Quick and Easy Authentication of the Identity of Beneficiaries through Bihar Aadhaar Authentication Framework (BAAF)
With the growing digitization of public governance and the Aadhaar card being the bedrock of virtual identity, there arises a need for a comprehensive system to shield the database from duplicity and filter the dubious entries. Department of IT Bihar is implementing theBihar Aadhaar Authentication Framework (BAAF) platform to ward off such errors from the database by authenticating the identity of targeted beneficiaries. It is a comprehensive framework that enables all Aadhaar based transactions in the state. It helps service providers to electronically authenticate the identity of beneficiaries safely and quickly. This extra scrutiny eliminates malicious entries and guarantees a 100% effective and efficient delivery of services. With this digital platform, the DIT Bihar aims to plug the languishing gaps in its delivery systems and felicitate the development of grassroots with absolute accuracy.
In the era where data integration is becoming the norm, BAAF (Bihar Aadhaar Authentication Framework) is a convenient platform to verify and ascertain the identity of a person using the Aadhaar number. As more and more schemes are routed through Direct Benefit Transfers and other interlinked channels, Bihar has taken a head start with this initiative. This will save a lot of resources and make targeted delivery of services very easy and accurate. BAAF will also be instrumental in shaping a reliable repository of verified data, which can be used for a variety of purposes and services. On the occasion of World Youth Skills Day, on July 15, a special event is being organized by the Bihar Skill Development Mission, run under the Labor Resources Department, for the youth of the state, under which a skill awareness chariot was flagged off and is to be taken out across the state from July 15 to July 30. Which will pass through all the commissionerates and districts of the state through the skill development center established at the block level.
The Chief Guest on the occasion Shri Jivesh Kumar, Hon’ble Minister, Labor Resources Department, inaugurated the event with the customarylighting of the lampin DashrathManjjhiInstituteAuditorium at DashrathManjhi Institute of Labor and Planning Studies, near Veterinary College Patna. Shri Rajiv Ranjan, Director Planning and Training, Shri AtulRanjan, Mission Director, Bihar Skill Development Mission, Shri Rakesh Ranjan, Mission Manager, Program Implementation, Smt. BhavnaVerma, State Engagement Officer, NSDC were also present on the occasion.
On the occasion, the Honorable Minister said that the number of youth is increasing rapidly in our country, whose skills are being made employable by the successful Prime Minister of the country, Shri Narendra Modi and the successful Chief Minister of Bihar, Shri Nitish Kumar. Bihar VikasKaushal Mission is continuously taking positive steps in this direction.
Hon’ble Minister said that on the occasion of World Youth Skills Day, for the first time, 9 skill awareness chariots are being sent, which will travel about 14,153 km in all the commissionerate/blocks across the state and will attract youth for skill development.
Hon’ble Minister further informed that KaushalRathis equipped with all the resources in which audio/video (movies related to skill, movies related to necessary information) along with information and handbills related to education will also be available, so that the youth will be able to achieve their potential in immediate and future.
The Hon’ble Minister said that for the purpose of providing employment to the youth of the state, 7 reputed companies of the country, non-financial agreement will be signed, in which Jai Bharat Maruti Group of Industries, Bhagwati Products Ltd. for manufacturing. Micromax Group, Aquasub Engineering, Flipkart Internet Pvt Ltd for Logistics, Barbeque Nation Hospitality Ltd for Hospitality, Fusion Microfinance Ltd for BFCI. And the job aggregators are the Village Development Society Bangalore. These companies will provide employment to the youth, as well as they will connect the youth of the state with employment by taking placement camps and personal interviews as per their requirement throughout the year. Street playwas also organized during the program.
He congratulated the organizing body and supporting bodies for successfully conducting the program of World Youth Skills Day 2022, where more than 200 children were given citation and prize money in 16 competitions of various trade, ITI and KYP Wizard by Bihar Skill Development Mission. Many other trades were included in these competitions like sketching, photography, CNC milling and turning, traditional trade etc.
