Bad year? Bad market? Get paid anyway. Grow corn! Why go to all the risk and expense of diversifying your operation to try and grow crops there's an actual market demand for when you could instead go all-in on corn and soybeans? Now so many farmers have gone down this route that if the government reduces those subsidies, it would devastate entire regions. In today's agricultural industry of broadacre cropping, most farming is done by massive, expensive, highly specialized machinery. You can't just pivot, because you're in debt on giant machines that really only work on corn. So the government isn't going to cut the subsidies. So more farmers are going to go all-in on the safe bet that is corn. It's a horrible self-perpetuating cycle.

There are comments in the notes that say meat is only cheaper than plant based foods because of subsidies artificially lowering the price of meat in the United States. This is...part of the story but not all of it.
For my animal agriculture lab we went to a butcher shop and watched the butcher cut up a pig into various cuts of meat. I have had to study quite a bit about the meat industry in that class. This has been the first time I fully realized how strongly the meat on a single animal is divided up by socioeconomic class.
Like yes, meat cumulatively takes more natural resources to create and thus should be more expensive, but once that animal is cut apart, it is divided up between rich and poor based on how good to eat the parts are. I was really shocked at watching this process and seeing just how clean and crisp an indicator of class this is.
Specifically, the types of meat I'm most familiar with are traditionally "waste" parts left over once the desirable parts are gone. For example, beef brisket is the dangly, floppy bit on the front of a cow's neck. Pork spareribs are the part of the ribcage that's barely got anything on it.
And that stuff is a tier above the "meat" that is most of what poor people eat: sausage, hot dogs, bologna, other heavily processed meat products that are essentially made up of all the scraps from the carcass that can't go into the "cuts" of meat. Where my mom comes from in North Carolina, you can buy "livermush" which is a processed meat product made up of a mixture of liver and a bunch of random body parts ground up and congealed together. There's also "head cheese" (made of parts of the pig's head) and pickled pigs' feet and chitlin's (that's made of intestines iirc) and cracklin's (basically crispy fried pig skin) and probably a bunch of stuff i'm forgetting. A lot of traditional Southern cooking uses basically scraps of animal ingredients to stretch across multiple meals, like putting pork fat in beans or saving bacon grease for gravy or the like.
So another dysfunctional thing about our food system, is that instead of people of each socioeconomic class eating a certain number of animals, every individual animal is basically divided up along class lines, with the poorest people eating the scraps no one else will eat (oftentimes heavily processed in a way that makes it incredibly unhealthy).
Even the 70% lean ground beef is made by injecting extra leftover fat back into the ground-up meat because the extra fat is undesirable on the "better" cuts. (Gross!)
I've made, or eaten, many a recipe where the only thing that makes it non-vegan is the chicken broth. Chicken broth, just leftover chicken bones and cartilage rendered and boiled down in water? How much is that "driving demand" for meat, when it's basically a byproduct?
That class really made me twist my brain around about the idea of abstaining from animal products as a way to deprive the industry of profits. Nobody eats "X number of cows, pigs, chickens in a lifetime" because depending on the socioeconomic class, they're eating different parts of the animal, splitting it with someone richer or poorer than they are. If a bunch of people who only ate processed meats anyway abstained, that wouldn't equal "saving" X number of animals, it would just mean the scraps and byproducts from a bunch of people's steaks or pork chops would have something different happen to them.
The other major relevant conclusion I got from that class, was that animal agriculture is so dominant because of monoculture. People think it's animal agriculture vs. plant agriculture (or plants used for human consumption vs. using them to feed livestock), but from capitalism's point of view, feeding animals corn is just another way to use corn to generate profits.
People think we could feed the world by using the grain fed to animals to feed humans, but...the grain fed to animals, is not actually a viable diet for the human population, because it's literally just corn and soybean. Like animal agriculture is used to give some semblance of variety to the consumer's diet in a system that is almost totally dominated by like 3 monocrops.
Do y'all have any idea how much of the American diet is just corn?!?! Corn starch, corn syrup, corn this, corn that, processed into the appearance of variety. And chickens and pigs are just another way to process corn. That's basically why we have them, because they can eat our corn. It's a total disaster.
And it's even worse because almost all the USA's plant foods that aren't the giant industrial monocrops maintained by pesticides and machines, are harvested and cared for by undocumented migrant workers that get abused and mistreated and can't say anything because their boss will tattle on them to ICE.

A Full-Scale Assault on Medical Debt, Part 1

The recent proposal by Sen. Bernie Sanders to cancel $81 billion of medical debt is a very good start—but it is only a start.
The RIP Medical Debt group—which buys old medical debts, and then forgives them—is absolutely in the right spirit. Its founders Craig Antico and Jerry Ashton deserve great credit for keeping the issue of forgiveness alive.
Unfortunately, over $88 billion in new medical debt is created each year; most of it still held by providers, or sold to collectors, or embedded in credit card balances.
Tragically, none of this has to happen! In France, a visit to the doctor typically costs the equivalent of $1.12. A night in a German hospital costs a patient roughly $11. German co-pays for the year in total cannot exceed 2% of income. Even in Switzerland, the average deductible is $300.
U.S. patients face cost-sharing that would never be tolerated in Germany, says Dr. Markus Frick, a senior official. “If any German politician proposed high deductibles, he or she would be run out of town.”
In Australia, a recent proposal to establish the equivalent of a $5 co-pay for primary care visits fueled such an outcry that the federal government was forced to withdraw the idea.
Americans may be forced to take second jobs just to pay medical debt; meanwhile, the highly-taxed Europeans get free medical care and are counting their weeks of paid vacation. What is wrong with this picture?
These nations have shown that cost sharing is not necessary to keep health care spending at a level well below that of the United States. They rely on higher taxes and price controls…and yet, are those really worse than widespread patient debt?
U.S. Medical debt comes primarily from these sources:
the uninsured
high deductibles
out-of-network bills
claim denials
specialty drugs
emergency room care
‘zombie debts’ purchased by collectors
In this essay, I will show that a substantial number of these debts can be cancelled or greatly reduced.
Today, these groups run up the most medical debts:
Group No. 1. The poor and the uninsured, including those who still do not get Medicaid in red states.
 A Tennessee couple earning $13,000 annually gets no help whatsoever on medical bills. They can barely afford food or rent; so of course they incur medical debt every time they are sick.
Over 20% of these families do not have a checking or savings account. Over 30% are not working at all.If they do work, they cannot afford to join the employer’s plan.
Six full years after the ACA, there are still close to 30 million adults in the US who are uninsured. About seven million are undocumented immigrants. Another seven million are actually eligible for Medicaid, if they do get sick.
About four million could benefit from the ACA, but many are unaware of the exchanges. Up to five million are very poor, but are kept out of both Medicaid and the ACA in the red states described above. Another two to three million make too much for ACA subsidies.
This is a hard group to help. No states besides California want the undocumented to get insurance. No cities outside liberal enclaves like Seattle and New York care about health insurance for restaurant and service workers.
The poor rarely vote, so ignoring them does not trouble conservatives. Politics are often dominated by seniors—who will approve a conservative message about  ‘getting rid of socialized medicine’—while they themselves enjoy the federal socialism of Medicare.
(Not to mention Social Security, electricity, phone infrastructure, and the defense spending that comes to red state residents from the federal government,)
Group No. 2.  The under-insured, who have high deductible insurance but no savings.
Why are they walking around with deductibles they cannot afford?
At some employers, this is the only health insurance which is offered.
Even where there is a choice of plans, people with smaller incomes often select the cheaper high-deductible coverage.
If you are healthy, a high deductible plan to save money on insurance premiums may be a decent gamble at first.. But if you have a chronic illness, you will pay the entire deductible each year, and  will probably build up debt. Only a minority of employers offer  assistance to pay the deductibles.
Sometimes this group pays $500 a month or more for a porous health plan, which then leaves them with thousands in debt if they are hospitalized. 
Many families are living right on the edge financially, and they have trouble with all their debts, not just medical. Default rates are growing on their car loans and credit cards as well. They often face utility shutoffs and repossessions.
A recent study of insurance claims showed that 49% of patient out-of-pocket costs per healthcare incident were below $500; 39% were $501-$1,000; and 12% were more than $1,000. That generates an enormous amount of medical debt.
Group No. 3. The well-insured, who may still get huge out-of-network bills.
Some of their debts are out-and-out fraud. If a hospital says they are in-network, then all their contractors should be in-network – or else we have an illegal bait-and-switch. These surprise bills should be cancelled (details to follow).
In 2011, (9 years ago) New York studied more than 2,000 complaints involving surprise medical bills, and found the average out-of-network emergency bill was $7,006. Insurers paid an average of $3,228 leaving consumers, on average, “to pay $3,778 for an emergency in which they had no choice.”
Out-of-network assistant surgeons, who often were called in without the patient’s knowledge, on average billed $13,914, while insurers paid $1,794 on average.  Surprise bills by out-of-network radiologists averaged $5,406, of which insurers paid $2,497 on average.
Medical debt can be cruel and dispiriting—and it is also incredibly inefficient! The cost of creating a bill, sending a bill, following up, negotiating a settlement, paperwork for charity care, financial counseling, a possible lawsuit, and (rarely) getting repayments over years… The sheer administrative expense is staggering.
The average recovery on hospital bills sent to individuals is 15.3%. Non-hospital providers recover an average of 21.8% of each bill. No wonder some providers prefer Medicaid—it only pays about 50% or less of their normal charges, but that is far more than they will get in actual collections.
There are two overarching models for financing health care:
One is the Bernie Sanders model:
Paternalistic – you get insurance whether you choose it or not
Sympathy for the poor, minorities, and migrants (you never know when you might be among them)
Collectively bargained – usually with large payroll taxes
No pre-existing conditions clauses
Hospitals are financed mainly by taxes, not user fees
Patients are not in debt (though governments often are)
Cost control through price controls and rationing
The Sanders model accepts the use of coercion to pay for health care. (For that matter, the Singapore health model that is praised by conservatives is filled with coercion, including public hospitals, forced savings for HSA’s and taxes for catastrophic insurance.) At some point we are all going to get sick, so letting us decide when to buy insurance is somewhat of a fool’s paradise. Millions will always make bad choices and be left to suffer; we need to be protected against our own stupidity. Coercion is —the only real issue is when and where. Even wealthy societies can benefit from forced savings. For example, a mandatory HSA deposit of 3% of income would eliminate most of the medical debts discussed in this essay.

