Okay, so I want to be clear when I say again that white women in the suffragette movement said/did racist things, just as white women in feminists movements today say/do racist things,. Even white anti-racist activists will, at least on occasion, say and do racist things simply by growing up in a white supremacist society. I don’t want to give the impression that I’m disputing that reality. I only mean to illustrate some of the nuance (and why that matters today).
I sent those quotes in an effort to illustrate how the women’s suffrage movement was intertwined with universal suffrage, both white women and black men campaigned for each other’s right to vote. The women’s suffrage organizations grew directly from the basis of abolitionist movements. The initial suffrage (and wider women’s rights) movement was indistinguishable from the civil rights movement. When the 14th/15th amendment was proposed splits in the civil rights movement deepened — both white women and black women (and presumably some black men) campaigned against any amendment that didn’t include women. Similarly, black man and both white and black women favored the 15th amendment even without including women (of any race), who argued that women could wait. Ultimately the latter group saw their wish, and the division resulted in two separate organizations that continued to campaign for women’s suffrage.
The quotes you screen-shotted are undeniably terrible and exemplify the racism within the movements. To be nuanced however, they also span a wide range of individuals — from actual slave owners to women who said something racist but also directly participated in anti-racist activism.
To illustrate (from the quotes you provided):
Rebecca Latimer Felton - terrible human, slave owner, all out white supremacist
Carrie Chapman Catt - she later said “our task will not be fulfilled until the women of the whole world have been rescued from those discriminations and injustices which in every land are visited upon them in law and custom”, lobbied against the word “white” being added to the 19th amendment, and lobbied congress/used her presidency of the League of Women Voters to advocate for people of color and Jews
Elizabeth Cady Stanton - she also founded the Women's Loyal National League that led the largest abolitionist petition drive at the time, organized the American Equal Rights Association a suffrage organization that explicitly supported universal suffrage. The organization split when (mostly) the black men in the organization supported the 15th amendment without advocating for it to be extended to women. (She definitely said racist things around this time, similarly Frederick Douglass, who was both her friend and one of her main critiques at the time, said many sexist things.) The split was later merged back into one organization that she headed.
Anna Howard Shaw - I know very little about her. She definitely said many racist things, but she did champion universal suffrage and campaigned to end racial violence (arguing that universal suffrage would end lynchings). Still, she also failed to condemn racist actions by her peers.

Belle Kearney - terrible human, slave owner, all out white supremacist
Frances Willard - confusing mix of actively recruiting and working with black women and also promoting racists myth that white women were in danger of black men that facilitated lynchings (due to her “temperance reform”). Also appeared to be more laissez-faire when president of the WCTU since she let conservative states hold on to conservative and/or moderate positions regarding reform for both women’s rights and racial justice.

