West Indies have been eliminated and not qualify for the 2023 ODI World Cup after losing to Scotland in the Super Six stage of the current World Cup Qualifiers in Zimbabwe. Only the two tournament finalists advance to the World Cup in India later this year, and the West Indies are no longer in contention. They won the first two World Cups in 1975 and 1979, and finished runners-up in 1983; the 13th edition of the championship will be the first without the Caribbean squad. The West Indies were forced to compete in the World Cup Qualifiers since they finished ninth in the ODI Super League, and only the top eight teams earn direct access to the ten-team event. They were placed in Group A of the Qualifiers alongside Zimbabwe, the Netherlands, the United States, and Nepal, and the tournament structure was such that the top three teams from each of the two groups advanced to the Super Six stage. The teams that advanced, on the other hand, would carry forward points gained from their results against the other teams who qualified from their group. West Indies opened the Qualifiers with victories over the United States and Nepal, but then fell to Zimbabwe and the Netherlands. So, while they qualified for the Super Six, they carried 0 points into that round, whereas Zimbabwe carried four and the Netherlands two. Sri Lanka qualified for the Super Six from Group B with four points, Scotland with two, and Oman with none. Zimbabwe and Sri Lanka then won their first Super Six games, giving them a total of six points. It left the West Indies having to win all three of their remaining games - against Scotland, Sri Lanka, and Oman - to catch up to Zimbabwe or Sri Lanka. With the loss against Scotland, the West Indies can only collect four points - not enough for a top-two finish and a trip to India in the World Cup. This failure extends the West Indies' slump in the limited-overs format. They only just made it to the 2019 ODI World Cup in England via the World Cup Qualifiers, when they defeated, coincidentally, Scotland in a rain-soaked contest. They were thus eliminated from the Super 12 stage of the 2022 T20 World Cup in Australia after winning only one of their group matches (against Zimbabwe) and losing two (against Scotland and Ireland). MAKE TOURNAMENT FORMATS GREAT AGAIN

One of the disappointments of the recently concluded ICC Men's World Cup(cricket) was how how few teams participated in it. A mere nine as compared with fourteen in 2011, the last time a 50 overs world cup was held on subcontinental soil. The main reason of course is that the BCCI(and ICC) used the unimaginative single tier round robin format prior to the semis. The number of matches grows very quickly with the number of teams. As it is, there were 48 matches in the world cup. Even one more team added would have increased the number of matches to 58. It isn't merely lack of imagination however. One concern that fans may disdain - but an actual governing body cannot ignore - is the risk of a major country getting eliminated early because of smaller groups in some split-group or multi-tier league phase arrangement, and the major financial losses this will create for investors. India's early elimination in 2007 was an instance of this happening, and the losses suffered by investors in the event must have been massive, given how lopsidedly Indian the game's fan base is.
I believe I have discovered a way of accomodating more teams, minimising the risk of early eliminations, ensuring that early games are still significant to teams's progress in the event, and still keeping matches down to a manageable number. Further advantages will also become apparent. The format is as follows: 15 originally competing teams are divided into 3 groups of 5 each. The top teams are portioned out sensibly into the 3 groups ensuring not more than 3 such teams go into a single group. At the end of the round robin in all the groups(a total of 30 matches) 9 teams - 3 from each group - qualify for the next round. The chance of one of the big teams playing sufficiently poorly, over four matches, to not even qualify third in their group is quite small. The 9 teams are then ranked by net run rate(henceforth NRR) and the top six teams qualify for the SUPERSIXES and the bottom three for a SURVIVOR TRIANGLE. The survivor triangle will play a round robin at the end of which(appealing again to NRR if necessary) a single team will remain in contention. But since two teams are eliminated in the survivor triangle round, this will be postponed after the supersixes in which a single team will be eliminated. For the supersixes, the teams are divided into two groups(teams placed at 1, 3, and 5 on NRR go into group A and those placed at 2, 4, and 6 into group B), and everyone in group A plays everyone in group B(a total of 9 games bringing the overall tally to 39)At the end of the supersixes, the top two teams qualify directly for the first qualifier semifinal(we will use IPL-style semis) and only the team that finishes last will be eliminated. Subsequently we hold the survivor triangle round robin(3 more matches, and the tally now goes to 42 games) and the single team that qualifies alongside those that finished at 3, 4, and 5 in the supersixes will now compete in the SUPERFOURS. The format will be similar to the supersixes - the teams will be divided into two groups, with those ranking at 1 and 3 on NRR in group A and those ranking at 2 and 4 in group B - then everyone in group A plays everyone in group B(4 more games bringing the tally to 46) The top two teams in the superfours qualify for the first eliminator semifinal. 3 semis and 1 final later, we have done only 50 games - just two more than the single round robin format with 9 teams. As I mentioned, eliminations are not very likely in the first round, and at the end of 42 games, only three teams out of the nine second round qualifiers has been eliminated(which would happen - virtually - even with a big round robin) But at the same time, how well a team plays early on matters. Teams playing very poorly at the start don't get a free ride, necessarily playing a certain number of games by virtue of the format, as happens in a big round robin. Even among first-round qualifiers, qualifying for the supersixes is a big advantage since only one team gets eliminated out of six(as opposed to two out of three in the survivor triangle) and you have a shot at qualifying for the qualifier semifinal. Also you play one more game enabling you to vet local conditions better. Teams that take care of NRR in the first round are well served by it. A further advantage with the format is that you have a chance of teams playing each each other several times at different stages which enables head-to-head showdowns between big teams to bring real depth to the tournament. Finally the IPL-style semis are an improvement. In the traditional format 1 plays 4 and 2 plays 3. 2 vs 3 is usually a good game but 1 vs 4 is usually a dud. If instead 1 plays 4(1st qualifier) with the winner going through to the final, 3 plays 4(1st eliminator) with the loser being eliminated, and the loser of the first game playing the winner of the second(2nd eliminator) with the winner going through to the final, you have three well-matched contests and the first qualifier is a possible final before the final for what it is worth tactically and psychologically
A final thought. None of this is very specific to cricket. Even in other sports, organizers may have a challenge balancing the desiderata of - a) a not excessive number of games, b) limited risk of early eliminations of big teams, and c) a large playing field of initial contenders - which seem to pull in different directions. And the only part that is specific to cricket - NRR - can be substituted with a similar performance index(as an alternative and tiebreaker to win counts) in other sports. Any given performance index will have its flaws of course(NRR certainly does) but if we are not too perfectionist, many reasonably satisfactory measures of overall performance can be found. Any one of those can be used to advantage