Medical bankruptcy is OK, because the fear of it motivates the purchase of health insurance.
Cost control (theoretically) through competition – faith in free markets
Taxes on workers are lower – although the savings seem to be siphoned off in premiums, co-pays, and deductibles.
The Ryan model is frankly Darwinian when you get close to it. The uninsured, frankly, are usually people who make mistakes – like poor budgeting, failing in school, losing their jobs, or being born to non-rich parents. Persons with no money get much less care, and will die sooner. Those who do not buy insurance when they are healthy will suffer later on. Eventually it all starts to sounds like “culling the herd.”
The Ryan model therefore expects a lot from private charity. (Begging is preferable to new taxes.) Democratic legislators have also established Medicare, Medicaid, and SCHIP to smooth out the inevitable rough edges.
Medical debt is an obvious consequence of the libertarian model. It can only be reformed by importing controls and rules from the Sanders model.
The ideal image of high-deductible insurance features a judicious patient with at least $10,000 in HSA savings, getting bids on each procedure and therefore driving down costs. They might even have non-urgent care done abroad, which would force American hospitals to compete on price. They might decline an unnecessary treatment or diagnostic test, to save money.
Even if hospitalized, they can say to the provider, “I am paying cash, what is your best offer?” The Amish – who do not buy insurance, but save prodigiously – actually use this method.
This has some basis in fact. Cash for medical care is more efficient and will over time lead to lower prices.
However, millions of Americans have no cash, and no bargaining skills. Some diseases may not wait for patient ‘shopping.’ A desperate patient goes to the nearest hospital and then juggles utility bills and high-interest charge cards to pay down medical bills, and then begs for help from relatives or (even sadder) from GoFundMe.
The average holder of an HSA account is under age 45, healthy, and with an average income of $75,000. Whereas in low-wage America, a ‘consumer-driven’ health plan is a ‘consumer-indebted’ reality. 
Financial casualties among patients do not seem to lead to lower health care prices. Providers are just as likely to raise their prices, in order to cover the bad debt they are taking on. (Drug companies certainly do not lower their prices when their customers suffer.)
Doctors may want to forgive some patient debts, but there is a limit how often they can do this and still cover the expenses of their practice. In some cases, it is actually (and idiotically) illegal for physicians to waive the deductibles.

The recent proposal by Sen. Bernie Sanders to cancel $81 billion of medical debt is a very good start—but it is only a start.
The RIP Medical Debt group—which buys old medical debts, and then forgives them—is absolutely in the right spirit. Its founders Craig Antico and Jerry Ashton deserve great credit for keeping the issue of forgiveness alive.
Unfortunately, over $88 billion in new medical debt is created each year; most of it still held by providers, or sold to collectors, or embedded in credit card balances.
Tragically, none of this has to happen! In France, a visit to the doctor typically costs the equivalent of $1.12. A night in a German hospital costs a patient roughly $11. German co-pays for the year in total cannot exceed 2% of income. Even in Switzerland, the average deductible is $300.
U.S. patients face cost-sharing that would never be tolerated in Germany, says Dr. Markus Frick, a senior official. “If any German politician proposed high deductibles, he or she would be run out of town.”
In Australia, a recent proposal to establish the equivalent of a $5 co-pay for primary care visits fueled such an outcry that the federal government was forced to withdraw the idea.
Americans may be forced to take second jobs just to pay medical debt; meanwhile, the highly-taxed Europeans get free medical care and are counting their weeks of paid vacation. What is wrong with this picture?
These nations have shown that cost sharing is not necessary to keep health care spending at a level well below that of the United States. They rely on higher taxes and price controls…and yet, are those really worse than widespread patient debt?
U.S. Medical debt comes primarily from these sources:
the uninsured
high deductibles
out-of-network bills
claim denials
specialty drugs
emergency room care
‘zombie debts’ purchased by collectors
In this essay, I will show that a substantial number of these debts can be cancelled or greatly reduced.
Today, these groups run up the most medical debts:
Group No. 1. The poor and the uninsured, including those who still do not get Medicaid in red states.
 A Tennessee couple earning $13,000 annually gets no help whatsoever on medical bills. They can barely afford food or rent; so of course they incur medical debt every time they are sick.
Over 20% of these families do not have a checking or savings account. Over 30% are not working at all.If they do work, they cannot afford to join the employer’s plan.
Six full years after the ACA, there are still close to 30 million adults in the US who are uninsured. About seven million are undocumented immigrants. Another seven million are actually eligible for Medicaid, if they do get sick.
About four million could benefit from the ACA, but many are unaware of the exchanges. Up to five million are very poor, but are kept out of both Medicaid and the ACA in the red states described above. Another two to three million make too much for ACA subsidies.
This is a hard group to help. No states besides California want the undocumented to get insurance. No cities outside liberal enclaves like Seattle and New York care about health insurance for restaurant and service workers.
The poor rarely vote, so ignoring them does not trouble conservatives. Politics are often dominated by seniors—who will approve a conservative message about  ‘getting rid of socialized medicine’—while they themselves enjoy the federal socialism of Medicare.
(Not to mention Social Security, electricity, phone infrastructure, and the defense spending that comes to red state residents from the federal government,)
Group No. 2.  The under-insured, who have high deductible insurance but no savings.
Why are they walking around with deductibles they cannot afford?
At some employers, this is the only health insurance which is offered.
Even where there is a choice of plans, people with smaller incomes often select the cheaper high-deductible coverage.
If you are healthy, a high deductible plan to save money on insurance premiums may be a decent gamble at first.. But if you have a chronic illness, you will pay the entire deductible each year, and  will probably build up debt. Only a minority of employers offer  assistance to pay the deductibles.
Sometimes this group pays $500 a month or more for a porous health plan, which then leaves them with thousands in debt if they are hospitalized. 
Many families are living right on the edge financially, and they have trouble with all their debts, not just medical. Default rates are growing on their car loans and credit cards as well. They often face utility shutoffs and repossessions.
A recent study of insurance claims showed that 49% of patient out-of-pocket costs per healthcare incident were below $500; 39% were $501-$1,000; and 12% were more than $1,000. That generates an enormous amount of medical debt.
Group No. 3. The well-insured, who may still get huge out-of-network bills.
Some of their debts are out-and-out fraud. If a hospital says they are in-network, then all their contractors should be in-network – or else we have an illegal bait-and-switch. These surprise bills should be cancelled (details to follow).
In 2011, (9 years ago) New York studied more than 2,000 complaints involving surprise medical bills, and found the average out-of-network emergency bill was $7,006. Insurers paid an average of $3,228 leaving consumers, on average, “to pay $3,778 for an emergency in which they had no choice.”
Out-of-network assistant surgeons, who often were called in without the patient’s knowledge, on average billed $13,914, while insurers paid $1,794 on average.  Surprise bills by out-of-network radiologists averaged $5,406, of which insurers paid $2,497 on average.
Medical debt can be cruel and dispiriting—and it is also incredibly inefficient! The cost of creating a bill, sending a bill, following up, negotiating a settlement, paperwork for charity care, financial counseling, a possible lawsuit, and (rarely) getting repayments over years… The sheer administrative expense is staggering.
The average recovery on hospital bills sent to individuals is 15.3%. Non-hospital providers recover an average of 21.8% of each bill. No wonder some providers prefer Medicaid—it only pays about 50% or less of their normal charges, but that is far more than they will get in actual collections.
There are two overarching models for financing health care:
One is the Bernie Sanders model:
Paternalistic – you get insurance whether you choose it or not
Sympathy for the poor, minorities, and migrants (you never know when you might be among them)
Collectively bargained – usually with large payroll taxes
No pre-existing conditions clauses
Hospitals are financed mainly by taxes, not user fees
Patients are not in debt (though governments often are)
Cost control through price controls and rationing
The Sanders model accepts the use of coercion to pay for health care. (For that matter, the Singapore health model that is praised by conservatives is filled with coercion, including public hospitals, forced savings for HSA’s and taxes for catastrophic insurance.) At some point we are all going to get sick, so letting us decide when to buy insurance is somewhat of a fool’s paradise. Millions will always make bad choices and be left to suffer; we need to be protected against our own stupidity. Coercion is —the only real issue is when and where. Even wealthy societies can benefit from forced savings. For example, a mandatory HSA deposit of 3% of income would eliminate most of the medical debts discussed in this essay.