He also congratulated and encouraged the students during this event, skills competition was organized in association with various institutes including Sketching and Photography at NIFT Patna, CNC Milling/ CNC Turning/ Mechtronics at TRTC Patna, Plastic Die Engineering at CIPET, Web page designing at NIELIT and Madhubani Painting, Tikuli Art, Manjusha Painting, Sujni Painting, Jute Karft, Bamboo Craft and Sikki Art were included under the competition of Traditional Art with Electronic Engineering.
In the event, first, second and third prizes were given to the best three winners of the skills competition, the rest received consolation prizes. Models of excellent ITI institutes from across the state were also displayed during the program, out of which three best models received first, second and third prizes.

Bihar Celebrates CSCDiwas, 2022 at BIA, Patna
On the Occasion of CSC (Common Service Centre) Diwas, a program was held in Bihar Industries Association hall. The Hon’ble Minister of Labour Resources & Information Technology, Govt. of Bihar, Shri Jibesh Kumar, graced the occasion with his presence and inaugurated the event by lighting the lamp.
Common Service Centres (CSC) are physical facilities for delivering Government of India e-Services to rural and remote locations where availability of computers and Internet was negligible or mostly absent. They are a multiple-services single-point model for providing facilities for multiple transactions at a single geographical location.
CSCs are the access points for delivery of essential public utility services, social welfare schemes, healthcare, financial, education and agriculture services, apart from a host of B2C services to citizens in rural and remote areas of the country. It is a pan-India network catering to the regional, geographic, linguistic and cultural diversity of the country, thus enabling the Government's mandate of a socially, financially and digitally inclusive society
India has more than 4 Lack CSCs operational as of now and the idea behind the concept is to dissolve the digital divide between urban and rural India. The state has witnessed a sea change in the adaptation of digital medium by rural areas and their dwellers, as they are now conveniently able to transact without having to travel long distances.
The Department of Information Technology, Government of Bihar is playing a pivotal role in the implementation of CSC (Common Service Centre) dissolving the digital divide and empowering rural Bihar digitally. Towards this vision of building future-ready digital infrastructures, DIT Bihar has set up a private cloud to provide better application hosting facilities to various Departments of the Government of Bihar. By developing its own private cloud, DIT Bihar is using the power of technology to build a coherent and reliable digital architecture, were localised and inter-departmental data are streamlined for better coordination. This unique initiative will optimize IT resources at the state data centres, which in turn will also help in enhancing citizen’s experience in terms of using different G2C (Government to Citizen ) online services. With such an integrated data resource, Bihar will tap the immense potential of its grassroots by data-driven, citizen-centric platforms. This futuristic endeavour also facilitates the inclusive growth model of the Bihar Government by taking the dividends of development to every citizen.
For seamless execution of Bihar Private cloud, IT department, Bihar has nominated BELTRON Ltd." as the nodal agency. The actual implementation of this project has been done by a Hyderabad based Software company namely M/s Mega soft Limited. This multiple utility infrastructure is already providing futuristic e-services such as Website Hosting, Web Application/Portal Hosting, Domain Name Registration and Database Hosting. With the RAM Size of 4200 GB, this infrastructure is helping the government in error-free digital communication and delivery of data-oriented services. Compute capacity of the cloud is based on the current infrastructural need of state applications. To give this cloud a comprehensive operational ability, it has been built to support modern operative systems such as Microsoft, Linux or any Open Source. As a data repository, it allows varied Database support such as Oracles SQL, Ms SQL and any open source.
This robust cloud infrastructure is being lauded by different quarters of the IT sectors. In near future, the Bihar cloud is envisioned to encourage prospective start-ups to invest in the growth potential of Bihar. It will be developed as a unified portal for a department to cater for all services with user data analytics and 24*7 data monitoring.

Bihar is No.1 in terms of Mobile Service Delivery Gateway Usage
The Department of Information Technology, government of Bihar, is the Nodal Department, extending the SMS Service to all Government Offices in Bihar. SMS Services have acted as a major backbone for many projects/schemes and a prompt support at all levels have been provided by IT Department seamlessly.
