Activists demand end to year-long internet disruption in Myanmar's Rakhine and Chin States

A year has passed since the Myanmar government restricted mobile internet networks in eight townships of Rakhine and Chin States. More than 1.4 million people are suffering from this shutdown and are unable to access vital information about the escalating conflict in the region and the COVID-19 situation in the country. Aside from the shutdown of mobile internet networks in some parts of Rakhine and Chin, the government also ordered the blocking of websites that allegedly spread disinformation. But independent and ethnic media websites that provide local information were also included in the order. The Freedom of Expression Coalition and other civil society groups marked the one year anniversary and registered their protest through an online gathering. Athan, a youth-led civil society organization that promotes freedom of expression tweeted about the event:

The online protest was attended by 170 participants. They emphasized that the shutdown prevents locals from having any health information about COVID-19. Members of the coalition during the online event asked the World Health Organisation to urge the Myanmar government to end internet shutdowns amid the pandemic.   A banner was unveiled in the main Sule Square in Yangon that posed a provocative question. Human rights defender Thinzar Shunlei Yi wrote about the banner's message:

Today, 21 June, is the first anniversary of the shutdown of all mobile internet access in Myanmar’s Rakhine and Chin States. The shutdown has been imposed in eight townships where, according to Amnesty International, crimes including war crimes were committed by the Myanmar military, as well as abuses by the Arakan Army, an ethnic armed group operating in western and northern Myanmar. The human rights group said in a statement published last year after the restrictions first began: 

The shutdown has created an information black hole in an area where the Myanmar military has committed serious violations – including war crimes – raising serious concerns about the safety of civilians. It is essential that the Myanmar authorities ensure the right to information in times of crisis.

Linda Lakhdhir, legal advisor at Human Rights Watch said Myanmar should immediately end what is now the world’s longest government-enforced internet shutdown:

The internet shutdown, along with restrictions on access by aid agencies, has meant that people in some villages are unaware of the Covid-19 outbreak, humanitarian workers told Human Rights Watch. Local groups report that the shutdown has made it difficult to coordinate the distribution of aid to conflict-affected communities, and to communicate with their field teams to ensure staff safety. A local editor said the shutdown greatly impedes media coverage of the fighting between the Myanmar military and the ethnic Arakan Army, making it hard for villagers to get up-to-date information.

Aung San Suu Kyi’s civilian government defended the shutdown, repeatedly saying that the shutdown is necessary due to the intense fight between the military and the Arakan Army. U Zaw Htay, spokesperson of the President’s Office, recently told Deutsche Welle the government understands the concerns of human rights activists, including the United Nations Commission on Human Rights, but security is a top priority in the area. He said the government is providing all necessary help it can to the military to fight the insurgents.  On June 12, the ministry of Transport and Communications announced that the government will extend the network shutdown until August 1. “We will restore internet service if there are no more threats to the public or violations of the telecommunications law,” said Soe Thein, the ministry’s permanent secretary, at a media briefing in Yangon. In another development, a first information report (FIR) has been registered against Maung Saungkha, a free speech activist who received the Tulip Award from the Netherlands. He and five other activists were charged under Section 19 of the Peaceful Assembly and Peaceful Procession Law (PAPPL) for organizing a protest without notifying the police. They face up to three months in jail if convicted.

UN Global Compact and Five Partner Organizations Ring the Bell for Gender Equality at 75 Stock Exchanges Globally

For the sixth consecutive year, a global collaboration across 75 exchanges (confirmed events as of 26 February 2020) around the world plan to ring opening or closing bells to celebrate International Women’s Day 2020 (Sunday 8 March 2020). The events —  which start on Monday 2 March, and will last for two weeks - are a partnership between IFC, Sustainable Stock Exchanges (SSE) Initiative, UN Global Compact, UN Women, the World Federation of Exchanges and Women in ETFs, to raise awareness about the business case for women’s economic empowerment, and the opportunities for the private sector to advance gender equality and sustainable development.

This year, the UN Women’s theme for International Women’s Day is ‘I am Generation Equality: Realising Women’s Rights’. The theme marks the milestones that have been achieved such as the 25th anniversary of the Beijing Declaration and Platform for Action, adopted in 1995, to advance the empowerment of women and girls worldwide. In addition, 2020 also marks the 20th anniversary of the UN Global Compact, 10th anniversary of the  Women’s Empowerment Principles (WEPs), a five-year milestone towards achieving the Sustainable Development Goals by 2030, the 20th anniversary of UN Security Council resolution 1325 on women, peace and security, and the 10th anniversary of UN Women’s establishment.

In March 2019, a record 85 exchanges rang their bells for gender equality, and this year looked to be even bigger, prior to the outbreak of COVID-19.