LONG POST BUT GOOD I THINK
Hello tumblr! I would like to take the time to explain some of this British/Irish politics stuff that is happening right now. I’m not an expert, but apparently neither is anyone else (including Theresa May), so I’m going to run down what I know, so that everyone who wants to understand can get up to speed (as much as I’m able to get you there). If anyone who is an expert wants to correct me or add anything then please, please do.
(Quick note: Remember that the UK is a country, but it also made of other countries including Northern Ireland.)
First, some history: Britain has had a very tumultuous relationship with Ireland basically forever. There’s a LOT to go over, so I’ll just kind of massively over-simplify and say that Ireland became a British colony and fought its way out until only 6 counties were undecided about being part of the UK.* Conflict known as The Troubles started in the ‘60s.
The Troubles: The counties of Northern Ireland consisted (and still consist) of a mixture of two key ideologies; those who considered themselves British (unionists), and those who considered themselves Irish (republicans).** The former, wanted Northern Ireland to stay as part of the UK, but the latter wanted Northern Ireland to rejoin the rest of Ireland as one sovereign state - they arguably settled into a kind of a ‘draw’*** in the 1920s. When the fighting began in the ‘60s, the republicans were, rightly, pissed that they were being discriminated against by the unionist authorities - they wanted to be treated fairly, and asking and then demanding it clearly wasn’t working, so they resorted to force. This kicked off thirty years of fighting, involving a variety of paramilitary groups, activists, Northern Irish police, politicians, and the British army. Thousands of people died (mostly civilians), and there was bombing throughout the UK. Eventually, after a lot of work, a peace-deal was brokered: The Good Friday Agreement (GFA).
The Good Friday Agreement: In order to bring an end to the both the fighting, but also the state-sponsored discrimination that started it, a contract was brought up between the republicans and the unionists. It’s pretty complex, but some key points are these: 
A forced coalition of republicans and unionists must run the country 
The majority of people want to stay in the United Kingdom but there are loooads who want to be part of Ireland: If there is ever a time when this switches, and the majority wants to unite with the Republic of Ireland, then the UK is bound to allow it.
(A reason this is so groundbreaking is because Britain had never before recognised that both these ideas were totally legitimate)
Key to this contract is the concept of ‘impartiality’. To properly manage a country with such distinct and opposing viewpoints, you have to be emphatically impartial between the two (and the legitimacy of both viewpoints therefore implicit). This is why the forced coalition is so important. 
That was in 1998, and Northern Ireland has pretty much been peaceful ever since (there is the odd bombing every now and then) but obviously it’s kind of part of the whole deal that the two sides will never see eye-to-eye completely. Unfortunately...
Recent UK political history: I won’t go into too much detail, but basically the Conservative party were having a bit of a power struggle and David Cameron (the Prime Minister at the time) decided to sort it out by saying he’d hold a referendum about whether the UK should be part of the EU. And in 2016, he kind of had to follow through with that. It was a dumb decision with no forethought whatsoever, and the discussions around it were of the same ilk. Anyway, as we all know, without any idea what would happen once the decision was made, the UK slightly voted to Leave more than to Remain (this is known as Brexit because of course it is a dumb name like that). David Cameron resigned because whoops, and we got Theresa May - we didn’t get to vote for her or anything, we just got her. 
This year, she decided she wanted a more firm support to go into Brexit negotiations with Europe, so she called a snap election. Elections are typically every 5 years and our last one was only in 2015, so it was early. LITTLE DID SHE KNOW, good old Jeremy Corbyn (who I could talk about at length as well but I won’t) and his Labour crew brought their A-Game, and destroyed the Tories as much as they could without actually winning the election.
Basically, Britain has a dumb system called ‘first-past-the-post’. The gist of it is as follows: Each political party has their own leader, and that leader becomes the prime minister if their party wins. When you go to vote, you vote for a local MP for your constituency (or local area) representing his or her party and that counts towards the national wins - or seats - of that party. For example, you might vote for a local Labour candidate and, if that Labour candidate wins, their seats are added to the Labour party seats to see whether or not the country wants them doing a good rule of the whole place. To have a strong mandate, i.e. to be large-and-in-chaaarge, a political party has to get a ‘majority government’ - this is defined as winning 326 seats. If they don’t get that, they must form a coalition with another party to pick up the seats that they’re missing - this tends to be the biggest party teaming up with one of the much smaller ones. In 2010 nobody got enough seats****, and the Tories took over from the Labour party by getting the Lib Dems into a coalition with them; then they somehow got even more control in the 2015 election by getting a majority government on their own little leggies (no Lib Dems required).
In this election, again, no party got enough seats - so the Tories had to try and get a coalition going. But there was a problem! All the other parties they could turn to, had said they would absolutely not form a coalition with them. WHAT TO DO? Well, remember we were talking about Northern Ireland earlier...
I KEEP THINKING I’M NEAR THE END AND THEN MORE INFORMATION IS HAPPENING: Northern Ireland has for a while been run by a coalition between the Democratic Unionist Party (DUP) and Sinn Féin. The former is unionist (obviously); the latter is republican. This had been going pretty well, till something called the Renewable Heat Incentive (RHI). This was a system to help businesses move towards renewable energy sources, thereby reducing UK carbon emissions. Essentially, businesses were given subsidies to change their heating methods over from non-renewable sources. But it was done in a shambolic way - people were basically being paid to just have their heat on aaaall the time, and there was no cap on subsidies so they could just heat their way to an unethical, but apparently perfectly legal, fortune. SCANDAL HAPPENED when it was revealed that this whole thing was going to cost Northern Ireland huuuundreds of millions of pounds and also look what a hash job everyone has done. Arlene Foster, leader of the DUP was asked to stand down while an enquiry happened but she refused and, in protest, the leader of Sinn Féin (Martin McGuinness) resigned from his post (and then subsequently resigned from the party and then died). Sinn Féin refused to put someone else forward to lead their half of the coalition, so Arlene Foster couldn’t lead either! Northern Ireland, therefore, had to have an election even though they had JUST HAD ONE in 2016. So they had another in March and the unionists headed into shaky ground - they lost a whole lot of seats, so only had one more than Sinn Féin. Sinn Féin continued to demand that Arlene Foster step down, and Arlene Foster continued to refuse, meaning they still couldn’t form a government. They were given a deadline to form one, or they would be put under Direct Rule (this means Westminster taking over running Northern Ireland), which is NOT IDEAL considering. (Also Brexit is happening!!! Ireland is part of Europe!!! The Northern Irish border with Ireland is a sensitive thing!!! Nobody talked about this during Brexit and they’re all fucking idiots!!!) The deadline passed, so they extended the deadline... And then Theresa May called a national election! WHAT A CLEVER CLOGS. This fucking idiot called an election in the most unstable time in Northern Ireland since the fucking ‘90s. Northern Ireland now has to go back to the polls once again! So they push back the deadline some more and then the election happens and GUESS FUCKING WHAT...
CLUSTERFUCK: Theresa May, a monumental shitshower of idiocy, doesn’t have enough seats to run the country, and nobody wants to team up with her horrible party, and now she’s fucked! But WAIT, what about the party that is embroiled in a corruption scandal and is currently unable to run its own country? That’s a good idea. Let’s get them involved. Theresa May and the DUP decide to join up. 
Now. Remember a little thing from nearer the beginning of this stupidly long post: The Good Friday Agreement? The culmination of years of peace-process discussions after and through decades of war and terror? The thing the relies on an impartial government? How impartial is the Tories getting in bed with the DUP - the unionists? Not very impartial, if you don’t mind me saying. So now not only is Northern Ireland in a mess over the Cash for Ash scandal, and unable to run itself, but ALSO Theresa May is shitting all over the only real thing that’s kept the peace for nearly 20 years. And we still don’t know what’s happening with the Ireland/NI border! And we still have a deadline for a NI government to be sorted out! And the official plan for when that doesn’t happen is Direct Rule! And you can’t possibly run Direct Rule with one of the coalition parties that is refusing to run the fucking country! And Direct Rule is kind of kryptonite for GFA anyway! IT’S A FUCKING LUDICROUS, ILLEGAL, DANGEROUS MESS. 
And that’s all I have to say about that.

