Willa Cartha postulated that you can boil everything down to but seven narratives. And here I guess layabout teenage slacker who is the central figure of a future society is given guidance to keep them on course, with monitors making sure to keep time streams separate, is one of the seven narratives. The funny thing here is that Evan Dorkin once posted on the comics journal message board on working at Jim Hanley's Universe and just scratching his head at the releases from Archie -- Jughead's Time Police -- as a bizarre nonsensical premise and title.
After all these years, I end up thinking the Bill and Ted comic book was Evan Dorkin's best work (or, starting with the third issue when he was able to make his own this work for hire off a movie property he never watched based on a sub-cultural milieu he distrusted). With Pirate Corps / Hectic Planet, I land on a "yep. Certainly had relationship problems as a twenty-somethinger. And he really likes ska", and Milk and Cheese it is a "yeah. There they are violently assaulting whatever was just popular just then for a flash of a moment in the 1990s. Again." So it was good to see him come back to it when a third movie was released -- but as with whatever it was that had fantasies of slacker adolescents worshipped as dieties in a future beyond 1987/1989 and 1988 -- we are these days in an era " call back"s / meta referencing -- screens showing previous versions of the characters.

Fastest Race in the World: Thin Ice
A sequel to the first story. Please Enjoy! 
Story: 
Kate and the other racers of the World Circuit are competing for the ‘Fastest Circuit’ competition in Moscow, Russia against the racers from Racing for All, a circuit run by the mysterious Company Locke. However, the competition were having a tray of accidents with a side of a mysterious saboteur named the Gentleman Ghost, a killer/ghost from the past who rises up from the dead as a vengeful spirit. Can Kate and the World Circuit racers stop this ghost from turning a race into something out of ice and fear?

Main Antagonists
Gentleman Ghost (James Craddock) (Batman: The Brave and the Bold) 
- The main antagonist of the story and is secretly hired by the CEO of Company Locke, Slimy Sal Monella (Archie Comics: Jughead’s Diner). Gentleman Ghost has been shown doing crimes that range from mere accidents on the race track to plans to raise an army of the dead from the grave to scare innocent bystanders. 
Slimy Sal Monella (Archie Comics: Jughead’s Diner) 
- The CEO of Company Locke and owner of Racing for All. Sal is noticeable for his short height and sneaky personality, doing everything in his power to win a race. None of the racers of Racing for All know about Sal’s intention and that’s why he hired the Gentleman Ghost to sabotage the racing competition. 
Other Characters 
Racing for All Circuit 
Edward “E. Nygma” Nashton (Riddler) (Batman/DC) 
- An American racer of the Racing for All Circuit, fellow detective and a lover for riddles and puzzles. Eddie (as some people calls him) was once portrayed as a playful but sane racing trickster, however he never cheats and does things fair and square, especially when it comes to racing. He sometimes assist Kate during her investigation about the Gentleman Ghost since he is quite proud and intelligent of a stereotypical charismatic and proud detective. 
Tiana Maldonia (Disney’s Princess and the Frog) 
- An African American racer, representing her restaurant, Tiana’s Palace. Tiana is an intelligent, resourceful, and highly talented young woman, she can be overly uptight and far too absorbed in work ethics to focus on relaxing, family, and friends. Like Eddie, Tiana doesn’t cheat as well and helps Kate and co. to stop the Gentleman Ghost, finding out that the Gentleman Ghost works for Sal thanks to some evidence they found during the ghost’s daring escapes and chases. 
Amélie Lacroix (Widowmaker) (Overwatch) 
- The French racer of the Racing for All Circuit and despises Sal for his “idiocy” when it comes to running a race. Amélie is stoic and emotionless, however that doesn’t mean she cares for her fellow RA (short for Racing for All) racers and she sometimes smile whenever she sees something positive and frowns whenever someone is cheating. She was also Joe’s ex before until she is happily engage with another man. 
Albert Volandel (Free! Dive to the Future) 
- A Swedish racer and silver Olympic medal swimmer. Albert is a powerful swimmer and racer who takes competition in stride, even proclaiming it to be fun. He seems to genuinely enjoy competing and seeing the world by taking in the local color of cities that he visits. He is also an arcade video game enthusiast and stays cool in that arena, as well, as seen when he plays against D.Va, and wins.  
Sofia “Valmet” Velmer (Jormungand) 
- The Finnish racer of RA with a complicated past. Valmet is the RA's most dedicated and loyal racer, stemming from when the latter offered her a lifeline after her military career had reached its nadir following the annihilation of her platoon in Africa. 
Cecilia Alcott (Infinite Stratos) 
- The British racer of RA. Cecilia is depicted as quite an arrogant girl, due to the fact she is a representative of another country. Being the snob from a noble family, she seems to think her country is far superior to other countries, and because of that, Digger challenged her to a small race. But behind her confident exterior lies a disturbed soul. Due to her father being a very insignificant person who has no role inside or outside the family, she desires to marry someone who is strong. Furthermore, being the sole heir of the family fortune after her family died in a train accident, she was forced to protect it from those who wanted to steal it. After racing with Digger, she starts showing an interest in him (being the only man who did not back down from her challenge) and affectionately calls him "Digs", which confuses him but lets her call it afterwards. Like her fellow RA racers, she does not like cheating and despises Sal. 
Zelman Clock (Black Blood Brothers) 
- A Polish racer who never shows compassion to others but is not very fond of cheaters. Zelman Clock is a noble racer, he has his own code of honor and respect for freedom. He has a wild nature and devilish charisma radiating a certain superiority and greatness in everything. Don't try to expect compassion from him, he is provocative and cruel. But on the other hand his personality is more pleasant than that of first sight. 
Johan Uber (Supa Strikars)
- The German racer of RA and football star. Johan is known for his strategic prowess and the biggest cheater out of all the RA racers but he despises Sal, the same hatred towards him like the rest of his fellow RA racers.
