Best cloud technology will be adapted in the USAF F-35s
Fernando Valduga By Fernando Valduga 03/01/2023 - 16:00 in Military
The U.S. Air Force wants to operate its aircraft in a more integrated way and has hired Lockheed Martin to research and develop a more advanced generation IT infrastructure based on cloud technology for its F-35 fighters.
The F-35 Lightning II is the most sustainable tactical aircraft there is, according to Lockheed Martin, but the U.S. Department of Defense wants to further optimize its fleet sustain and readiness performance.
On February 23, the Pentagon granted the designers and manufacturer of the F-35, Lockheed Martin, a $32.5 million contract modification from a previous order for a fleet of stealth aircraft.
This modification adds scope to design, develop and establish the F-35 NextGen Open Mission services. Lockheed will cover the use of modern cloud-based technologies and modern software methodologies for the Joint Strike Fighter program.
Cloud-based technologies are increasingly being invested and are beginning to play an integral part of the defense industry. The concept of shared IT infrastructure offers flexibility, resource efficiency and economy.
GlobalData states that the cloud allows sensors, services and agencies to interconnect, giving forces the necessary superiority to subdue enemies that are left behind in such force multipliers.
Tumblr media
Lockheed Martin initially adapted its Autonomous Logistics Information System (ALIS) for its first launch of F-35s. However, this logistics system - which intended to monitor all aspects of the maintenance of the F-35 and the fleet in general - demonstrated inaccurate or absent data problems according to the Government Accountability Office (GAO) in 2020.
The successor system to ALIS, the Integrated Operational Data Network (ODIN), was introduced in 2021. Since then, ODIN has proven to be a great improvement.
"ODIN will be a cloud-native system that incorporates a new integrated data environment and a new set of user-centered applications; it will be a significant step to improve the support and readiness performance of the F-35 fleet."
As much as this system is working perfectly now, the fact remains that the Pentagon's modification suggests that it has new demands for the IT backbone of its largest vehicle asset.
What is known - from this modification and the success of ODIN - is that the cloud is identifiable as the future system of the F-35 fighter. But what cloud resources should Lockheed Martin dedicate to R&D with the investment of the U.S. government?
As the war in Ukraine has shown, opposing forces can deploy electronic warfare (EW) resources that depend on heavy interference outputs that can easily disrupt telecommunications. In such an environment, cloud computing would face serious challenges.
Part of Lockheed's development modification for F-35 logistics may seek to strengthen the security of its cloud infrastructure.
There has already been a growing interest in this area in the first quarter of 2023. On February 23, NV5 Global acquired Axim Geospatial, which offers "cloud services" and "critical infrastructure and security". This acquisition demonstrates the growing concern for cloud security in the defense and intelligence industry.
Tumblr media
In addition, another important target of the research concern would be to improve the continuous flow of data collected from the sensors.
The aerial objects shot down over North America so far this year have given the high-altitude surveillance market greater attention. The Chinese spy balloon particularly attracted U.S. concern about protecting its intelligence, especially critical data.
It seems reasonable that attention should be paid to the data flow between the sensors and the broader cloud network.
The GlobalData report on Cloud Computing in Defense tells us that the U.S. Air Force (USAF), which relies heavily on the continuous flow of data from various sensors, is changing the operational approach from the sensor-shooter cycle to one of data for decision. It is much broader than it refers to the central capacity of this period, the collection and analysis of data, to make an informed decision.
If this modification tells us anything, it is that the demand for cloud-based technologies and their secure maintenance should only increase as we enter a phase of modern war that uses data as an asset to be exploited.

Saving America’s Future from the Blob
How to understand—and rectify—the foreign policy disaster of 2024.
Never believe what bipartisan foreign policy establishment hacks say about China and Russia. They don’t believe what they say, either. The Blob (as Obama aide Ben Rhodes called it) learned through generations of strategic blunders that if everyone closes ranks and sticks to the same story, its members will survive a strategic disaster of any magnitude with their careers intact. The same principle explains why not a single American banker went to jail after the subprime collapse of 2008, the biggest fraud in all financial history. The Blob’s logic is simple: If you go after one of us, then you have to go after all of us, and who will be left to put things back together?
Whether it was right for America to go abroad seeking monsters to destroy in Moscow and Beijing, the way we went about it was abominably stupid. “If an injury has to be done to a man it should be so severe that his vengeance need not be feared,” Machiavelli advised. Washington has wounded Russia and China but not disabled them, setting in motion a tragic sequence of responses that in the worst case will lead to war, but more likely will leave the United States with vastly diminished strategic standing.
The rise of China and the resilience of Russia have persisted through serried waves of tech restrictions, $125 billion of NATO support for Ukraine, and an unprecedented sanctions regime against Russia, including the seizure of $300 billion in reserves, among other measures.
The Black Legend propounded by the Blob states that China is on the verge of invading Taiwan because its Communist leaders hate democracy, and because it wants to distract its citizens from their economic misery. It claims that Vladimir Putin wants to revive the Russian Empire and invaded Ukraine because it “is a country that for decades has enjoyed freedom and democracy and the right to choose its own destiny.”
In fact China has bracing economic challenges, but no crisis, and no widespread popular discontent. It wants to preserve the status quo, barring a Taiwanese move toward sovereignty, which is all but ruled out by the results of Taiwan’s national elections this January. China is a formidable strategic competitor, but its global plan centers on dominating key industries and export markets rather than military deployments—and that plan is proceeding at a rapid clip, despite American efforts to hobble it.
Russia made clear for a decade that it would not tolerate the extension of NATO’s boundaries to its border with Ukraine, as the late Henry Kissinger, former Ambassador to Moscow and now CIA Director William Burns, and others repeatedly warned. Vladimir Putin declared on the eve of his invasion of Ukraine, February 23, 2022: “If deployed in Ukraine, [NATO weapons] will be able to hit targets in Russia’s entire European part. The flying time of Tomahawk cruise missiles to Moscow will be less than 35 minutes; ballistic missiles from Kharkov will take seven to eight minutes; and hypersonic assault weapons, four to five minutes. It is like a knife to the throat.”

