As stated previously, Team FEAST had the privilege to work alongside Feast Down East, a wonderful non-profit organization committed to the alleviation of food insecurity and the reinforcement of local food systems. Much of our work involved aiding their efforts to expand their reach beyond New Hanover County, NC, into an adjacent rural region, Pender County, NC. A large portion of our endeavors centered around the creation and distribution of a Community Needs Assessment geared toward food insecurity and food inequity. This is significant given the high rates of food insecurity which rural residents face in general, and within Pender County in particular. According to Feeding America, 13.6% of Pender County residents faced food insecurity in 2018. Unfortunately, in light of the current Covid-19 crisis, it is unlikely that this number has decreased significantly.
The implementation of this assessment required both qualitative and quantitative methods, though the survey itself was strictly quantitative in nature. Initially, we contacted a variety of community stakeholders, such as food bank directors, non-profit workers, and local religious leaders, via email or phone-call with a pre-set grouping of questions in order to gain the insight necessary to formulate the assessment according to community desires. If it were not for this initial qualitative assessment, we would have neglected many of the recommended question categories suggested by community members (including utility access, home gardens, and healthy food perceptions). In light of the emphasis placed on community involvement in many of our classes, we considered it necessary to put the community first in decisions with the potential to impact their livelihoods.
However, unlike the initial stakeholder survey, we opted to create a Community Needs Assessment which was solely quantitative in nature in order achieve timely analysis and distribution given our limited amount of time. As stated in a previous post, this assessment was distributed to over 1,500 people via the Cooperative Extension Office, a local church, and several food pantries. As a result, we received 107 survey responses, 14 of which were excluded due to the specification of zip codes external to Pender County. Unfortunately, not all respondents answered every survey question; therefore, I will report the sample size for each data point in turn. Demographic analysis revealed that 85% of respondents (n=93) were white, 9% were Black or African American, and 6% fell into the self-designated category “Other.” Of the 84 respondents who answered the ethnicity question, 10% identified as Hispanic or Latino. As is typical in surveys, we over-sampled women (93.25%) with men comprising only 6.7% of the sample (n=89). 27.9% of respondents reported an annual income less than $25,000 per year, while only 13.95% of respondents specified an income between $50,000 and $74,999 per year (n=86).
Perhaps the most surprising result of this survey was the finding that 32% of respondents (n=84) indicated a need to spend more money than they are currently spending in order to buy enough food to just meet the needs of themselves/their household (survey item from Current Population Survey Food Security Supplement, census.gov). In other words, nearly 1 out of 3 respondents would need to spend more money in order to buy just enough food to meet the needs of their household. In light of this astounding finding, is important to note that our sampling method, which included sampling individuals in connection with the Cooperative Extension, as well as food pantries, may not be representative of the general population. Nevertheless, the gravity of this finding should not be negated, as it represents an identifiable portion of people in this region who lack the resources to meet some of their most basic nutritional needs.
A variety of studies corroborate the notion that rural locations around the United States are particularly susceptible to food insecurity, while simultaneously lacking a number of resources needed to combat this reality, including financial, educational, health-care, and access-related resources (Warren & Smalley, 2014). One study by Waity (2016) indicates that individuals dwelling in rural regions may also have less access to community-based food safety net resources, such as food pantries and soup kitchens, than their urban counterparts despite having higher rates of poverty. Therefore, not only are rural communities more susceptible to food insecurity, but they are also at a greater disadvantage once becoming food insecure. To further compound the issue, other studies note the challenges associated with obtaining healthy foods in rural locations due to significant travel distances, lack of availability, and cost-prohibitive barriers associated with high cost of shipping foods to more remote locations (Waity, 2016; Ramadurai et al., 2012; Dewitt et al., 2020).
With these previous findings in mind, perhaps I should not be surprised by the reality that 32% of 84 survey respondents who took our Community Needs Assessment in a rural location reported needing to spend more money to buy just enough food to meet the needs of their household; nevertheless, I cannot allow myself to become numb to a reality which is truly anachronistic given the economic progress made by the United States as a whole. I implore those of you reading this to consider the ways in which you might support your local infrastructure in such a way that small-scale farmers, food stores, and restaurants might thrive apart from large-scale corporations. Consider also how you might become involved in the alleviation of food insecurity near you, whether that looks like political involvement, volunteering your services or resources, community gardening, or local education and advocacy.
