In an unexpected turn of events, the Congress district president of J&K’s Ganderbal district on Tuesday threatened to fight as an Independent candidate against National Conference (NC) vice president Omar Abdullah if denied candidature by the party.
Omar Abdullah is fighting the Assembly elections from the Ganderbal Assembly constituency while Gujjar leader, Mian Meher Ali is fighting the election as the NC candidate from the Kangan (ST) constituency of the district.

Bylanes of Srinagar Do Not Represent Whole of Kashmir
New Delhi – For the last three months the impression in the rest of India is that there is deep unrest in Jammu and Kashmir, and the State Government headed by Omar Abdullah and the Government of India are unable to control the situation.The impression is that the stone pelters of Srinagar, Sopore, and some other towns of the Kashmir valley represent the whole of Jammu and Kashmir. The effectiveness of the State Government is being decided on the issue of the ability of his Government to control the stone pelters. Do the people of Jammu region have no say in the affairs of the State. Or the people of Ladakh? Even within the Kashmir Valley, do the Gujjars and Bakerwals or the Shias have no say? For the last twenty years or so, the separatists have been vocal about ‘self-determination’ and ‘tripartite talks’, which will include India, Pakistan and the ‘people of Jammu and Kashmir’. Who are the people of Jammu and Kashmir, they do include the people of Pakistan occupied Kashmir and those belonging to the Northern Areas comprising Gilgit and Baltistan. When it was pointed out that the separatists have little or no followers in Jammu and Ladakh regions, an effort was made by Mirwaiz Moulvi Umer Farooq to ‘mobilise’ supporters there. When he met with little success, he gave up the attempt. How many of the ‘separatists’ visited Ladakh when Leh suffered from a cloudburst? There were derisive remarks when Chief Minister Omar Abdullah visited Ladakh and offered assistance to the people there. Prime Minister Dr. Manmohan Singh and Home Minister P. Chidambaram have been talking about holding discussions with the political parties and even include those outside the pale of party politics in the State. The Prime Minister has been going round the ‘Round Table’ announcing concessions and grants to the State. Home Minister Chidambaram has been talking of ‘quiet diplomacy’. It is time the Government of India decides to ignore the separatists. People of Srinagar have to take control of the situation. Two decades ago the Pandits decided to leave the Kashmir Valley and settle elsewhere in the country. The Central and State Governments have announced many schemes to ‘welcome’ them back to the Valley, but the response has been very poor. True, the Amarnath Yatra passed on peacefully and over four lakh pilgrims visited the holy cave with the active cooperation of the people of the villages along the route. It only demonstrates that except for a few thousands of the people in select areas of the valley, very few share the point of view of the stone-pelters and their sponsors. It is time the Government of India made it clear that talks with Pakistan will be a follow up of the 1973 Shimla Agreement. Pakistan had agreed in Shimla that the Cease Fire Line would be known as the Line of Control, which would soon converted into an International Border. Instead of implementing the Shimla Agreement, Pakistan has been promoting a proxy war in Jammu and Kashmir, hoping that what it failed to do in 1965 and 1971 wars, it would be able to do through a proxy war, or a ‘limited operation’ as it tried in Kargil in 1998. General Musharraf tried his best to persuade Prime Minister Singh to reach an agreement on Siachen. Dr. Singh said that he had no mandate to redraw the boundary, but he would try to make Line of Control ‘irrelevant’. The demilitarization of Jammu and Kashmir by India, which General Musharraf hoped to make Dr. Singh pronounce when he visited Pakistan, did not happen, as he himself could not stay in power there. Nothing much has been lost. We should remember that Prime Minister Lal Bahadur Shastri reached an agreement with President Ayub Khan in Tashkent in 1966 and hoped for peace after surrendering Haji Pir and many other areas, but Pakistan violated the ‘agreement’. Similar has been the fate of other agreements. An agreement with General Musharraf would have been no different. Today, because of the ‘stone-pelters’ children are not able to go to their schools in Srinagar and they are missing their examinations. Except for the Delhi Public School, which has flown its students to study in Delhi or the children of rich separatists who are going to school elsewhere in the country, the average Kashmir has to accept that his children would be stone pelters, which is what the patrons of the separatists want. People are talking of Intifada in Kashmir. Very few are aware what has been the fate of Palestinians who have been ‘refugees’ in the Arab world for over half a century. No one has been able to forge a settlement of the Palestinian issue, and no Arab country is willing to accept the Palestinians as its citizens. As of now millions of Kashmiris are doing productive work in different parts of India. They are aware of the fate of thousands of ‘militants ‘who went to PoK and have had to live on doles and as refugees. The people of Kashmir are aware of the fate of Shias in Pakistan. Even during the Holy Month of Ramadan over sixty were killed in Quetta, the capital of Balochistan. Dr Manmohan Singh, who was born in an area, now part of Pakistan, is an idealist. He is keen to ensure that people in the sub-continent live in peace together. But the sponsors of stone-pelters should remember that even he has limitations.