Aliens Landing at Russian Park
The simmering territorial conflict between Ukraine’s defensive fight and Russia’s unilateral invasion has sparked global controversies and unearths deep state and political interest in Alien technology. Whenever there is war, we can always expect the government to run for alien technologies.
Originally documented in September 27, 1989, the TASS news agency reported the collected eye witness accounts of aliens landing near Voronezh park. Voronezh is one of the former Soviet Union’s leading industrial centers, electronic development hubs, and commerce powerhouse. Russia inherited these resources and established capital industries to harness semiconductor production and computer manufacturing in the modern age. A nascent equivalent of a “Russian Silicon Valley” now spearheads R&D for Russia’s Ministry of Defense to procure and acquire cutting edge weapons technologies and aero-space defense for their military.
In this episode, Alex and Jason will have an extensive discussion regarding the “clandestine” nature of Voronezh and its historical ties with covert military facilities harboring alien spacecrafts. TASS news agency reported a compelling incident of a large spherical, disk-shape object, descending towards Voronezh park. The report was sketchy due to deliberate Kremlin censorship, but it holds a light for many UAP encounters outside the United States. This is a delightful episode delving into deeper controversies of Alien to government affairs. Who knows what Moscow is hiding from the rest of us?
These aliens feature weird tiny heads yet well structured bodies. ″The aliens were three or even four meters (9 to 12 feet) tall, but with very small heads,″ the news agency quoted witnesses as saying  ″They walked near the ball or disc and then disappeared inside″ very weird description in contrast to bulging headed “grays” commonly depicted in America. Their ship was more than 50 feet wide which obviously houses the entirety of Voronezh park. To know more in detail, let’s join Alex and Jason as they show us the secrets of the Voronezh UFO incident. www.higherdensityliving.com

