You must score a minimum of 65 points across factors that include, your age, education qualification, work experience, language skills and more. The
Australia PR Points System
as described below clearly demonstrates the points that can be awarded to you for each of the sub-factors of eligibility criteria. Please note: Australia has introduced a few important changes in its
Partner Points Australia  PR
which will come into effect starting from November 16, 2019. The maximum number of points that can be gained is equivalent to 20, this implies that even if you are able to score more than 20 points for your entire employment experience then also only 20 points will be awarded to you.

It is mandatory for you to obtain the required recognition at the time when you will receive an invitation to apply for an Australian visa. If you hold an educational qualification from overseas, at the bachelor level or above and in case your skills assessing authority has not offered you an opinion on that particular qualification then you can always contact Vocational Education Training and Assessment Services (VETASSESS) for any advice on same. VETASSESS provides an assessment of the educational credentials that are comparable with your overseas qualification with the Australian Qualifications Framework or AQF. 
The advice received from VETASSESS needs to be attached to your application in order to support the claims for the awarded points. Doctoral Requirements (Ph.D.)You can get points for a doctoral degree in case you have the required qualification, that is, a Doctor of Philosophy (Ph.D.). However, please note that you cannot claim all these points and get awarded with same for some other qualifications that provide you the right to use the title or initials of Doctor which includes professions such as general practitioner, dentist and more.

Offshore nominations open for 36 occupations on their CriticalSkills Occupations
36 Health and Occupations- Trades occupations, VETASSESS and other occupations eligible such as Maintenance Planner, Construction Estimator and Building Inspector etc.
65 Points, Competent English, 5 Years and 491 option for most occupations
Some Skill Level 3 and 2 required to have 75 points- Examples: Real Estate Representative, Retail Buyer, Insurance Manager, Contract Administration, Program or Project Administration etc.- Currently Unavailable for Offshore applicants.
Are Offshore Nominations Open for South Australia from 20 July?
The Nominations for 190 & 491 subclasses will open from 20 July 8:00 am onwards. However, currently the nominations will be open for the following 36 Health and Trade occupations only as far as offshore applicants are concerned:
36 occupations on South Australia’s Critical Skills Occupations for Offshore Nominations.
Some trade occupations are subjected to the Caveat that those with 90 points, Superior English proficiency and at least 8 Years will be given priority.
The applicants whose occupations are currently available for Offshore Nomination and those who meet the eligibility criteria will have to lodge Expression of Interest with the state of South Australia.
Interestingly, some Skill Level 3 and 2 occupations require 75 points to be eligible for a nomination. Examples of such occupations are Real Estate Representative, Retail Buyer, Insurance Manager, Contract Administration, Program or Project Administration etc.- Currently Unavailable for Offshore applicants.
Most professional occupations lists offshore nomination status as “Currently Unavailable” which is indicative of the nominations becoming available at a later time.
Since the Migration Plan 2021-22 laid out by the Department of Home Affairs aimed at a focus on onshore applicants, it is expected that offshore applicants will be able to apply for nominations later as in the case of Northern Territory that issued offshore nominations in later phase.