Restore full statehood to J&K and announce Assembly election: NC

The Newscraving Desk: Srinagar, Nov 5: The National Conference on Monday sought restoration of full statehood to J&K and announcement of Assembly election dates at an earliest. The NC unanimously re-elected Dr. Farooq Abdullah as the party president again in a delegate session held at the Qaid Mazar, Naseem Bagh, Hazratbal, Srinagar. " Dr. Farooq Abdullah has been re-elected as the Party President in today's delegate session at Dargah Hazratbal. Party delegates from the three provinces of Jammu, Kashmir and Ladakh unanimously nominated only one name - Dr Farooq Sb to continue as Party President. His nomination was attested to by the Party Provincial Presidents Nasir Aslam Wani, Rattan Lal Gupta and Haji Qamar Ali Akhoon," the party said. On the occasion the party delegates unanimously passed the political, economic resolution. A resolution on freedom of press was also passed. Political Resolution Jammu & Kashmir National Conference has and will always strive to protect the rights and dignity of people of J&K. In spite of the large scale yearlong incarcerations of party rank and file following the rescinding of Articles 370 and 35 A, and the subsequent downgrading of J&K from one of the powerful states in the country to two Union territories on Aug 05 2019, party leadership is at the forefront fighting to get back what was illegally snatched from us. It is now the third year since Articles 370, 35 A were illegally and unconstitutionally abrogated amidst promises of improved economic and security scenario, J&K has only seen worsening on both these fronts. Economic and security scenario continues to deteriorate, engulfing more and more people. While JKNC is fighting a legal battle in the Hon’ble Supreme Court against the Aug 05 2019 decisions, people of J&K have, and are being disempowered in the largest democracy of the World. From June 2018 till date, J&K is reeling under the second longest spell of Governor’s rule. Here is an erstwhile state where people are being denied to have their own government who listens to them, understands their concerns and acts accordingly. For people there is little to no access to the LG or his advisors. The basic essence of representation and accountability has long been rescinded in this part of the world where bureaucracy rules. In the All-Party meeting convened in 2021, Prime Minister Mr. Narendra Modi reiterated his government’s commitment to restoring J&K’s statehood. Then much to our disagreement and protests, GoI started the delimitation process which finally culminated with the release of updated voter lists for the newly redrawn 90 assembly segments of J&K. It was promised by the country's Home Minister that the much awaited assembly elections will be held after the delimitation process is over. Now that the process is complete and the final updated voter list is out, still there is no announcement for Assembly elections. Considering the political situation in J&K, this delegate session resolves: 1. Articles 370, 35 A be restored to their original, undiluted form. 2. Restore full statehood to J&K and announce Assembly Election dates at an earliest. 3. We urge the people of India to rise to the occasion and ask the BJP led central government to remove injustices in J&K. 4. In view of their great historical significance, Public holidays should be restored on the occasion of Martyr’s day and Sher e Kashmir’s birth anniversary i.e on 13 th July and 05 December respectively. 5. NHPC owned Power projects should be returned to J&K to address the electricity crisis. 6. Prisoners lodged outside J&K should be brought back to Kashmir & prisoners who are not held for serious charges be released. - JKNC is committed towards the upliftment and development of every weaker section of the society and welcome the steps taken for conferment of ST Status in favour of Paharis of Jammu and Kashmir. As assured, ST Status already conferred in favour of Gujjars and Bakarwals shall not be diluted is also a welcome step and it will bring harmony and brotherhood between the two communities. Economic Resolution The economy of the country is in a bad shape, so is the case with Jammu and Kashmir. This session of Jammu and Kashmir National Conference, therefore, expresses its dissatisfaction on the overall economic scenario in J&K. This important meeting demands that the Government should take urgent measures to improve these conditions, which have left the people gasping for succour and relief. As if the disturbed conditions of law and order and political turmoil and uncertainty were not enough, people have been left to grapple with a host of problems and also to encounter an unresponsive and unsympathetic administration. The flood of unemployment is raging unabated and lakhs of young girls and boys are knocking at the doors of the Government for employment. It is a matter of concern that the ranks of these luckless youngsters are becoming larger by the day and the people at the helm are witnessing this phenomenon with a stone hearted detachment and apathy. This session of JKNC is of the opinion that this state of affairs is not only depriving the society of the rich talent of this human resource but is also putting their poor parents to hardships, both financial and emotional. This session