There are numerous nations on the planet offering the training with the quality principles to assist the understudies with getting a top to bottom information in the subjects and utilized it in either disciplinary field likewise.
The area is an enormous passage to adequate and rewarding open positions for bad-to-the-bone experts who observe the specialty of engineering and for the individuals who have an enthusiasm for aviation and aviation examines. As per their craving and need, these experts can decide to work in the space of plan division, advancement, assembling, and creation unit.
In the present period, aeronautical engineering has influenced various advances in different fields with high expectations and part of assumption. Not exclusively are individuals, even industry invited gifted skilled and expert individual with open hands. The interest for these experts is outstandingly high in the worldwide work and schooling marks.
Sahil Prajapati is a devoted substance author who loves to compose on the various subjects and making a propensity for compose on the regular schedule the online journals and articles.
To will concentrate from a decent organization the referenced subject then, at that point
Kharkiv flight establishment is truly outstanding in the Ukraine, Europe furnishing the training at low expenses with better offices.
The aeronautical engineering course is truly outstanding and perceived course from the global bodies covering the premise of flight and aviation design.
In this way, it better for engineering understudies to get the launch off a profession in a field that will be decent and gainful to you.
At the point when you were in your youth glancing in the Sky, you may be thinking to fly like a bird in the Sky. The considering it's anything but an astounding encounter for you yet can't be carried out around then.
Yet, with the engineering like rockets, flying, and advanced plane design it is feasible to convey and allow your fantasy to become reality. An engineering can lead you to fly from the outside of the earth to the outside of the moon. Furthermore, it had been clarified by the Newton third law of movement. Without the commitment to the science and its orders like physical science and science, gravity, Newton's law of movement resembled the assistance in the engineering. Back to the rocket flying from earth to the moon, the rocket capacity to fly noticeable all around can be handily clarified by the Newton's law.
Rocket Engineering is that field which gives a definite of logical information to tackle commonsense issues and the person who proficient in the fields of rockets and space creates and consistently considerations of accomplishing incredible work in the motioned field.
To get yourself taken on the stunning and sparkling vocation of rocket engineering and rockets, one requirements to get a passing mark of imprints in the subjects like math, physical science, and science from a decent and the presumed schools all throughout the planet.
To all the more likely comprehend rocket engineering, one can get inside and out of the expression "Information is power" and nobody can truly differ with that since it's anything but a verified reality as far as schooling in practically any Endeavor of human's existence. Subsequently having the information on all can helps you from committing errors, and getting to where you wish to be faster in the separate field. On the off chance that you need to be fruitful throughout everyday life and getting the passing mark of imprints in the concerned subject, you must be totally centered around the information and the nature of schooling you are being offered with.
Discussing the field of rocket engineering, it chips away at the standard of rocket impetus and the back push with Newton law of movement. Rockets are the one that will be shipped off into space by the space explorers to venture out from planets to planets. For the rocket to be dispatched, a compound response begins the cycle. At the point when a gas lights not many of its items caught fire a great deal of warmth, when the warmth goes up, the pressing factor develops also. The inside pressure is monstrous, that it endeavors to get away from the holder where it is held. Since the compartment is solid, the solitary way it can exit is through the opening cut into the holder.
Sorts of Rockets
• Thermal rockets-dormant fuel is warmed by the force source, for example, in atomic force engineering
• Solid fuel rocket-are synthetic rockets which utilize charge in a strong state
• Liquid charge rocket-utilize at least one fluid fuel took care of from tanks
• Hybrid rockets utilize strong fuel in the burning chamber to which a subsequent fluid or gas oxidizer
• Monopropellant rocket-utilizes a solitary charge decayed by the impetus and aiding in the chain response.
Discussing the rocket engineering course it is the one which manages the rockets and space edifices with the dispatch of satellites, rockets, and others to get a full tune towards the subjects like physical science, data hypothesis, science, material science, warm mechanics, hypothetical science, engineering and PC illustrations, and different fields.
The hopefuls can get a definite investigation of rocket engineering from a decent and presumed organization or college and he/she can scope for the better open positions in the unending field of engineering. The field is tied in with managing the trend setting innovations in the space of flying and aviation standards.
Standard of activity of rockets
Rocket motors or stream motors produce push by the ejection of an exhaust liquid which can be sped up to a fast through a driving spout. The liquid in the rocket is typically gas made by high-pressure ignition of strong or fluid force comprising of fuel or oxidizer.
Rocket innovation can join high push, high exhaust speeds just as, having the option to work outside climate, and keeping in mind that allowing the utilization of low pressing factor and thus the light weight structure.
Consequently, we can say that rocket engineering is one such field in aviationdesign from which bunches of graduates and secondary school pass-outs understudies can get profited and appreciates the advantages and jewels as far as open positions in the different nations all throughout the planet.
Sahil Prajapati is a committed substance author who loves to compose on the different points. Rocket Engineering is a new field as far as aviation and aeronautic design. A competitor can assemble a solid profession in it and can acquire a lot of information, for what it's worth and unending field to gain from. In my view, Kharkiv Aviation Institute of Ukraine is one of the best and spearheaded in the rocket engineering with different fields identified with aeronautic design as well. The significant advantage of getting the schooling from KHAI is the best nature of instruction at the low expense and a superior scope of resources to assist the understudies with heaps of different advantages.

