BBC News Burmese launches on direct-to-home video channel in the aftermath of Myanmar earthquake

To ensure audiences can access crucial information in the aftermath of the Myanmar earthquake, the BBC World Service has added a direct-to-home satellite video channel to the platforms delivering BBC News Burmese content.
In the coming four months, the Thaicom 6 satellite, which covers Myanmar, Thailand, and the wider region, will deliver BBC News Burmese TV and audio programming. The channel will also provide access, via a QR code, to the service's website, bbc.com/burmese. …
In the aftermath of the disaster that struck Myanmar on 28 March 2025, millions in the country, as well as Burmese-speakers in Thailand, came to the service's platforms for accurate updates and analysis. BBC News Burmese journalists were deployed to the earthquake epicentre and were reporting from Mandalay, Yangon, and Bangkok, as well as from London. BBC News Burmese extended its daily live radio bulletin from 15min to 30min to include additional reporting and lifeline information. Audiences can also watch the Monday to Friday 15-minute TV bulletin which goes on air at 20.45 local time.
BBC News Burmese channel on Thaicom 6 satellite will run all this programming, with evening repeats of radio and TV bulletins from May 2025. The channel will also visualise the QR code for the website bbc.com/burmese, so the viewers can access the latest news and information online.
Over the next few months, the direct-to-home satellite video channel – formerly used by VOA – will add to BBC News Burmese availability via the service's website as well as its YouTube channel and its Facebook page which has a following of 25m people. BBC News Burmese also connects with audiences via Instagram, Telegram and X. Digital free-to-air TV channel, Mizzima TV, rebroadcasts BBC News Burmese TV programmes.

New atomic fountain clock joins elite group that keeps the world on time

Clocks on Earth are ticking a bit more regularly thanks to NIST-F4, a new atomic clock at the National Institute of Standards and Technology (NIST) campus in Boulder, Colorado.
This month, NIST researchers published an article in Metrologia establishing NIST-F4 as one of the world's most accurate timekeepers. NIST has also submitted the clock for acceptance as a primary frequency standard by the International Bureau of Weights and Measures (BIPM), the body that oversees the world's time.
NIST-F4 measures an unchanging frequency in the heart of cesium atoms, the internationally agreed-upon basis for defining the second since 1967. The clock is based on a "fountain" design that represents the gold standard of accuracy in timekeeping. NIST-F4 ticks at such a steady rate that if it had started running 100 million years ago, when dinosaurs roamed, it would be off by less than a second today.
By joining a small group of similarly elite timepieces run by just 10 countries around the world, NIST-F4 makes the foundation of global time more stable and secure. At the same time, it is helping to steer the clocks NIST uses to keep official U.S. time. Distributed via radio and the internet, official U.S. time is critical for telecommunications and transportation systems, financial trading platforms, data center operations and more.
NIST-F4 has improved time signals that are "used literally billions of times each day for everything from setting clocks and watches to ensuring the accurate time stamping of hundreds of billions of dollars of electronic financial transactions," said Liz Donley, chief of the Time and Frequency Division at NIST.
A special kind of clock
Cesium fountain clocks such as NIST-F4 are a type of atomic clock—a complex, high-precision device that extracts timing pulses from atoms. These clocks play a critical role in our globally connected society: They serve as "primary frequency standards" that work together to calibrate Coordinated Universal Time, or UTC (an agreed-upon system for keeping time using data from atomic clocks around the world, known as a time scale).
National measurement labs such as NIST produce and distribute versions of UTC using their own time scales; NIST's version, for example, is known as UTC(NIST). Those national time scales are then used to synchronize the clocks and networks we rely on in our daily lives.
In fountain clocks, a cloud of thousands of cesium atoms is first cooled to near absolute zero using lasers. Then, a pair of laser beams toss the atoms gently upward, after which they fall under their own weight.
During their journey, the atoms pass twice through a small chamber full of microwave radiation. The first time, as the atoms are on their way up, the microwaves put the atoms into a quantum state that cycles in time at a special frequency known as the cesium resonant frequency—an unchanging constant set by the laws of nature.
About one second later, as the atoms fall back down, a second interaction between the microwaves and the atoms reveals how close the clock's microwave frequency is to the atoms' natural resonant frequency. This measurement is used to tune the microwave frequency toward the atomic resonance frequency.
A detector then counts 9,192,631,770 wave cycles of the fine-tuned microwaves. The time it takes to count those cycles defines the official international second.
(That may change as early as 2030, when nations plan to consider redefining the second in terms of one or more different atomic elements used in so-called optical clocks that can measure time even more precisely than fountain clocks can. Even after that, cesium fountain clocks will still play an important, though diminished, role in timekeeping.)

hi! im going to take your interest genuinely bc id like to think you specifically and the general audience wouldnt deliberately act naive to try and derail a post, so i am going to paraphrase the six years of cybersecurity training i have through work!
1) comes from a source that doesn’t check with who they say they are - for ex, comes anonymously but tags a specific blog — you cant actually verify that the message is from that blog, nor can you verify that the blog is who they say they are - this can also apply if their blog name and the name they introduce themselves with don’t match - for ex, if they say their name is maryam but their blog is ahmad-14707, then it is almost certainly a scam.