feels that the continued non engagement of this tremendous work force can have sinister consequences. It can disturb the balance of our society and create a volatile situation. JKNC demands that this most urgent issue should receive the attention of the authorities at the highest level and they must come up with an expeditious plan to solve this problem. Another major issue confronting the people is the unprecedented price rise. The skyrocketing prices have broken the back of the common man. It is becoming difficult for him with each passing day to make both ends meet. Bringing food grains and other cereals in the GST net recently has added fuel to the fire. Needless to mention, these items were out of the tax net till this recent decision of the Government. According to the Department of Economic Affairs (DEA) monthly report of October 2022, along with an uncertain macroeconomic outlook, the year 2022 also brought to the fore the vulnerability and inter connectedness of the global food system to shocks. Russia and Ukraine being key suppliers of agricultural commodities, their conflict has choked the supply and fuelled food inflation, impacting overall food security. Heat waves and adverse climatic events in several countries have further impacted food production and restricted their supply to the world market. India’s grain availability was impacted by the untimely heat waves and deficiency of the southwest monsoon in the current year. There is one cause of concern as food inflation has contributed significantly to overall CPI inflation. During the first five months of 2022, food inflation was imported from elevating global prices of oils and fats. Since June 2022, however, domestic seasonal factors have been the major source of food inflation, mostly seen in the elevated prices of vegetables, cereals and their products. The fruit industry in Jammu and Kashmir, which is the main source of income in the rural populace, is in doldrums. During the current year it faced a serious crisis as never before. Markets for the produce fell drastically causing huge losses to the growers. Mismanagement of transport required for the purpose was another cause of loss to the growers. Thousands of tons of fresh fruit were abandoned in the orchards because the cost involved in the process of harvesting and transportation would exceed the amount the growers would fetch on its sale. Instead of encouraging and helping the local growers, apple was imported from Iran and Turkey, further crushing the already distressed industry. It would be in the fitness of things to review the import policy in this regard. This session demands of the Government to assess the losses incurred by the distressed fruit growers and pay suitable compensation to them. The Union territory is without an elected government for the last more than four years. As such the people have no forum to take their grievances to. In these circumstances the claim of the Central Government that they strengthened democracy in the Union territory is absurd. The Panchayati Raj institutions, which they frequently make mention of, have failed to deliver. The DDC members elected by popular vote have been confined to hired hotel rooms. They are seldom permitted to visit their constituencies due to so called security reasons. This session of JKNC expresses its concern that inspite of a much inflated budget, the people of Jammu and Kashmir have to face financial crunch in their day to day life. They have to face difficulties in the fields of power supply, health care, insufficient teaching staff in educational institutions, damaged roads and by and large, poor infrastructure in every public service. A section of the bureaucracy, at the upper and lower levels, is not at all responsive to the needs of the common man and is indulging in its arrogant ways. This financial and departmental mismanagement is taking its toll. Many bills and claims are not getting cleared from the State treasuries and bureaucrats are callous to the legitimate needs and requests of the public. This session of JKNC draws the attention of the Government to the plight of the common man and demands that it must activate its machinery for the people’s welfare; and remove the bottlenecks which are coming in the ways of people getting their due from the huge investments of the Government. The session demands that the negligent officers/officials must be kept under constant scrutiny and should not be allowed to relapse into lethargy and neglect in their services to the common people. The session also expresses its deep anguish at the growing menace of corruption and corrupt practices at the various levels of administration. We demand that these culprits be given exemplary punishment and measures taken to stem the rot. In conclusion, this session of JKNC stresses upon the Government of Jammu and Kashmir to urgently attend the aforementioned and other grey areas of the economy, to ensure that the people of Jammu and Kashmir lead a happy, prosperous and stress free life. Press resolution The role of the Jammu and Kashmir National Conference for the freedom of the press platform and free journalism in Jammu and Kashmir cannot be ignored in any way. It was due to the unrelenting efforts and sacrifices of Sher-e-Kashmir that the press platform was founded and safeguarded in Jammu