As for why it matters today:
No, women definitely won’t have the right to vote revoked for discussing racism in past movements. But there’s a difference between discussing racism, and perpetuating misinformation. One of the main ways the American government disrupted activist movements throughout history was to sow dissension in their ranks. (And the American government/military taught many of these techniques to foreign countries.) An excellent example of this is the COINTELPRO operation, but it’s only the tip of the iceberg. Their goal was to divide and conquer - a movement can’t make progress if it’s busy fighting itself - and poison the public’s opinions of the movements, so as to dissuade new members from joining. (At this point, I want to reassure you that while this may sound like a conspiracy theory, it is very much proven and it/other programs did much harm to domestic and foreign reform movements.)
The myth that the suffragette movement was specifically racist, rather than operating in concert with and emerging from, anti-racist activism contributes to this divide and conquer method of disrupting activism. If you (general you) can convince women of color that the “original feminist movement” (ignoring the ahistorical nature of such the label itself) actively campaigned against them, then it’s much easier to dissuade them from considering feminist activism or to divide activist movements. (And, if it were true, it would be entirely justified!)
Of course, that’s not to say that feminists shouldn’t criticize (or disavow, to the extent possible) white supremacists like Felton or Kearney, or that we shouldn’t discuss and reform the racist sentiments in past and current movements. (In fact, I believe, and expect you do as well, that doing so is not only permissible but necessary, because to deny the racism that did exist in past/current movements would alienate women of color just as much as the idea that the feminism-of-old was solely for white women, and would in fact be an expression of racism in and of itself.)
I hope this clarifies what I’ve been trying to convey.
im surprised about the claim that white women and black men campaigned for each other's right to vote. i was under the impression that the civil rights movement was largely focused on black men and often outright excluded black women having a say, so i don't really know why they would support other women (such as white women) having a say when i heard they didn't support that for black women, who were always black men's biggest supporters.
i do get your point, to a degree-- and i think we agree overall but simply word things differently. i don't think that the women's suffrage movement was Bad and i don't think the white suffragettes back then were like, all evil and more racist than the avg white person in their society. i would say overall, those women were quite forward thinking and progressive for their time. i don't doubt that a significant portion of women were far worse than that, and even opposed women's rights (bc of the society they grew up in where this was a controversial thing). my only argument is that pretending they weren't also racist and had traits worthy of criticism (such as their racism) is innaccurate. a lot of prominent suffragettes were quite racist, and that's not to say that their feminist beliefs lead to that or that women's rights is interwined with racism, but just to point out that even those women who fought for the right to vote for women were not particularly good allies to poc but most specifically black people, and more importantly, black women. i also wanted to point out that being anti-slavery and campaigning against it, did not mean they were generally anti-racism or fighting against racism overall. they were fighting against the worst and most extreme forms of racism in their time, but they were all still racist in their own right. i'd like to reemphasise what i initially shared that you disagree with (+ my tags, and my previous comment on it so as to be fully transparent), which is not that different from what you're saying imo:

now i'm not trying to argue the origin of the movement, what it rose out of, how it relates to racism or anything else; my qualms are with the claim that the suffragettes were not racist. maybe back then, they were closer to allies to black people than most, however they were still quite racist. similarly, since you brought up white allies, white allies today may be the best we have and the best in our time, but they are also still often quite racist themselves.
my main and only point is that these women were still racist, and this is not to discount the women's suffrage movement, i just think that when we deny that aspect of the past then what we're doing is alienating woc. i've noticed a general trend of white women on here saying that white women were targetted by the KKK for example, fixation on stuff that is targeted at white women like 'karen' and placed on equal grounds with calling black women 'laquisha' to berate them, arguments that white women dont have racial privilege, etc and while i don't think the people making such arguments are necessarily coming from a bad place, many woc seeing this will end up feeling like the movement is geared towards white women and does not properly consider & include woc. that's why i take issue with the claim that xyz white female historical figure wasnt racist bc she was pro-slavery abolition, like, sure that must've been really progressive for its time but at the same time it doesn't change that the same woman did work w white supremacists and white supremacy was used as an argument to support white women's suffrage. it probably worked as a strategy and helped pave the way for other women, but its good to acknowledge these issues and criticise them esp since they remain relevant today when people are still indirectly debating how much woc should be considered in feminism.

Winter 2020 Anime Overview: Toilet-Bound Hanako-kun

Ok, so let’s get this out of the way first, 1. I adore this story so much and 2. Toilet Bound Hanako-kun has a horrible, horrible English title that is not actually at all representative of the story’s content and I have no idea what happened when it came to the team choosing that name. To the average English-speaking viewer/reader, this name 100% implies gross stuff and bathroom humor, and there is none in this show. 
A Japanese reader on the other hand, would be more likely to recognize the name Jibaku Shounen Hanako-kun as a spin on the classic ghost story “Hanako-san of the Toilet” only A BOY THIS TIME WHHHHA?” Basically, the story goes that a girl named Hanako in a red skirt haunts girls’ bathrooms in Japanese schools and if you knock on the third stall and call “Hanako-san” three times, she’ll appear. She might grant you a wish or pull you into Hell or something else, it varies.