2) creates a sense of urgency - yes the current situation is dire, but they have three or more different emergencies in one message? they are trying to make you upset and turn your thinking off and your emotions on - for ex, theyre Palestinian AND their house is destroyed AND their child is dying and, and, and? scam. one thing, maybe two is a reasonable number to include in a message to someone you know, but the more urgent they make it sound the less real it’s likely to be
3) tries to get you to use a payment method that doesnt make sense - Paypal and GoFundMe don’t service the Middle East, so if this message points you to one of these services be EXTREMELY careful to check who the payee is for those accounts. if the names dont all match up, steer extremely clear. if the payee is different but not mentioned in the GFM link, avoid. If the payee is different but doesnt have proof that they have the ability to transfer the money to the designated recipient, avoid
4) the images attached to anything are commonly reused and/or AI generated - if you can reverse image search any of the images and theyre on several different pages, then they are more than likely not actually attached to the user noted and you should avoid donating to that person.
And here are some tumblr-specific red flags:
5) contacts blogs who dont have any posts about donations or who have no provably large following - why would they want someone who gets 3-4 notes on their own posts to share their needs? how did they even find you in the first place?
6) if they are reaching out in the replies of a post? avoid. theres no logical reason to spend limited time and internet access posting in random popular posts, esp when they aren’t related to Palestine
7) wording to other messages that are materially similar - you have to start reading the messages, but you’ll start to pick up on common phrases in the bulk messages that start to pop up, almost like they’re typing off a script - think: if these are all supposed to be different people, why are they all sending materially identical messages?
i have been on tumblr since 2011, so i have seen a lot of scams on this website. back then it was sick pets, then p0rnbots, and now those have all but disappeared and requests for donations for Palestinians have exploded in popularity.
its good of you to want to help people! it speaks well to your character and your heart, but there are a lot of people trying to get money out people who have little to give, and they arent nearly as well meaning as you are. they benefit greatly from scams like this - maybe your $10 isnt much, but when they can trick even 1% of tumblrs users into donating, they make a TON of money - 1% of 3M users is 30k people, and at $10 each that’s $300k. Even if they only get an average of $3 per person that’s $90k. To convert to the countries mentioned above, that’s the following amounts:
Cambodia: 300k usd = 1,201,435,291.26 khr, 90k usd = 360,430,587.38 khr
Myanmar: 300k usd = 1,312,881.07 myr; 90k usd = 393,864.32 myr
like i said, its really admirable that you want to help those in need. but its better to actually help than do what makes you personally feel good, and large charities with good charity navigator scores have the ability to help at a much larger scale than any individual can, and they usually help in immediate material ways - food or medical care etc, instead of giving money and hoping it’s put to best use.
I miss when I would get Tumblr asks that actually said things and weren't just digital panhandling scams.

According to the World Health Organisation, the first case of COVID-19 was confirmed in the Philippines on 20 January 2020. More than a year after, there are now more than 600,000 confirmed cases, nearly 13,000 deaths and a surge of 5000 new cases in one day. Approximately 41 percent of the total number of confirmed cases are from the National Capital Region (NCR), where Manila is located. The death toll from Duterte’s Drug War since July 2016 ranges from a conservative estimate of 8,663 people according to the UN Human Rights Council, to possibly thrice as high based on statements from the Philippine Commission on Human Rights. The official record from the Philippine Drug Enforcement Agency (PDEA), the agency implementing Duterte’s Drug War, is at 6,011 deaths from July 2016 to December 2020.
Alarmingly, the national pandemic response is even being harnessed in the service of the Drug War with extrajudicial killings registering a 50 percent increase between April and July 2020. Both COVID-19 related deaths and extrajudicial killings linked with the War on Drugs have been popularly represented by the Duterte government as disconnected from, or outside of, all the range and repertoires of repression at the state’s disposal.
Yet prior to the pandemic, Filipinos were already primed for and inoculated to mass loss of life and human rights violations, precisely because of the militarism that has been the logic of security under Duterte’s rule. We can understand everyday life in the Philippines as part of an ongoing continuum of violence, from the first day that Duterte launched his war on drugs, to the present militarised response to the health crisis. The Philippines was already suffering a ‘murderous plague’ which made death paradoxically both an abstract and visceral reality for many Filipinos, even before the disease outbreak.
It matters, therefore, that we constantly articulate how tragedy and mass loss of life are routine and logical outcomes under Duterte and why this government must be made accountable for the murderous plague it has authored. Filipinos must maintain their demands for better leadership, crisis response and management despite the persistent gaslighting by the President, his spokespersons, and enabling members of his regime. The forthcoming May 2022 national elections have prompted discussions on the importance of leadership among specific sectors mobilised by the question, ‘pangulo’ or ‘pang-gulo’ (‘president’ or ‘nuisance’)? At the highest level of power, does the Philippines have someone who leads, or someone who self-servingly obstructs recovery and fuels division?
Drug war and the limits of militarised security
Duterte’s default approach has been to wield the military and police at every crisis. However, this approach generates its own crises because the truncated lens of militarism comes up inadequate in addressing the multidimensional root causes and consequences to much of the global security challenges we are facing today. Based on the best available science, and what COVID-19 is demonstrating globally, state leaders must be able to address a drastically changed security landscape where the heightened intensity and frequency of extreme events will threaten all areas of human life and ecosystems. What has been undeniable is that leaders disastrously fall short of managing crises—whether in the context of armed conflicts, disasters and climate change, or health pandemics—when they do not incorporate a range of perspectives and expertise.
Duterte’s military and police-driven approach to every national decision-making process is exclusionary. He has sought to frame Filipinos, especially frontline health workers who express their discontent, as ‘enemies’ who do nothing but complain. Because he reproduces and invests in militarising crises, he cannot but interpret differing views as an existential threat to his power. The Philippines therefore has a leader that forecloses spaces for civic deliberation and participation at a time when these are most needed.