*That’s not exactly what happened. Ireland was colonised, fought for home rule (which is like being in charge of their area, while still be a British colony), and was partitioned in the 1920s because lots of people in these few Northern counties wanted to be ruled by the British government. The Irish Free State was created soon after, and Northern Ireland had the option to be part of that as well, but their government decided nah.
**This divide invariably fell along Protestant vs Catholic lines which lots of wilfully ill-informed British people will tell you is all the fighting was about. Actually there is a very long history related to this divide, which involved purposeful subjugation of Catholics in Ireland, to the point that the Irish Potato Famine could be considered attempted genocide of Irish Catholics by the British (protestants).
***Northern Ireland has since had the right to leave the UK if that’s what its people want, but that hasn’t happened and... Well, read on.
****This is known as a ‘hung parliament’. Hung parliaments do not happen a lot. there was one in 2010, as detailed above, and I think the one last before that was way back in the ���70s.

Behind Pakistan’s cartographic hallucination on Kashmir lies Imran’s domestic woes, China’s invisible hand
Imran Khan is in trouble, to put it mildly. The Pakistan prime minister initially dismissed COVID-19 as common flu and had advised citizens to stay at home even if showing symptoms. When the pandemic raged beyond control, Imran’s answer was to implement a ‘Corona tiger force’, a youth recruitment program to “wage jihad” against the virus.
The virus was unmoved by such gimmicks. As the crisis deepened, an alarmed World Health Organisation shot off a letter in June slamming hasty lifting of lockdown in provinces without meeting any of the requisite conditions and expressed concern over Pakistan’s high positivity rate and lack of testing.
Meanwhile, Pakistan’s already fragile, debt-burdened economy is collapsing. According to World Bank estimates, Pakistan is heading towards “major recession”. The New York Times quoted Pakistan Institute of Development Economics, an independent research firm, to report that “up to 18 million of Pakistan’s 74 million jobs could be lost.”
A broke Pakistan is set to become the first large developing country to apply for a debt repayment relief under a G-20 initiative.
Alongside and unsurprisingly, Pakistan’s rickety public health infrastructure is also in a coma. Doctors and caregivers are functioning without basic protective gear and risking public ire to boot.

Amid the healthcare disaster, Pakistan is also staring at a food security crisis. Mishandling of the pandemic, lack of government planning, supply chain disruption, unseasonal rains and pestilence may result in a 3.5 million-ton shortfall of wheat, Pakistan’s staple, raising fears that the country is limping towards a famine. It is worth noting that Imran’s popularity was nosediving even before the pandemic. Last year, hardline Islamists hit the streets demanding his ouster. Forced to take a $6 billion loan from the International Monetary Fund in last May  — Pakistan’s 13th such bailout since 1980s — Imran had no option but to cut subsidies, devalue further the rupee and raise taxes — all unpopular moves in a struggling economy. While the interventions didn’t work, all that Imran managed to do was to trigger more inflation, slash consumption and witness mass layoffs in private sector. To quote Maulana Fazlur Rehman, leader of Jamiat Ulema-e-Islam (JUI-F) who led the protests against Imran last year, “Khan was ‘selected’ earlier but he has now been rejected.” Imran’s ascension to power was widely believed to have been engineered by Pakistan’s all-powerful military, and Rawalpindi was growing increasingly impatient with Imran’s hubris, inefficiency and incompetence. Imran’s botched  response to coronavirus, falling popularity and waning influence saw Pakistan Army tighten its grip on the civilian government and squeeze further the space for democracy. At the best of times, Imran was a military puppet. His masters have now clipped his wings and taken full control. All major policy decisions on the pandemic are now being taken either by Rawalpindi or army-backed political appointees. Since March, the military has been overruling Imran and releasing public advisories on army letterheads. Imran is aware and unhappy, threatening abruptly to leave press conferences when questioned on his authority. Scholar Madiha Afzal, fellow of Center for Middle East Policy writes in Brookings, “For a time after his election, it seemed that Khan’s closeness with the military might give him the space to implement the domestic policies that he wanted. It seems that period is over. Khan is now clearly constrained by a military whose role has grown progressively through Khan’s term in office and has expanded to the ambit of domestic policy during the pandemic.” The picture that emerges is of a politician rapidly losing popularity, power, influence and control and increasingly given to ranting in Parliament. To add to his pressure, terror financing watchdog Financial Action Task Force (FATF) has kept up the squeeze. Last October, Pakistan received a “clear warning” from the FATF for addressing only five out of 27 action items to tackle terror financing. Pakistan never had operation control over Kashmir that acceded to India during Partition except the portion that it had invaded, but a never-ending battle against India to grab Muslim-majority Kashmir remains the fulcrum of Pakistan’s existence as a nation-state. In its latest edition of the Green Book, an internal confidential publication of the Pakistan military containing essays by serving officers and others (mostly for in-house consumption), Pakistan’s chief of army staff General Qamar Javed Bajwa admitted that Balakot airstrikes and abrogation of Article 370 have transformed the geopolitics of the region and restricted Pakistan’s options.
The battle for Kashmir isn’t just an existential totem, it is also the silver bullet to paper over all the cracks of a failing State. Stunned by India’s decision, and hamstrung by lack of options, an unprepared Imran launched a vitriolic campaign against India and threatened nuclear holocaust in a column for The New York Times and even from the podium of United Nations last year, but he had little to show for his efforts.

Imran had not only run out of options, but his inefficacy on Kashmir also had a bearing on Pakistan military’s domestic stature. The people in Pakistan were beginning to see that not only will they never get control over their promised land, their ‘infallible’ army actually had a very weak hand. What damaged Pakistan the most was that India’s move went a long way towards decoupling the adjective ‘disputed’ from Kashmir and made it an issue ‘internal’ to India.
Something had to give. And it did. On the first anniversary of India’s abrogation of Article 370, Pakistan released a “new political map” claiming the entire Kashmir and Ladakh, along with Sir Creek and Junagadh in Gujarat.
Among other oddities, the so-called map also has an “undefined frontier” to let China draw its own line while keeping Shaksgam Valley and Aksai Chin out of its parameters. There has also been another change in nomenclature. ‘Indian occupied Jammu and Kashmir’ is now ‘Indian Illegally occupied Jammu and Kashmir’ — the extra ‘i’ apparently loosens India’s and fortifies Pakistan’s claim.

