( andrew lincoln, 50, cismale, he/him) — Look who it is! If you take a look at our database, you’ll find that CYRUS FRANKLIN is a a/n CENSUS OVERSEER that works in SECTOR 6. According to the file, they’re a mutant with the power of MUTATION NULLIFICATION & LIE DETECTION. That must be why they’re METICULOUS  and CALLOUS. If you ask me, they remind me of a venus fly trap closing around its prey,leaving behind a token of ill will, and black opium upon their pillow . They are affiliated with THE MONTELL SYNDICATE AS THEIR LEADER.

how do they feel about living in sol city? have they always lived there or did they travel from another settlement?:

Cyrus came to Sol-City from a community in the southern United States called Alexandria as part of an experimental immigration. Citizens from each city signed up to be transferred to the other, in the hope that adding some genetic diversity to each city would help to prevent future mutations. Only 100% human citizens were supposed to be transferred but through his scheming Cyrus found a way to get himself onto the list of those leaving the city.  Since arriving in Sol-City Cyrus has found the society here to be more put together than Alexandria. As a result it was harder for him to initially find his footing. He originally worked as a guard to members of the council, using his closeness to gather inside information. but after ten years in the city he has made his way to the top of the one of the most elite crime orgs in Sol, the Montell Syndicate. With a firm position in the cities criminal sector Cyrus decided to retire from guard work and become a census taker for new citizens coming into the city. After five years he is now one of the census overseers and uses his position to gather information on the best and brightest criminals and thieves coming into the city. 

do they trust the council’s leadership? why or why not?

Cyrus trusts that he has enough information on the council to have leverage against the members in the event they were to discover his identity. As far as the actual politics of the city go, the council isn’t his main concern. 

if they chose their sector and profession, why did they make that choice? if they didn’t, why not? were they happy with their assignment or not?

Cyrus chose to move to doing intake census after ten years as a guard. By that point he had become the leader of the syndicate and needed a freer schedule in order to keep up with his seedy operations. Eventually becoming one of the census overseers has been a boon  as the position allows him to keep track of anyone useful coming into the city and gives him plenty of opportunities to black-mail desperate hopefuls into doing his bidding.

what’s one object that they always keep on their person?

A sigil ring. It is the only one of its kind and is the only way to know for certain that a message has come directly from his person.

Lie Detection Mutation Nullification

what can your character do? what are their strengths?

Lie Detection:  Cyrus can detect whether or not someone is lying to him. When someone has told him a lie, he gets a tingling feeling along the back of his neck. The bigger the lie, the more he can feel it. Mutation Nullification:  The power to nullify any mutation. Just being in his presence (within 15 feet) is enough to nullify ones mutation. When within his presence, the mutations nullify, but the nullification is only visible to Cyrus and the individual mutant who has had their mutation nullified (so even if there are 10 mutants in a room, each mutant can only see their individual mutation being nullified.) In order to make the effect semi-permanent, Cyrus needs to physically touch the mutant. Once the mutant has been touched, their nullification will become visible to all and last for a certain period of time as dictated by Cyrus.  Cyrus uses both of these gifts as leader of the Montell Syndicate. Lie detection proves useful in garnering information and getting others to do his bidding. The nullification allows him to not only protect himself from dangerous abilities but also grant those who are desperate a gift: time without being a mutant. Time is only gifted in exchange for providing services though rarely he will bestow his gift just because.

what can’t they do? what are their weaknesses?

Lie Detection: It is not necessarily a weakness, but people as a whole have a tendency to lie about everything and so sometimes it is difficult to discern if the lie they are telling involves something important to him, or they’re just lying about what they had for lunch.  Mutation Nullification: With semi-permanent nullification he cannot keep the nullification going for longer than 48 hours for one individual. Additionally, the more people he visibility / semi-permanently nullifies the less time each person has. He could nullify ten people at a time, but the effects would likely only last an hour. This type of nullification also takes a significant toll on him. Cyrus constantly needs to be taking in calories and needs twice as much sleep when actively using semi-permanent nullification as it drains his bodies resources severely. 

is there anything else you’d like to specify about them?

Cyrus doesn’t consider himself a ‘bad guy’, just a practical one. He does have people that he genuinely cares about and would protect but beyond those select few the people of the city are simply viewed as a means to an end. If he helps them, great. If it doesn’t work out in their favor, he isn’t bothered. As long as those who have value to him both personally and professionally are kept alive anyone else is expendable.
