WIP Wednesday
Been tagged in various WIP games over the summer. Thank you all 💕 I haven’t been writing much but when I do write, it’s mostly still about Ravonna Renslayer and her quest to bring down the Council of Kangs and rule the Sacred Timeline herself (thanks for asking @loki-is-my-kink-awakening). So, sharing a snippet from what’s currently called Chapter 2, Forging of Empires.

It was dark by the time they exited the High Council chambers, the sky a deep purple fading to black. The stars blinked into existence, fighting to be seen amidst the city lights of Chronopolis that beamed as bright as the sun itself.
Beside her, Kang snapped open his TemPad, his fingers moving furiously over the touchpad. “I can book you a timedoor to whatever location you prefer. You can return your entry visa at the security hub upon your exit. As you might have gathered,” his tone was clipped, “our deal regarding the quantum ore will take longer than anticipated.”
Ravonna shrugged. “It’s alright. I can wait.”
She made her way towards a bench in the High Council Gardens that overlooked the city below. The city buzzed with energy, just as alive as had been during the daylight, if not more so. Still, the gardens remained peaceful, the noise from the city blocked by a sound barrier. Sparrows gave their final chirps before heading home to nest. Crickets began their evening symphony. The air was heavy with the scent of roses causing Ravonna to blink—long and slow, the day’s events catching up with her—before she shook herself awake. She couldn’t lose focus. Not now. Not when everything hinged on these next few moments.
She turned her attention back towards Kang. He hadn’t moved and was staring at her with a suspicious look on his face. He closed his Tempad.
“Why are you here, Ms. Renslayer?” he asked.
“I told you. I’m here for my half of the ore. We had an agreement.”
“No,” he breathed. “Don’t.”
“Don’t what?”
“Lie. You are not here for the ore. Or at least that is not your main objective, not anymore. Something changed as soon as you stepped onto my ship. I’ve humored you all afternoon, but my patience is at its end. So, I will ask this question one more time and take care how you answer it. You know what I’m capable of. Why are you here?”
With each word, Kang took a step closer. The very plants seemed to wither at his approach as if they sensed danger.
Ravonna didn’t wither. She straightened her back and raised her chin high.
“You have something I want,” she answered.
“Ms. Renslayer, please, I know the ore—”
“It’s not the ore,” she interrupted.
Ravonna ran her hands over a vine sneaking its way up the bench. It was tangled. Offshoots had sprouted and turned on themselves, threatening to choke the main vine until nothing remained. Ravonna plucked at a few unruly strands before clasping her hands back on her lap. It was too late for this vine; the whole plant would need to be uprooted.
“You’re right that I’ve been keeping something from you,” she said. “I know what this place is. Chronopolis. The Council of Kangs. I’ve heard stories—myths really of an organization that manages the multiverse.”
The multiverse. The word felt bitter in her mouth.
“Where others see the multiverse as freedom, I see chaos, destruction… death. The more we allow it to expand, the more destruction will reign. It is a disease that must be cauterized. This utopia,” Ravonna gestured to the city around them, “comes at a price. Peace, contrary to what others believe, doesn’t happen on hopes and dreams. It requires sacrifices. I know the sacrifices that must be made to secure it. And I suspect you do too.
“I’ve been looking for this city for a long time. I’d hoped the Council of Kangs might be the organization to which I could pledge my allegiance. An organization that could stand against the chaos threatening to consume us all but after today… I am less sure.”
Ravonna paused. Kang still hadn’t moved. His face was an expressionless mask. His body unnaturally still like a snake about to strike. She took a breath. Her next sentence was a risk, a calculated risk but a risk nonetheless. She continued.
“The Council of Kangs is a vestige of the past, complacent with the way of the multiverse and blind to the dangers lurking on its doorstep. They are out of touch, old, and tied to bureaucracy. I don’t believe they will help me in my quest to bring order to the multiverse. But I believe there might be one Kang who can.”
Kang’s gaze snapped up to meet her own. And there it was, barely concealed, but there. Shining brighter than the city lights around them—hunger. The desire for more; the desire to conquer.
The expression was gone a millisecond later. Kang leaned against a garden wall in a practiced show of apathy, picking a rose from a nearby bush.
“Why Ms. Renslayer, are you suggesting treason?” he asked. “I thought I gave you the impression that I am nothing more than a loyal soldier to the Council of Kangs?”
Ravonna laughed. “There is no such thing as a loyal Kang. I think you know that.”
Kang shrugged. “Perhaps.”