The drug war has gradually created the institutional and rhetorical foundations that enable other forms of violence: the use of Anti-Terrorism Act of 2020 and ‘red-tagging’ to silence opposition; the compounded suffering of internally displaced communities as resources are diverted away from the forgotten crises in Marawi and Tacloban; and ongoing violence and development aggression against Indigenous peoples and environmental activists. Duterte’s war on drugs has been argued to satisfice the stages of genocide.
Death and disinformation due to ‘infodemic’
The pandemic is also mediated by a pervasive climate of disinformation in the Philippines. The deadly combination of militarism and disinformation has been effective in fragmenting and eliminating political opposition, and in state repression more generally. Over the past years, Philippine democracy has been constantly threatened and undermined by the rapid and increased production and dissemination of misinformation and disinformation. A study has shown how insidious, partisan and curated content is produced and circulated by “architects of networked disinformation”, including influencers, online celebrities, politicians in-house team’s, and marketing companies. These players have weaponized the internet to support and bolster the operations of Duterte’s administration in designing and implementing a political and militarist agenda.
An evident outcome of weaponizing social media platforms is the silencing of dissent. Paid trolls, bot armies and a range of fake news websites run by supporters of Duterte have targeted and harassed individuals and institutions. For instance, in 2018, Maria Ressa, the chief executive of Rappler, was the target of state-sponsored “patriotic trolling”, misogynistic comments and hate speech. Meanwhile, the Philippine government attempted to revoke Rappler’s license in 2018. Notably in 2020, Philippine lawmakers rejected the franchise renewal for ABS-CBN, a Philippine’s broadcasting company also critical of Duterte’s governance.
Misinformation and disinformation also impact the lives of ordinary Filipinos in national and transnational contexts. A report shows that Filipinos spend an average of 4 hours and 15 minutes each day on different social media channels. These online platforms have also been used to sustain ties among overseas Filipino workers (OFWs) and their families. For the ten million Filipinos spread across the world, social media and mobile applications have become valuable tools to remain connected to home. However, these channels serve as key sites for producing and disseminating fake information. For example, a study on the 2019 Philippine election shows how OFWs are targeted by online communities that disseminate falsehoods and manipulative content.
More recently, an ‘infodemic’ has emerged in tandem with the COVID-19 pandemic. The spread of hoaxes and conspiracy theories about COVID-19 and attacks on the credibility of the World Health Organization (WHO) re-victimises all those who have died in the pandemic and the families they have left behind. In a digital environment muddled by falsehoods and inaccuracies, people are afforded narratives that only validate their own pre-existing beliefs and affirm experiences that reflect their immediate or narrow environment. This makes it all the more possible for those in positions of power and privilege to detach (and stay out of touch) from the harsh realities millions of Filipinos are facing.
The use of digital technologies at a time of crisis can stir heightened ambivalence among Filipinos. On the one hand, greater online connectivity affords the maintenance of intimate ties transnationally. However, it is the same connectivity that can potentially be used to distort understanding of social welfare, human rights, and personal and familial futures through the lens of fear. Akin to the pandemic, widespread disinformation is slowly but effectively killing mutual trust and civic participation in Philippine society. It does this by eroding Filipinos’ access to reliable information and their right to thrive in democratic spaces. Crucially, disinformation hinders Filipinos from seeing the structural inequalities, marginalisation and exploitation that implicates us all. There is neither one person nor a “silver bullet” that can magically vanquish—in six months—what has been built over decades by political and economic systems in the Philippines. It will take care, collective action and mutual responsibility.
Stop the killings; stop the strongman
Crises can provide windows of opportunity to overhaul ossified harms done by this government, and repair what good is left. Deaths and killings may be mundane now but they do not have to be acceptable: not now and not in the future. There is a need to develop antidotes that can reclaim, secure and protect democracy. As the COVID-19 pandemic intersects with Duterte’s murderous plague, Filipinos are faced with clear lessons that can be brought to bear in the next election.
First, there is no path to “rapid” recovery and it takes inclusive governance and leadership to realise long-lasting and “crisis-proof” reconstruction. Moving forward, Filipinos might be more sceptical and suspicious of leaders promising to do everything without demanding shared responsibilities and recognising diverse expertise from the Filipino public. Globally, we are also seeing youth-led protests both from afar such as in the US, and closer in neighbouring Thailand and Myanmar, against police and military violence as well as outdated styles and systems of militarised authority. While their rule may seem inescapable at present, young people are taking the lead in sending a clear message: the myth of the ‘strongman’ is no more.
Second, the killings were indirectly enabled by the political fragmentation and societal division accelerated by digital technologies. What proved most effective in stifling collective action was the framing of political engagements in terms of “camp” politics and loyalties—us versus them / DDS versus Dilawan—instead of under a unifying identity of “the Filipino people.” Duterte’s success in fulfilling an initial populist desire for a ‘strongman leader’ is an outcome of previous failures in crisis response under the Aquino government. Rather than see Duterte and Aquino as oppositional, we need to see the violent continuity between the two different models of leadership.
Third, the rise and resilience of Duterte’s strongman rule is connected with his leveraging of underlying sexism, misogyny, class and regional prejudices in Philippine society. Clearly, Duterte’s misogyny is no laughing matter. Rape jokes are neither humorous nor harmless. His speeches form part of, and feed, societal violence. Finally, the path to stopping the killings will be long and difficult, but necessary. The governance challenges ahead will be more complex and difficult. An indispensable step in this direction is recognising and healing from collective grief on a transnational scale. Then the task of refocusing energies toward building new leaders and political agendas can begin.

