Eindhoven - De Raad van State heeft alle bezwaren die zijn ingediend tegen het bestemmingsplan van District E ongegrond verklaard. Daarmee is het bestemmingsplan volledig intact gebleven. Project District E bestaat uit drie torens die gebouwd worden op het Stationsplein in Eindhoven. Samen zullen ze een nieuw binnenstadsicoon van de stad vormen. Het project wordt gerealiseerd door ontwikkelcombinatie Amvest BESIX. De belangrijkste bezwaren gingen over windhinder, parkeeroverlast, hittestress en het milieueffectrapport (MER). Volgens de afdeling bestuursrecht van de Raad van State heeft de gemeenteraad voldoende onderzoek laten doen naar de gevolgen voor de gevoelstemperatuur en schaduw. Ook denkt de Raad van State dat het plan niet tot onaanvaardbare parkeeroverlast, verkeersdruk of geluidsoverlast zal leiden. Omdat de gemeente het bestemmingsplan heeft aangepast op punten waartegen bezwaarmakers al beroep aantekenden, moet de gemeente wel de proceskosten betalen. Volgende stap in ontwikkeling Gemeente Eindhoven is tevreden met de uitspraak; hiermee krijgt de gebiedsontwikkeling rondom het station een belangrijke impuls. Amvest BESIX kan na deze uitspraak bij de gemeente een omgevingsvergunning aanvragen en het definitief ontwerp afronden. Wethouder Stijn Steenbakkers (gebiedsontwikkeling Eindhoven KnoopXL) ziet de uitspraak van District E als een stimulans voor meer ontwikkelingen in de stad: "Dit is een belangrijke uitspraak voor een iconisch project in Eindhoven. Dat de hoogste rechter in het land ons nieuwe beleid op bijvoorbeeld mobiliteit, wind en hittestress volgt, geeft ons vertrouwen voor andere gebiedsontwikkelingen. Ik kijk ernaar uit om samen met Amvest BESIX een volgende stap te zetten in de ontwikkeling van District E. Het plan van 725 woningen, mét 20% sociale huur, levert een grote bijdrage aan de woonopgave in onze stad. Goed nieuws dus voor al die mensen die zo hard op zoek naar een nieuwe woning." Lamda – Ελληνικό: Ποιοι «χτυπούν» το Vouliagmenis Mall Complex (ECI) των 350 εκατ. ευρώ

Με τη συμμετοχή 3 - 4 τουλάχιστον, κοινοπραξιών και σχημάτων, αν όχι παραπάνω, κάποιων εκ των κορυφαίων εγχώριων τεχνικών ομίλων όπως οι ΓΕΚ ΤΕΡΝΑ, ΕΛΛΑΚΤΩΡ, ΑΒΑΞ, την παρουσία ξένων γκρουπ (π.χ. Rizzani, Besix ή και Archirodon κ.α.), αλλά και με απουσίες ή «εκπλήξεις» φέρεται, κατά πληροφορίες, να έγινε η διαγωνιστική διαδικασία για την αρχική φάση του Vouliagmenis Mall Complex, μια επένδυση άνω των 350 – 400 εκατ. ευρώ, που προωθεί η Lamda Development στο Ελληνικό.

Υπενθυμίζεται, όπως είχε αποκαλύψει το insider.gr εδώ και μήνες, ότι ο εν λόγω διαγωνισμός προχωρά με το μοντέλο του Riviera Tower, δηλαδή με τη μορφή Early Contractor Involvement (ECI, όπου η κοινοπραξία Bouygues - Intrakat έχει επιλεγεί ως εταίρος για την παροχή συμβουλευτικών υπηρεσιών πριν από την κατασκευή).

Οι συμμετοχές Σύμφωνα με πληροφορίες της αγοράς, στη διαδικασία έδωσαν το παρών η κοινοπραξία της ΑΒΑΞ με την Ιταλική Rizzani (είχαν ενώσει τις δυνάμεις τους και για τον Πύργο Κατοικιών), ο όμιλος ΕΛΛΑΚΤΩΡ (ΑΚΤΩΡ) με τη βελγική BESIX (συμμετείχε για τον Πύργο Κατοικιών μαζί με την Archirodron), όπως και η ΤΕΡΝΑ του ομίλου ΓΕΚ (για την οποία α��ούγεται ότι έχει συμπράξει και αυτή με ξένο εταίρο, τους Άραβες της ACC, με τους οποίους είχε κατέβει στον Πύργο).

