The sequestering of candidates in resorts by the Congress, the corralling, and the security measures to prevent defection in Goa proved pointless as the election yielded a clear verdict in favour of the Bharatiya Janata Party and a grim-faced Congress conceded defeat. The BJP got 20 seats on its own, while the Congress could not go beyond 11.
At a press conference, Goa CM Pramod Sawant, who is likely to become CM again, said: “I want to thank the people of Goa. We had asked for 22 but we were just a little short. We want to thank PM Modi. Credit to all the leaders as well who had come here.”
He added, "We were here for 10 years. Many said there is anti-incumbency but we were confident that we will win on pro-development work. Without any alliance we have got 20 seats. Vote share is 34.3 per cent, so we have increased our base as well… Narendra Modi’s mission of Aatmanirbhar has actualised in Goa. I want to thank the people of Goa. Strongman of Goa Churchill Alemao lost to the AAP from the Benaulim constituency.
His daughter Valanka Alemao lost by a margin of 430 from Navelim. Benaulim and Naevelim were the only two seats where the Trinamool Congress (TMC) had a chance. Alemao and his daughter had switched over to the TMC in December.
The party, which contested the Goa Assembly elections for the first time this year, failed to make a mark in the state.

By that time, Jewar International Airport will be India's latest greenfield airport. Apart from this, 16 other airports will be operational in Uttar Pradesh by that time. Chief Minister Punjab Sardar Usman Buzdar has inaugurated a 5-day long anti-polio drive by administering anti-polio drops to the children at his office on Monday.
Giving the necessary details, the CM said 156000 workers will administer anti-polio drops to one crore, 68 lakh and 80 thousand children of up to 5 years of age across the province. Hundred per cent targets will be achieved during this campaign ending on September 24, he said. He asked the parliamentarians to play their role to achieve the goal of a polio-free Punjab. The field administration should strive hard to make this campaign a success and children coming from other provinces should also be administered this vaccine, he continued. Observance of corona SOPs should also be observed and no child should remain unattended, the CM concluded.

Sultan Mahmood Chaudhry regretted that India has turned occupied Kashmir into prison while the Kashmiris have sparked the candle of freedom with their blood. It is sanguine that PM Imran Khan has fought the Kashmir cause at every forum with determination and logic. The policy of composite development is praiseworthy, he noted. Yogi Adityanath interview: ‘No dearth of possibilities in UP, we can give immediate employment to 15 lakh people’
Uttar Pradesh Chief Minister Yogi Adityanath speaks to Liz Mathew about the steps taken by the state government to contain the spread of coronavirus, protecting health workers and helping stranded migrant labourers. Excerpts: Uttar Pradesh, despite being the most populous state, has so far been able to contain the spread of the virus to an extent. How did you manage it? Yogi Adityanath: I am grateful to Prime Minister Narendra Modi, who had already warned the country against this danger. Also, a comprehensive action plan was implemented from time to time in India. Today, not only is the 130-crore population of India feeling proud, but the entire world is appreciating the excellent leadership of Modi ji. UP has followed the guidance of the PM in letter and spirit. Being the most populous state, the danger was also highest here. But a time-bound action plan and its effective implementation led to considerable success in controlling the spread of corona infection. My cabinet colleagues worked with me to formulate an action plan. Whether it is the case of construction workers or the matter of paying maintenance allowance to street vendors, porters, etc., or providing food grains to weaker sections, the Team 11 of senior officials effectively implemented the action plan. Each of these teams has responsibility and accountability. As a result, today there are 10,000 isolation beds, 20,000 quarantine beds, 1,000 ventilators and 17 testing labs in the state. More than 60,000 samples have been tested. When the corona threat was sounded in the state, we had only one lab where 50 tests could be conducted. Today, 4,000 tests are being conducted daily in 17 labs. Not only Team 11, I too communicate continuously with officials working in the field including DMs, SSPs, CMOs, divisional commissioners and IG-rank officers at the Commissionerate level and ADG-level officers posted in the zone. I also hold review meetings with Team 11 every day. Is the state able to conduct adequate number of tests? Are you planning to increase the number of tests? Yogi Adityanath: We have 24 state medical colleges. We established testing labs in 10 of them. The other seven labs are established in other institutions. Now, new laboratories are being set up in four government medical colleges and six divisional headquarters including Aligarh, Moradabad, Gonda, Varanasi, Mirzapur and Bareilly. In addition, COVID sample collection centres have been set up in each district. Our government has created a COVID Care Fund, and a lot of support has been