 case Kennedy v. Louisiana ruled giving the death penalty to those convicted of child rape violates the constitution’s ban on cruel and unusual punishment unless the crime results in the victim’s death or is intended to. Only homicide and a narrow set of “crimes against the state” can be punishable by death, the court ruled.
“Adding statutory rape and trafficking as death-eligible crimes are a slippery slope,” Max said, “of expanding the death penalty to non-murder crimes that would bring the constitutionality of Missouri’s death penalty into doubt.”
“Instead of spending millions of dollars to possibly change long-standing precedent, Missouri resources should be spent to protect children from abuse in the first place, and ensure survivors have access to mental health treatment and proper support, following the offense,” Max said.
Moon said, regarding the Supreme Court precedent, that it’s worth challenging.
“That’s something that we need to start the conversation about,” he said, “and those things need to be challenged.”
Florida passed a similar law for victims of rape under age 12 last year. It received bipartisan support. In December, prosecutors in that state announced they’d seek the death penalty in a case of a man accused of sexually abusing a child.
Florida’s Gov. Ron DeSantis has said the state’s bill could lead the U.S. Supreme Court to revisit the issue.
Mary Fox, director of Missouri State Public Defender, which provides defense for the majority of death penalty cases in the state, argued Monday that the death penalty is “no deterrent to a crime.”
Fox also noted that an 18 year old dating a 14 year old could be executed under Moon’s legislation because that would be considered statutory rape.
Mei Hall, a resident of Columbia who also said she was a victim of sexual abuse, also testified in opposition.
“I don’t wish my abuser death,” Hall said. “I wish them to be sequestered away and unable to harm more people, for sure. But I don’t think it’s the state’s place to kill people in general and I don’t think it’s the state’s place to make it more difficult for child victims to come forward.”
Lobbyists from Empower Missouri and Missouri Association of Criminal Defense Lawyers also testified against the bill. A lobbyist from ArmorVine, testified in support.
Missouri was one of only five states to carry out death sentences last year, along with Texas, Florida, Oklahoma and Alabama. There are two executions scheduled for this year.
Three House bills filed this year would eliminate the state’s death penalty, but none has made it to a committee hearing.

Yılın ilk kar yağan gününde buluşmak istedin. Seni bulmak zor oldu.

Descendants of the Black people enslaved by St. Louis University have for the first time calculated how much labor and wealth was stolen from their ancestors, their latest effort in a yearslong push for the university to “make good on promises of justice and accountability.”
On Thursday, descendants, along with Democratic state Sen. Karla May and economists, announced that the total wealth acquired from stolen labor, including the construction of the Jesuit institution, totaled between $361 million and $70-plus billion.