I don’t remember if I’ve ever done this before but I just want to make a post about my favourite bag company. It’s a company called Motherhouse. I’ll put my long write up under the cut but basically why I like them are for two reasons.
- They are all about sustainability and treating their workers ethically, in a part of the world where we often hear about workers being exploited (South Asia and Southeast Asia).
- Their bags are expensive, but very high quality. I have two and they are so nice and well crafted. Their goods may be the same price as luxury designer brands, but at least I know that my money is going into the materials, high quality craftsmanship, and to pay workers fairly.
(I have only gone to one of their physical store, and it seems like their online store that’s linked from the Japanese website is only in Japanese. However, the online store that’s linked on their Hong Kong website is in English, so maybe that is a more convenient place to shop for English speakers. But it looks like they currently don’t have as much infrastructure for sales outside of Asia. Their Japanese site does answer inquiries in English though, from what I’ve read. They have physical stores in Japan, Taiwan, Singapore, and Hong Kong.)
You’ll never believe how I ran into this company.
I was in a period of my life where I relapsed into Japanese boybands and was consuming some of the new content of my favourite boyband (NEWS). My favourite member was Kato Shigeaki. I am not caught up with Jpop at all so I don’t know what he’s doing now lol. (I just know there was drama with NEWS which I will not get into now.)
Anyway, Kato Shigeaki had been on a variety show in 2009, where he went to visit the Motherhouse headquarters in Bangladesh. In that episode, we were introduced to Yamaguchi Eriko, the founder, who explained her life experiences and her philosophies. We saw what their workplace was like, and we got to meet some of the workers. I just went into my hard drive and I was pleased to find out I still had that episode of the show lol. (Tell me if you want to watch the episode and I can....find a way to get it to you lmao.)
What struck me was how Yamaguchi approached this problem with a realistic solution. She wanted to help the people of Bangladesh, but just giving them money wasn’t a long term solution, and for some people, it may hurt their pride too. She felt that creating an industry was a better solution. Through jobs, people could take their financial situation into their own hands.
Yamaguchi was drawn to a strong fiber called jute that was used in Bangladesh, often used for packaging because it’s so strong. She thought about how this fiber could be used to make high quality handbags. Since then, Motherhouse has tapped into a lot of other local materials, including leather from Bangladesh (for bags and wallets), silk and cashmere form Nepal (for scarves), stones from Sri Lanka, Indonesia, and Myanmar (for jewellery), etc.
In the episode of the show, Yamaguchi had said that she’d been cheated and scammed, and yet she kept trying and trying again. But she’d also said that she’d made some trustworthy friends who helped her when she was down. And from the testimony I read on their websites, it really does seem like the company aims to create good relationships between the people working at the workshops.
I forgot where I read this, but they’re basically like “sustainability can only work if everybody is sustainable,” so by selling sustainable goods, they hope that other people can become sustainable too. The designs that they have are simple, and not really in line with any fast fashion trends. The bags that I have from them, bought years ago, are still up on their website.
They also have good customer service. I’ve only been to their Hong Kong stores, but if you ever bring your leather bag there, they will treat and clean the leather for you. Which is in line with their values of sustainability because they want your bag to last as long as possible. And apparently they have all sorts of bag repair services on their website.
TL;DR Their stuff is good and they treat people well and their boss is kind of a badass, and I think they are a company worthy of support v.v

Canada puts Proud Boys on terror list, cites active security threat (Reuters) Canada named the far-right Proud Boys a terrorist entity on Wednesday, saying it posed an active security threat and played a “pivotal role” in last month’s attack on the U.S. Capitol that left five people dead. Although the Proud Boys have never mounted an attack in Canada, Public Safety Minister Bill Blair said domestic intelligence forces had become increasingly worried about the group. The group’s assets can now be frozen by banks and financial institutions, and it is a crime for Canadians to knowingly deal with assets of a listed entity. Anyone belonging to the group can be blocked from entering Canada. The move underscored constitutional concerns about a Canadian government’s ability to designate a group as a terrorist entity, said Leah West, a national security professor at Ottawa’s Carleton University and former lawyer with the Canadian justice department. Designations are impossible to challenge beforehand and difficult to address afterward, especially given lawyers may be reluctant to provide counsel to members of a terrorist group, she said by phone.