received from different sections of society. Funds thus collected will be used to increase the testing facility. Besides, UP is the first state to conduct pool testing. Our commitment is to ensure good health facilities for the people. We will make every possible effort in this direction. Has the government taken adequate steps to protect the health workers? Yogi Adityanath: Firstly, I thank all health workers, doctors and nurses who are continuously working to serve humanity with full devotion. The topmost priority of our government is to protect these health workers of the state. We have given full protection to the Corona Warriors. In case anyone violates the rules, strict action has been taken under the purview of the law. While PM Modi announced Garib Kalyan package for the weaker sections of society, he also announced insurance cover of Rs 50 lakh for Corona Warriors. We have adequate quantity of PPE kits, N95 masks and sanitisers to protect them from infection. Proper arrangements of these have been made in every COVID hospital of the state so that they do not face any shortage while treating patients. Secondly, I keep appealing to people that we should respect and encourage doctors, nurses, police personnel and health and sanitation workers who are fighting on the frontlines against corona. Incidents of stone-pelting against health workers were reported at some places. Soon after, clear instructions were given to take stringent action against such persons including imposition of NSA. In order to protect health workers, police team will accompany the Health Department team for sample testing or screening in hotspot areas. Safety of health workers is most important for us.

Yogi Adityanath: The first advantage is to have a PM like Modi ji, who keeps guiding us like a guardian to solve every problem. Secondly, a better team and coordination is required to formulate any strategy. In coordination with the Cabinet, I made a strategy to fight COVID, and to implement it, 11 teams of senior officers were formed and their responsibility fixed. Every day I hold a review meeting and give directions. We made health services a priority since the formation of the government in Uttar Pradesh. Today, the positive results of the steps taken by the government in the last three years for betterment of health services are in front of everyone. The increase in the number of medical colleges and deployment of health workers are some of those steps. Today, we are imparting training to students of these medical colleges to fight against COVID-19. The state has seen the return of migrant labourers from different parts of the country in recent weeks. What are the measures you have taken to see that virus spread will not go out of control in the coming days? Yogi Adityanath: The state government has taken the responsibility of migrant labourers who are currently in UP or are stranded in other states. We deployed nodal officers in every state so that labourers living in those states do not face any problem. We have also sent letters to many CMs regarding this. I also communicate with CMs so that no labourer living in their respective states has to face any problem. Regarding workers who have come here from other states, we have kept them in quarantine and made arrangements for food and water. Once they complete their quarantine period, we provide them Rs 1,000 and rations. We are also making efforts to provide employment to them here. We have made complete preparations to control the spread of corona. Medical check-ups and quarantine are being taken up as precautionary measures. Is the government taking special steps to see that there is no community spread of the virus? Yogi Adityanath: Lockdown rules, social distancing and sealing of hotspot areas are the steps taken to prevent the spread of corona. The government will take further steps if needed. In any case, we will not allow community spread in UP. An order has been issued for not keeping people together in quarantine centres and shelter homes. I have given clear instructions that no public gathering should be allowed till June 30. No one is allowed to enter a hotspot except police, medical team and those associated with doorstep delivery. The result of such strictness is evident. In UP, 19 districts are free from corona. The migrant workers returning to the state may lead to a rise in unemployment. Does the state have programmes for them? Yogi Adityanath: UP was reeling under unemployment before 2017. But when we made efforts after forming the government, there was a lot of employment generation. The workers, who you are saying will lead to increase in unemployment, will also get employment here. There is no dearth of possibilities. There are challenges but we also have many opportunities. During lockdown itself, the government has provided direct and indirect employment to more than 1.5 lakh people through doorstep delivery. We are in a position to provide immediate employment to 15 lakh people. There is also a lot of opportunity in government construction work, MNREGA, MSME enterprises and work done through voluntary organisations. Instructions have been given to prepare an action plan for the post-lockdown period. I want to assure everyone through you that in future, no labourer in UP will have employment problems.