Anyway, I dunno why the English title didn’t at least go with “Toilet Ghost Hanako-kun” or something that would have gotten the premise across even a  little better (HE NOT TECHNICALLY BOUND BY THE TOILET EVEN, HE CAN GO ANYWHERE IN THE SCHOOL GROUNDS THE BATHROOM IS JUST HIS HOME BASE), but our boy Hanako haunting the girl’s bathroom only leads to broad jokes about our heroine being tasked with cleaning the bathroom and “dude you really shouldn’t be in here” comments, it’s pretty incidental. 
Now that THAT’S out of the way, let’s talk about my LOVE FOR THIS STORY

Hanako-kun tells the story of a “regular” high school girl named Nene Yashiro, the mischievous and mysterious school ghost she befriends, and all the other weird monsters, exorcists, spirits and curses they encounter. It’s got a gorgeous, colorful bold aesthetic and art style that combines gothic and cute! It has a great mix of humor, intrigue, angst and fantasy action. basically if you love ghosts, monsters, Japanese mythology and legends, supernatural-human relationships, supernaturally fueled angst and drama, stories about trying to fix an unfair system the world has set up, wistful romance, a good shoujo manga with a Lot of Feelings (yes this is a shonen technically I’ll explain that later), weirdo dorks becoming friends AND MUCH MORE...this story will have something that will resonate with you. It’s got a lot going on, and it’s a ton of fun.
Hanako-kun is really one of those surprising stories that fits right into a hole in my story-loving heart I didn’t realize was still there, or that I’d actually been carrying since childhood. I love ghosts, see, and have since I was a kid!!! I knew this, but I kinda forgot how intensely I love them until this show reminded me again??? That’s because regular ghost stories/mysteries/whatever- I like them, but they don’t quite do it for me in the way more character-driven ones exploring the nature of being a ghost and humans and ghosts trying understand each other etc do. Stuff that really gets into the tragedy AND the fun fantasy aspect of ghosts, and plays the long game with it- and Hanako-kun scratches that itch perfectly.

Getting a little bit deeper into the premise of Hanako-kun, Nene is a very brave and sweet but not-all-that-bright girl (or, to put it more bluntly, she’s an idiot in the best way) who has a lot of romantic fantasies and insecurities and is VERY focused on them. After hearing a rumor at school that “Hanako-san of the bathroom” will grant wishes, she wishes to be able to confess to her crush and finds out its actually a weird ghost boy her age named Hanako haunting the bathroom! A lot of things happen, and she ends up cursed and bound to Hanako-kun, but also ends up slowly forming a friendship. 
Turns out Hanako is the ghost in charge of the “seven mysteries/wonders” aka seven powerful supernatural entities that haunt this school (he’s number seven). These apparitions only supposed to terrorize students a LITTLE, because apparitions need to have rumors spread about them to remain in the human world.

The rumors also generally dictate how powerful and dangerous the apparitions actually are- but SOMETHING MYSTERIOUS is changing the rumors around the school and making the apparitions go berserk and actually harm humans. So Hanako needs a human assistant to change the rumors and help him calm and seal the apparitions! That’s where Nene comes in.

Hanako himself is a very fun character- he’s very chaotic and revels in his whole “ gremlin ghost” persona, and is upfront about being a bit of an asshole. BUT he also makes his kindness, often good intentions and the fact he’ll have his friends back when it counts obvious from the beginning. B U T! He’s also got darkness and hidden depths to explore, and a lot of his persona is affected and masks deeper issues! 
Our ghost boy is genuinely A TAD unstable deep down (as in he straight up has several untreated PTSD symptoms and that’s as disastrous as you’d expect) and packing some serious tragic backstory, as you might expect from a kid who died young and carries around a butcher’s knife, and it’s gonna come back to bite him and and all who care about him hard. 
 Especially when an overly enthusiastic exorcist named Kou Minamoto shows up! Kou is another one who’s very dumb and very good, a wannabe-shonen-protag with a heart of gold and strong sensitive, domestic side. He rounds out our main trio. Also he gets a tragic, emotionally intense relationship with yet another ghost boy that sings to my heart.