Drudge Report Abandons Trump
LOS ANGELES (OnlineColumnist.com), Nov. 12, 2020.--Abandoning the Trump ship long ago, the so-called conservative news aggregator Matt Drudge has followed the rats off a sinking ship for some time.  While Drudge didn’t join Bill Kristol’s anti-Trump Lincoln Project, he hasn’t been on the Trump train for along time, maybe, to be truthful, never was.  Headliningg the Drudge Report since Saturday, Nov. 8, the day the media declared 77-year-old Joe Biden the winner of the 2020 presidential race, ‘YOU’RE FIRED!,” topped the Drudge Report headlines.  Drudge’s headline, of course, paraphrases, Trump famous line from his former reality TV show, “The Apprentice,” where Trump routinely told participants, “You’re Fired!”  Biden’s big win over Trump stunned the media establishment, universally against Trump Never before in U.S. media history has the press taken conspicuous sides.
One upon a time, there was a fig leaf in U.S. journalism that the press maintained neutrality when it came to politics, keeping newsrooms free of contamination from political parties. It wasn’t that long ago in 2004, when CBS “Nightly News” venerable anchor Dan Rather was fired for letting the Democrat Party inside the CBS Newsroom.  Former CBS President Les Moonves had no problem firing Rather for allowing his producer Mary Mapes to conspire with former Sen. Max Cleland (D-Ga.), who, at the time, worked for the campaign of Sen. John Kerry (D-Mass.).  When Rather presented a fake military discharge report of former President George W. Bush, he was eventually fired.  No one in today’s newsrooms thinks twice about allowing the Democrat Party to infiltrate the newsrooms to back Joe Biden in 2020.
Media bias has been researched to death since Harvard University came up with its study in 2017, proving the media was 95% negative against Trump  Harvards findings were corroborated again in 2020 by the Media Research Center indicating the media was 96% biased against Trump. Drudge joined the mainstream press in blackballing an explosive New York Post story that showed proof Joe Biden was involved with his 50-year-old son Hunter’s business dealings in China, Ukraine and Russia, neeting the Biden family millions of dollars.  Drudge didn’t aggregate much news from the New York Post, Washington Examiner and other right wing outletss like Fox News and NewsMax that ran the story.  Had the mainstream covered the story, it’s possible enough voters would not have voted for Biden.
Drudge was among the first Websites to post the headline, “THE WORLD HAS MOVED ON,” indicating the the public accepts by 80% Biden’s Nov. 3 win.  Trump’s trying to fight in the courts, largely without proof that massive voter fraud took place, changing the outcome of the Nov. 3 election.  When Georgia announced it would conduct a recount, despite Joe winning the state by about 14,000 votes, it looks like a colossal waste of time.  Since losing the election, Trump looks like a different person, lacking the energy or charisma that launched his campaign in 2016. Whether Drudge played a part in Trump’s rise in 2016 is anyone’s guess.  After networks declared Biden the winner, Trump looks like a defeated person. Senate Majority Leader Mitch McConnell (R-Ky.), like other GOP elected officials, have cut Trump some slack for a few weeks.
Whatever happened in the 2020 election, Trump’s been floored by the results, thinking he had a shot like 2016 of pulling the upset.  But it looks like universal mail-in ballots did him in, not because of fraud but because of the numerical registration advantage enjoyed by Democrats and independents. Trump’s topsy-turvy approach to governing grew old for voters trying to deal with the Covid-19 crisis that isn’t likely to go away with Biden in the White House.  One of Joe’s new Covid-19 task force members Dr.  Michael Osterholm from the University of Minnesota now advises him to lock down the country.  When Wall Street heard that today, markets went into a tailspin.  With Biden now President-elect, they’ll find out soon that he has no magic wand when it comes to Covid-19, leaving the country in even more chaos.
When the New York Times starts praising Matt Drudge, you know the country’s in deep trouble, with media disinformation completely out of control. Trump lost the election because he tried and failed to run against Biden and the mainstream press. With no pretense left about media bias, the mainstream press led by the New York Times now joins forces with anyone willing to denounce Trump.  Drudge never liked Trump in the first place, let alone after the Republican Party went after Trump with a vengeance.  Democrats  and the press got what they wanted to prevent Trump from a second term.  Now they have much bigger problems if Biden’s technocrat-run presidency winds up tanking the economy without any end in sight. Whatever euphoria’s left from the election, reality is about to kick in when it comes to the economy and foreign policy.

Norman Foster, Founder and Executive Chairman, Foster + Partners, said: “Many have questioned the impact that the pandemic will have on cities. Significant issues have been raised about their future and as an architect and urbanist I am honoured to have had this opportunity to address Mayors and civic leaders from around the world as part of this important initiative by the United Nations.”

Speaking about how it is ‘vital that Mayors lead public debate on how cities can be remoulded into greener, healthier, and more liveable places’, he lauded the initiative, urging civic leaders to be ‘at the forefront of change.’ His address illustrated the challenges and opportunities at both the urban scale and at the level of individual buildings with ‘sustainable principles hardwired into them’. He went on to showcase how these are not novel ‘trends’ but moves that have already taken place in cities around the world, from Madrid to Seoul.

“Cities are the future, statistically more so today than ever before. City centres will have the potential to be quieter, cleaner, safer, healthier and vitally, if the opportunity is grasped, to be greener,” added Foster.

6 Dec 2019 COP25: Foster + Partners launches its sustainability manifesto
Foster + Partners has launched its sustainability manifesto, revealing its methodology for greener projects and demonstrating the practice’s ongoing commitment towards achieving the goals of the Paris Agreement. Outlining a holistic sustainable approach, this methodology enables the measurement of embodied and operational carbon in each project.
Over the last five years, drawing on the practice’s experience, expertise and in collaboration with others, Foster + Partners has created a unique system that can effectively determine carbon emissions at every project stage. This process gives greater insight into the different aspects that affect the environmental impact of a project and provides tools to mitigate and lower their carbon content.
As part of the COP25, the practice has been invited to present this methodology and tools by UNFCCC, UN Environment and the European Commission at their respective events in Madrid. It is also represented at the UK Pavilion demonstrating sustainable and green innovations at the event.
Applying the manifesto’s principles to its own operations, Foster + Partners has been purchasing 100% of its electricity from renewable sources for the past three years. In addition to this, the practice is also fully offsetting its annual global carbon emissions associated with transport (airline and vehicular), as well as those associated with heating and waste from its London campus.