State Sen. Steve Kaiser, R-Phoenix, not too long ago introduced a decision to his Senate colleagues that may be probably the most essential items of enterprise the Legislature attends to this session. It didn’t assert the necessity for a balanced finances or a safe border or name for passage of a invoice that will divide supporters and opponents alongside partisan traces. What it did was affirm that each individual, no matter means, ought to have the fitting to pursue significant work that's important in order that people with disabilities in Arizona can thrive. The primary few traces of Sen. Kaiser’s decision articulate a objective that needs to be apparent to anybody and but stays frustratingly elusive. “Each Arizonan ought to have the chance to take part within the workforce, together with those that have disabilities.” The decision amplifies the targets of an Govt Order signed in 2017 that designates Arizona as an “Employment First” state. Employment First isn’t a regulation or a single coverage or regulation. Somewhat, it’s an announcement to information how Arizona ought to try to make sure that employment ought to at all times be the primary possibility for people with disabilities, and that the state authorities needs to be a standard-setter in its function as an employer. There are myriad packages designed to help Arizonans with disabilities who're looking for employment, some extra profitable than others. The Employment First philosophy is that people with disabilities ought to be capable to pursue “aggressive, built-in employment,” which is totally different from employment in self-contained work environments, typically known as sheltered workshops, sometimes characterised by tedious, low-skill labor that hardly ever matches the worker’s pursuits and skills and the place the worker doesn't have the possibility to study new expertise from coworkers that would result in new alternatives on the profession ladder. What needs to be only a profession begin is just too usually a vacation spot. Employment First argues that help businesses and employers shouldn’t make assumptions about an individual’s pursuits or job satisfaction, particularly if that individual is non-verbal or has restricted verbal capability. As I’ve discovered from incapacity neighborhood advocate Karla Phillips-Krivickas, the founding father of Suppose Inclusion, the one assumption we must always make about people with disabilities within the office is to imagine competence; selections about employment and the subsequent steps on a profession path can circulate from there. Serving to all Arizonans no matter their bodily or cognitive skills discover fulfilling work and attain their God-given potential needs to be a objective in and of itself. It’s the fitting factor to do. However if you happen to’re extra more likely to be persuaded by financial arguments, take into account the state of the American labor market, the place the labor power participation charge has been falling for 20 years. A abstract of a report launched final fall by the Bureau of Labor Statistics depressingly finds that “people have an total decrease willingness to work.” Employers want staff, but they’re getting more durable to search out, and the broader economic system sputters because of this. However Sen. Kaiser’s decision factors to the hundreds of Arizonans who're sitting on the sidelines prepared to hitch the labor power. In 2019, out of 903,268 Arizonans with a incapacity, solely 39% of them had been employed. Businesses engaged in Vocational Rehabilitation – companies designed to assist people safe a job – see lower than a 3rd of their instances finish in employment. Lower than 1 / 4 of people “receiving companies from the Division of Developmental Disabilities had been collaborating in aggressive, built-in employment,” these jobs the place the pay, advantages, and duties are comparable amongst these with and with out disabilities.
There are packages like Freedom to Work administered by the state’s Medicaid company and Advantages 2 Work that encourage Arizonans to safe work with out worry of shedding health protection or profit earnings, however the trick is getting the job within the first place. Different states have adopted the Employment First ideas, however with blended outcomes. The objective, as Karla explains, isn’t only for a state to affirm its perception in Employment First, however to enhance employment outcomes for people with disabilities, which is what motivated Sen. Kaiser to get entangled. Standing up a brand new workplace or process power or research committee is of little assist if extra people with disabilities aren’t becoming a member of the workforce. The decision is a vital step for lawmakers to higher perceive the very actual challenges dealing with people with disabilities of their pursuit of significant work, our labor power constraints, and the wants of employers who may wish to faucet a brand new section of staff, however who don’t know the place to begin or what inquiries to ask. Future legislative periods will hopefully see laws designed to sort out these employment roadblocks. There are literally thousands of Arizonans who're prepared and prepared and wish to work. There are employers who would like to welcome these potential workers into their office. Let’s assist each the jobseekers and the employers by embracing the targets articulated by Sen. Kaiser’s decision. Danny Seiden is the president and CEO of the Arizona Chamber of Commerce & Trade https://guesthype.co.uk/?p=3959&feed_id=8680&cld=644839409281d

Mrs. North Carolina, dozens of other pageant contestants stranded since Monday in Texas United States of America’s Mrs. North Carolina and Fayetteville resident Karla Gochenour has been stranded in Texas since Monday. “For the last 5 to 6 days we haven’t had any running water in the hotel for showers, no food, everything near us is closed,” she said via Zoom. “It’s been, I mean, the craziest experience I have ever witnessed.” She’s been stranded in San Antonio alongside 80 other pageant contestants — some of them as young as 13 years old — since Monday, when the United States of America 2021 pageants wrapped up. That’s when devastating winter storms left all flights grounded and food and water in short supply across the state. Lights come back on in Texas but the crisis is far from over Since then, they’ve been doing whatever it takes to brave the storm together. “This is really big and for a young girl — like some of our contestants who may not have their family here — we are their families,” Gochenour said. Gochenour is a nurse at Cape Fear Valley Hospital and, she says, with the pandemic still going, she’s concerned about more than just being at the mercy of mother nature. ‘It was a mistake’: Sen. Ted Cruz sits down for one-on-one interview after returning home from Cancun “There isn’t any hand sanitizer left and no water to wash your hands and people have to be in close proximity because they have to be,” she said. “Certainly we are wearing masks but you have those who don’t and that just makes matters worse.” San Antonio resident and former ABC11 journalist Gary Cooper, who grew up in Texas, said the storm was nothing like he’s ever experienced and the state was simply not ready for it. ‘Part of the family’: Strangers shelter stranded delivery driver for days during Texas winter storms “Around Sunday into Monday is when we realized this is going to be extremely dangerous and something we haven’t dealt with before,” he said. “We aren’t used to this kind of cold. Had this been a hurricane or flash flooding we might have fared because that’s what we are used to. But sub-zero temperatures, that’s not our bag, that’s Minnesota weather.” As for Gochenour and the other contestants still stuck in their hotel rooms, warming temperatures on Friday were a welcome sign as they hope to return home this weekend. For Cooper and other residents, he hopes next time the state is better prepared. “We Texans are known to have a lot of bravado but I would like to think we all learned something from this event and hopefully this can inspire us so we can change and be better prepared because, ya know, it’s not a question of if this can happen but when,” he said. Minnesota House-Passed Bill To Allow Whole-Plant Medical Marijuana Killed By Senate
In a lackluster finish Sunday night to Minnesota’s scheduled legislative session, Senate Republicans voted to kill provision the House passed a day earlier that would have allowed medical marijuana patients to purchase raw, whole-plant forms of cannabis.
The vote came as lawmakers left piles of unfinished business on the table ahead of an end-of-session deadline on Monday. Legislative leaders indicated they’ll be back for a special session June 12, but Senate Majority Leader Paul E. Gazelka (R) said  that lawmakers will likely focus on bills “just for COVID-19.”
In other words, patients and medical marijuana advocates will probably have to wait until this fall for another chance to overturn the state’s ban on marijuana flower.
“Next year!” tweeted state Sen. Karla Bigham (DFL). “We got you!”