Mountain heartbreak: Italy has deep snow, closed ski resorts (AP) The granite peaks that majestically encircle the northern Italian town of Cortina d’Ampezzo glimmer with one of the most prolific snowfalls in years, while the COVID-19 pandemic silences Italy’s winter resorts. Italy’s 2019-2020 ski season closed unexpectedly early last March, when the country became the first Western country pummeled by the pandemic. A new season has yet to launch, unlike in neighboring Switzerland, which in December allowed lifts to open with restrictions, or in Austria, where residents still can ski. France’s ski lifts remain closed at least through February. In Italy, the pandemic-related closures are a hit to an industry that generates 1.2 billion euros ($1.5 billion) in annual revenues and employs 5,000 permanent and 10,000 seasonal workers, according to the association of ski lift operators, ANEF. The association said last year’s early end to the season led to a 20% revenue decline and called the current season a total loss. Twitter Unblocked Accounts That Criticized India’s Government. Now, Its Employees Are Being Threatened With Jail Time Unless It Blocks Them Again. (BuzzFeed News) India’s government has threatened to punish employees at Twitter with fines and jail terms of up to seven years for restoring hundreds of accounts it has ordered the company to block. Most accounts were critical of the country’s prime minister, Narendra Modi. On Monday, Twitter complied with the government’s order and prevented people in India from viewing more than 250 accounts belonging to activists, political commentators, a movie star, and the Caravan, an investigative news magazine. Most accounts had criticized Modi, India’s Hindu nationalist prime minister, and his government. But the company restored the accounts approximately six hours later after a Twitter lawyer met with IT ministry officials, and argued that the tweets and accounts constituted free speech and were newsworthy. India’s government disagreed. On Tuesday, the IT ministry sent a notice to Twitter, ordering it to block the accounts once again. It also threatened people who work at Twitter’s Indian arm with legal consequences, which could include a fine or a jail term of up to seven years. “This is really problematic,” said Nikhil Pahwa, editor of MediaNama, a technology policy website, and an internet activist. “I don’t see why the government of India should wade into this territory of trying to censor tweets when they have much bigger problems to deal with.”
Myanmar charges Suu Kyi, giving legal basis to detain her (AP) Police leveled their first formal charge against Myanmar’s Aung San Suu Kyi, her allies said Wednesday, accusing the ousted leader of possessing illegally imported walkie-talkies and giving the military authorities who staged a coup a legal reason to detain her for two weeks. The charge came to light two days after Suu Kyi was placed under house arrest and appeared to be an effort to lend a legal veneer to her detention, though the generals have previously kept her and others locked up for years. The military announced Monday that it would take power for one year—accusing Suu Kyi’s government of not investigating allegations of voter fraud in recent elections. Suu Kyi’s party swept that vote, and the military-backed party did poorly.
Myanmar blocks Facebook as resistance grows to coup (AP) Myanmar’s new military government has blocked access to Facebook as resistance to Monday’s coup surged amid calls for civil disobedience to protest the ousting of the elected civilian government and its leader Aung San Suu Kyi. Facebook is especially popular in Myanmar and the ousted government had commonly made public announcements on the social media site. Internet users said the disruption began late Wednesday night, and mobile service provider Telenor Myanmar confirmed in a statement that mobile operators and internet service providers in Myanmar had received a directive from the communications ministry to temporarily block Facebook. The political party ousted in Monday’s coup and other activists in Myanmar have called for a campaign of civil disobedience to oppose the takeover. In the vanguard are medical personnel, who have declared they won’t work for the military government and who are highly respected for their work during the coronavirus pandemic that is taxing the country’s dangerously inadequate health system. For a second night Wednesday, residents in Yangon engaged in “noise protests,” with people banging pots and pans and honking car horns under cover of darkness.
Japan’s population decline (Nikkei Asian Review) Japan’s population shrank by a record 420,000 people last year, government estimates show, as the coronavirus pandemic dealt a heavy blow to an influx of foreign workers that had helped offset the country’s ongoing natural population decline. The total fell for a 12th straight year, shattering the previous record of 329,000 set just a year earlier. The health ministry estimates Japan’s population at 125.57 million as of Jan. 1, based on confirmed data through July and estimates based on births, deaths and foreign arrival and departure data. The drop owes in large part to a 60% plunge in foreign arrivals that has kept the labor market tight even though the pandemic has slowed the economy and eliminated many jobs.
In Iraq’s ‘Dire’ Economy, Poverty Is Rising—And So Are Fears Of Instability (NPR) With the gold domes of the famed Kadhimiya shrine as a backdrop, nearby streets full of shops, markets and tea-sellers in Baghdad look bustling and vibrant, even at night. Tempting windows display sparkly clothes and cascades of candy in rainbow colors. But shopkeepers say no one has been buying much since Iraq devalued its dinar against the dollar last year. Around the world, economies have been crushed by the pandemic. The International Monetary Fund reported in October that most Mideast economies plunged into recession. But some places are especially vulnerable, among them Iraq. Its economy depends overwhelmingly on oil exports, and as travel halted and demand for fuel dwindled, government revenues tumbled along with oil prices. Government revenues plummeted by 47.5% in the first eight months of last year, the World Bank reports. With drastically less oil revenue, the government has been paying its salaries and pensions intermittently or not at all. Economists say Iraq’s poverty rate may have shot up from 20% in 2018 to 30% or more last year. To try to make it easier to pay those salaries, as well to encourage people to buy domestically instead of relying on imports, the government devalued the dinar against the dollar by about 20% in December. But as Iraq produces very little, people have little choice but to buy imported goods—which are only more expensive now. “Iraq’s economic situation can probably best be described as being dire,” says Ali al-Saffar of the International Energy Agency.
Beirut blast victims want the truth (AP) Days after a massive explosion ripped through Beirut’s port and disfigured the Lebanese capital, family members of some of the 211 people killed in the blast demanded an international probe. It was a swift vote of no confidence in the authorities’ ability to investigate one of the largest non-nuclear explosions in history and one of the nation’s most traumatic experiences. The skepticism was justified. Lebanon, a country wrought by political violence and assassinations, has a history of unfinished prosecutions and buried secrets. Six months after the Aug. 4 blast, the domestic investigation has been brought to a virtual halt by the same political and confessional rivalries that thwarted past attempts to uncover the truth in major crimes. Lebanon’s sectarian-based political factions have had a lock on power in the country for decades and have divvied up posts across the state among themselves. Though rivals, they have a common interest in preventing accountability. Aya Majzoub of Human Rights Watch said a U.N. fact-finding mission is needed. “We can’t rest our hope and faith on a broken system that has proven incredibly resilient. We can’t expect the very people who are implicated in these crimes and other big crimes in Lebanon to lead reform.”