“Gender equality should be at the top of the agenda for all decision makers, from policy makers to CEOs and investors,” said Lise Kingo, CEO & Executive Director of the UN Global Compact. “When women are empowered, economies grow, businesses thrive and sustainable development flourishes. We need to work together to accelerate the pace of change if we are going to achieve the Sustainable Development Goals by 2030.”

“Ring the Bell for Gender Equality” events around the world encourage participants to scale-up efforts to achieve gender equality in their markets, industries and organizations by adopting and implementing the WEPs. A joint initiative of the UN Global Compact and UN Women, the WEPs provide a holistic roadmap to advance gender equality and women’s empowerment in the workplace, marketplace and community. Private sector, civil society, Governments and the UN need to work together if we are to achieve gender equality and the other Sustainable Development Goals by 2030.

China Airlines and Mandarin Airlines today cancelled flights between Taiwan and Wuhan, until the end of February. Between 23 January and 29 February 2020 China Airlines flights, CI541 and CI 542, between Taipei (Taoyuan) and Wuhan have been cancelled. Mandarin Airlines flights, AE217 and AE218, between Taipei (Songshan) and Wuhan have also been cancelled. China Airlines has said that it will assist passengers wishing to return to Wuhan by rebooking their flight to other neighboring destinations.

As this is a developing situation, travelers are advised to visit China Airlines website or mobile app to check the latest flight changes and the regulations governing ticket refunds and/or changes. Air crews on flights operated by CAL Group, including China Airlines, Mandarin Airlines and Tigerair Taiwan, on cross-strait, Hong Kong, Macau, as well as Songshan-Kinmen and Taichung-Kinmen, now wear face masks while on duty in response to the Wuhan outbreak and to support government's quarantine efforts. These flights also carry an appropriate quantity of face masks for passengers that need them to protect the health of passengers and crew members. Editor's note: Since this story was published, ALL public transport in and out of the Chinese cities of Wuhan, Ezhou and Huanggang have stopped operating - this includes, we believe, the airports. It is also being reported that people in the cities have been told not to leave. According to Wikipedia, Wuhan has a population of over 11 million, while Huanggang has a population of around 7.4 million people (as per 2017 census), and Ezhou over 1 million (2010 census). Dear Sentinel Chain Community,

“There are normally floods, but not like this year. This year is the worst ever.”

Myint Myint Than, one of the hundreds took refuge in a shelter in Bago, Myanmar.

The floods drowned large areas of farmland and completely submerged houses, causing loss of property, threatened lives and uprooted entire communities where people and animals perished, and others made homeless are crowded inside shelters at temporary relief centers, schools, halls, and monasteries.

We invited our community to join us in our effort to help people in Myanmar who were severely impacted by the torrential floods. We organised a small donation drive, the Myanmar Flood Relief Programme that ran from 13th to 15th August 2018. Through these efforts, we raised a total of 30.32 ETH, which we converted to SGD11,709 / USD8,500. We thank those who participated.

We channelled USD3,000 to Border Areas Development Association — BDA to support those impacted in Bago region. BDA is a local NGO that helps children, and families with children. With the remaining USD5,500, we purchased 11.8 tons of animal feeds from Green Field International (GFI), and with the assistance of the Livestock Breeding and Veterinary Department (LBVD), the feeds were distributed to farmers in affected regions of Kayin, Mon and Bago. GFI waived transport charges and topped up the value of the feeds to 13 tons. Whilst Bago is about two hours south from Yangon, Kayin and Mon are six hours away.

It was very heartening that our partner Myanma Insurance (MI) organised their own fundraising in support of our efforts to help flood-affected community. Their drive culminated in a sum of 1,000,000 MMK (approx.USD 730) raised. As expressed by MI managing director, Dr. Sandar Oo, MI is “…an organization that doesn’t pay very big salary…”, hence this amount speaks for the shared values and vision of InfoCorp and MI. MI split their funds raised equally between LBVD and BDA to purchase animal feeds and children’s supplies.

On 18 September, together with MI, InfoCorp attended the donation presentation ceremony in Bago. The Bago government identified 610 most affected students from 61 basic education high schools in Bago who each received 10,000 MMK. Tang shared thoughts with the team after the event –

“Today, InfoCorp did a very good deed to help these affected children. The children and teachers were emotional as they and their families suffered from the impact of the flood. The Ministry of Education department allowed us to interview two children after the event.

Ko Pyie Sone, our Myanmar colleague, interviewed them to understand how the flood has affected them personally and what they are going to do with the money they received. We got to know that their houses were flooded and their family lost everything. They had no other clothes to wear and no food to eat then. Now that the flood water has subsided, they can return to their homes. With the donation money, they will buy uniform, shoes and stationeries so they can go to school to study. Ko Pyie was overwhelmed with emotions on hearing that.