He stepped towards her, twiddling the rose in his hands. He stopped inches away. Heat radiated from his body—hot against the evening chill. Ravonna shivered.
“Why reveal this to me?” he asked. Suspicion mixed with hope laced his tone.
Ravonna plucked the rose from his hand. The thorn pricked her skin causing a small bead of blood to stain her suit. She paid it no mind.
“Does it matter? You don’t need to trust me. You’d be a fool if you did. But you can trust this. I won’t rest until I burn the multiverse to the ground. And I will succeed. One way or another.” She paused, flashing Kang a playful smirk. “It’ll just be easier if we do it together. So, I’ll ask this question once and take care how you answer it. Will you join me?”
A slow smile spread across Kang’s face. A dangerous, predatory smile that should have frightened her. Instead, a trill of excitement shot through Ravonna’s veins.
“It appears our missions are more aligned than I’d originally anticipated,” Kang murmured, extending his hand. “Allies?”
Ravonna took his hand.
For all time. Always.
The words sprung habitually to Ravonna’s mind. She squashed them down.
Those words were the past. She was done blindly pledging her allegiance to him. She was done taking orders. Ravonna Renslayer served herself now and Kang was simply her ticket to power.
“Allies,” Ravonna agreed, giving Kang’s hand a shake. “For now.”

In its latest assault on basic freedoms, Afghanistan has banned women and girls from speaking in public. It marks a new low in the Taliban-led government’s enforced gender apartheid.
Promises that girls and women would be allowed to study and work were broken shortly after the Taliban returned to power. The group banned girls from going to school beyond sixth grade and outlawed them from pursuing higher education at university. It even prohibited them from taking a stroll in the park or going to the gym, and from nearly all professions that could earn them a living and a semblance of independence and dignity.
And yet even as Afghan women are kept prisoner in their homes and denied basic rights, neither the Islamic nations in the region nor the United States have taken an active interest in compelling the group to reverse its misogynistic policies.
The new rules were announced in the middle of the presidential campaign in the United States, but both candidates kept mum on the issue of women’s rights, even though each of their respective governments knowingly left Afghan women to a fate that was hardly unexpected.
When Kamala Harris and Donald Trump faced off in a debate last week, Afghanistan was raised only in the context of the domestic ramifications of American withdrawal. No mention was made of what happened to Afghans left behind. Neither candidate said a word about how the U.S. exited without securing any guarantees from the Taliban on the future of women and their rights.
The Taliban, firmly in control, brushed off all of its atrocities on Afghan women and violation of their very basic rights as “Afghan values’’ in a conversation with Foreign Policy. Taliban spokesperson Suhail Shaheen said the group was open for engagement with the West, but on economic issues only.
“They can invest in minerals,’’ he told FP. “China, Russia, all have business ties with us, the West can also do that. It is good for them and good for us.’’
“Women’s rights and those things are up to us, and we will determine them according to Afghan values and traditions,’’ he added, as if speaking and reading were matters of Afghan sovereignty and not basic human rights.
Mahbouba Seraj, an Afghan women’s rights activist who was nominated for the Nobel Peace Prize last year, blamed both the Trump and Biden administrations for the circumstances the Afghan girls and women find themselves in.
“When they were discussing the agreement in Doha, we were not even given the visa to come to Qatar because we would have asked questions, we would have confronted the Taliban, but that could have scuttled the deal and the Trump administration didn’t want that,’’ she told FP over the phone.
“Biden may not have had enough room to change the deal, but that was not the reason he stuck with it,’’ she said. The Biden administration “wanted to get out.’’
The key tenet of the U.S. policy on Afghanistan has been security and containing the threat that terrorist groups based there can pose to Western countries. The Doha agreement between the U.S. and the Taliban, which led to the U.S. exit, called on the Taliban “to prevent the use of Afghan soil by any international terrorist groups or individuals against the security of the United States and its allies.’’
But even the word “women’’ is missing from it. A post-withdrawal concern has been that a deteriorating humanitarian situation could exacerbate the refugee crisis, particularly in Europe.
In order to address these concerns, and heed calls by humanitarian actors, the U.S. agreed to ease some sanctions and infuse Afghanistan with billions in cash. That helped Afghans, but it also kept the Taliban afloat and emboldened it to carry on as it pleased.
“Since August 2021, the U.N. has purchased, transported, and transferred at least $2.9 billion to Afghanistan using international donor contributions,’’ according to a report by the Special Inspector General for Afghanistan Reconstruction (SIGAR) in January. It added that the U.S. is the largest donor, with $2.6 billion of that sum contributed by the American taxpayer.