The “undefined frontier” apart — which indicates that Pakistan is petrified of China and has no clue what Beijing will claim tomorrow — the so-called map evidently is Pakistan’s answer to India’s move on Kashmir.
While India has revoked Kashmir’s ‘semi-autonomous’ status — a temporary constitutional measure — abrogated Article 370 and 35-A, bifurcated the state into two union territories of Jammu and Kashmir and Ladakh and brought Kashmir under the ambit of Indian Constitution, Imran and his cabinet waited for a year to finally take some coloured pencils and redraw the map to snatch Kashmir away from India.
Depending on how one looks at it, Pakistan’s act was a strategic masterstroke or a fool’s errand. Imran will certainly hope that his countrymen believes the former. Not just ‘one mapmanship’, Imran had more aces up his sleeve to reclaim Kashmir — such as renaming Kashmir Highway in Islamabad as Srinagar Highway.
The claim on Junagadh (that voted to join India in 1947 in a plebiscite when Pakistan received 91 votes) isn’t new. Pakistan’s survey maps have included it on earlier instances unlike Sir Creek but in both of these cases as in Kashmir, Islamabad’s reliance on cartography reflects its helplessness on Kashmir and desperation at home.
At this point, Imran is less worried about his strategic and diplomatic options on Kashmir than in placating the Pakistani public and showing that within a span of a year, he has made some progress in wresting back the prized land. What better way than to redraw a map?
Imran was perhaps inspired by Nepal prime minister KP Sharma Oli, who recently pushed through a new map claiming sovereignty over Indian territories of Limpiyadhura, Lipu Lekh and Kalapani. Oli’s cynical plan had a political motive. Nepal’s beleaguered prime minister is battling to save his seat and political future and saw in the cartographic misadventure a chance to whip up nationalism to sail through the polls.
However, in Pakistan’s cartographic hallucination — that India has dismissed as “ridiculous”, “untenable” and a “political absurdity” lacking in “legal or international credibility” — lies a blunder and a self-inflicted wound.
By claiming the entire Valley, Pakistan has ended up exposing its own lies on Kashmir’s “self-determination” and UN-monitored plebiscite. In one stroke, Pakistan has also invalidated the so-called ‘self-determination’ movement by ‘separatists’ and revealed it for what it is — an asymmetric war planned and executed for decades by Pakistan through ‘non-State actors’ and jihadist forces to create unrest within India’s borders and seize Kashmir.

The dragon’s invisible hand
In dismissing Pakistan’s cartographic aggression, however, India has no reasons to be smug. A coordination on the Kashmir issue between Pakistan and its patron China is evident and increasingly intensifying.
China has never been a disinterested party in Kashmir, and its interventions are getting more frequent in tune with Beijing’s hold over its client State. The strategic importance of China-Pakistan Economic Corridor and Beijing’s holding of considerable real estate in Kashmir make China a crucial and influential third party in the Kashmir issue.
There’s one more good reason for China to get involved. Beijing uses Islamabad as a cat’s paw against India, and it is in China’s interest to stabilize Pakistan so that it may play the role Beijing wants it to play.
The client-patron relationship is evident from the fact that China — as ORF’s Sushant Sareen points out — “is not just emerging as the largest debtor to Pakistan but is also the largest investor. What is more, China is Pakistan’s largest trading partner and the lender of last resort to bail out Pakistan from its chronic deficit on the external account. In short, China is virtually the only game in town as far as the tottering Pakistan economy is concerned.”
The Sino-Pakistan coordination on Kashmir since India’s move to abrogate Article 370 has played out in interesting ways. Security Council member China has initiated the issue three times at the United Nations — ostensibly to ‘internationalise’ the dispute at the behest of its iron brother — and while each of these attempts have proven unsuccessful, the calibrated steps leading to the first anniversary is worth noting.
On 27 July, China held a virtual foreign ministers’ meeting with Pakistan, Afghanistan and Nepal — an alternative quadrilateral mechanism bang in India’s immediate neighbourhood — and Wang Yi urged his counterparts from Afghanistan and Nepal to follow Pakistan’s footsteps to promote CPEC and tighten interconnectivity. Chinese economic imperialism in India’s backyard raises New Delhi’s security and strategic concerns.
In addition, as ORF senior fellow Sareen points out in “Alt Quad+ with Chinese characteristics”, China has been openly interfering in Nepal’s political process to ensure Oli’s survival, debt-trapping Nepal with white elephant projects, offering trade deals to Bangladesh that Dhaka can’t refuse end up being dependent on Chinese market and “encouraging Imran Khan to reach out to Bangladesh and move towards normalisation of ties.”

A day after Pakistan released its ‘new map’, a Chinese foreign ministry spokesperson on 5 August called India’s Kashmir move “unilateral, illegal and invalid” and glossed over a question on Pakistan’s cartographic aggression. On that very day, China initiated the third attempt to stir the Kashmir pot at UN.
These attempts have all been thwarted but, as Syed Akbaruddin, who served as India’s Permanent Representative to the United Nations points out in Hindustan Times, India should be ready for a diplomatic two-front war at the UN.
A short-on-options Pakistan may be blundering its way even more on Kashmir, but the real joker in this pack is China.

Trump keeps dismissing Syria as just ‘sand.’ Experts say that’s wrong — ‘and just sad.’

President Trump has a penchant for referring to Syria as simply “sand.”
He did so Wednesday when he dismissed the significance of the United States’ pulling out troops from northeastern Syria, a move that enabled Turkish troops to march in and unleash a domino effect of political and humanitarian crises while reducing U.S. influence in the region.
Syria has “got a lot of sand over there,” Trump said. “So there’s a lot of sand that they can play with.”
He’s used similar language before.
“We’re talking about sand and death, that’s what we’re talking about,” Trump told reporters in January.
To be precise: Syria has dusty — not sandy — deserts. (And the area, once widely known as part of the Fertile Crescent, also has a rich history of agriculture.)
While about two-thirds of Syria is classified as desert, it’s more of a dusty semidesert than the stereotypical rolling-sand-dunes-style desert, according to experts.
“Syria is a dry country,” said Syrian environmental journalist Muhammad Fares. “It has fertile areas in other ways.”
Fares distinguished between Syria’s dusty and dry semidesert (called badia in Arabic) with the sandy sahara (which means desert in Arabic) found in other Middle Eastern and North African countries, such as Saudi Arabia, the United Arab Emirates and Morocco.
“There’s been plenty of opportunity for successful agriculture [in Syria] over a long period of time,” noted Colin Kelley of the International Research Institute for Climate and Society (IRI) at Columbia University. “Even though we know that the area is aridifying due to climate change, it’s certainly not only desert.”
The disputed Golan Heights — which Israel captured from Syria in 1967 and the Trump administration controversially recognized as annexed Israeli territory in April — is particularly renowned for its lush, rolling green hills and apple and grape orchards.
There is one area where Trump could find his sand: western Syria, where there are two mountainous coastal cities, Latakia and Tartus, home to sandy beaches and nearby Russian military bases.
Moreover, northeastern Syria, which borders Turkey and was the direct target of Trump’s latest comments, is in fact one of the least desert-y parts of Syria. This area is historically part of the Fertile Crescent, where scientists say agricultural and herding society began 12,000 years ago.
“The real significance of the Kurdish-controlled northeast is that that’s the traditionally wheat and cotton basket of Syria, as well as the part of the country that has a significant chunk of the oil,” said Peter Schwartzstein, a journalist and fellow with the Center for Climate & Security.
There is a connection between Syria’s climate and conflict, just not the Orientalist Arabs-fighting-in-sand image that Trump’s word choice may conjure up, experts said.
Kelley was part of a team of scientists that published a report in 2015 analyzing how decades of Syrian agricultural policies forced an overuse of groundwater that led to a major drought in 2006. They argued that the drought then destabilized the country’s economy and society, setting the stage for much of the dissatisfaction that drove people to the streets in 2011.
“President Bashar al-Assad’s liberal economic policies increased destabilization by removing fuel and food subsidies that many rural families depend on for their livelihoods,” the study concluded. “These policies continued despite the drought, making agricultural work unsustainable, thus inducing mass migration of rural families to cities.”
Fares, the Syrian journalist, said he sometimes laughs when he hears Westerners describing Syria as just a country of sand and camels. But more often, “it’s really just sad,” he said.
In addition to its human cost, the Syrian conflict, now in its eighth year, has worsened many of the country’s already dire environmental issues, such as desertification and deforestation.
Fares said Trump’s comments upset him most because it felt “as if there are no people” in Syria. He likened the mind-set to how the Syrian government, which has been accused of committing war crimes, sees Syria’s people and environment.
“It’s the same way the Syrian regime looks at the country,” he said, as just “resources to exploit.”