You may be able to tell, this story has INTENSE good-shoujo vibes despite technically being a shonen in a way that I love- it’s story very driven by big emotions, a variety of fucked up and tragically complex relationships, teen hormones running wild, etc, and it’s just delicious. 
Nene is the normal-person-audience-surrogate-girl in a way that is more common for a shoujo protag, and the way her emotional connections to everyone, her sweeping romantic fantasies and her interiority are consistently in focus when she’s there- yeah, she’s definitely a plucky shoujo protag, 100%. And I’m all about that!!!
 One thing I especially appreciate (though this comes across more strongly in the manga than the anime thanks to the anime rearranging things) is when Nene finds out about Hanako’s Heavy Baggage, she actually takes some time to herself to consider whether she can handle dealing with someone with these intense issues as a kid who’s never encountered stuff like this before- it’s not assumed by the story that the Sweet Girl is Obligated to help the Tragic Boy. I go into more detail about this part in this part here, but it’s that kind of attention to Nene’s needs that makes her role in the story work. Hanako and Nene and everyone’s struggles to get the hang of and properly navigate honest communication and mutual support in relationships are often really great and real-feeling

The story has a lot more things I love packed in to it- a dorky-but-still-deeply-unsettling villain gang who’s screwed up interactions are just as fun as our protagonists, yokai, A CURSED LIBRARY, some great ladies in addition to Nene, meditations on the nature of life, death, themes about fighting nihilism, and so on...I could seriously go on forever. It’s good stuff, and there’s lots of good weird supernaturals to meet.
The story’s also got tons of intrigue! The overarching plot and Hanako’s Mysterious Past is still in the process of unfolding, but it’s been great drama every step of the way! As mentioned before, the story also really relies on funny character dynamics, interaction and development to carry the whole thing and balance the drama.

The anime itself does have some pacing issues bc they crammed a lot into the first season and rearranged some stuff- an entire two chapter arc was skipped and was unlikely to be covered in the anime and some parts are noticeably rushed. I still really like the anime and it’s a solid adaptation. I love how much of the manga’s detailed aesthetic it managed to keep as well as the amazing voice acting and it made a few small but important additions. But there are some notable bumps- of course this just led me to go binge the manga (up to volume 12 is legally available digitally) and BOY DO I NOW LOVE THIS STORY EVEN MORE. 
Now obviously, just because it is Exactly My Shit in a lot of ways doesn’t mean Hanako-kun is the much quested for “unproblematic fave”, there’s several caveats you should probs be aware of- its shoujo vibes also mean some classic shoujo ~Problematic tropes~ and a couple shounen ones. 
THE LIST:

-Just as a general content overview thing: if this wasn’t clear the show deals heavily with death, body horror and other horror aspects. There’s heavily implied suicide and abuse and so on- as mentioned, the main character is traumatized and shows a lot of symptoms of PTSD, and Nene has to struggle to navigate her relationship with him because of this, as does Kou.
-Hanako himself has the whole ~loveable pervert~ and ~slightly possessive shoujo bad boy~ schtick going as part of his mischevious persona. In the anime so far, he never actually gropes or comments on not-in-his-naughty-mags-people’s breasts or anything of that level thankfully, but he’s very flirty, clingy, will loudly bring up porn, fond of the ol’ *says something that purposefully sounds sexually possessive* HAHAHA U THOUGHT I MEANT SOMETHING DIRTY RIGHT LOL ACTUALLY I DIDN’T.”
(My unnecessary ‘this part is kinda interesting!’ ramble: Nene always lists “sexual harassment” among Hanako’s flaws (she loves listing them), but doesn’t get visibly uncomfortable with his flirtiness or seem to mind it most times, which at least makes the whole thing more tolerable for me.

(since she doesn’t seem to mind that part and its clear he does it bc of actual affection for her, it’s actually p. cute how huggy he is.)
 The one time it does cross the line and genuinely upset her, it’s treated seriously, Hanako is genuinely regretful and apologizes. That’s one of my fave moments in the story and the way it’s handled is well done.
 This incident that he’s honestly pretty socially clueless as kid who died young and a lot of his bravado is to cover that up and keep people at a distance- this is a trope into itself that can use unpacking but I do at least appreciate that this is a considered character trait that’s part of his whole messed up package rather than something that thrown in there Just to Be a Fanservice Trope. (Especially since the manga confirms he never acted particularly pervy while alive, further cementing this is an affected persona).