While throwing money at the problem has somewhat mitigated a humanitarian crisis, it has also kept the Taliban in power and allowed it to maintain a support base. The report said that the Taliban has accumulated, “a large supply of U.S. dollars, through the conversion process of dollars for afghanis.’’
Some Afghan analysts argued that stopping the cash flow will weaken the Taliban, reduce its acceptability, and ideally encourage an anti-Taliban uprising. Or, at the very least, force them to make some concessions.
22-year-old Miryam, whose name has been changed to protect her identity, pleaded that the West, and especially the U.S., “should stop sending money to the Taliban.’’ Her education was cut short when the Taliban took over in 2021, she can’t wear what she wants, or do anything professionally, or step out of the house.
“Don’t recognize the Taliban,’’ she said from Kabul in her message to the international community, “put pressure on them to at least give women the right to work and study.’’
Davood Moradian, founder and the director-general of the Afghan Institute for Strategic Studies (AISS) now based in London, argued in favor of slashing the aid. “America is the main source of Afghan currency,’’ he told FP. “The moment the U.S. stopped funding, the Taliban will face a serious challenge,’’ to its rule, he added.
Others said if the Taliban didn’t break under 20 years of American presence, they wouldn’t abandon their hardcore ideology now, due to a cash crunch. Seraj, the women’s rights activist, advocated a diametrically different approach and said that the West should instead open the floodgates of developmental aid in a way that upward mobility emboldens the Afghan people to rebel against Taliban’s excesses and fight for women’s rights.
“You can’t even use the word women with them,’’ she said. “You have to come up with things like more investments and business deals and let that create the right conditions.’’
Thus far, the U.S. has threatened the Taliban with a global boycott if it doesn’t grant women their rights. But efforts ostracize the group from the international community are a farce since China, Russia, Pakistan, Qatar and several others continue to engage the group for economic and security reasons.
The truth is there hasn’t been an active U.S. policy to try and bring about a change or help the women of Afghanistan since the U.S. retreated. The policy has been outsourced to the U.N., which is engaging the group, often on the terms set by the Taliban. For instance, in July the U.N. organized Doha III, a dialogue platform to engage the Taliban and various stakeholders on the future of Afghanistan. But to appease the Taliban and make sure they attended, not a single women’s rights activist was invited.
One idea, way short of full recognition, could be to bring together a coalition of Islamic nations to challenge the Taliban’s understanding of Shariah and compel the group to let women and girls study and work, just as they can in other Islamic countries.
In April, the Organisation of Islamic Cooperation (OIC) called on the Taliban’s deputy chief minister Abdul Kabir to end the ban on education and employment for women and girls. Last year, Turkish President Recep Tayyip Erdogan said that preventing education for girls is “inhumane and un-Islamic.” Abdulkhaleq Abdulla, a prominent political advisor in the United Arab Emirates, told FP that an Emirati delegation visited Kabul to discuss women’s rights. “There are so many trends in Islam, some more moderate, others more extreme. The Taliban, they are following a very backward ideology,” he said.
But Afghan women’s rights activists say that the condemnations from fellow Islamic countries appear to be more perfunctory and unserious. It could carry weight if it was a cohesive regional policy pushed by the U.S. as one of the pillars of its Afghanistan strategy. The Taliban, after all, is carrying out its oppression in the name of Islam.
Shaheen, the Taliban spokesperson, seemed to make some room for concessions when he told FP that the decision on education and employment for girls and women was pending, and subject to a report by an Afghan “committee.”
As for the next American president, ignoring Afghanistan would be at their own peril. Caging women in their homes and denying them basic rights represents a pattern of the Taliban reneging on promises—and it’s easy to imagine that extending to foreign policy.
“They are all there, all there,’’ Seraj, the activist, said. “ISIS-KP, Al Qaeda, other terrorist groups, they are all there. They are all getting training. Don’t think nothing is happening. The American intelligence knows what’s going on.”

What happened next was a blur, there were congratulations from everyone but all Jay was focused on was the feeling of Hailey’s hand tucked snugly into his. She had said loved him. He knew she did, in a friend-kind of way anyway. You don’t become best friends with someone unless you love them but it was the way she had said it. That she loved him and she always would. It had sounded like she meant it.
But she couldn’t have.
She was just playing into the persona that they both had adopted to get her to stay here. It was an act and the words were just that, just words, without the meaning they normally held. But still, his hand was in hers, he was her husband, and the added benefit, he had got the chance to kiss her again.