Κατά τις ίδιες πληροφορίες, συμμετείχε και η Archirodon, δεν φαίνεται να έχει δώσει συμμετοχή η Intrakat (ίσως και ο όμιλος Μυτιληναίου), ωστόσο, μένει να φανεί αν έχουν υπάρξει άλλες «υποψηφιότητες» με ξένο γκρουπ ή κάποιες συμπράξεις μεταξύ των αναφερόμενων. Αλλωστε, μέσα στους όρους του διαγωνισμού είναι και η συνεργασία με διεθνή όμιλο, όπως είχε συμβεί και με τον Riviera Tower.

Ποιο είναι το project Το νέο εμπορικό κέντρο θα κατασκευαστεί στο βόρειο άκρο του Μητροπολιτικού Πάρκου, κοντά στη Λεωφόρο Βουλιαγμένης, με πρόσβαση σε μετρό. Θα έχει συνολική εκμισθώσιμη επιφάνεια 85.500 τ.μ. σε συνολική έκταση 130.000 τ.μ. Όπως έχουμε από παλιά αποκαλύψει, δρομολογούνταν και η ανάπτυξη των νέων κεντρικών γραφείων της Τρ. Πειραιώς στο ίδιο συγκρότημα (σχεδόν 40.000 τ.μ., επένδυση 147 εκατ. ευρώ). Αναφορικά με την εμπορική ανάπτυξη εντός του Επιχειρηματικού Κέντρου («Commercial Hub») στην περιοχή της Λεωφ. Βουλιαγμένης, έχει ήδη κατατεθεί εκδήλωση ενδιαφέροντος (EoI) από ενοικιαστές για το 92% της μικτής εκμισθώσιμης επιφάνειας (GLA) ενώ έχουν ήδη υπογραφεί Heads of Terms (HoT) για περίπου 25% του GLA. Εντός του 2023 αναμένεται να έχουν υπογραφεί HoT για το 65% του GLA.

Πρόκειται για το αρχικό στάδιο του διαγωνισμού, η εν λόγω διαδικασία αφορά στην επιλογή συμβούλου, ο οποίος θα παρέχει συμβουλευτικές υπηρεσίες πριν από την κατασκευή, αναφορικά με τον σχεδιασμό, τον προγραμματισμό και τη διαχείριση κατασκευής του έργου. Ο ανάδοχος, θεωρητικά, όπως συμβαίνει και με τον Πύργο Κατοικιών, μπορεί να αναλάβει και την κατασκευή του project. Κατά πληροφορίες, οι νέοι γραφειακοί χώροι για τα headquarters της τράπεζας θα αναπτυχθούν σε ορόφους στο ίδιο κτηριακό συγκρότημα, ως διάσπαρτα κτήρια πάνω από το Mall, εφόσον δεν προκύψει κάποια αλλαγή προσεχώς.

Άλλωστε, στην περιοχή αυτού του πάρκου θα αναπτυχθεί commercial hub ενώ και το ίδιο το συγκρότημα θα έχει complex χαρακτηριστικά. Σε κάθε περίπτωση, η διαδικασία θα ξεκινήσει με μοντέλο Early Contractor Involvement αλλά η τελική μορφή θα «κλειδώσει» στην πορεία, όπως και με τον πύργο κατοικιών. Το νέο εμπορικό κέντρο στη λεωφόρο Βουλιαγμένης θα βρίσκεται στο άκρο του Μητροπολιτικού Πάρκου και θα έχει άμεση πρόσβαση στο μετρό. Αξίζει να σημειωθεί ότι στο πάνω κομμάτι της έκτασης προς τη Λεωφ. Βουλιαγμένης έχει προγραμματιστεί να γίνουν διάφορες εμπορικές αναπτύξεις, τράπεζες κλπ. Στο σημείο που θα υλοποιηθεί το Mall έχει προβλεφθεί, κατά πληροφορίες, και υπογειοποίηση του εκεί δρόμου προς διευκόλυνση της μετακίνησης, καθώς πέρα από εμπορικές χρήσεις θα φιλοξενούνται γραφεία κ.α.