In thrice-demolished village, a Mideast battle of wills (AP) It looks like the aftermath of a tornado. There are dirt plots where there used to be makeshift homes; tent poles stacked like firewood; fencing and scrap metal scattered across a desert valley greened by winter rain; a cold firepit and a pile of kitchen essentials where a cooking tent once stood. This is what remains of the herding community of Khirbet Humsu in the occupied West Bank, after Israeli forces demolished it for the third time in as many months. On Wednesday, just minutes after the army left, Palestinian residents were at work repairing their fences—hoping to gather their sheep before dark, knowing the army might return the next day. “We build it up and they tear it down,” said Waleed Abu al-Kbash as he stretched fencing between two posts. “Where am I supposed to go? I have a thousand head of sheep.” Khirbet Humsu, perched on the rolling highlands above the Jordan Valley, is part of the 60% of the West Bank known as Area C, which is under full Israeli military control as part of interim peace agreements from the 1990s. Israel planned to annex the Jordan Valley and other parts of the occupied West Bank last year after getting a green light from the Trump administration, but it put annexation on hold as part of a U.S.-brokered normalization agreement with the United Arab Emirates. BUILDING UP A FOREIGN TRADE ACTIVITY IS PRECEDED BY BUILDING UP A BUSINESS

Introduction
I have written this text to share it with my postgraduate students from the VUB. They start a year of International Trade and Investment full of courage from various nationalities and from various study backgrounds. They do this with a great deal of diligence and dedication but often find that they do not master the premises: the fact that the course deals with doing business, producing, trading, buying and selling. For many of them, who are at the start of a professional life, even the theoretical knowledge about this is lacking.
That is why I have decided, during an hour and a half, with many examples, to try and guide them in doing business.
1. Doing business
Doing business takes only three forms: it is either about producing something or about purchasing items and then reselling them, or about selling one’s own knowledge and skills to third parties. People sometimes need material for the latter, but they don't sell it. People only sell their workforce and intelligence. The latter are called services. Although they account for between 75% and 80% of the economic activities in most countries, in this article I will deliberately limit myself to agriculture and the manufacturing industry. Because in this presentation we want to end up at trading with foreign partners, and this is primarily about tangible products.
Two stories can support this:
The company F.E. T* 2011, 100 km from the Ukrainian capital Kiev has 2000 ha of land, which it owns partially and leases mostly (long lease 50 y). 80% of the farm’s turnover comes from traditional crops, such as wheat and corn. In order to make future oriented products, the farmer started to develop an entire line (30 items) of dairy products from goat milk, to yoghurt and kephir and even ice cream since 2016. Today the income of this activity line is good for 20% of the turnover. The farmer aims at reaching 50% over 5 years. The goats have been purchased in France and a breeding process started. They now have 1500 goats and intent to increase the amount to up to 3000 goats. They have a milk production capacity for up to 7000 l/day. They are at 2000 l/day. The equipment for milk treatment is Israeli, as well as the milk production supervisor. Cheese production equipment comes from France and Italy as well as their cheese making consultant. The ice cream consultant comes from Italy. The farmer goes yearly to a large goat fair Caprina in France where he learns about gear and equipment and meets potential consultants. This dairy line is a typical example of vertical integration. The production is entirely mastered by the farm from the breeding of goats, the collection and distillation of the milk, the production of the dairy products, the production of the bottles out of small plastic objects purchased in China, the bottling, the development of logo and packaging design, the packaging and the transportation to the retailers. Important is that the farm does and finances market research, developed its own brand Z*, as well as its own design with colour codes. They even intend to create in the future a second high-end brand. These steps enables them to grow organically and in a sustainable way. They declined until now to produce for private labels of retailers. Even with Auchan, with whom they negotiate now, they declined the private label production.
The company W* close to Chisinau in Moldova sells tractors and agricultural equipment from the brand C*, of which they have a dealership agreement during 3 years in Moldova. Before they had a dealership with the Italian M* G*. They also sell equipment from the Swedish brand V*. The company recently built new premises as rep office for C*. They built a state of the art show room and offices with workshop for repairing. The company also sells fertilisers and pesticides as well as seeds for crops. They don’t sell liquids but solid boxes. Their suppliers are BASF, Bayer, Pioneer for the seeds. They produce also seeds themselves (sunflowers).
Services companies are often related to ICT development. Until five years ago, ICT focused primarily on processes and their management. Because of our increasingly complex society, which demands more transparency, which requires faster and more thorough reporting, and which is monitored more and more, large companies have to manage such large volumes of data that they can use help for this. Data is becoming very important, now even more for large, say, listed companies. But medium-sized companies will suffer the same fate in the future. The engineers at the -nowadays “unicorn”- company C* in Brussels are active in data governance and in data stewardship. In this way they do not address the IT departments within a company, but rather the business people themselves.. There are 20 potential customers in Belgium. That is why they had resolutely gone international from the start. They are mainly talking to banks, insurance companies, pharmaceutical companies, etc. But also large governments, large public companies, universities.
2. Import and export
Import and export are often activities that go together in the same company. A company often needs products that are not present in its own country or that are present at too high a price or of poor quality. The company needs these products both to make its own products and to sell them to other customers. He will therefore have to import them. A company is sometimes approached at a trade fair or thanks to its website via e-mail by foreign companies who are convinced that they can use the semi-finished products or raw materials that our company produces in their own production process. In other circumstances our company finds a foreign-interested company at a trade fair that is convinced that there is a market for our company's products in its country and that it wants to sell it there.