The Hon’ble Minister of Information Technology, Govt. of Bihar, Shri Jibesh Kumar said in this regard “I am proud that Bihar is leading from the front in terms of OTP/SMS Service provided by the Department of Information Technology, government of Bihar, making Bihar the number one user of MSDG (Mobile Service Delivery Gateway) in the country.”
He further added that the Department of Information Technology, government of Bihar, is focused and committed to implement technological reforms in all the departments of the state, which will act as a catalyst in providing good governance through eGovernance to the citizens of Bihar.
While, many important services of Agriculture DBT Schemes, Education, Health, Finance are totally dependent on the OTP/SMS Service of IT Department. With the swiftness shown by the Department, there is near to no lag on crediting of SMS, required for the Sub-Accounts.
All cost is centrally borne by the IT Department making Bihar few of the states to do so, this ease and promptness in process, have made the SMS Service by IT Department, so popular among user departments that the State has climbed to the number one in India Push SMS User of CDAC Mobile Seva, under the National Mobile Governance Initiative of Ministry of Electronics and Information Technology (https://mgov.gov.in/smspushgraph.jsp ).
A total of 3,62,15,41,934Push SMS, and 149 Sub Accounts are created and supported by IT Department centrally. It includes all handholding, training exercise regarding SMS API integration in all major computer languages, of Java, Dot Net and PHP based applications.
The expertise of IT Department and swiftness of day-to-day service (over phone and E-Mail) even during the pandemic times has earned the trust in the SMS Service offered by IT Department.

The Department of IT, Govt. of Bihar is partnering in India’s largest Technology & Infrastructure Event – 29th Convergence India Expo
The Department of Information Technology, Government of Bihar, is participating as a state partner in the 29th Convergence India Expo organized by India Trade Promotion Organisation (ITPO), and Exhibitions India Group from 23-25 March 2022, to be held at Pragati Maidan, New Delhi.
The Hon’ble Chief Minister of Bihar Shri Nitish Kumar has always set high goals when it comes to Good Governance through e-Governance. Under his visionary leadership, the Department of Information Technology (DIT) headed by the Hon’ble Minister Shri Jibesh Kumar is sprinting to achieve the objectives of e-Governance and transforming the state into eastern India’s IT hub. Shri Santosh Kumar Mall (IAS), Principal Secretary of the Department, is instrumental in the state’s digital transformation. The State's Vision also aligns with the National aim of Digital India.
Department of Information Technology is making strides to establish Bihar as the next IT Hub of eastern India. These initiatives are bound to generate a plethora of employment opportunities for the young and talented workforce of Bihar.
Shri Jibesh Kumar is also the event's Guest of Honour. Augmentation of Information Technology Infrastructure - Redefining Bihar
Bihar has witnessed multidimensional growth across all fronts and areas however if we talk about technology which is the most dynamic and ever-evolving sector in the world arena, Bihar has shown great resilience against COVID19 by adopting modern-day technology and state of the art infrastructure to enhance its ability to combat the deadly virus and sustain the social-economic growth rate of the state in these difficult times.
The covid-19 pandemic has been the worst time in many decades but undoubtedly one silver lining is that the COVID-19 crisis pushed companies and the governments over the technology tipping point and transformed business forever. It has brought about 5 years of change in digitization in a little more than 1 year time.
During the pandemic, Digital adoption has taken a quantum leap at all levels – be it personal, organizational, or at the industry levels. Since the COVID-19 pandemic broke out earlier this year, much of the world moved online, accelerating a digital transformation that has been underway for decades. Children with at-home Internet access began attending class remotely, many employees started working from home and numerous firms adopted digital business models to maintain operations and preserve some revenue flows.
We are facing a future where jobs, education, health, government services, and even social interactions may be more dependent on digital technologies than ever before. Now, more than ever, we need to ensure widespread and trustworthy digital access and reduce risks associated with it. We also need to focus on IEC and Digital literacy so that the vast population of our state may not be left behind. Also, we need to work on Cyber Security related risks.