Circular Quay Tower, Sydney, NSW, Australia
19/06/2017 – Foster + Partners wins design competition for Circular Quay Tower, Sydney
Foster + Partners has been selected as the winners of an international competition to design a new office tower for Sydney’s Circular Quay, close to the city’s harbor and iconic Opera House. Located between George and Pitt streets, the tower will serve as a centerpiece of the urban district’s reinvigorated masterplan, featuring a scheme characterized by its array of pedestrian pathways that cross through the site at multiple levels. The laneways will be lined with retail shops, cafes and bars.
“We wanted Circular Quay Tower and its surroundings to be of its place, taking advantage of its topography and unique location near Sydney Harbour,” said design team leader Gerard Evenden, Head of Studio and Senior Executive Partner at Foster + Partner. “The tower will form the centrepiece of an urban regeneration precinct that will reshape the northern end of the CBD into a vibrant community contributing to Sydney’s status as a global city.”

The tower will feature an innovative façade made up of a series of external cross-brace members that put the building’s structural engineering and load-tracing on display. On the south elevation, three bays of transparent elevators will be book-ended by the building’s concrete cores, animating the façade and articulating the structure’s vertical elements. By offsetting the core to one side and pushing the structure to the exterior, the interior floor plan can remain open, allowing for flexible arrangements for future tenants.

Overview of the Practice
Lord Foster runs one of the most celebrated architect offices in the world of the last century. Not only prolific, the architects practice has consistently pushed boundaries, especially in terms of materials and technology, but also of form and building envelope.
Norman was born in Manchester in 1935. Having moved to London, and worked in Team 4, he established Foster Associates in 1967. This continued the Hi-Tec (or High-Tech) style of Team 4 with influences from Archigram. Prefabrication and modular design were clear goals with a passion for good detailing.
One of Norman Foster’s key early works was the Willis Faber Dumas building (1974) in southern England. It eschewed traditional wet trades for the facade and compartmentalised space within. This design, along with the Sainsbury Centre for Visual Arts at UEA and the former Renault Distribution Centre, celebrated technology and notions of flexibility in architecture.
Related architects at this time (early 1980s) included Nicholas Grimshaw, Richard Rogers and Michael Hopkins. In fact, this reaction to the doctrines of Modern architects Corb and Mies can be traced back to the late 1960s, for example Norman Foster’s Reliance Controls Electronics Factory (1967).
During the Postmodern years the Foster + Partners style became a little more colourful but never strayed from technological rigour. In the 21st century – with new computer technology – forms have become more flowing, for example Beijing airport and the Swiss Re Building.
Over the years a stunning array of buildings and bridges has emerged from the Foster + Partners architects office. We selected the key designs by the practice, in chronological order below.
Major Buildings by Foster + Partners
Willis Faber & Dumas Headquarters, Ipswich, England (1974) Sainsbury Centre, Norwich, England (1977) Renault Distribution Centre, Swindon, England (1982) Hong Kong & Shanghai Bank, Hong Kong (1986) Stansted Airport Building, England (1991) Carré d’Art, Nîmes, France (1993) Chek Lap Kok Airport, Hong Kong (1998) Reichstag Building, Berlin, Germany (1999) British Museum Great Court, London, England (2001) 30 St Mary Axe – aka Swiss Re Building, London, England (2004) Millau Viaduct, France (2004)
Comments on the selection welcome. These Foster + Partners designs aren’t selected simply due to their fame – we’ve excluded London City Hall and the Millennium Bridge for example – but because each design signified a strong creative achievement.

Hindustan Unilever scores a victory in water wars with Tata
It appears that Hindustan Unilever had a great start to the New Year after the Indian Patent Office, on January 2nd 2020, rejected a patent application filed by the Tata group relating to water purifying technology. The patent application numbered 1572/MUM/2008 and titled “A Water Purifier” was jointly filed by TATA CHEMICALS LTD. and TATA CONSULTANCY SERVICES LTD. in 2008 and was opposed by HUL way back in 2011. After hearing both the parties in the matter, the Controller in his decision of 2nd January held that the Claims laid down in the specification lacked inventive step and the invention was obvious to a person skilled in the art.
In 2012, Tata Chemicals was successful at the Intellectual Property Appellate Board (IPAB) in revoking one of HUL’s patents related to water purifiers and purification technology.

European Commission publishes report on Protection and Enforcement of IPR in third countries
As a part of the efforts of the European Commission to strengthen the protection and enforcement of IPR in third countries, the European Commission has published a Report on Protection and Enforcement of IPR in third countries. The Report, which is published biennially, was published on 8th January 2020, this year. The objective of the Report is to essentially identify third countries in which the state of IPR protection and enforcement is expected to generate a high level of economic harm to EU interests. The Report also consists of an updated list of “priority countries” that have been recognized as a cause of concern. According to the latest Report, the list of priority countries are as follows –
Priority 1: China Priority 2: India, Indonesia, Russia, Turkey and Ukraine Priority 3: Argentina, Brazil, Ecuador, Malaysia, Nigeria, Saudi Arabia and Thailand
While China continues to maintain its position as Priority 1 country, Nigeria and Saudi Arabia are this year’s new entrants as Priority 3 countries. Additionally, the Report places India as a Priority 2 country due to systematic problems in the area of IP protection and enforcement. The Report also says that Priority 2 Countries have made no progress or only limited progress in addressing issues especially relating to enforcement when compared to the previous report.