This seems to have made tracing patients tougher as those with symptoms refused to come out. Your comment? Yogi Adityanath: Team-11 is monitoring every activity in the state. We hold a review meeting every morning, the effect of which has been seen in the state capital along with remote villages. At a time when the government was almost successful in controlling the spread of corona, the Tablighi Jamaat brought new concerns because most of the cases were related to Tablighis. But our government resolved this matter very well. We have a better system available, from hospitalisation to quarantine facilities, so that there is no atmosphere of fear. The work of identifying patients is being done at every level, in which all the departments are working jointly. Some people of the Tablighi Jamaat first tried to remain in hiding, but after the appeal of the government and strictness of the police, they came forward themselves. The CAA protests and Tablighi-related COVID-19 cases appear to have created a communally charged situation in the state. Do you think the widening schism between communities have become a threat to the state’s development? Yogi Adityanath: Coronavirus is a global disease. It is totally unfair to associate the CAA issue with it. Both the issues are different in nature. Disease does not differentiate on the basis of caste or religion. Yes, it is a different matter that due to the Tablighi Jamaat, the disease has spread rapidly among many people. Had these people been aware, the number of corona infections in UP would have been very less. The WHO advisory is to maintain social distance so that the chain can be broken. The same appeal is being made by the central and state government to all citizens. The disease will spread fast if you do not follow this guideline. The law is doing its job to protect people. There is no communal discrimination in UP. Fake news and rumours during the lockdown have led to fatal incidents like lynching in some parts of the country. Has your government taken special measures to contain it? Yogi Adityanath: A team of 30 police officers is working round the clock to check the spread of fake news. This team tracks the geographic origin of accounts of those posting fake news and creates a database. Police have investigated hundreds of cases so far. The social media team identifies the case and gives it to the district cyber cell. This includes cases of hate speech or fake news. An FIR is being registered in such cases. Accounts on Twitter and Facebook, WhatsApp and Tiktok which are spreading fake news are being blocked. The state police’s move to travel to Delhi to summon a senior journalist on an FIR against him for a tweet he made had drawn criticism against your government. Your comment? Yogi Adityanath: The law is taking its course against anyone who is spreading false news, fake news or rumour among the public, no matter who they are. In the time of crisis, the responsibility of journalists increases, and they should give correct information to the public. Criticism on fake facts intended to mislead people is not good. Underlining India’s goal of ensuring minimum loss of life and detailing the next steps in India’s strategy to deal with the coronavirus disease (Covid-19) pandemic, Prime Minister Narendra Modi on Thursday indicated that once the lockdown ends, the Centre and the states will together ensure a staggered re-emergence of the citizenry.
Interacting with the state chief ministers over a video conference from his residential office at 7, Lok Kalyan Marg, the PM emphasised that in the next few weeks, “testing, tracing, isolation and quarantine” should remain the focus areas of the local administrations, according to an official statement.
Many CMs praised the Centre’s role in dealing with the outbreak, especially in identifying and quarantining suspect cases arising from Nizamuddin Markaz in Delhi. But nearly all states demanded more financial support and help with ramping up health care infrastructure to meet the surge in the Covid-19 cases.
According to an official, all states were represented in the meeting. However, only a select number of CMs spoke. West Bengal chief minister Mamata Banerjee was the only CM who was not present at the meet, but the state was represented by its chief secretary.
During the interaction, Modi spoke about formulating a “common exit strategy” to ensure “staggered re-emergence of the population” once the lockdown ended. The PM asked the state governments to brainstorm and send suggestions to the Centre on how to do this. He emphasised that even after the lockdown ends, the importance of social distancing to prevent the spread of Covid-19 must be kept in mind.
This is the first hint of the government’s thinking on what happens after April 14; it suggests that while a complete lockdown will not continue, neither will there be entirely free movement of people, with restrictions in place for certain geographical clusters, demographic groups and on travel. The Prime Minister announced on Tuesday last week that a 21-day lockdown was being put in place to control the spread of Covid-19, which has infected at least a million people across the world since last December.