Since Minnesota’s medical marijuana program launched in 2015, the state has banned sales of raw cannabis flower, allowing access to only extracts in the form of liquids, pills and vaporized oils. While supporters of the whole-plant ban say it’s a necessary step to prevent smoking, medical marijuana advocates argue the policy has driven up costs while limiting treatment options.
An amendment to a health care omnibus bill approved by the House of Representatives on Saturday would have removed the prohibition on whole plant marijuana and specifically allowed for “raw cannabis.” But around noon on Sunday, the Senate voted to table that version of the omnibus bill after pushback from Senate Republicans. Hours later, senators passed a separate omnibus bill with the medical marijuana provision removed.

As the Minnesota chapter of Republicans Against Marijuana Prohibition (RAMP) noted on Sunday, Senate Republicans seemed to reject the House omnibus bill specifically because of the marijuana amendment. A version of the legislation without the provision “passed the Senate unanimously 10 days ago,” the group observed. “The only change the House made was to amend the bill to allow raw cannabis for medical cannabis patients and move marijuana from Schedule I to Schedule II.” (A third House amendment barred age-related macular degeneration from the list of qualifying conditions for medical marijuana.)
#SF3560 passed the Senate unanimously 10 days ago. The only change the House made was to amend the bill to allow raw cannabis for medical cannabis patients and move marijuana from Schedule I to Schedule II. Today the Senate GOP (@mnsrc) tabled the bill to try to kill it. #mnleg https://t.co/1NnfQ6epVo

Just a day earlier, House Majority Leader Henry Winkler (DFL) had expressed hope about the amended bill’s chances in the other chamber, saying on the House floor Saturday that he believed the Senate “agrees with” the proposal.
Sensible Change Minnesota, a drug-reform advocacy group, tweeted that the group had been told “the Senate GOP dug their heels in, and forced an agreement on the health policy bill, removing the #patientsfirst language adding raw cannabis.”
Strictly speaking, the change wouldn’t have allowed the combustion or smoking of medical marijuana. The amendment appeared in a paragraph dealing with vaporized marijuana products, replacing a provision prohibiting “dried leaves or plant form” with an allowance for “raw cannabis.” But because there’s no meaningful difference between flower meant to be vaporized and flower meant to be smoked, the shift would have ultimately made it easier for patients to legally obtain products that they could smoke if they chose to.
Advocates point out that some patients, such as people with terminal diseases, may not be concerned by the health hazards of smoking. Other patients report that inhaled cannabis flower—whether smoked or vaporized—is more effective for treating their symptoms than other marijuana products.
The ban on whole-plant marijuana “drives up costs, threatens the financial viability of cannabis businesses, and deprives patients of access to the form of medicine that works best for many,” the advocacy group Marijuana Policy Project wrote in a letter it asked supporters to send to Minnesota senators prior to their vote. “Several other states initially forbade whole plant cannabis but reversed course after realizing it was harmful to patients to do so.”
Sunday’s failure of the marijuana amendment doesn’t bode well for the chances of an even more ambitious ongoing effort in Minnesota, at least in the short term. Earlier this month, Winkler unveiled a comprehensive plan for legalizing cannabis for all adults 21 and older. The 222-page bill would tax and regulate commercial sales of the drug, expunge past marijuana-related convictions, encourage a craft cannabis industry, prioritize social equity in business licensing and even explicitly require local governments to allow state-licensed marijuana businesses, something most state cannabis laws haven’t done.
But despite teasing the new legislation as “the best legalization bill in the country,” Winkler has already acknowledged that it could have a hard time winning Senate approval. In February, he said it was “highly likely that it will take more than one year to get it done.”
The Senate’s staunch rejection Sunday of the whole-plant provision for medical marijuana patients could be an early sign of an even more contentious cannabis fight to come.

