So Ka obviously pre-date the millennium items, right. They're an inherent magical thing that anyone can learn to summon for themselves. The power-up the millennium items added is the ability to remove other people's Ka and save them for your own use later, which they've only been able to do for less than 16 years.

This means it was under Atem's dad's rule that they:

Figured out how to rip people's Ka out

Began to do so systematically as a criminal punishment

Decided to use said criminal soul-theft as a domestic and military weapon

Did this often enough to fill that giant temple with them wall to wall and floor to ceiling

anyway I think Aknamkanon did some things wrong actually even if finding out about Kul Elna made him really sad