In these unprecedented circumstances, the state of Bihar used a variety of techniques to combat the disastrous CORONA virus, which was spreading at a rapid pace.
The Bihar government is committed to its goal of creating more job opportunities for youth and empowering Bihar's socio-economic growth.
Bihar government has utilized technology to the fullest to mitigate the pandemic challenge and support all sections of the society in most difficult times. Key initiatives of the state are as follows:
A). Garur App: Bihar Government launched "Garur App" for tracking and surveillance of the migrants and all those who have come to the state through rail, roads and flights from across the country and abroad. The app has helped in tracing more than two lakh international and domestic travellers in Bihar and also helped in mapping their skills. The app has been developed by Bihar Disaster Management Department.
b). Bihar Corona Sahayata app : Bihar state government had launched the Bihar Corona Sahayata app to combat COVID-19. The Bihar government provided Corona Sahayata of Rs 1000 to each worker who entered Bihar from other states or was stranded outside Bihar under the Bihar Aapda Prabandhan. The application was chosen as a winner in the "pandemic category" Digital India Awards 2020, instituted by the central government.
c). Home Isolation Tracking: HIT Covid App has helped the health workers in regular monitoring of home isolated patients. The health worker visits the patient's home every day and feeds the temperature and oxygen data in the app through mobile/tablet. These data sets are monitored at the district level and if the oxygen level goes below a certain point, then the patient gets shifted to a nearby healthcare center. This has helped the government in outreaching to a large number of home isolated patients and saved precious lives. The app was developed by BSEDC under the guidance of the Health Department and IT Department.
d. eLabharthi: The e-Labharthi System has been envisaged as a major transformation in electronic service delivery and financial inclusion which bypasses the pain points of the existing service delivery mechanisms. Funds can be transferred by the banks directly to the bank accounts of identified beneficiaries. DBT of all schemes of the Education Department, including the Chief Minister’s bicycle, dress, scholarship, meritocracy, incentive amount, Chief Minister’s Kishori Swasthya Yojana, will go directly to the students. More than 60 lakh beneficiaries under various schemes have benefitted from the scheme in a year.
e. ePDS(Electronic public distribution system): In a major reprieve to the people battling the Covid-19 pandemic, the state government has provided free ration to around The state government continued monitoring other assistance including free ration to 1.64 crore ration card holders and cash Rs 1000 in the accounts.
f. Skilling in IT/ITeS sector: The Department of Information Technology, Government of Bihar, is providing technical skill training to the youths of Bihar for 9 different courses and through 117 skill development centres under the IT/ ITES domain across the state. The technically skilled workforce of Bihar will be an asset to the investors and Entrepreneurs.
g. Healthcare initiatives: Healthcare sector initiatives taken during covid to make it robust during pandemic times:
eSanjeevani: Through the eSanjeevani, patients living in the remote villages would be provided medical advice through video conferences linked to the primary health care center and district level sadar hospital.
Wonder app: it would help in providing better medicare to pregnant women
Referral transport tracking system: people would get a better and timely ambulance system.
Ashwin portal: This portal ensures that Asha workers who are the backbone of village healthcare get their incentives on time
h. VC Application for online meetings: Online meetings have become the norm of the day and the same has been ensured through obtaining Microsoft Teams meeting licenses. BSEDC has provided Microsoft team licenses for online meetings to various departments. This has helped the department in functioning during lockdown
i. College Wifi: Bihar government has been providing wifi on college campuses so that students can download books and study materials from external source

Infrastructure augmentation is the key focus area of the Govt. of Bihar, which is paving the way to technological advancement and employment opportunities for the youth of Bihar
Bihar has shown tremendous growth across all areas of development. Truth to be told, Bihar is ranked among the top performing states in terms of GDP growth rate. Now this Indian state is in the process of setting up its first Information technology (IT) park near the state capital.