Exclusive — Fake News Industry: How McClatchy Uses False Stories to Attract Investment amid Financial Woes
It pays to lie.
McClatchy, the newspaper chain and media conglomerate, has been caught deliberately printing easy-to-prove-false fake news regarding a key GOP congressman at the center of the hoax investigations Democrats are using to target President Donald Trump, then turning around and using said false reports to financially boost the company amid serious concerns about the company’s falling stock price.
McClatchy has seen a significant drop in stock price over the past several years, especially this year.  According to investment analyst service Morning Star, it is down to $2.78 per share at the close of business on Wednesday afternoon. McClatchy’s stock opened the year in the mid-$7 per share range but has slowly but surely slid down now near its all-time-low—it was trading at a slightly lower-per-share amount back in May than it is now.
Poynter wrote in a 2018 piece about the newspaper company’s woes:
For more than a decade, the McClatchy family has resolutely kept the newspaper company bearing its name afloat and independent despite a crushing debt load.
The tough financial hand McClatchy’s board and executives have been dealt is getting even tougher with a terrible year for the industry unfolding and another expected in 2019.
McClatchy stock has lost almost all its value to investors. Its market capitalization (the number of shares multiplied by share price) sits at $69 million, lowest of the seven public newspaper companies.
At the same time, refinancing of the company’s $794 million debt earlier this year consolidated more lending control in the hands of a longtime creditor, the private Chatham Asset Management hedge fund.
It’s only gotten worse for McClatchy since that piece a little over a year ago in Poynter. McClatchy’s financial outlook is now so bad that the company received a warning in September of this year from the New York Stock Exchange (NYSE) that it will be delisted if it does not get its act together financially, with the NYSE giving McClatchy 18 months to come into compliance with its standards, otherwise it will lose its listing.
As the company races to raise revenues to save its 29 daily newspapers in 14 states, including perhaps most notably the Fresno Bee in California, the company has shifted business strategy to incorporating nonprofit and foundation funding of issues-based coverage into its model. A Digiday report noted that despite an increase in digital subscribers in the last quarter, McClatchy reported astonishing losses of $17.5 million in one quarter—against revenues of just $178.7 million.
Lauren Gustus, a McClatchy editor in the western part of the United States intricately involved in the process, describes the effort the Fresno Bee is at the center—in quotes to Digiday as designed to create financial sustainability for McClatchy amid the company’s hard times.
“It’s no secret that most legacy news organizations have been challenged,” Gustus said. “If fact-based journalism is in peril, which I believe it is, we have to think pretty radically about how we serve our communities.”
“This is meant to be a bridge to sustainability and not necessarily the establishment of a nonprofit news operation,” Gustus added in a later quote.
This is where things get interesting. In a separate interview with Nieman Labs, a Harvard-connected media blog, Gustus says that the Fresno Bee’s coverage of Rep. Devin Nunes (R-CA)—the ranking member of the House Permanent Select Committee on Intelligence (HPSCI)—has driven interest to this gambit that Gustus has described as one designed to financially save McClatchy as a company. She also says that the newspaper’s recent coverage of Nunes “reframes our relationship with the community.”
“There are many people who read about The Fresno Bee’s coverage of Devin Nunes and wanted to help,” Gustus said in the Nieman Labs interview. “Previously we didn’t have an outlet for those people. Now we do. That’s big — it reframes our relationship with the community.”
According to that Nieman Labs report published on Oct. 1 where Gustus is quoted saying that the Fresno Bee’s coverage of Nunes has driven investment into the newspaper chain’s new financial initiatives, the newspaper has already raised $246,000 of its $600,000 goal to get the pilot program off the ground. “The Bee has already raised $246,000, from the Central Valley Community Foundation, Fresno State, the California Endowment, and various wealthy Fresno folks,” Nieman Labs wrote.
Nunes has had a longstanding battle with the Fresno Bee—he is actively suing the newspaper—something somewhat abnormal for a congressman and his local newspaper. Members of Congress tend to have at least somewhat chummy relationships with the local press, but the Fresno Bee has decided to spend most of its energy attacking Nunes—and has, through the parent company McClatchy, dispatched the organization’s congressional correspondent Kate Irby to write an extraordinary amount of pieces about him.
Irby has written, since Aug. 1, a total of 35 articles. Seventeen of them, nearly half of the work she has done in the past couple months, have been about Nunes.
One piece she printed in the wake of the first HPSCI hearing after the Democrats in Washington officially opened their “impeachment inquiry” of Trump was about Nunes’s opening statement in that hearing, when Nunes ribbed the committee’s chairman Rep. Adam Schiff (D-CA) for having been pranked by Russian shock jocks pretending to be a Ukrainian government official with dirt—specifically nude photos—of President Trump.