Adam announced loudly that they were having a party at Molly’s, it didn’t matter that it was barely past noon, they were having a party and it was non-negotiable. Jay could hear Makayla cheering until Adam said that she could only stay for a bit before Jordan, Kevin’s younger brother, would come and pick her up. Even her argument that princesses like parties was falling on deaf ears.
‘We will meet you there,’ Jay said to the group when he realised he hadn’t heard Hailey say anything on the topic of the party. He squeezed her hand gently and she smiled up at him, the gratitude clear on her face.
‘Let’s give the newlyweds a bit of privacy and we will see you at Molly’s,’ Kevin said with a grin.
‘If you don’t show up, we will be coming to find you so be quick, we don’t want to find you in a compromising position,’ Adam said with a smirk and was rewarded with a slap to his arm from Kim.
‘We will see you there,’ Jay said firmly with a nod before tugging Hailey towards the exit of the building.
Hailey had arrived in Kim’s car but Jay’s truck was parked just a block away having driven himself to the courthouse with Will. Hailey was still quiet as Jay held the door open for her and she took a seat. It was their wedding day after all, what kind of groom let his bride open her own door, patriarchal connotations or not.
He took a brief second to steal himself before climbing into the driver's seat.
‘You alright?’ He asked her softly once the doors were closed.
‘We’re married,’ was all Hailey said, her gaze focused straight ahead but not on one thing in particular.
‘Yeah we are,’ Jay agreed, not sure if she was happy or sad or maybe even angry at the situation. He was struggling to read her right now, normally he was the only person who could read Hailey.
‘We’re married,’ she said but this time she giggled. Hailey Upton was giggling at the fact that she had married him - he wasn’t sure how to take that. She looked over at him, and Jay realised his worry must have been painted across his face. ‘No, I don’t mean it like that,’ she said quickly, reaching across to put a hand on his leg. ‘I just mean it’s a bit weird right, like we are actually married.’
‘I guess,’ Jay said, attempting to focus on absolutely anything but on her hand and its warmth against his thigh.
‘I know you said I’m not supposed to say it, but thank you Jay. I guess I never thought we’d actually go through with it but thank you,’ she said and before Jay knew what was happening, she had leant across the centre console and had pressed her lips to his cheek. She lingered for a moment, longer than she had done when she had previously kissed his cheek. When she pulled back her cheeks were a little rosier than they had been before and Jay couldn’t help but smile.
All the other times they had kissed, both on the cheek and when he had actually had the opportunity to taste her lips, it had been part of the act. Either in front of people or as practice for being in front of people. But this was just them. This was Hailey kissing him because she wanted to. She wanted to. And he wanted her to.
‘I think we have a party to get to,’ he said, clearing his throat a little and when she grinned at him, he had to grin back.
‘We should have guessed Adam would do something like this,’ she said, reaching up to pull her seatbelt across her chest.
‘We don’t have to stay too long if we don’t want to, we are the newlyweds after all,’ he said with a wink, shifting his truck into drive and pulling out, Hailey’s giggle still ringing in his ears.

Jay felt Hailey’s hand tighten in his slightly as they both took it all in but he squeezed it gently and then pulled her into his side, giving her the opportunity to bury her face into his chest under the guise of being overwhelmed - which is exactly what she was and exactly what she did.
‘You guys!’ Jay exclaimed when Hailey had reappeared, her smile back in its position on her cheeks.
They moved towards the group, happily accepting congratulations, best wishes and the odd slap on the back. He could hear people complimenting Hailey on her dress, and he couldn’t blame them, she looked like a goddess. ‘Let them breathe guys,’ Stella said loudly to the group and Jay was silently thankful for it, he loved their friends, he really did but having them all here like this, it was a lot.
Stella led them over to the bar and passed them each a glass of Champagne, ‘only the best for my favourite bride and groom,’ she said with a grin. ‘But seriously guys, congratulations.’
‘Thanks Stella,’ Hailey said but Jay could tell there was something playing on her mind. He assumed it was just being the centre of attention, Hailey was never a fan.
When she was awarded the Superintendent's Award for Valor and had to accept it in front of a room full of white shirts and big wigs and she had been trembling as she took to the stage. Platt had organised a congratulations party for her afterwards but Hailey feigned a headache and didn’t make an appearance. When Jay had shown up at her apartment later that night she had let him know how much she hated it.
