The story is now complete.
We know Starfleet did the equivalent to student exchange programs thanks to Riker serving on the Klingon vessel, what if Julian entered the same program and wound up on a Vulcan ship? Julian is worried because, if he annoys humans this much, how badly will he annoy a ship full of Vulcans? Meanwhile, DS9 can't help feeling a little relieved over getting a 'professional' doctor instead of the hyperactive twink they got in the first place.
Only, the doctor, let's call him Koju, arrives and... he's a typical Vulcan who thinks certain other species are below him and scorns Bajor's 'primitive' ways; Julian may have referred to the area as a 'wilderness', but he was in awe of it and hopeful to do good. Koju does his work, turns in his reports on time, but he has only middling respect for Jadzia as the Dax symbiote has lived so long and Sisko as his 'commanding officer' - everyone else, he talks down to.
Meanwhile, Julian is on the Vulcan ship under Captain T'Sith, someone who was a great admirer of Spock and reminds her crew to be understanding of Julian's human passions as the Enterprise initially tried to be respectful of Spock's boundaries. This is aided when Julian reveals he took a Vulcan class at the academy and knows the language quite well. Julian still tries to rain in his motormouth, only to find the Vulcans aren't annoyed by it; they welcome discussion and debate on topics, and help him with meditation when he feels overwhelmed. He occasionally gets the 'zoomies', but they recognize that some humans have trouble sitting still for too long and let him run around their gym while they are meditating. One of them might find Kukalaka but admit the doctor is little more than a child, especially compared to a Vulcan so it's like T'Pol talking to Porthos.

The time comes when Julian and Koju switch back but T'Sith is a little concerned since Julian let it slip that he annoys people so easily and she offers him a spot on her ship since Koju has been requesting a transfer back to the Science Academy. Julian replies that he'll think about it, especially since Koju would have another six months before the transfer can be finalized. Julian arrives back on DS9 and hears about how professional Koju was and promises to try and be more professional in the future, even mentioning T'Sith's offer of a more permanent transfer, and those like Kira and O'Brien can't help feeling like...

okay this is kind of a stupid thought but I was thinking about the internal debates that Vulcan society must have around logic and it occurred to me that Vulcan must have “logical relativists” in the same way that human philosophy has moral relativists…I just know that there’s at least 30 Vulcan philosophers who want to KILL the noble Storek House of T’Nel (or something) because he can’t stop telling everyone that All Behavior is Inherently Logical as it Makes Sense to the Acting Party at the Time. Humans are Illogical Therefore it is Logical That They Act Illogicaly, thus All of Their Actions are Logical. All Thought, Conscious or Unconscious, Proceeds from Biological and Neurochemical Impulses. Therefore, the Sentient Being Behaves Much like a Computer, Following its Compiled Commands. No Behavior, Knowing the Chemical Commands that Preempt Consciousness, Can Be Considered Illogical.

(Im not arguing, everything below this line are just additional thoughts.)
If the Surak-era wars were anything like WW3, that's still really fucking bad. That implies that Vulcans were using not just nuclear bombs, but also genetically-enhanced soldiers and body suits that inject you with drugs that numb pain and keep you addicted to combat. That's veering into WH40K-style cruelty.
Even in TOS, the USS Enterprise (a research vessel, not a dedicated warship) has enough firepower to blow up planet-sized objects. They have protocol to use it on inhabited planets (General Order 24) and threatened to use it twice in TOS.
Vulcans being comparable to humans does not make their violent impulses or dedication to peace/self-control less impressive. WW3 and GO24 are examples of why humans remind Vulcans of their "savage" ancestors and why they thought humanity's advancement rate was dangerous. Humans are the new pre-Surak Vulcans; the difference is Starfleet tries to find a balance between cold logic and wild passion instead of going from 1 extreme to the next.
I've got a theory that when Vulcans say "I do not experience that emotion" or "I do not feel ___" it's actually a traditional mantra/prayer rather than a statement of fact.