and Kashmir. In order to ensure the freedom of the press, the Lion of Kashmir, Sheikh Muhammad Abdullah, suffered countless and unforgettable problems and difficulties. He also had to face incarcerations along with his companions. In 1996 the National Conference government led by Dr. Farooq Abdullah breathed new life into the freedom of the press platform by providing a free environment to the journalists and the flourishing of a truly free press. With the passage of time, the field of journalism in Jammu and Kashmir has developed so much that a large number of young people here have started choosing journalism as their career. Journalists here have been associated with domestic and foreign institutions and have gained international fame and brought home hard-won laurels. But the way the journalism sector of Jammu and Kashmir has deteriorated over the past years is very regretful. In the current era, the free press has been totally suppressed. Journalists are being targeted from different quarters. Not only this, but since the past years, the journalism sector here is suffering from a severe economic crisis, due to which the quality and values of journalism have declined. Five of seven former ministers secure wins in J&K DDC polls

JAMMU: Five out of the seven former ministers who contested the DDC election in Jammu and Kashmir have won, while two belonging to the BJP suffered defeats, according to data issued by the state election authority (SEA). Senior Congress leader and former minister Taj Mohiuddin, who was in the fray for Parenpillan constituency of Uri tehsil in north Kashmir’s Baramulla district, won the seat with a margin of 1,596 votes, officials said. Taj, who held several terms as minister and MLA, polled 9,741 votes against the Peoples Conference (PC) leader Shaukat Ali Khan, who got 4,451 votes in the first-ever District Development Council (DDC) election. Mohiuddin, the 72-year-old Gujjar leader who is facing CBI probe into the Roshi land scam, fought against Khan. Supported by Farooq Abdullah’s Jammu and Kashmir National Conference (NC) and Mehbooba Mufti’s J&K Peoples Democratic Party (PDP), Mohiuddin is the consensus candidate from the People’s Alliance for Gupkar Declaration (PAGD). Known as the Congress’ ‘crown’, Taj has represented Uri thrice as MLA. He has functioned as a cabinet minister in the governments of Mufti Mohammad Sayeed, Ghulam Nabi Azad and Omar Abdullah. Veteran NC leader and former minister Abdul Gani, who contested from Mahore seat in Reasi district, won the election by a margin of 351 votes. He polled 4,833 votes and defeated independent candidate Shafi-ur-Rehman, who got 4,482 votes. Gani has been MLA and a former minister in the Omar Abdullah government. Jagjeevan Lal, a senior NC leader and former minister, won the Reasi seat by defeating BJP’s Chaman Lal by 237 votes. Lal polled 4,507 votes against Lal’s 4270. Former Congress minister and veteran Gujjar leader Ajaz Ahmed Khan, who joined the J&K Apni Party, won the DDC election from Thuroo segment of Reasi district by 1,578 votes, according to the SEA data. Ajaz Khan polled 4,904 votes, while Mohmmad Ashraf of the NC polled 3,326 votes. A two-time MLA, Ajaj Khan was a minister in the NC-Congress government. A veteran Pahari leader and former Congress minister, Shabir Ahmed Khan won the Manjakote seat in Rajouri district with a margin of 3,394 votes as he polled 8,714 votes against Shafat Khan, who got 5,320 votes. Shabir Khan was minister in the NC-Congress government led Omar Abdullah. Former BJP ministers Sham Lal Choudhary and Shakti Raj Parihar, however, lost their seat from Jammu and Doda districts. Choudhary lost his election in Suchetgarh constituency of Jammu district by 11 votes, which according to the officials is the “smallest” margin so far in the DDC polls. Choudhary polled 12,958 votes against independent candidate Taranjit Singh, who polled 12,969 votes. A cabinet minister in the BJP-PDP coalition government in the erstwhile state of Jammu and Kashmir, Choudhary had won the assembly election from Suchetgarh constituency in 2008 and 2014 and is considered to be a powerful leader in the border belt of R S Pura. Another former minister of the Bharatiya Janata Party (BJP), Shakti Raj Parihar lost both the seats he contested from Gundna and Marmat segments of Jammu and Kashmir’s Doda district. Parihar lost to NC candidate Asim Hashmi by 1,336 votes. Hashmi polled 7,835 votes, while Parihar 6,499, according to the data. Parihar lost the Marmat seat by 1,330 votes as he polled 7,033 votes against Congress candidate Mushtaq Ahmed, who polled 8,363 votes. Parihar, who was the vice president of BJP’s J&K unit, is considered to be an important player in the region and was a minister in the BJP-PDP government. Former BJP MLAs Gharu Ram and Bharat Bushan won their seats in Jammu district, while former legislators Kanta Andhotra, Shahnaz Ganai, Shah Mohmmad Tantray and Mumtaz Khan lost their election. The PAGD swept the maiden DDC polls by winning 110 seats, while the BJP emerged as the single largest party by getting 74 seats after securing the largest vote share in Jammu and Kashmir, officials said on Wednesday. The results of four constituencies – one each in Bandipora and Kupwara districts of north Kashmir and Poonch and Rajouri districts in Jammu region – were awaited.