-There’s a running gag around Nene’s insecurity over her thick ‘daikon shaped’ ankles and boys treating her badly for it. 
One one hand, her body image issues are relatable, on the other, it feels cruel and annoying just how much the show finds ways to bring it up and humiliate her over and over again.
(My unnecessary “this is part is kinda interesting” ramble:The one thing i did realize that despite bringing it up constantly, we at least have no “i’m going to do this to lose weight” or “go on a diet” rhetoric,like this is just part of Nene’s body type and she knows she can’t change it? Which is kinda interesting. And I’ve spotted what might be foreshadowing something plot relevant’s going to happen with her ankles (I DON’T KNOW HOW, BUT GOD I PUT NOTHING PAST THIS STORY) so uh yeah??? either way it’s not good tho)

-”Obsessive and twisted love” is a running theme in this story, and while it’s generally acknowledged as unhealthy, it can be played for comedy in a way that could make viewers/readers uncomfortable. There’s a couple characters who’s entire thing so far is “obsessively in love with this one person” (and the one only focused on in the manga so far is one of the least interesting characters tbh ugh)
-The antagonist of the show is a member of a main character’s family, and the manner he acts towards pretty much everyone, including (and really especially) his family member,  verges on seductive. This is presented as deliberately unsettling and treated as a marker of how unstable and scary he is- and though the backstory between them hasn’t been fully delved into, it’s pretty much all but confirmed he abused this family member physically and emotionally.

-The story has like, A LOT of queer subtext and pretty-heavy queer coding for one character especially, but the few times queerness blatantly comes up in the story, it’s played as a joke in the “haha that’d be kinda weird” way (aside from the rando boys who have a crush on Teru, handled pretty neutrally). It’s not as malicious as a lot of animanga can get (ONE MANGA INCIDENT ASIDE), but it’s something to Be Aware Of, and it makes it clear we’re unlikely to see subtext rise to text and makes some moments feel baity.

-And probably more I might have missed! The manga also has Some Shit in addition all the Good Shit that hasn’t been adapted yet, an early arc has Hanako crossing a serious line etc. 
BUT despite how messy it is, I think it’s clear I have a lot of love for this story. In fact, I wouldn’t trade away a good chunk of its messiness (DEFINITELY SOME JUST NOT ALL), it kinda works for the characters and works in the “this story really feed my inner teen” way. Some of the trashy parts are exactly My Trash, basically.

I’m currently watching the 2020 Presidental Debate so I’m going to update with my thoughts.
First, why can’t turnip just shut the fuck up and stop interrupting them I 🙄
2. He can’t even let the fucking moderator speak and ask questions, like why can’t he just be respectful
3. Joe: “I’m not going to listen to him” HAHAHAH
4. “Millions of people would’ve died” and thousands of people have already by you doing nothing + let’s totally blame other countries for COVID in the US
5. The amount of logical fallacies, such as ad hominem and straw man, is, unfortunately, not surprising to me. I’m disgusted that it’s not focused on truth seeking but comebacks to their opponents
6. “China plague” how racist and again with the blaming other countries + closing down the country made a huge difference in other countries, such as Italy and such, in ridding the virus and having many less deaths
7. “The papers are saying” I thought everything was fake news ? + “I don’t want to pay tax” you’re a fucking citizen
8. All those extra taxes on ppl making over 400k$ in income could cover the US debt...
9. Chris pretty much saying ‘mr president shut the fuck up’ lol
10. I hate how he’s saying “got back x city” people were protesting, a right protected by the first amendment. It’s the people’s city and they were exercising their right, that’s not them ‘taking’ their own city
11. Joe stating that law enforcement are typically good people and disgusted by the “bad apples” and that the system needs to show that bad cops who hurt people should be punished — I approve
12. “Absolutely insane and radical” Chris and I are both like “wtf how??” + “sick ideas” WTH they’re teaching ppl to understand racism and how they may perpetuate that in their daily lives unintentionally — it’s important bc ppl don’t understand and see it until they know
13. Oh yes, homicide/violence is a party isssue instead of a policy or enforcement issue, or even a helping ppl who need it so they don’t need to commit crime
14. Defunding the police is the same as what Joe said, it’s relocating funding in order to adequately address facets of 911 calls (hospital, domestic, mental, etc.)
15. Joe THANK YOU, ANTIFA is a belief not an organization. ANTIFA is just a fucking belief that racism is bad like ?!? I’m so fucking done
16. “Impeachment hoax” it’s not a fucking hoax it’s bc you committed fucking crimes 🙄🙄🙄
17. “We take care of our vets” and rebuilded our military — he hasn’t protected, as members of the military who are lgbt are very under protected and actually more likely to get hurt/attacked (discrimination, etc.)