Can you make a few headcanons about the Diaboys as girls? What would be their female names? :)
Admin Mawile: .+:。 Sakamaki are here!
Ruri:
-She’s an ultra mother figure who spoils her siblings to death and keeps strict order. She’s kind, so long as you follow her rules, but take one step out of line, and the family head’s discipline won’t be pleasant. Ruri is actually more than a bit codependent, and her family’s approval makes up most of her self esteem.
-Aside from reading, housework is a major hobby of hers. When she was younger, she would have scoffed at the very idea of working like a maid, but after the orphanage she started to find purpose again in protecting and caring for her siblings, and the calming feeling stuck around.
Keiko:
-She’s an even more popular idol than her male counterpart, and has more or less become an icon of moe. Keiko also has quite the reputation as a bratty, catty star…which actually makes people love her all the more, enthralled with her particular brand of cruel cuteness and obvious popularity.
-After the orphanage, she’s become horribly wary around men, and can hardly stand to be in the same room as one alone. Her sense of trust has been all but shattered, and even older women make her nervous when she’s by herself. Her siblings are the only ones who really make her feel safe.
Yuuna:
-She’s an absolutely huge woman, and towers over most men at a striking 6′1. That’s not counting her sheer size either, a muscular physique toned from years of outdoor labor. Next to her sisters she looks like an absolute giant, which may be why Keiko favors her protection.
-In some ways, she’s glad to have lost the life of whoever she was before. Most girls back then didn’t have much of a future beyond being a housewife, and despite all its struggles, Yuuna prefers the freedom she earned for herself over that kind of trapped, controlled life.
Azami:
-She’s horribly spacey, and loses all track of time while lost in daydreams or convoluted chains of thought. It’s bad enough that she often forgets to eat or sleep, and has to be reminded repeatedly to accomplish even the most simple tasks. Fortunately, her sisters are very helpful and protective.
-She’s a bit more talkative and social than her male counterpart, but unfortunately, every bit as slow. Ever since her three childhood friends were killed, she’s looked forward to making more, but no one other than her siblings has ever been able to put up with her for long.
Karla:
-She’s stern, ladylike, and the harsh sort of feminine that seems more like she’s carved out of stone. Despite being raised to be a queen (always secondary to the king), she came out more domineering and downright terrifying than any man in her family had managed in generations.
-Behind that cold exterior, though, she’s a gentle, quiet girl whose will to be anything but what her father said was broken centuries ago. Karla trained herself to be cruel, and intentionally pushes people away to keep them from finding out just how fake she really is.
Sen:
-Sen is rough, tough, highly aggressive, and detests everything “ladylike” that her sister tries to force on her. Despite being a literal princess, she can’t stand the idea of acting like Karla, and her rejection of those standards may be the only way she dares to go against her sister and bloodline.
-She idolizes her sister to a worrying extend, and spent a large portion of her childhood trying to imitate her. Every effort ended in monumental failure, though, and every mistake just drove Sen further to anger and delinquency, eventually ending in her resolving to be as different as possible.

Récits de voyages exotiques

Récits de voyages exotiques by Corte Real
Yamoussoukro
Dark bones of Francis Scott Key