Trump’s puerile letter to Erdogan should give every American the chills

I rarely comment upon President Trump’s communications style, preferring instead to focus on his policies or political standing. But I’m making an exception for his letter to Turkish President Recep Tayyip Erdogan. It is puerile and insipid — an excellent example of why so many people in Washington think Trump is not up to the job.
Let’s start with his opening sentence: “Let’s work out a good deal!” Trump’s view of human nature is famously transactional, and he doesn’t disappoint here. For him, it seems there is nothing but the art of the deal. He apparently views politics as nothing more than a series of ad hoc deals, strung together with no glue binding them together other than the momentary advantage each dealmaker gains from the pact. That might be the way businesspersons think, but it is certainly not the way serious politicians and statesmen behave.
Political leaders always have some aim in mind beyond the deal itself. For some, it is keeping or extending power. For others, it is the accomplishment of some task consistent with a set of articulated principles. But for all, any deal must be seen as consistent with those larger aims. Trump’s letter ignores this basic political instinct.
Look at the world from Erdogan’s point of view. Turkey has a long, troubled relationship with the Kurds living in its own country. It has suppressed the Kurdish language; sporadically carried on a guerrilla war against Kurdish separatists within its borders and beyond; and views the Syrian Kurds as in league with the Kurdistan Workers’ Party, or PKK, a group it considers a terrorist organization. A man focused on wiping out a threat to Turkish territorial sovereignty isn’t worried about what Trump calls the “slaughtering” of “thousands of people”; he might actually welcome it.
A nationalistic war against a longtime enemy could also shore up Erdogan’s flagging political standing at home. His party, the Justice and Development Party, or AKP, lost control of many major cities in local elections this year, including the capital, Ankara, and Turkey’s largest city, Istanbul. His own job approval ratings are also in decline, dropping to only 44 percent by early September, and both he and the AKP had seen support drop below 40 percent by early October. A military victory against the Syrian Kurds, then, might be exactly what Erdogan wants.
Trump’s letter shows no understanding of any of this. Instead, he tries to persuade the Turkish strongman to negotiate by alternating insults — saying Erdogan could be viewed as “the devil” and is merely playing “a tough guy” — with platitudes such as “history will look upon you favorably.” Serious political men, and Erdogan is certainly that, look at a such jejune mishmash incredulously. It is mind-boggling that the president of the United States thinks Erdogan could be deterred by name-calling or attracted by an ego massage.
It is also beyond comprehension that Trump thinks empty threats could do the trick. Trump conflates his own ego and U.S. interests when he vastly exaggerates U.S. power and tells Erdogan that he could destroy the Turkish economy. According to the World Bank, Turkey’s exports to the United States were only about 5 percent of its total in 2017.. It also imported much more from Russia and China than it did from the United States. Trump would have to get international cooperation to make sanctions or tariffs really hurt the Turks, something he will likely find difficult in light of all of the other conflicts he has instigated with many of the countries whose cooperation he would need.
The letter damningly confirms many of the traits that the president’s critics have long assumed: It shows Trump to be uninformed, narcissistic and naive. It shows him as obsessed with process and uninterested in substance, craving the applause of a multitude whose identities he does not know. It is the sort of note one could imagine coming from a clique leader in a movie about high-school angst, such as “Mean Girls” or “Heathers,” not a man who has access to the nuclear button.
The announcement of a five-day cease-fire could lead Trump backers to say the letter worked, but it’s hard to make that claim stick. The letter is dated Oct. 9, more than a week ago. It was clearly intended to forestall exactly what we have seen over the past week. Even if that argument were correct, it would still reveal disturbing things about how the president views politics and American power.
Trump’s instincts have sometimes produced great success, such as when his threats of tariffs shocked Mexico into assisting the United States to reduce illegal border crossings. He has also been successful taking the advice of competent aides, such as during the negotiations that produced the 2017 tax cut or in his decision in February to walk away from a summit with North Korean leader Kim Jong Un without a deal. But this letter shows what can happen when Trump acts on his own without counsel. That sight should give every American the chills.

One former Trump official said White House senior adviser Stephen Miller has maintained a “singular obsession” with the public charge rule.
White House senior adviser Stephen Miller wasn’t getting an immigration regulation he wanted. So he sent a series of scorching emails to top immigration officials, calling the department an “embarrassment” for not acting faster, according to emails obtained by POLITICO.
The regulation in question would allow the Department of Homeland Security to bar legal immigrants from obtaining green cards if they receive certain government benefits. The rule will likely be released in the coming days, according to a pair of current and formerTrump officials briefed on the timeline.

The emails, which POLITICO obtained through the Freedom of Information Act, shed new light on how aggressively Miller has pressured the Department of Homeland Security to move faster on regulations to limit immigration. Critics say the new rule will be used to shore up Trump’s political base in the coming election year, and that it’s an illegitimate tool to reduce legal immigration.
One former Trump official said Miller has maintained a “singular obsession” with the public charge rule, which he’s argued would bring about a transformative change to U.S. immigration.
At the receiving end of Miller’s pressure campaign was U.S. Citizenship and Immigration Service Director Francis Cissna, an immigration hawk with strong support from restrictionist groups who resigned in May amid a broader Homeland Security Department shakeup that also saw the exit of former Secretary Kirstjen Nielsen and other top officials.
In an email sent on June 8, 2018, Miller lambasted Cissna for the pace of his efforts to implement the public charge rule. “Francis — The timeline on public charge is unacceptable,” Miller wrote. “The public charge reg has been in the works for a year and a half. This is time we don’t have. I don’t care what you need to do to finish it on time. You run an agency of 20,000 people.”
In the message, Miller derided Cissna’s overall performance at USCIS, the agency charged with screening visa applicants and processing immigration paperwork. Cissna was known for his deliberate approach to the regulatory process.
“It’s an embarrassment that we’ve been here for 18 months and USCIS hasn’t published a single major reg,” Miller barked.
According to a version of the ruleproposedin October 2018, the regulation would allow federal immigration officials to deny green cards to legal immigrants who’ve received food stamps, welfare, Medicaid, prescription drug subsidies or Section 8 housing vouchers. It could also deny green cards to immigrants deemed likely to receive such government benefits in the future.
With Trump poised to make immigration a centerpiece of his 2020 reelection campaign, a new crackdown on legal immigrants who receive government assistance could energize voters who view immigration — even when done legally — as a fiscal drain and cultural danger.
“This is something that will play well going into the next election, especially considering the prevailing view among the Democratic candidates who are talking about admitting more immigrants and offering more benefits,” said Jessica Vaughan, a director with the Center for Immigration Studies, which pushes for lower levels of both legal and illegal immigration.
But Miller’s previously undisclosed emails could raise legal questions about whether the public charge rule was rushed to completion. The regulatory process will almost certainly be challenged in court, according to opponents bracing for the change.
In addition, the emails could reinvigorate Democratic efforts to compel Miller to testify before Congress. The White House in April denied a voluntary invitation to testify before the House Oversight Committee, which is chaired by Rep. Elijah Cummings (D-Md.). The committee chairman had pressed Miller to explain his role in the development of what he called “troubling” immigration policies.
Acting USCIS Director Ken Cuccinelli — Cissna’s replacement at the agency and another immigration hawk — said the public charge regulation will demonstrate that Trump remains committed to his immigration agenda.
“People assign value to leaders who keep their promises,” Cuccinelli said during an interview with POLITICO. “And that’s what the president is doing here.”
The acting director said that Miller was involved with the rulemaking process, but that Trump is “the driving force” behind the public charge effort.
The regulation received more than 266,000 public comments and the final version, which will incorporate feedback from those comments, may differ from the earlier draft rule.
Pro-migrant advocates fear the chilling effect of the regulation will cause migrant families to forgo essential services, even if the benefits aren’t barred under the measure.
“The real fear and danger is that so many families that have an immigrant family member are going to be afraid to go to the doctor, are going to be afraid to go to school,” said Sonya Schwartz, a senior policy attorney with the Los Angeles-based National Immigration Law Center.
Cuccinelli said his agency will work to ensure that legal immigrants understand what benefit use could trigger a possible pubic charge determination.
“We’re going to try to make sure people have clear knowledge of the expectations, so they are not scared off of what they have the right to claim,” he said.
Miller has frequently checked on the status of the public charge regulation since the start of Trump’s tenure, according to a second former official. However, department attorneys were more concerned with crafting a regulation that would withstand legal challenges.
“They understand that for a reg to stick they need to be extremely careful and cross their T’s and dot their I’s,” the person said of the department staff.
“Stephen’s expectations for timelines were always in conflict with what the bureaucracy could do, or in some cases, wanted to,” said a third former Trump official. “[The public charge regulation] was a priority, nobody disputed that, including Cissna. It’s just [that] these things take time.”
The New York Times reported in April that Miller blasted top immigration officials about the lack of progress on public charge and other regulations during a meeting at the White House.
Miller sent his emails as the Trump administration was grappling with fallout over the president’s “zero tolerance” border strategy, which separated thousands of migrant families during a three-month period that began in April 2018. A federal judge ordered the separated families reunited in late June 2018, but a recent court filing by the American Civil Liberties Union contends more than 900 migrant children — including infants and toddlers — have been split apart from parents since then.
USCIS redacted Cissna’s response to Miller’s criticism, but Miller forwarded the reply to Craig Symons, the agency’s chief counsel at the time.

