WAR DEPARTMENT, 
ADJUTANT GENERAL’S OFFICE, 
Washington, May 22, 1863. 
I.. A Bureau is established in the Adjutant General’s Office for the record of all matters relating to the organization of Colored Troops. An officer will be assigned to the charge of the Bureau, with such number of clerks as may be designated by the Adjutant General. 
II.. Three of more field officers will be detailed as Inspectors to supervise the organization of colored troops at such points as may be indicated by the War Department in the Northern and Western States. 
III.. Boards will be convened at such posts as may be decided upon by the War Department to examine applicants for commissions to command colored troops, who, on application to the Adjutant General, may receive authority to present themselves to the board for examination. 
IV.. No persons shall be allowed to recruit for colored troops except specially authorized by the War Department; and no such authority will be given to persons who have not been examined and passed by a board; nor will such authority be given any one person to raise more than one regiment. 
V.. The reports of Boards will specify the grade of commission for which each candidate is fit, and authority to recruit will be given in accordance. Commissions will be issued from the Adjutant General’s Office when the prescribed number of men is ready for muster into service. 
VI.. Colored troops may be accepted by companies, to be afterwards consolidated in battalions and regiments by the Adjutant General. The regiments will be numbered [italic] seriatim [end italic], in the order in which they are raised, the numbers to be determined by the Adjutant General. They will be designated: “__ Regiment of U.S. Colored Troops.” 
VII. Recruiting stations and depôts will be established by the Adjutant General as circumstances shall require, and officers will be detailed to muster and inspect the troops.

VIII.. The non-commissioned officers of colored troops may be selected and appointed from the best men of their number in the usual mode of appointing non-commissioned officers. Meritorious commissioned officers will be entitled to promotion to higher rank if they prove themselves equal to it. 
IX.. All personal applications for appointments in colored regiments, or for information concerning them, must be made to Chief of the Bureau; all written communications should be addressed to the Chief of the Bureau, to the care of the Adjutant General.

The day after the Battle of Franklin, Major General John Schofield moved on to Nashville, where his arrival brought the Federal force under Major General George Thomas to a total strength of about 50,000 men. The Confederate Army of Tennessee, under General John B. Hood, finished its sluggish advance on the city, took position of the high ground south of town, and prepared for battle. In the meantime, Thomas made slow careful preparations for his Nashville Campaign. In the two-day battle that began on 15 December, U.S. Army forces struck the already-battered Army of Tennessee hard and drove it from the field in complete disorder, inflicting heavy losses and taking 4,462 prisoners. Thomas lost 387 killed and 2,949 wounded in comparison. There is no report on Hood's losses, but his command was shattered and was never again an offensive threat. DID YOU KNOW The "Provisional Division" included the 1st Colored Brigade, composed of the 12th, 13th and 100th Regiments of Infantry, U.S. Colored Troops (USCT), who had previously only been employed in garrisons and guarding railroads, in their first combat. The 13th Infantry, USCT, suffered forty percent casualties, the highest of any U.S. Army unit engaged in the Battle of Nashville. BLACK NATIONAL DEFENDERS! The State or Connecticut is authorized to raise Colored Troops; and any number of her quota of 5,000 may be colored men. 29th Regiment Connecticut Volunteers, is now being formed at Camp Buckingham, composed entirely of Colored Men, located at the beautiful City of New Haven, the seat of Yale University. STATE BOUNTY, $200.00 CASH! On being sworn in. By an old law of the State, 30 dollars a year are allowed to each soldier for clothing, 10dol- lars of which is paid down at the time of entering the service, the other 20 dollars being paid in four month payments each, making 210 dollars Bounty--cash, on joining the Regiment--and 20 dollars more during the year. An important fact connected with this recruiting is, that the contract for raising the troops has been given to a Colored Man; and Connecticut is the first State, since the war commenced, which has been thus liberal and considerate. This fact alone should be an inducement for COLORED MEN to rally to her standard; all the Recruiting Agents in the West being Colored; and this principle should prevail everywhere. Colored Men should recruit Colored Men, as best adapted to it. The most liberal compensation will be given to Good Agents, about 50 such being now wanted, and to whom will be paid Cash so soon as service is rendered. APPLY WITHOUT DELAY TO DR. M.R. '"It is the duty of every Government to give protection to its citizens, of whatever class, color, or condition, and especially to those who are duly organized as soldiers in the public service. The law of nations, and the usages and customs of war, as carried on by civilized powers, permit no distinction s to color in the treatment of prisoners of war as public enemies. To sell or enslave any captured person on account of his color, is a relapse into barbarism, and a crime against the civilization of the age. '"The Government of the United States will give the same protection to all its soldiers, and if the enemy shall sell or enslave any one because of his color, the offence shall be punished by retaliation upon the enemy's prisoners in our possession. It is, therefore ordered, for every soldier of the United States, killed in violation of the laws of war, a rebel soldier shall be executed; and for every one enslaved by the enemy, or sold into slavery, a revel soldier shall be placed at hard labor on the public works, and continued at such labor until the other shall be released and receive the treatment due to prisoners of war. "At dawn on July 11, 1863, Wagner’s [Confederate] garrison of 1,800 men under Colonel Charles Olmstead stopped a 1,230-man Union brigade. The Federals then constructed siege batteries and on July 18 opened a daylong land and naval bombardment of Battery Wagner. A Union division commanded by General Truman Seymour was drawn up to attack Wagner. It was spearheaded by the Fifty-fourth Massachusetts, a regiment of black soldiers led by Colonel Robert Shaw. Some 1,600 men under General William B. Taliaferro defended Wagner. The attack commenced at dusk, and though part of Wagner was overrun, the Federals were thrown back, suffering 1,515 casualties of the 5,000 men engaged. Among the dead was Colonel Shaw."