“And of course, Democrats on this very committee negotiated with people who they thought were Ukrainians in order to obtain nude pictures of Trump,” Nunes said in his opening statement, referencing the widely-reported incident where Schiff was pranked by Russians pretending to be Ukrainians with nude pictures of Trump.
The recording of the phone call where Schiff was pranked was so widely-reported when it first was reported in 2018, and again this year after Nunes brought this up at the hearing—President Trump even tweeted about it after the hearing—that is obvious to what and to whom Nunes was referring. After The Atlantic broke the story on it, it has been covered by, of course, Breitbart News, but also RealClearPolitics, Roll Call, the Daily Mail, the Washington Examiner, the New York Post, International Business Times, the Daily Wire, Town Hall, Fox News, PJ Media, Rush Limbaugh, IJR, The Week, the Washington Post, the Washington Times, among countless other media outlets.
In other words, this is an easy one given how widely covered Schiff’s call was: McClatchy could have easily figured this out, and should have. But the headline of Irby’s story implied this was some kind of new, explosive charge: “Devin Nunes says House Democrats are seeking ‘nude pictures of Trump.’”
But in her piece, Irby suggests this was some kind of mystery, writing that Nunes “did not identify who he believes attempted to obtain nude photos of the president.”
She even suggested later in her copy that it came, somehow, from the infamous “Steele Dossier.”
Irby wrote:
Nunes’ allegation that Democrats sought nude photos of Trump is likely related to claims contained in the so-called dossier compiled by former British spy Christopher Steele as opposition research against Trump for the 2016 presidential election.
Irby’s inaccurate story is not the only one the Fresno Bee ran making these false claims against Nunes. The newspaper actually ran an unsigned editorial by its “McClatchy California Opinion Editors” that furthers the false smear against the congressman.
In it, McClatchy’s editors again falsely state about Nunes: “He alleged, without evidence, that Democrats on the House Intelligence Committee had sought nude photos of Trump.”
Of course, the ample evidence of Schiff’s phone call in the public sphere—a recording of it is available for the listening of the newspaper’s staff if they so chose to attempt to accurately report on this, and anyone else in the world who wants to listen to it—is somehow not enough for the Fresno Bee.
What’s more, the newspaper’s unsigned editorial also falsely includes Rep. Tom McClintock (R-CA)—another GOP congressman from California—in its attacks on Nunes, falsely claiming that McClintock was a member of the House Intelligence Committee. McClintock is not on the House Intelligence Committee. But that did not stop the Fresno Bee from inaccurately claiming he does sit on the committee and was at the hearing with Director of National Intelligence (DNI) Joseph Maguire.
“During a House hearing into the whistle-blower complaint against President Donald Trump, Rep. Tom McClintock and Rep. Devin Nunes displayed a stunning lack of honesty, and a non-existent grasp of reality, in their attempts to protect Trump from his self-inflicted Ukraine scandal,” the Fresno Bee’s unsigned editorial reads.
A quick check of the HPSCI membership list available on the congressional committee’s website would have confirmed that McClintock is not a member of the House Intelligence Committee.
Confronted with these clear inaccuracies and the above proof and evidence that the statements the Fresno Bee ran were inaccurate—the one in Irby’s piece and in the unsigned editorial about Nunes’ opening statement, and the one in the unsigned editorial about McClintock somehow serving on the House Intelligence Committee and attending the Maguire hearing when he is not and did not—McClatchy told Breitbart News it has decided not to correct the fake news it printed.
“McClatchy stands behind the accuracy of The Fresno Bee’s reporting on Representative Devin Nunes,” the statement from McClatchy spokeswoman Jeanne Segal reads. “Holding those in power to account is the role of a free press and a cornerstone of our democracy. We are dedicated to bringing unparalleled local journalism to our communities backed up by irrefutable facts, as we have for more than 160 years. We will continue to report the facts and tell the stories that are essential to our readers and our communities.”
Segal did not answer detailed questions about the editorial processes, including which company officials at McClatchy were involved in printing the inaccuracies.
Segal also refused to answer any questions regarding the company’s financial picture, or provide any details about how the Fresno Bee’s coverage of Nunes has factored into the company’s future financial planning as Gustus admitted to in the Nieman Labs interview.
She did, however, provide the company’s already public press release about the NYSE threatening to delist McClatchy because it has fallen out of compliance the stock exchange’s standards.
The Sept. 13 press release includes a company announcement that back on Sept. 9, McClatchy “received a notice from NYSE American LLC” that revealed “that the Company is not currently in compliance with certain listing standards, and as noted below, has approximately 18 months to become compliant under a plan that is subject to approval by NYSE American.”
McClatchy noted:
McClatchy is below compliance with Sections 1003(a)(i) and 1003(a)(ii) of the NYSE American continued listing standards since it reported stockholders’ deficit of $372.5 million as of June 30, 2019 and net losses in each of the four most recent fiscal years ended December 30, 2018.