In coronavirus pandemic, Kashmir May Be the Latest Target of Centre's Name-Changing Spree
The Jammu and Kashmir administration has renamed its public health engineering and irrigation and flood control (PHE I-FC) department as “Jal Shakti Department”, pressing ahead with the Union Territory’s full integration with the rest of the country, pandemic or no pandemic. The move, by the administration led by lieutenant-governor G.C. Murmu, is in line with the formation of the Jal Shakti ministry at the Centre last year that saw the ministries of water resources and drinking water and sanitation being merged. The order— the latest in a series of decisions since the outbreak of the pandemic — was made public on Saturday when the newly created Union Territory recorded 42 Covid-19 cases, the highest in a day yet. The total number of cases rose by another 27 on Sunday, taking the count of infected people to 523. Six people have died so far, five in the Valley and one in Jammu. The Friday evening order issued by Rohit Sharma, additional secretary, general administration department, said sanction had been accorded to rename the PHE I-FC department as the “Jal Shakti Department”. It prompted a sarcastic dig from former chief minister Omar Abdullah. “‘Jal Shakti Department’. Can’t improve the quality or availability of clean drinking water so let’s just waste everyone’s time by playing the name change game. Glad to see the administration taking such far reaching decisions that will greatly improve people’s lives,” Omar tweeted. Radio jockey Sardar Nasir Ali Khan quipped whether the head of the new department would be called “Shaktiman”. Earlier this month, the Centre had drafted a new domicile law throwing open all government jobs in Jammu and Kashmir to all Indians — the higher posts to all and the lower posts to domiciles or people, including outsiders, living in Jammu and Kashmir for at least 15 years. The order came months after the state lost its special status and was split into two Union Territories, the other being Ladakh. Following an uproar, the Centre amended the order a few days later, reserving all jobs for domicile residents. Earlier, in October, the Centre had renamed the Chenaani-Nasheri tunnel after Syama Prasad Mookerjee, founder of the ruling BJP’s forerunner Jana Sangh. The 9.2km-long tunnel in Jammu and Kashmir is the longest in the country. The government also appears to have used the pandemic to intensify its crackdown on dissent. Police this week booked two journalists under the stringent Unlawful Activities Prevention Act for alleged anti-national social media posts,while another was booked for an alleged fake news. The district administration in Jammu on Friday warned the National Conference Jammu Youth secretary, Zeeshan Javed Rana, of “penal action” for questioning the government’s decision to designate two Muslim-dominated localities in Jammu as red zones (hotspot areas) since March 29. Zeeshan had said the two localities had not recorded even a single Covid-19 case. “Will the govt reveal the reason for declaring Bhatindi and Gujjar Nagar as Red Zones? Were the guidelines issued by @MoHFW_INDIA properly followed, or is it because of a Muslim majority population,” he had tweeted. The response from the official handle of the deputy commissioner said the “kind of words that U have used in this tweet r inflammatory in nature & liable for penal action”. It claimed there were 10 positive cases from the “said red zones” but sources said they were from adjoining Sunjwan.