3. Producing and selling products.
A company from the manufacturing industry needs raw materials or semi-finished products to make its own products. Depending on the type of quality that they wish to deliver, they must determine where they will purchase their raw materials. Are these present in the country itself or do they have to import them? They also need machines to manufacture their products. Depending on the quality that they are trying to deliver, on their financing options and on the number of staff they have at their disposal, they will purchase their machines, either abroad or domestically but often from abroad.
The company O* in Obuchov,Ukraine has machinery for 2 types of products: polyamide and cotton for women and children socks. They are the second producer in Ukraine. The cotton comes from Turkey, the polyamide from Italy, the elastane from Korea through Poland, the yarn from Italy.
The company D* in Chisinau, Moldova produces fiberglass mesh for construction, especially walls and insolation. It produces 1,2 M m²/month. Thanks to a new machine of the K* from Chemnitz they will be able to double their production to 2.5 M m²/month. They export 90% of his product to Romania, Bulgaria, Germany, Spain and Italy. The company has 100 staff members and is looking this to extend by recruiting 40 new staff members. They have difficulties to find qualified staff. The raw material comes by 80 % from Bielarus, by 20% % from Germany, Switzerland, Latvia and Poland.
4. Buying and selling products
This activity is often performed by a permanent sales representative in a region or a country. This person or company can be established as self-employed in the country (agent, shop / webshop), or can be established as a subsidiary of the foreign company (sales office, shop / webshop) with its own legal status. A representative on the payroll of the foreign company may also be located in the country: he may sell the products but the deal is concluded by the main house abroad and the invoice also comes from the main house. The company W* described above, also houses the rep office of the company for whom they do the sales in the Chisinau region.
Why are companies entering and selling products from abroad? There can be several reasons for this. It is possible that a specific type of machine or product is not produced on the local market because the size of the country is too small for it. It may also be that the importer can deliver in a cheaper way than the products already on the market. It may also be that the new products are much more sophisticated and can therefore make them work much more productively. It may also be that products have built up such a reputation or became a brand that is in demand throughout the world. This last one is the case for many fancy clothing brands like Gucci, Dolce & Gabbana, Dior etc.
Which products do companies offer abroad? That can be anything: from raw materials such as seeds for agriculture, yarns for textiles or fiberglass for construction, to semi-finished products such as fabrics for clothing, goats for milk and cheese production to finished products such as luxury clothing, refrigerators but also cooling installations for cold storage.
The company V* – Groups Ltd in Kiev, Ukraine is a trader. He buys cereals and looks for opportunities. He does business with Sri Lanka, Myanmar, India and many other countries. His warehouse capacity was insufficient and obsolete. He stocked on the ground floor. With a bank loan he has been able to construct 2 grain silos of 3,018 tons capacity each. The silos are erected close to a railway platform, thus avoiding logistical problems and damage to the goods. He found a new business opportunity with Sri Lanka for sale of split yellow peas and next requires an optical sorting machine.
5. The production or purchasing process and its financial aspects
A production company might purchase raw materials or semi-finished products from elsewhere. Before the production of their new product is finished, several weeks or months sometimes pass. And then the new product must still be put on the market, sold and the invoice must be paid. A company therefore needs a financial buffer: that is called working capital. Chocolate producers in Belgium and Switzerland who supply products for the Chinese New Year, which often takes place in February, start their production in September of the year before! Companies often purchase large quantities of raw materials at times when they are offered cheaply and stock them for later production. The same applies to a store: it purchases finished products to resell in the store. There is also a lead time of several days, weeks or months. Here, too, the store needs a buffer called working capital.
The company O* in Ukraine makes pavement tiles out of concrete with artistic top layers. They produce 300 different types of pavement in 60 different shapes. They also produce stone levelling machines of the brand W*. They have offices in Lviv, Ukraine but have their production is set-up 80 km further, where they have 4 separate plants. During winter season, because of the cold, the production is stopped. They received a loan from the bank over 3 year for working capital, since January 2017. The additionality of this loan type for O* is the tenor: 3 years’ working capital enables a company to plan strategically: buy raw material when prices are low and stock it in order to produce through a longer period. And also have a 5-month buffer stock in times of scarcity through political crisis. They have large storage capacities (70.000 tons) for as well raw as finished material.
But those companies also need machines for their production, storage areas, large stores for their sales, trucks for their transport, tractors to work their land. They purchase them or build them with a bank loan. The cost of that loan must be passed on in the selling price. These loans, which are usually of a longer duration, are called investment capital. A company can also invest with its own resources.
The company K* , a wine production company in Georgia specialises in making wines for the lower and medium segment, priced at USD 5 to 8 /bottle. 75% of its production goes to the former CIS countries, of which 50% to Russia, where they have a distributor with the necessary connections, the remainder goes to Ukraine, Belarus, Kazakhstan, Armenia. The final 25% goes to China, US and recently, the UK. In 2016 the company invested in new reservoir tanks, fermentation facilities, refrigerators, a steam generator and a filling & labelling line. The client received in total a loan from BoG. In 2017, the company reapplied for a second loan for land, construction, production facilities over 36 months. Additionally, they invested in health and safety procedures for the workers, environmental protection (by reducing ozone depleting substances), low voltage machinery, electromagnetic compatibility and in measures for materials that come in contact with food. Thanks to the investments the company increased its production volume from 4,6 m litres in 2016 to 6 m litres in 2017, an impressive 35% increase. In labelling and bottling they were able to increase production by 50%.