A couple of glasses of whiskey later she had opened up and explained how it stemmed from her childhood when being the centre of attention would always lead to questions about her home life which was something she avidly avoided. Jay knew enough about her past to be able to read between the lines and understand why young Hailey would have preferred to stay in the shadows. But he also wished she could see why people wanted to celebrate her now, she was an incredible cop and a wonderful person. She deserved all the awards and accolades but he also knew that old habits die hard.
‘You okay?’ He murmured into her ear on the pretence of giving her a kiss on the cheek, his lips brushing against her ear.
He pulled back so he could see her face and she gave him a tiny nod and a shy smile, he wasn’t sure he believed her but Violet had come over to congratulate them and prevented him from asking any further questions.

The next hour or so continued in the same manner. The biggest drama was when Jordan arrived to pick up Makayla and the little girl refused to go before she had a photo shoot with Hailey. She demanded that since they both had pretty dresses on they had to get some pictures. Once Mak had left, getting a round of applause from the group as she walked out waving like the Queen, the music was turned up and the party got far louder than it should be for 3pm on a Saturday afternoon.
Hailey and he stayed away from the dance floor, happy just to watch others indulge and lean against the bar, his arm still firmly around her waist and both of their hands not without a drink at any point.

Jay’s palms suddenly went sweaty when the music changed from the dance music that had been playing to a slow acoustic song he didn’t recognise. Hands were pushing him and Hailey towards the space that had been cleared for a dance floor and he realised there was no way they were getting out of this one. He glanced down at Hailey and she smiled up at him with the ‘it’s okay’ look that he had gotten familiar with since they had started this charade. He reached down and gave her a quick peck on the lips and then dramatically offered her his hand.
She blushed but accepted all the same and let him lead her on to the dance floor. The crowd was cheering and clapping for them but he chose to focus only on the woman holding his hand. He spun her around before pulling her into his arms, smiling at the childish giggle she let out. He held her close, an arm around her back, the other holding her hand tight to his chest, swaying in time to the music, letting the words wash over him.

As the music came to an end, he realised that Hailey had gone stiff in his arms, her hand no longer holding his comfortably but clutching it tightly as if her life depended on it.
He leant down so he could whisper in her ear, ‘Hails, what’s wrong?’ But he just felt her shake her head against him and press herself up against him even further, but it was no longer providing him the joy it was before. It was as though he was her life raft and she needed him for survival.
He was about to ask her again, no longer believing her when she said she was okay but a chant of ‘speech speech’ had started up as soon as the song died down.
‘Come on, time for the groom to give a speech,’ Will said loudly into the mic, having clearly wrestled it from Hermann’s grip. Jay shot him a glare but Will just winked back in response.
Hailey pulled back and pushed him gently towards his brother, the smile on her face small and Jay wasn’t sure it was completely genuine but he couldn't ask her about it now.
‘Fine fine,’ Jay said in defeat, his arms flying up in the air as he accepted the microphone from his brother.
‘I’ll have make it short and sweet because my darling brother here didn’t see fit to warn me in advance,’ Jay said to a smattering of chuckles from the crowd.
‘As many of you know, Hailey and I have been partners for a long time,’ Jay started, thinking quickly on his feet to say something that would appease the group, his eyes fixed on Hailey as he spoke. Kim had come up next to her and had wrapped an arm around her but he could still see that Hailey’s smile didn’t quite meet her eyes. ‘Somewhere along the line, she stopped being just my partner and became my best friend and then we fell in love.’ The crowd oohed and Jay blushed. ‘Yes, we’re adorable. But seriously, asking Hailey to marry me was the easiest and best decision of my life and I cannot wait to spend the rest of my life with her by my side,’ he finished with a smile, and passed the microphone back to Will.
‘To Hailey,’ Will said, raising his glass in the direction of Hailey. The crowd echoed it back.
Jay strolled back towards Hailey and pulled her into a hug, she responded in kind and wrapped her arms around his back but he heard her whisper into his ear, ‘can we go home please?’ Her voice was quiet and shaky, unlike Hailey’s normally steady tone and her heads were holding on to back tightly, the fingers digging into the fabric of his jacket.
‘Okay,’ he said, not wanting to put her on the spot and question what had changed in her mood from a few hours ago. Taking off his jacket and wrapping it around her he tucked her back under his arm and headed towards the door. It was too much to think they could sneak out unnoticed but he was prepared to take the comments and the snickers as they bailed on their own wedding party, anything to get Hailey out of somewhere she was clearly uncomfortable.
As usual, she was his priority and something was obviously wrong right now.