Another colleague, Ko Than Swe Lay also learned that the teachers and the students had to rent a few small lorries to send them from their respective villages to come over to attend the rehearsal yesterday and the ceremony today. On hearing that, we spoke to BDA and both BDA and InfoCorp Myanmar agreed to cover their transport costs to the event. InfoCorp Myanmar will further donate around SGD 200 worth towards covering their transport cost and BDA will cover the rest.

Thank you once again to all who supported us in helping the Myanmarese cope and recover from the torrential floods this year. Sentinel Chain works to drive long term impact to the unbanked with our community who share our values, and whilst we cannot prevent natural disasters from occurring, we will continue to do what we can to help alleviate short-term negative impact. We hope in time, more of our community will see the win-win proposition of ‘giving back’ to society together with us, into the community that we are all are invested in.

But the country is still considered too risky by many big international investors.Dressed in a traditional Burmese longhi and a conical hat offering much-needed shade from the blistering sun, a farmer planting rice seedlings in a paddy field in the Shan state stops work briefly to flip out his phone and check Facebook. Just five years ago, when mobile phone SIM cards cost up to $500 (£380), this scene would have been unthinkable.But since international telecoms companies opened networks in Myanmar, SIM card prices have come crashing down to around a dollar, and four out of five citizens now have a smartphone - catapulting the country's digital economy into the 21st Century.In the country's former capital, the sense of change is apparent. Housed in an block of flats in downtown Yangon is Phandeeyar, the country's first-ever community tech hub hosting hackathons and workshops. It provides desk space for start-ups on Myanmar's first-ever accelerator programme. Benefiting from $25,000 worth of seed funding and mentoring from Phandeeyar, seven young start-ups are busy working on their fledgling businesses. Image caption Shwe Bite connects home cooks with office workers in search of lunches Many like Shwe Bite, a marketplace which delivers home-cooked food to offices, are challenging business norms in this most traditional of countries. Since its launch in September 2017, Shwe Bite has sold more than 5,000 lunch boxes, each costing 2,000 kyats (£1.07). "I decided to set up Shwe Bite because of my personal experience as an office worker away from home," explains co-founder Moe Htet Kyaw. "Most, like me, don't have the time or enough skills to cook. On the other hand, in Myanmar, women - especially housewives - are seeking sustainable income for family expenses." Shwe Bite connects these home cooks with busy workers. It's not as quick as meal delivery services like Deliveroo - customers have to pre-order before 4pm the day before - but the company has lofty ambitions. Image caption Shwe Bite hopes to build its lunchbox business in neighbouring countries, too "It's only available in Yangon but we plan to expand to other cities and maybe other countries - there are a lot of Burmese people living in counties like Singapore," says Moe Htet Kyaw.One of Myanmar's most successful start-ups is White Merak Comic Studios, a comic app, which received $140,000 in funding from three local angel investors in 2017 and now employs 20 people. A big fan of comics growing up, co-founder and chief executive Aung Ye Kyaw launched the app in 2016 after discovering that many small, dedicated comic book stores had been forced to close during the years of military dictatorship. "I wanted to resurrect [the comics industry]," he says. "One of the main reasons why it had experienced a downfall is because people wanted newly-created content, not old republished comics. New generationJes Kaliebe Petersen, the Danish chief executive of Phandeeyar, says the first wave of smartphone-enabled tech start-ups in Myanmar were "focused on the urban middle-classes services" - such as jobs databases for professionals and property websites. This new wave is "targeting a new generation of digital consumer in Myanmar who doesn't necessarily live in Yangon or Mandalay or have a high disposable income but already has a smartphone". MM Tutors, for example, helps parents find private tuition for their children. "No matter how rich or poor, most parents get tutors for kids," says Mr Petersen. "The market for this is huge but very fragmented. Now there's a platform that is open for everyone to rate and book tutors." "There's no major payment system that people can use - for example PayPal - and not a lot of people have a credit or debit card," says White Merak's Aung Ye Kyaw.Instead customers pay by topping up their mobile phone SIM cards.Another challenge is the lack of legislation protecting intellectual property."There's a lot of piracy here," says Aung Ye Kyaw. "It's easy to copy and duplicate. There are no laws for the time being." A new trademark law is scheduled to come into effect this year, but White Merak has already put its own preventative measures in place - ensuring subscribers can't take screenshots of the comics on their phones, for example. The employment site JobNet has received two seven-figure US dollar funding rounds, while software developer My Play was bought by Australian firm iSentric in 2017. But overall there's been little interest from investors wanting to risk significant sums in a politically fragile country facing international opprobrium for its treatment of the Rohingya people.Myanmar Rohingya: What you need to know about the crisis"Investors are reluctant to invest under these political conditions," says Shwe Yamin Oo, chief executive of RecyGlo, a start-up that organises a recyclables pick-up service for offices in Yangon.