20. Forest management ? It’s climate change and protected forest burning is outlawed (I think, don’t take my word) + they need funding in order to do so and you cut it ?!? Like ugh
21. I’m not sure how I feel abt the mail in ballots but I hope that the FBI head was right bc mail in is super important rn bc of COVID — but joe is right in that ppl need to vote and not be afraid, ppl MUST VOTE

TRIGGER WARNINGS: domestic abuse, anxiety, homophobia
grew up absolutely poor. she’s one of five kids, her being a set of triplets meant they were a big expensive surprise to their parents and honestly thank god they have the sense to wrap it up after that.
mama west is very passive and submissive, has grown to sort of nod and listen to her overbearing, abusive husband and turn a blind eye to what happens to her kids. so safe to say, tatum isn’t a fan of either of them, though she absolutely loathes her father.
the five of them really stuck together growing up and it’s pretty much the only reason they all made it out of that house. one of her twins, dom, ran away when they were sixteen and tatum hasn’t fully forgiven him for it. the way she sees it, he abandoned them to deal with a mess none of them signed up for.
out of all of her siblings, tatum is closest with one of her twins, remy. they were the last two left in the house after their oldest siblings hit 18 and moved out and dom ran away. they bonded really heavily through this, but not without some bumps in the road. her relationship with her brother has always been a little complicated. he’d always been the more ‘likable’ one, tatum his moody, introverted counterpart, and though they have an intense love for each other, tatum is guilty of being extremely envious of him and others. she has an intense anxiety about being unwanted and disliked, and really can’t help the jealousy she feels.
outed when she was fourteen or fifteen. papa west was really on her case after that because he is a Big Ugly Homophobe. remy didn’t come to her rescue or comfort the way she’d expected him too which was what really broke her heart about the whole thing. in reality, remy was trans and hadn’t come out at the time, and watching their father’s reaction to tatum really spooked him into place. tatum obviously didn’t know about this until a couple years later when remy came out to her.

her jealousy can fully get in the way of her friendships. she fears people liking others more than her, so she can be quite possessive about the people she cares about. this can be viewed as selfish because she doesn’t want to ‘share’ these people out of fear of abandonment. it’s something she’s working on curbing, but it’s still hard.
she’s a very creative soul and expresses a lot of this pent up anxiety and hurt through art. though she focuses on film, tatum dabbles a bit in everything: fashion, visual art, music, singing, etc. if you’ve got a little crafty task, she’s actually quite good at tackling most things even if she doesn’t have experience with it. she picks things up like this pretty quickly.

IMO Pushes Forward With Work To Meet Ship Emission Reduction Targets
​The IMO Intersessional Working Group on Reduction of GHG Emissions from Ships has made significant progress in pushing forward with work to help achieve the ambitious targets set out in the initial IMO strategy on reduction of GHG emissions from ships, which aims, as a matter of urgency, to decarbonize international shipping in this century.
IMO is committed to working to combat climate change, in line with the United Nations Sustainable Development Goal (SDG) 13 on climate action.
National Action Plans – draft MEPC resolution agreed
The working group agreed the draft text of a resolution to be put forward to the next Marine Environment Protection Committee (MEPC) for adoption. The text would urge Member States to develop and update a voluntary National Action Plan (NAP) with a view to contributing to reducing GHG emissions from international shipping.