Advocates urge Missouri to renew investigation into black inmate’s death similar to George Floyd’s
CHARLESTON, Mo. — The Missouri NAACP and black lawmakers on Friday urged a new investigation into the death of an African American jail inmate who died in 2017 in a similar circumstance to George Floyd — with a white law enforcement officer’s knee on his neck.
Tory Sanders, 28, died at the Mississippi County Jail in rural Charleston, Missouri, about 150 miles south of St. Louis. He had several encounters with officers while jailed, and a mental health counselor determined he was suffering from paranoia. Sheriff Cory Hutcheson and eight others then entered the cell to subdue him.
A wrongful death lawsuit in 2018 said Hutcheson jammed his knee against Sanders’ neck and kept it there for up to three minutes, even as a police officer urged him to stop. Sanders fell into unconsciousness and died.
Missouri’s attorney general at the time, Josh Hawley, investigated but declined to file charges after medical experts concluded that Sanders died of “excited delirium,” not from the knee to the neck or other efforts to control him.
During a news conference Friday, Missouri NAACP President Nimrod Chapel Jr. urged Mississippi County Prosecuting Attorney Darren Cann to file murder charges against Hutcheson and other officers.
But Cann, in a phone interview, said he turned the case over to the attorney general’s office in 2017 because of a conflict of interest — one of his employees is related to Hutcheson. That conflict still exists, so it would be up to the attorney general’s office to reopen the case, Cann said.
Eric Schmitt took over as attorney general after Hawley, a Republican, was elected to the U.S. Senate in 2018. Schmitt’s spokesman, Chris Nuele, said in a statement that the attorney general “is committed to thoroughly reviewing all existing and any new evidence to determine whether to reopen the matter. Additionally, we hope to sit down with the NAACP and other interested parties to discuss further.”
Hawley’s spokeswoman, Kelli Ford, said in a statement that when he was attorney general, Hawley “went to court to have the sheriff removed from office, stripped of his badge, charged with state and federal crimes, and sent to prison. Senator Hawley supports any further prosecutorial action the evidence will support.”
Hutcheson does not have a listed phone number and a phone message left with his attorney was not immediately returned.
Floyd’s death on May 25 sparked nationwide protests. Derek Chauvin was charged with second-degree murder after bystander video showed him holding his knee to Floyd’s neck even as the man pleaded for air and eventually stopped moving. The video has sparked protests against police brutality and discrimination around the world.
Democratic state Sen. Karla May of St. Louis said Missourians can’t ignore such a similar case “in our own back yard.”
“In light of what’s happening today in the protests, people who are part of this system of injustice need to be prosecuted in this case,” May said.
The state NAACP issued a Missouri “travel advisory” in July 2017 over concerns about whether travelers’ civil rights would be respected. The resolution cited legislative action such as passage of a bill weakening the state’s anti-discrimination law, as well as Sanders’ death and racist incidents.
Sanders, of Nashville, Tennessee, ran out of gas on May 4, 2017, in southern Missouri, then hitchhiked and ended up in Charleston.
A day later, Sanders went to the police and told officers there was a warrant out for his arrest in Nashville related to an altercation with the mother of his children. The wrongful death lawsuit said Sanders also told officers: “I need to see a mental health doctor to save my life and my kids’ life.”
He was taken to the jail, where a mental health counselor concluded Sanders was suffering from paranoia as a result of substance abuse, and that he should be hospitalized for observation. But he remained in his cell.
That night, Hutcheson led a team of officers and jailers, wearing helmets and vests and holding a large shield, into Sanders’ cell, according to the lawsuit. Sanders was tackled, pepper sprayed, hit with a stun gun and punched while “pleading for help and struggling to stay alive,” the lawsuit stated.
According to the lawsuit, Hutcheson pressed his left knee on top of Sanders’ neck. A Charleston police officer told Hutcheson at least three times to remove the pressure.
“No, I’m good,” the sheriff responded.
“No lifesaving measures were taken” after Sanders stopped breathing, the suit stated. Emergency medical personnel arrived and took him to a hospital, where he died a short time later.
Though not charged in Sanders’ death, Hutcheson now 36, was sentenced last year to six months in federal prison for unrelated crimes: wire fraud and identity theft. He resigned after pleading guilty and can no longer work as a law enforcement officer.
Federal prosecutors said Hutcheson used a fraudulent process to track the whereabouts of more than 200 cellphone users, including a judge and a former sheriff. He never explained his motive.
Hutcheson was elected in 2016. The former deputy ran on a pledge to attack the drug culture that permeated his county. Hutcheson arrested 88 drug dealers in his first 90 days as sheriff, his attorney said at Hutcheson’s sentencing.
But Hutcheson himself was arrested in April 2017, just three months into his term. In addition to the cellphone tracking allegations, he was accused of roughing up a 77-year-old beauty salon owner in a dispute over Hutcheson’s sister-in-law’s paycheck. The woman suffered a heart attack during the encounter but recovered.
The state charges were dropped as part of the federal plea agreement.

Les 5 albums à absolument écouter cette semaine
Mitski - Be The Cowboy
Depuis ses premiers projets, Bury Me at Makeout Creek, Retired from Sad, New Career in Business et Lush, Mitski écrit une musique bouleversante à la cadence tantôt languide, tantôt soutenue.
Be The Cowboy est sur Apple Music.
Young Thug & Young Stone Records - Slime Language
Animal Collective - Tangerine Reef

Make Google view image button visible again: https://goo.gl/DYGbub
