E-waste, an ecological bomb ... How to get rid of old electronic devices?

Only four out of ten Chisinau[1] residents recycle old appliances. Over 50% of them change their phone every five years, and 80% of population knows that electrical and electronic waste is harmful to human health and the environment if not disposed of carefully.
However, 56% of Chisinau residents either keep these devices in the household for a long time or dispose of them with other waste, according to the Study on the generation and management of e-waste in Chisinau[2], launched by the Association for Waste Recovery[3], with the support Global Grants Program of the Global Environment Facility, implemented by the United Nations Development Program (UNDP Moldova).
When electronic equipment reaches the waste stage, i.e. can no longer be used, it must not be disposed of in the landfill, but must be taken to an authorized landfill for the collection of electrical, electronic and household waste (WEEE)[4] or disposed of in special waste bins.
Some residents of Chisinau say they take their e-waste to the dumpsters for collecting electronic appliances, appliances, batteries and other electrical waste. In 2018, 80 WEEE collection bins were installed in Chisinau, with the support of UNDP Moldova. E-waste is taken over by the Recycling Guard[5], that recycles it.
By accessing the map of waste collection points one can easily identify all the places where e-waste collection containers are installed. Most of the dumpsters are located at gas stations, market chains, Maximum[6] stores, Chisinau City Hall, neighbourhood associations and other public institutions.
Some Moldovans choose to donate old, still functional devices, or sell them at symbolic prices, and others give them to scrap metal. Cars that buy scrap metal, household appliances and other electrical equipment circulate in the villages of the Republic of Moldova at a price of about two lei per kilogram. People in rural areas choose this method to get rid of rusty junk.
Either they do it because they are offered some money in exchange for obsolete devices, or they have no alternative, because in villages and districts there is practically no authorized collection of WEEE. Containers for e-waste are also located in the cities of Balţi and Cahul.
Black market for e-waste
Once sold to scrap metal merchants, some of this waste ends up on the "black market", where the equipment is dismantled, and valuable circuits and metals are removed from them and go to Metalferos[7] or the Metal and Cement Factory[8] in Râbnița, located in the Transnistrian region. From the old Soviet-type equipment, certain semi-precious or precious metals can be extracted, we learn from Ruslan Nercaș, executive director at MoldRec[9]. But these traders are throwing away e-waste cases and everything that is of no value. The good part is that MoldRec removes the plastic by incineration, meaning nothing goes to the landfill.
"Nothing goes to the pit, even if they are plastic cases. It costs us to dispose of some waste. They leave for Romania, where they are cremated. The plastic fractions are low in carbon, so that they do not support combustion, but at the same time it is of low quality and cannot be recycled ", explains Ruslan Nercaș. In 2019, the company MoldRec, authorised in the collection, sorting and marketing of WEEE, collected over 200 thousand tons of e-waste from the territory of Moldova and exported to the recycling plant in Buzau, Romania.
Disposing of a ton of batteries costs up to 2,800 euros. MoldRec has a share of over 80% of the waste market in the Republic of Moldova, similar to the volume of waste generated by a county in Romania.
The cathode ray tube of a TV can pollute about 50 square meters for 30 years, consisting of aluminium, lead, zinc, nickel, manganese, barium or cobalt. Refrigerators contain freon, which can damage the ozone layer and reduce the earth's ability to protect itself from the sun's harmful rays.
Phones contain heavy metals and rare metals. The electronic equipment contains about 60 items from Mendeleev's table, and 70% of the components of e-waste can be recovered by collection and recycling.
Free collection of e-waste, a legal obligation
In the Republic of Moldova, the Regulation on Waste Electrical and Electronic Equipment was approved in 2018 by Government Decision, that forces economic agents to take over electronic waste free of charge. "It simply came to our notice then. Until now, because there was no legislation, we worked directly with economic agents. The people in charge came and handed over the waste to the collection and sorting companies ", says Vitalie Toma, president of the MoldControl Employers' Association[10].
Under the current Moldovan legislation, manufacturers and importers of electrical and electronic equipment are required to set up waste collection centres for electrical, electronic and household appliances, including batteries and accumulators. The distributor must place the collection container in a visible place in the sales area. Economic agents that do not comply with the legal provisions risk fines of up to nine thousand lei. So far, the most disciplined companies have been multinationals. Local entrepreneurs are less involved.
The "Scrap for appliances" Program
In the Republic of Moldova, the program "Scrap for appliances"[11] could be implemented, similar to the one in Romania. At least that is what the Institute for Project Development and Expertise (IDEP Moldova) intends to do in 2021. According to the program director of IDEP Moldova[12], Iurie Calestru, Moldovans will receive vouchers, which can be used in stores, in exchange for old appliances (TV, refrigerator, washing machine, etc.).
The value of the ticket will be up to two thousand lei, depending on the energy class of the product. The "scrap for appliances" aims to encourage Moldovans to replace their used appliances with energy-efficient, less polluting ones.
In the Republic of Moldova only 10% of recyclable waste is recovered, the remaining 90% is transported to landfills, which can pose major risks to the environment and public health. It is one of the conclusions of the Court of Accounts of the Republic of Moldova following the performance of the audit mission on the performance of hazardous and production waste management and their impact on health, in 2017.
The Court of Accounts has established that 99.7% or 1147 landfills located in the Republic of Moldova are unauthorized. The audit also found that 80% of production waste, generated annually, is disposed of with household waste, with the exception of hazardous waste, which is stored on the territory of some enterprises but is not subject to recycling.
Although the Republic of Moldova has acceded to and ratified the Minamata Convention on Mercury[13], the Centre for Hazardous Waste Management[14] provided for in the Action Plan has not yet been built. According to a study, cited by the Court of Accounts, about 445 tons of mercury-containing waste that are very toxic should be collected on the territory of the state from economic agents and household consumers,.
