Harper and Angela weren't mean with Lucy,

They were all business. They didn't play favouritism or try to console her with having her work the case. Lucy didn’t make a detective fair or not. That's the reality.

She is a patrol officer, so they dealt with her as such. she wasn't the responding officer, Nolan was, so it wasn't fair to take her in. They're no longer teaching her for the position.