Experts believe that this may be a sensible approach. Ravindra Mehta, chief of pulmonary and critical care medicine at Apollo Hospitals, Bengaluru, said: “Staggered re-emergence of the public is the best option at the point as continuous lockdown for a long term is not sustainable. The government will test the waters and even when people come out, the government must enforce social distancing and restrict all non-essential activities such as foreign travel. But in the next few weeks, the top priority should be accorded to beefing up health care infrastructure.”
But the staggered re-emergence will have implementation challenges. Yashovardhan Azad, a retired senior Indian Police Service officer, said: “Even after the lockdown is officially lifted, the identified hot spots of the virus need to be protected. But now, the states get about 13-14 days to plan their exit routes well. And they must use it well.”
The video conference with CMs took place two weeks after the first such meeting on the pandemic on March 20. Thursday’s meeting focused on the current strategies in force and the next steps in the battle against the pandemic that has killed at least 51,000 people worldwide.
The PM praised different states for their “teamwork” which helped check the speed of the virus, and thanked them for supporting the lockdown, due to which, the PM suggested, India had achieved some success in limiting the spread of Covid-19.
He emphasised the need for quick identification of virus hot spots and to encircle them to ensure the virus does not spread out.
The PM also pointed to the need to maintain law and order across the country — law and order is a state subject.
He also asked the states to make available dedicated hospital facilities for Covid-19 patients, tap into the resource pool of AYUSH doctors, organise online training and utilise paramedical staff and civil society volunteers. States could consider setting up crisis management groups at the district level, in line with groups of bureaucrats formed by the Union government, and appoint district surveillance officers, he suggested.
At a time when there remains a debate about whether India is testing enough, the PM underlined that data for testing must come from accredited labs so that there is congruence in data of district, state and the Centre.
The PM also asked for staggered release of funds to the beneficiaries under PM Garib Kalyan Yojana to avoid crowding at banks.
A video clip of the meeting also showed PM Modi pointing out that Covid-19 has attacked people’s faith, belief, traditions and the way of life. He added that to counter the outbreak, political leaders needed to reach out to community leaders and social welfare organisations.
State governments put forth their demands at the meeting. The Rajasthan government asked for a package of ₹1 lakh crore, while West Bengal sought a grant of ₹25,000 crore, over and above their dues of ₹36,000 crore. States such as Andhra Pradesh and Bihar asked for more fiscal flexibility, while Odisha demanded unemployment allowance for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) workers.
Experts believe that the crisis demands a strong Centre-state collaboration, and the former needed to be more supportive of financial needs of the states. Yamini Aiyar, president and chief executive of the Centre for Policy Research, said: “Genuine cooperative federalism is imperative. States are at the front lines and best placed to devise interventions suited to their contexts. But they are fiscally strapped. The Centre needs to devise a mechanism for support that is untied and flexible and buttresses state action rather than undermine it with central schemes. The demand for greater financial support from states is critical and the Centre must take heed.”
Many CMs also sought medical equipment apart from cash to tackle the situation. Rajasthan wanted to take loans of up to 2% of the state’s GSP and asked for the Indian Council of Medical Research (ICMR) to be made the nodal office for buying personal protective equipment (PPE) and ventilators so that they are available to every state at best price and on time. It also underlined the need to focus on interstate supply chain protocol for essential items, medicines and medical equipment.
West Bengal demanded more face masks, gloves, sanitisers, special suits for medical staff and also immediate release of the Goods and Services Tax (GST) compensation and cess amount. Maharashtra, too, wanted immediate release of pending GST compensation, and permission to procure and manufacture PPE kits and N-95 masks.
Speaking to the media after the interaction, Karnataka CM BS Yediyurappa said: “The PM said that migrant labourers should be provided all facilities; lockdown should be implemented in full; food, medicine and other essential items should be made easily available; there should be no shortage of doctors or medical facilities; the PM Garib Kalyan package should be implemented smoothly; and states should ensure that there is no impact of lockdown on agricultural activities.”
On agriculture, according to the official statement, the PM said that the Centre has provided some relaxation of rules to harvest crops but monitoring and social distancing must take place during harvesting. He also asked the states to think of other platforms for procuring grains apart from agriculture produce marketing committees, and explore the possibility of creating pooling platforms for rural areas, like that in ride-sharing apps, which can be used for this purpose.
