the subreddit r/neography/wiki/index/resources/#wiki_how_to_make_a_typeable_font_for_your_script has a number of guides for turning a writing system into a type-able font, you'll most likely want to pay attention to the ones that talk about using ligatures, so typing f+i+s+h and getting 🐟 for example. Plus any tutorials re: Fontforge and Calligraphr are probably the programs you want to pay the most attention to, but there's others out there that might work for you too.