Following on the closed heels of Bangalore’s International Tech Park and Hyderabad’s Software Technology Park, this IT Park will be set up at Bihta, 30 km from Patna.

The government of Bihar is developing IT parks with state-of-art facilities, seamless internet connectivity and uninterrupted quality power availability. It will be developed as Bihar’s IT hub.
This can be done with the aid of booming infrastructural facilities here. Work is already in progress for software technology park Patliputra in Bihar state capital Patna. An IT tower is also being developed in the state capital to house IT/ ITeS and electronics companies.
The ‘Invest IT Bihar’ campaign of the Department of Information Technology Government of Bihar which aims at encouraging investors & entrepreneur to invest & Start-Up in IT sector of Bihar and establish Bihar as the most preferred destination for investment in the Easter region. With the infrastructure development going on at a brisk pace Bihar is on a road to become the next IT hub of the country and provide a great platform to IT/ ITeS and electronics companies.
The Department of Information Technology, Government of Bihar is committed towards its prime objective of creating more and more employment opportunities for the youth of Bihar.
Bihar government is working towards making Bihar a digital state. Efforts are being made to promote people in the field of employment by making many districts an IT hub. Bihar has to be identified in the country by making IT Parks & IT Tower. IT parks will be opened in 5 districts to provide new employment opportunities to the youth of the state.
The IT department has started work on this. IT department claims that the department is working on the idea of increasing opportunities and creating wider employment.
The construction work has also started. In the coming days, Bihar's IT Park will also establish a credible reputation in the country.
"Patna, Bihta, Rajgir, Bhagalpur and Darbhanga have been included. After this, the youth of the state will get employment opportunities. The creation of IT Park will provide employment opportunities to the youth at the local level.

Along with setting up IT parks in 5 districts, there is a plan to build the largest IT tower at Dakbangla intersection in the capital Patna has been included in the action plan. The model of another state was to be seen, but COVID epidemic came in the way. A software technology parks are being developed in Darbhanga and Bhagalpur with the intention to develop these two districts as an IT centre.
DIT assures that the projects are approved according to the budget. However, if the need for more funds arises, it will be arranged and fulfilled. Skilled youth from Bihar work all across the country and face various challenges in the day to day life, by dwelling away from home.
With all the amenities and facilities available in their home town and world class infrastructure with healthy work culture on offer the youth of Bihar will have the opportunity to excel in their field of expertise, without having to migrate for their livelihood. This will lessen the brain drain and skilled, educated and resourceful youth of Bihar will remain in the state, which will boost the overall socio-economic condition of the state and will contribute to economic development of the state.
With the efforts of the government, it is expected that Bihar will develop as an IT centre in the days to come and the department is engaged in acquiring the business related to it.
"Policies have been made easier to attract investors. By which investors will give priority to the state of Bihar. There is no shortage of skilled work force in the state and if it is available at an economical price, the investors will be lured towards investing in Bihar. The steps taken by Department of Information Technology, Government of Bihar will lead Bihar in making its own identity as an IT hub in the region and will provide employment to the people in the state.
The objectiveof the Bihar Start-Up Policy, 2017 is to create an independent and transparent eco-system, where the State shall provide funding, promotion and policy support. The State hassetup a Trust, with an initial corpus of INR 500 Cr., which acts as the nodal agency forimplementation of this policy.
Bihar enjoys the benefit of a segment profit, given the high extent of youth in its populace; there are restricted work openings for them to make a beneficial monetary commitment. Youth grow in a job-oriented society where a business venture isn't viewed as a lifelong choice. The recent invitationof application by the Department of Information Technology, Government of Bihar, for the allotment of rent free office space for IT/ ITeS based Start-Ups is one of the progressive steps in line with the campaign Invest IT Bihar which has resulted in an overwhelming response from the potential investors and entrepreneurs. The total application received is 48 and the total no of registrations are 100+.
DIT promises No Brain drain in the days to come.
This new initiative of the government has raised new hope for employment among the youth. The DIT claims that the youth will not have to go outside the state for employment in the coming days.