It suggests such National Action Plans could include but are not limited to: (a) improving domestic institutional and legislative arrangements for the effective implementation of existing IMO instruments, (b) developing activities to further enhance the energy efficiency of ships, (c) initiating research and advancing the uptake of alternative low-carbon and zero-carbon fuels, (d) accelerating port emission reduction activities, consistent with resolution MEPC.323(74), (e) fostering capacity-building, awareness-raising and regional cooperation and (f) facilitating the development of infrastructure for green shipping.
The resolution would invite Member States to elaborate those arrangements (legal, policy, institutional, etc.) that they put in place or plan to do so to support emission reduction from ships, in accordance with their national conditions, circumstances and priorities.
The resolution would encourage those States which had already adopted national action plans to share their experiences with IMO.
The draft resolution will be submitted to the next Marine Environment Protection Committee session, MEPC 75 (30 March to 3 April 2020) with a view to its adoption.
Candidate measures to further reduce GHG emissions
IMO has already adopted mandatory technical and operational measures to improve the energy efficiency of ships and reduce GHG emissions, including the energy Efficiency Design Index (EEDI) for new ships and the Ship Energy Efficiency Management Plan (SEEMP) for all ships of 400 GT and above (read more here). The initial strategy lists a number of candidate measures which could also be considered to further reduce emissions and help achieve the targets in the strategy, in particular 40% reduction of carbon intensity from shipping by 2030. Short-term measures could be measures finalized and agreed by the Committee between 2018 and 2023, although in aiming for early action, priority should be given to develop potential early measures with a view to achieving further reduction of GHG emissions from international shipping before 2023. Dates of entry into force and when the measure can effectively start to reduce GHG emissions would be defined for each measure individually. A procedure for assessing the impact on States of a measure has been approved.
During the working group session, a number of proposals were discussed.
The group noted that the proposals discussed fell into two goal-based approaches, a technical approach and an operational approach. Further discussion would be needed at the next intersessional working group meeting to develop such proposals further.
Technical approach
Proposals for a technical approach which were discussed included an Energy Efficiency Existing Ship Index (EEXI), which could require ships to meet set energy efficiency requirements after the measure taking effect. Other technical proposals relate to mandatory power limitation on ships.
Operational approach
Operational approaches would include focusing on strengthening the ship energy efficiency management plan, as required in SEEMP. This include proposals for mandatory carbon intensity reduction targets. Operational proposals also include measures to optimize speed for the voyage. Proposals to limit ship speed were also discussed.
There was general agreement in the group that a mandatory goal-based approach for both the technical and operational approaches would provide the needed flexibility and incentive for innovation (a goal-based approach would set the objective to be achieved, while leaving room for a range of methods or innovation to achieve the set goal).
The group agreed that the technical and operational approaches should be further developed in parallel, with informal coordination before the next intersessional meeting.
Assessment of impacts on States
Proponents of the various proposals were invited to provide further details on the initial impact assessment of their proposal, with a view to identifying the remaining issues to be further considered, including whether the proposed measure may generate disproportionately negative impact on some States. Key underlying issues identified by the chair for further consideration included, inter alia: the vital role of shipping for food security and disaster response; the impact on cost of transport and if cost change can be passed on to the customer or not; and special challenges faced by some remote areas.
Alternative fuels
With a longer-term perspective, and in order to encourage the uptake of alternative low- and zero-carbon fuels in the shipping sector, the Working Group also agreed on the establishment of a dedicated workstream for the development of lifecycle GHG/carbon intensity guidelines for all relevant types of fuels. This could include, for example, biofuels, electro-/synthetic fuels such as hydrogen or ammonia, etc. Many participants to the meeting highlighted the importance of undertaking this work as soon as possible, in order to pave the way for the decarbonization of the shipping industry.
Next meetings
The sixth session of the Intersessional Working Group on Reduction of GHG Emissions from Ships met 11-15 November at IMO Headquarters in London, United Kingdom. It was attended by nearly 400 representatives from nearly 70 Member States, as well as from the UNFCCC, the European Commission, the League of Arab States and around 30 non-governmental organizations.
To keep up the momentum, a further seventh meeting of the Intersessional Working Group on Reduction of GHG Emissions from Ships will be held 23-27 March 2020. Fourth IMO GHG Study
The Fourth IMO GHG Study will include the following:
Inventory of current global emissions of GHGs and relevant substances emitted from ships of 100 GT and above engaged in international voyages. The inventory should include total annual GHG emission series from 2012 to 2018, or as far as statistical data are available.
GHGs are defined as the six gases initially considered under the UNFCCC process: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6). The inventory should also include other relevant substances that may contribute to climate change, including Black Carbon (BC).
Estimates of carbon intensity (estimates of world fleet’s CO2 emissions per transport work, from 2012 to 2018, or as far as statistical data are available).