The Opposition asked the PM to be more consultative in his approach. The chief spokesperson of the Congress, Randeep Singh Surjewala, said that if the PM had consulted the CMs before announcing the nationwide lockdown, all the problems emerging now could have been avoided.
“It’s better late than never. The battle against Covid-19 is not between political parties but a nation’s fight against the pandemic. Hence, the government should discuss all measures with the Opposition. The PM should take into confidence the entire Opposition and try to implement the suggestions given by the leaders of different political parties.”

Prime Minister Narendra Modi on Thursday launched a scathing attack on the Opposition, blaming the Congress and the Left parties for hiding behind the Constitution to encourage those who were violating it, reading out quotes from three former Jammu & Kashmir chief ministers to justify their preventive detentions, terming the anti-CAA protests as anarchic, and staunchly defending the changed citizenship law by highlighting the plight of minorities in Pakistan. The Prime Minister, at the same time, called for the ongoing Parliament session to be “dedicated” to the economy while saying that its fundamentals – from fiscal deficit targets to manageable inflation to macroeconomic stability – were strong. Modi also spoke in the Rajya Sabha later -- the first time he addressed both houses of Parliament in the same day -- focussing more deeply on the economy and bringing in the National Population Register (NPR) into the discussion by asking Opposition leaders not to “mislead” people by “lying” about what he called a “regulation administrative process”. In a fiery Lok Sabha speech often interrupted by objections and interjections from the Opposition benches, Modi, in his reply to the Motion of Thanks by President Ram Nath Kovind, said: “The people who are trying to lecture us to save the Constitution, need to repeat their own words to themselves. These are the same people who imposed the Emergency, tried to take judicial rights away from the Supreme Court, tried to end the right to life, made the most changes in the Constitution, dismissed state governments dozens of times, tore Cabinet decisions in press conferences, and put up a remote control above the prime minister and the PMO.” Linking that with ongoing agitations in several parts of the country against the Citizenship (Amendment) Act, or CAA, Modi said that it was these same people who were standing next to those who wanted to divide the country (“tukde-tukde”), and were encouraging people through lies and speeches to undermine democratic decisions. “Can the path of anarchy run the nation?” Modi asked. The speech was broken into eight distinct parts: Modi first addressed questions raised by members about the hurry with which the government was bringing in major legislations in this term; he then spoke about integrating the North-east and held the recent Bodo peace accord as an example; spoke on measures to boost the farm sector; called for a constructive debate on the economy, which, he said, was ploughed and ready to seed; criticised “disruptive and violent” protests while citing the Constitution; castigated those who slammed the nullification of special provisions for J&K; offered a treatise on why CAA was necessary, including quotes from Jawaharlal Nehru and past Hindu legislators in the Pakistan parliament; and finally called on fellow parliamentarians to come together to work for development rather than division. “Instead of this, come, let’s sit together and run the country. Let’s take India on the path to becoming a $5 trillion economy, let’s resolve to give clean drinking water to the 15 crore families who don’t have it, let’s work together to give every poor person a home, and every farmer, fisherman, cattle raiser a better income. Let’s make it possible for every panchayat to have broadband connectivity and to make ‘One India, Leading India’. Come, let us sit together to take India forward,” he said. The Congress rejected Modi’s contentions, with its former president Rahul Gandhi calling the PM’s speech an attempt at distracting the people. “His style is of distracting the country. Talk about the main issue Prime Minister ji. Tell the youth what you are doing about jobs...His style is to distract the country. He had said two crore jobs will be given to youngsters, but five and a half years have passed. Last year, one crore youth lost jobs, he is unable to say a word,” he said outside Parliament. The Congress also said the PM’s comments on India’s former Prime Minister Jawaharlal Nehru -- Modi said the country was partitioned so that “one particular person could become the PM” -- were unacceptable. “It is extremely unfortunate and deeply regrettable that the prime minister’s comments oscillated between stand-up comedy, half truths and rank communalism. It is regrettable that the