Symons responded that agency officials would attempt to get the regulation to the White House budget office before the end of that month. DHS ultimately published a draft version in October — four months later.
A senior administration official criticized the pace of the regulatory process in an April interview with POLITICO, citing concerns “that the career bureaucracy is just slowing things down or engaging in dilatory tactics that keeps things from moving quickly.”
The public charge rule and other measures related to asylum and detaining migrant children were chief concerns, the official said.
The senior official added that Cissna’s agency had “become a bottleneck” for top immigration priorities and that the administration would become more focused on results and “getting wins on the board“ in coming months.
The regulatory measure could allow Trump to demonstrate to voters how he’s been able to reshape the legal immigration system despite an inability to get his policies approved by Congress.
Trump endorsed a Senate bill in 2017, S. 354 (115), that would have cut legal immigration in half over a decade, but the measure — sponsored by Sens. Tom Cotton (R-Ark.) and David Perdue (R-Ga.) — failed to gain traction with Senate Republicans and received no support from Democrats.
More recently, another top adviser — Trump’s son-in-law Jared Kushner —has worked to developan immigration reform package that he hopes can unify Republicans. The still-unreleased measure reportedly would rework the legal immigration to value skills over family ties, but without cutting the overall number of immigrants allowed to enter the U.S. each year.
Some opponents of the public charge regulation argue it will lead to lower levels of legal immigration and enable federal officials to deny visas or green cards to an unnecessarily broad pool of immigrants — essentially accomplishing what couldn’t be done through legislation.
“It’s really a rule designed to reduce legal immigration to the United States,” said Stuart Anderson, executive director of the pro-migrant National Foundation for American Policy. “It’s clear this has been a Miller goal from the beginning.”
Federal law alreadybarsimmigrants likely to become a public charge, but the statute provides little detail and has been used infrequently as a basis for denial. Guidance issued in 1999 clarified that the designation should apply to immigrants who are “primarily dependent“ on cash assistance or the use of long-term, institutionalized care. The pending regulation, judging from its proposed form, would greatly expand the criteria to include non-cash assistance like food stamps and Medicaid.
Beyond the DHS rule, the Trump administration’s efforts to restrict visas to immigrants based on their likelihood to use public benefits is already underway.

A provision of Obamacare that opponents once saw as a potential loophole allowing a Republican president to unravel the law by executive order is now being used by some states to steady their shaky Obamacare markets.
Since the inception of Obamacare, "state innovation waivers," which ostensibly provide states with some flexibility to experiment with different ways to provide healthcare for their residents, were eyed by those seeking to repeal the law. During the 2012 Republican presidential primaries, Mitt Romney repeatedly vowed that if elected, "On Day One I would issue an executive order paving the way for Obamacare waivers to all 50 states." Early in the Trump administration, officials saw the waivers as a backup plan to ease Obamacare regulations if congressional repeal efforts were unsuccessful.
In reality, the mechanism, also known as a "1332 waiver" due to the relevant section of the law, comes with significant limitations that prevent presidents from issuing broad orders allowing states to get around Obamacare's regulations wholesale. Instead, applications have to meet specific criteria to be approved. “The idea is to give states more flexibility, but it’s flexibility in service of the goals of the Affordable Care Act,” said Justin Giovannelli, project director at the Center on Health Insurance Reforms at Georgetown University.
Last year, as states faced rising premiums and uncertainty over Obamacare's future, former Health and Human Services Secretary Tom Price cast the waivers as a way to help “alleviate the burdens of the Affordable Care Act” that could “lower premiums for consumers, improve market stability, and increase consumer choice.”
He singled out waivers on reinsurance or high-risk pools, which allow government dollars to pay for high medical costs so premiums can go down.
At least 35 states have considered bills to start applications, according to the National Conference of State Legislatures. State officials haven't always been sure about what type of applications the Trump administration would greenlight, but so far, four waivers have been accepted, three of which were for reinsurance. Three more states have applied for similar programs, which are bipartisan and aimed at lowering premiums.
But efforts to overhaul Obamacare through these waivers, whether sliding the law to the right or left, have proved elusive. This is partially because some states tried to apply for waivers without following the rules, whether trying to move too quickly or not meeting the law's requirements.
“Finding a balance that falls into those guardrails and allows states to meet their policy goals is not as easy as states would have thought,” said Daniel Meuse, deputy director for State Health and Value Strategies.
While the GOPhas for years framed waivers as a way for states to get out of Obamacare, Democrats say waivers can protect against actions Republicans have taken to unravel the law.
But officials on both sides of the political spectrum are running into the realities of how limited the waivers are. That’s attributablein part tothe intent of the tool: It was never supposed to be an exit route from Obamacare, indicates its author, Sen. Ron Wyden, D-Ore., the top Democrat on the Senate Finance Committee.
“I created state innovation waivers to give pioneering states the opportunity to go above and beyond the strong consumer protections in the ACA — some have already taken advantage to blunt the impact of the Trump administration’s relentless campaign of sabotage against Americans’ healthcare,” Wyden said. “This law gives states a chance to do better, not worse.”
The waivers must follow a specific process that starts with lawmakers passing a bill that then receives feedback and hearings with the public. States assemble reports on spending, the anticipated outcome, and how the plan will be put into place. They then put the information together in an application that goes to the federal government, which holds another public comment period, before rejecting or signing off on the idea.
The process has been a roadblock to approval. The Trump administration told Ohio that it had not met requirements earlier this year and determined the application was incomplete. In rejecting the Massachusetts plan last year, federal officials noted the application wasn’t submitted enough in advance as stipulated in the rules.
Jason Lefferts, spokesman for the Massachusetts Health Connector, said the commonwealth was “always considering ways to use state flexibility to best implement an exchange that provides the broadest access to affordable coverage” but wasn’t looking at seeking another waiver now.
The application process is part of the problem, believes Sen. Lamar Alexander, R-Tenn., chairman of the Health, Education, Labor and Pensions Committee. He asked the Trump administration in a recent letter to toss certain application rules, set by the Obama administration, noting state officials have labeled the process "too cumbersome, inflexible, and expensive."
The administration should create a "fast-track" approval for states facing an emergency, and should move quicker when states want to copy others, Alexander said. Along with Sen. Patty Murray, D-Wash., Alexander tried to pass a bill that would have provided more flexibility in creating waivers, but the efforts are at an impasse because lawmakers disagree over abortion funding.
Certain states view the waivers as an opportunity to take the law into their own hands in the face of Washington inaction that has contributed to higher premiums. Wisconsin, for instance, cites this reason behind its reinsurance application.
“Wisconsin is stepping up to add stability to a healthcare mess left after Obamacare that Washington has not fixed,” said Amy Hasenberg, press secretary for GOP Gov. Scott Walker.
Iowa’s waiver tested the limits of what could be allowed. The state tried to set up a reinsurance fund but also wanted to create cheaper health plans that fell outside of Obamacare to entice young people. Legal experts said the application couldn’t pass because it didn’t follow the correct process or meet the requirements that say coverage must be as extensive as Obamacare.
Doug Ommen, Iowa's insurance commissioner, acknowledged certain older adults would have paid more but that the status quowas leaving too many young people uninsured.
The state ultimately determined the waiver rules were inflexible for what they planned and withdrew the idea. Ommen, a Republican, said Iowa may take another shot, but that reinsurance alone was inadequate.
"Reinsurance doesn't solve the underlying problem," he said. "The structure is bad ... States shouldn’t pay for something to prop up the ACA when the structure itself isn’t working."
Adding to the complications with Iowa was that President Trump intervened against the waiver, the Washington Post reported. Still, there had long been doubts about its legality.
"I would agree that out of Washington there has been a fair amount of starts and stops," Ommen said. "But ultimately the law has to be changed. It’s not going to be fixed by waivers."
Similar confusion happened elsewhere. Oklahoma pulled its reinsurance plan in September after the Trump administration passed its deadline. Wyden sent a letter to HHS accusing the agency of not following through on helping states as promised. In reply, the administration said the timing to meet all the requirements had been “challenging.”
Minnesota Gov. Mark Dayton, a Democrat, told the Trump administration that the experience of applying for reinsurance was “nightmarish.” He noted Minnesota followed all instructions, but waited longer than expected only to discover funding for another healthcare program would be cut.
“The program is certainly not designed to be a quick fix to what one might describe as an emergency situation,” Giovannelli said. “That’s just not the way it’s set up.”
Still, some signs show the applications are moving faster. Andrew Ratner, chief of staff for the Maryland Health Benefits Exchange, said the state faced no troubles with its reinsurance application.
“I don’t think it was laborious,” he said of the process, which was carried out over roughly six weeks from the time a bill was signed to filing the application. “We have good communication with the Centers for Medicare and Medicaid Services.”
Blue states that have tried to use waivers to expand on Obamacare are hitting barriers, too. Vermont, for instance, tried to set up a single-payer system, but officials abandoned the effort after they realized they couldn’t find a way to pay for it. Because of the waiver’s specifications, Vermont officials couldn’t ask the federal government to kick in more funding.
“It’s a combination of the deficit guardrail and the realities of the healthcare system,” Meuse said. “Making changes with a large but limited number of federal dollars often requires state investment.”
Other states, including New Mexico, are considering using waivers to create a “public option” that would allow people to buy into Medicaid.
Though politics are another factor at play. California had filed a plan under the Obama administration to allow immigrants who came to the U.S. illegally to join the exchange, but not receive subsidies. State officials withdrew the waiver when Trump was elected, out of concern the data would be used for deportations.
“It’s a resource-intensive application process,” Meuse said of the waivers. “For a state to be willing to go through with it, they will have to look at all factors, the policy factors and the political factors.”