6. Access to finance
All research reports around the world reveal that access to finance is the aspect that most often blocks the growth of SMEs. Working capital is usually requested for relatively short periods, such as three, six or twelve months. However, the amounts required are often important. The duration of the loan for capital goods is longer: this depends on the price and durability of the good: a computer is outdated after 4 years, a car or light truck starts to show signs of wear after 5 years, machines will certainly be operational during 10 to 20 years, industrial buildings as well. But do the banks have any loans with this duration for all those terms?
A bank's assignment is simple and difficult at the same time. A bank collects money from people who can spare the cash for a certain period of time and gives a fee for this. In Western Europe and North America, this allowance has been peanuts for several years. In Eastern Europe, Africa, large parts of Asia and Latin America, this allowance is quite substantial. Yet most of these “savers” are wary of leaving their money with the banks for too long: they want to buy things with it, or they do not trust the monetary policy of their country and are always afraid of a devaluation of their currency. With the money that banks collect from citizens and companies, they finance loans. They earn their profit through the spread between the interest rate they give for the savings and the interest rate they charge for the credits. But it is difficult for them to grant 10-year loans if they can only collect one-year savings. Moreover, there are few citizens who put away savings for 20 years. The only ones that do that are the pension funds. But what if there aren't any in a country? Which is the case in many countries. The international financial institutions such as African Development Bank, Asian Development Bank, European Investment Bank and European Bank for Reconstruction and Development offer longer-term loans to local banks, that can then transfer them to their customers. Only: most of those loans are in dollars or euros. Again a problem. Because the citizens and companies of the country usually do not have repayment capacity in dollars or euros but in the local currency. And if that local currency is not stable and has a tendency to devalue frequently, local banks are not keen to withdraw long-term dollars or euro loans. Hedging is the only option that remains. Hedging is a type of contract that a bank concludes with a specialized institution to mitigate the risk of devaluation: the contract foresees the exchange rate of euro / dollar to the local currency at the time of repayment, even if the local currency has meanwhile been devalued. Hedging in this case can be considered as a type of insurance. And there are now some companies that also dare to hedge "exotic" currencies. The price ,for this insurance is important though: up to 7 % of the amount.
Banks also do not like to take risks. It is often the central bank of the country that obliges them to be very restrictive in giving loans. Because they have been confronted in the past with bad loans to large outdated government companies that were poorly managed and therefore worked with losses. Governments that have to bear such a burden then hit back with the blunt ax and prevent any loan that is not covered by collateral. Where all statistics indicate that lending to SMEs is much less risky!
Therefore: collateral. In many countries, the way collaterals can be offered to guarantee credit is limited to tangible assets: buildings, land, machines. Intangible assets like the company’s goodwill are not accepted. The valuation of the tangible assets is by law done by the Association of property evaluators. These experts apply the principle of “market value coverage”. Based upon their valuation the size of collateral is put by the bank. It mostly comes to 140% of the loan. Once a credit is taken, the bank declares it to the central credit reporting system. Based upon the regularity of the reimbursement a company is classified class 1, 2, 3 or 4. Class 1 is all payments are done on a regular basis. Class 2 is a company of which arrears were limited from 30 to 60 days. Companies with arrears of between 60 and 90 days are class 3. Companies with arrears of more than 90 days are sent to recovery as class 4. Recovery is compulsory and taken from the profit automatically and can therefore jeopardise the existence of the company. In certain cases the collateral will be sold without warning.
7. Difficulties to tackle
Managing a company goes further than ensuring that people and machines work, that stocks are replenished, that bills are paid and that sales run smoothly. There are constant obstacles that need to be overcome: the financial aspect, the transport aspect, the legal aspect and - once a company starts exporting - the political aspect.
7.1. The banking aspect
A company is practically obliged to work with a bank: it has to make payments and it often needs funds for working capital and for investments.
Payments go faster and smoother nowadays thanks to automation and now also thanks to fintech applications. There are payment cards and credit cards that allow customers to pay without cash and give the collecting company the assurance that the money will be in the account. There are international transaction systems such as SWIFT or the European IBAN that create uniformity between banks and countries and thereby make payment transactions run faster and more efficiently. The currency aspect remains a stumbling block. Although more and more currencies are freely exchangeable, there are still a lot of them that are not convertible. Contracts with companies from such countries are therefore often in USD, EUR or CNY. Banks that operate in those countries are not always considered reliable by the others and must therefore be patterned by an internationally respected confirming bank. There are even countries with which the US in particular are in conflict. They then oblige all banks in the world not to do transactions with banks from that country. Iran, Cuba and North Korea have been assigned such a fate. There are always solutions, but they are complicated and time-consuming.
We have already explained the credit aspect: the fact that in many countries long-term loans are far more the exception than the rule. The extravagant guarantees that are requested. The non-customer-oriented thinking of banks that only wait until a loan is repaid and have no eye for the growth of companies and the usefulness that these can have for the further development of a country. But also the positive role for SMEs that IFIs play such as African Development Bank, Asian Development Bank, European Investment Bank.
Last but not least is the interest charged on loans. In many countries, the interest rate is a double digit, and companies think this is freakish. Where do those freak interest rates come from? The Central Bank of a country offers its banks short-term loans to banks that need them to clear a deficit for one or a few days ("overnight" or tomorrow-next day = “tom-next”).