Prime Minister of India should quote one of his illustrious predecessors Jawaharlal Nehru completely out of context,” said Congress spokesperson Manish Tewari, calling on Modi to apologise for it. While the PM’s speech was peppered with strong jibes and sarcastic attacks on the Opposition, particularly the Congress and its former president Rahul Gandhi, the most combative points of his speech were when he was talking about the CAA protests and Kashmir. On Kashmir, particularly, he quoted comments by the former CMs made in August – at the time when Parliament cleared the nullification of Articles 370 and 35A, and the reorganisation of the region into two Union Territories – to suggest that they were not in sync with the spirit of the Indian Constitution. Saying that former CM Mehbooba Mufti of the Peoples Democratic Party (PDP) called the move a “betrayal”, Omar Abdullah of the National Conference (NC) warned of an “earthquake” in the aftermath of the decision, and Farooq Abdullah said people would stop waving the Indian flag in the region, Modi asked if any “true Indian” would “advocate the cause of such people”. Mehbooba and the Abdullahs have been in preventive custody for the past six months – a move that has been criticised by opposition parties, civil society members, and raised in international forums. Representatives from the NC and the PDP rejected Modi’s claims. “What former CMs had said in context of the Article 370 was that it is a right and guarantee given to them under Indian Constitution,’’ said PDP spokesperson and youth leader Tahir Sayeed. NC spokesperson Imran Nabi Dar said the government must answer what development had taken place since the Article 370 move for the region’s development since that was one of the reasons given for it. In what was his first speech in Parliament on the anti-CAA protests, the Prime Minister repeated the government’s assurance that the law would not impact any Indian citizen. “From this House today, I would like to make it clear that the CAA law will not affect any Indian citizens, whether they are Muslim, Hindu, Sikh or from any religion,” he said. CAA, passed by Parliament on December 11, identifies people from religious minorities from some neighbouring Muslim-majority countries as those eligible for Indian citizenship if they have faced persecution. Just as he brought up Nehru in the Lok Sabha, Modi quoted Lal Bahadur Shastri, Ram Manohar Lohia, and a Congress Working Committee resolution of 1947 to contend that CAA was an idea that had endorsement in the past from the same parties that now opposed it. In the same vein, he brought up NPR in the Rajya Sabha speech, saying it was the previous regime’s idea but was now being used to stir up a frenzy by “provoking” people with “false information”. “The NPR is a normal administrative process. You brought it in 2010, now you are misleading people? These are procedural issues, don’t spread rumours,” he said. With the Delhi elections just two days to go, the national capital made only fleeting appearances in the speeches – briefly while talking about anti-CAA protests; during a reference to the Eastern Peripheral Expressway as an example of the government’s pace of work; when he mentioned a scheme for regularising 1,700 unauthorised colonies; and once towards the end when he said that people accused in the 1984 anti-Sikh riots in Delhi had been made chief ministers by the Congress. (The reference was to Madhya Pradesh CM Kamal Nath, who was named in connection with the riots but has not been formally accused and denies any link). Modi said that the difference between his government and opposition governments was its ability to deliver, and its intention to take everyone along (“sabka saath”). “Where the Congress saw Muslims, we see Indians,” he said, naming Khan Abdul Gaffar Khan, Ashfaqullah Khan, Begum Hazrat Mahal, Abdul Hamid and former president APJ Abdul Kalam as a few examples of Muslims who are forever linked with India’s values and identity. If we had done work like the Congress, it would have taken us 50 years to get the enemy property law, 35 years to get next generation fighter aircraft and, even after 28 years, we wouldn’t have had a benami property law. Modi also addressed specific members of the Opposition – including Gandhi, Congress’s floor leader Adhir Ranjan Chowdhury and Shashi Tharoor – for specific remarks made by them inside and outside the House in the past few days. To Gandhi, who said in a rally in Old Delhi on Wednesday that the youth of the country would “lathi-charge Modi” over unemployment, the Prime Minister said he was happy with the forewarning and would prepare to make his back ready for the lathis by doing more ‘surya namaskara’. When Gandhi first got up to object to Modi’s comment, the PM, without naming him, said: “I have been speaking for 30-40 minutes, but the current has finally reached only now.” Read the full article