I'm an older full-time college student and my husband works full-time at Walmart. In the past three years, I've been through 4 cancer related surgeries, which were paid for by the breast/cervical cancer Medicaid program. Unfortunately, follow up care and monitoring aren't covered and I was dropped from Medicaid. I'm now on my husband's health insurance, which is basically worthless because our income is under $20,000/yr and the policy has a $4500 deductible plus 20% after. I haven't seen my oncologist for over a year because we can't afford the expensive scans, biopsies, and lab work associated with cancer follow-up with a deductible that high. I thought my situation would change in 2014 with Obamacare. I recently learned from the healthcare.gov website calculator that our income is low enough to qualify for expanded Medicaid (which our state decided not to expand), but I don't qualify for the health insurance subsidies I desperately need because the outrageous deductible health insurance from my husband's job covers spouses. How can a couple with an income so low they would qualify for expanded Medicaid be ineligible for subsidies? I am completely devastated over this and I don't know what to do. Not being able to afford cancer follow up care is putting my life in danger. Even if my husband's employer (Walmart) quit covering the spouses of full-time employees, I think that would only apply to new hires because of the grandfather clause. If getting subsidies was based on income alone the way it should be instead of access to employer provided coverage, I would qualify for a zero deductible policy and $3 co-pays with a monthly premium of around $60. I could then afford the expensive health care I need. We live in a college town so if my husband got a different job, he'd make even less than he does now and we would probably end up homeless. A Full-Scale Assault on Medical Debt, Part 1

The recent proposal by Sen. Bernie Sanders to cancel $81 billion of medical debt is a very good start—but it is only a start.
The RIP Medical Debt group—which buys old medical debts, and then forgives them—is absolutely in the right spirit. Its founders Craig Antico and Jerry Ashton deserve great credit for keeping the issue of forgiveness alive.
Unfortunately, over $88 billion in new medical debt is created each year; most of it still held by providers, or sold to collectors, or embedded in credit card balances.
Tragically, none of this has to happen! In France, a visit to the doctor typically costs the equivalent of $1.12. A night in a German hospital costs a patient roughly $11. German co-pays for the year in total cannot exceed 2% of income. Even in Switzerland, the average deductible is $300.
U.S. patients face cost-sharing that would never be tolerated in Germany, says Dr. Markus Frick, a senior official. “If any German politician proposed high deductibles, he or she would be run out of town.”
In Australia, a recent proposal to establish the equivalent of a $5 co-pay for primary care visits fueled such an outcry that the federal government was forced to withdraw the idea.
Americans may be forced to take second jobs just to pay medical debt; meanwhile, the highly-taxed Europeans get free medical care and are counting their weeks of paid vacation. What is wrong with this picture?
These nations have shown that cost sharing is not necessary to keep health care spending at a level well below that of the United States. They rely on higher taxes and price controls…and yet, are those really worse than widespread patient debt?
U.S. Medical debt comes primarily from these sources:
the uninsured
high deductibles
out-of-network bills
claim denials
specialty drugs
emergency room care
‘zombie debts’ purchased by collectors
In this essay, I will show that a substantial number of these debts can be cancelled or greatly reduced.
Today, these groups run up the most medical debts:
Group No. 1. The poor and the uninsured, including those who still do not get Medicaid in red states.
 A Tennessee couple earning $13,000 annually gets no help whatsoever on medical bills. They can barely afford food or rent; so of course they incur medical debt every time they are sick.
Over 20% of these families do not have a checking or savings account. Over 30% are not working at all.If they do work, they cannot afford to join the employer’s plan.
Six full years after the ACA, there are still close to 30 million adults in the US who are uninsured. About seven million are undocumented immigrants. Another seven million are actually eligible for Medicaid, if they do get sick.
About four million could benefit from the ACA, but many are unaware of the exchanges. Up to five million are very poor, but are kept out of both Medicaid and the ACA in the red states described above. Another two to three million make too much for ACA subsidies.
This is a hard group to help. No states besides California want the undocumented to get insurance. No cities outside liberal enclaves like Seattle and New York care about health insurance for restaurant and service workers.
The poor rarely vote, so ignoring them does not trouble conservatives. Politics are often dominated by seniors—who will approve a conservative message about  ‘getting rid of socialized medicine’—while they themselves enjoy the federal socialism of Medicare.
(Not to mention Social Security, electricity, phone infrastructure, and the defense spending that comes to red state residents from the federal government,)
Group No. 2.  The under-insured, who have high deductible insurance but no savings.
Why are they walking around with deductibles they cannot afford?
At some employers, this is the only health insurance which is offered.
Even where there is a choice of plans, people with smaller incomes often select the cheaper high-deductible coverage.
If you are healthy, a high deductible plan to save money on insurance premiums may be a decent gamble at first.. But if you have a chronic illness, you will pay the entire deductible each year, and  will probably build up debt. Only a minority of employers offer  assistance to pay the deductibles.
Sometimes this group pays $500 a month or more for a porous health plan, which then leaves them with thousands in debt if they are hospitalized. 
Many families are living right on the edge financially, and they have trouble with all their debts, not just medical. Default rates are growing on their car loans and credit cards as well. They often face utility shutoffs and repossessions.
A recent study of insurance claims showed that 49% of patient out-of-pocket costs per healthcare incident were below $500; 39% were $501-$1,000; and 12% were more than $1,000. That generates an enormous amount of medical debt.
Group No. 3. The well-insured, who may still get huge out-of-network bills.
Some of their debts are out-and-out fraud. If a hospital says they are in-network, then all their contractors should be in-network – or else we have an illegal bait-and-switch. These surprise bills should be cancelled (details to follow).
In 2011, (9 years ago) New York studied more than 2,000 complaints involving surprise medical bills, and found the average out-of-network emergency bill was $7,006. Insurers paid an average of $3,228 leaving consumers, on average, “to pay $3,778 for an emergency in which they had no choice.”
Out-of-network assistant surgeons, who often were called in without the patient’s knowledge, on average billed $13,914, while insurers paid $1,794 on average.  Surprise bills by out-of-network radiologists averaged $5,406, of which insurers paid $2,497 on average.
Medical debt can be cruel and dispiriting—and it is also incredibly inefficient! The cost of creating a bill, sending a bill, following up, negotiating a settlement, paperwork for charity care, financial counseling, a possible lawsuit, and (rarely) getting repayments over years… The sheer administrative expense is staggering.
The average recovery on hospital bills sent to individuals is 15.3%. Non-hospital providers recover an average of 21.8% of each bill. No wonder some providers prefer Medicaid—it only pays about 50% or less of their normal charges, but that is far more than they will get in actual collections.
There are two overarching models for financing health care:
One is the Bernie Sanders model:
Paternalistic – you get insurance whether you choose it or not
Sympathy for the poor, minorities, and migrants (you never know when you might be among them)
Collectively bargained – usually with large payroll taxes
No pre-existing conditions clauses
Hospitals are financed mainly by taxes, not user fees
Patients are not in debt (though governments often are)
Cost control through price controls and rationing