However, NYSE American will not normally consider suspending dealings in, or removing from the list, the securities of an issuer which is below the continued listing standards set forth in Sections 1003(a)(i)-(iii) if the issuer meets certain other criteria, including, among others, total assets and revenues of $50 million in the last fiscal year or in two of the last three fiscal years, and a market value of publicly held shares (as defined by NYSE American) of at least $15 million.
The release said McClatchy intends to submit a plan to the NYSE by Wednesday of this week—the plan should have been submitted by the time of the publication of this article—“advising how the Company plans to regain compliance with the continued listing standards by March 9, 2021.”
“If NYSE American does not accept the plan or the Company is not in compliance with the continued listing standards as of March 9, 2021, or does not make progress consistent with the plan, NYSE American may initiate delisting procedures,” McClatchy noted.
If the NYSE removes McClatchy’s listing, it would be another significant financial blow to the once-great newspaper company. That gets back to the broader question as to whether the McClatchy family—which still has control over the news organization—will have to sell the company, as the Graham family had to sell the Washington Post to Amazon founder Jeff Bezos. The Poynter article from September 2018 explores this question.
Poynter wrote:
The McClatchy family got into the newspaper business with The Bee of Sacramento in 1857. The family maintains control of the company because it has two classes of stock; their B shares would override what public A shareholders might want should there be a conflict. Four family members sit on the board, otherwise largely made up of tech executives.
This is the same arrangement that gives the Sulzberger family control of The New York Times Co. Their hold on the 150-year-old Times was tested in the sharp 2008-2009 downturn and required a high-interest loan and investment from Mexican billionaire Carlos Slim Helu to get through.
Lately, with robust digital subscription growth and a stream of new products, the Times is back on a healthy financial track. Conversely, I and other analysts thought that the Graham family had a forever commitment to keeping The Washington Post. But five years ago, CEO Don Graham and his niece, publisher Katharine Weymouth, decided they did not have a strong strategy or the capital to finance a next wave of growth. So they sold to Jeff Bezos. If the McClatchys can’t outrun the math, that day could come for them, too.
Interestingly, as Breitbart News was asking McClatchy about this past round of fake news regarding Nunes from the Maguire hearing, the Fresno Bee went and ran another column on Wednesday which contains more blatant inaccuracies about Nunes. The column, from Marek Warszawski, falsely claims that at a July HPSCI hearing with Special Counsel Robert Mueller testifying Nunes attempted to change the subject to the Uranium One scandal with failed 2016 Democrat presidential nominee Hillary Rodham Clinton.
Warszawski wrote, misspelling Mueller’s name:
Remember the Robert Muller hearing, called by congressional leaders in July to try and get to the bottom of whether Trump benefited from Russian interference in the 2016 election?” Warszawski wrote, misspelling Mueller’s name. “Well, our favorite congressman was having none of that. Instead, Nunes peddled an alternative theory: That it was the Obama administration, including Hillary Clinton and the Clinton Foundation, which conspired with Russia to give the Russians a stake in U.S. uranium production and make the Clintons filthy rich.
The problem with Warszawski’s claim is that as a hearing transcript and the text of Nunes’ opening statement would easily show, Nunes never brought up the Uranium One scandal during the July Mueller hearing before HPSCI.
In other words, McClatchy’s response to getting caught printing fake news in order to artificially inflate its revenues amid sliding stock prices is to just turn around and print more of the same fake news–while not correcting any of the mistakes it made.
Segal, unsurprisingly, has not replied to a follow-up request for comment on the Fresno Bee’s latest fake column from Warszawski.

LETTERS FROM AN AMERICAN
June 14, 2021
Heather Cox Richardson
Today, Senate Minority Leader Mitch McConnell (R-KY) told radio personality Hugh Hewitt that it is “highly unlikely” that he would permit President Biden to fill a vacancy on the Supreme Court if the Republicans win control of the Senate in 2022.
While it seems certain that, if returned to his leadership role in the Senate, McConnell would block any Biden nominee, the fact he said it right now suggests that he is hoping to keep evangelical voters firmly in the Republican camp. In 2016, after Justice Antonin Scalia died in February, McConnell refused even to hold hearings for President Obama’s nominee for the Supreme Court, Merrick Garland. McConnell’s justification for this unprecedented obstruction was that Obama’s March nomination was too close to an election—a rule he ignored four years later when he rushed through Amy Barrett’s appointment to the Court in late October when voting in the upcoming election was already underway—and yet the underlying reason for the 2016 delay was at least in part his recognition that hopes of pushing the Supreme Court to the right, especially on the issue of abortion, were likely to push evangelical voters to the polls.
McConnell’s stance was at least in part directed to the changing nature of the judiciary under President Biden. Last week, the Senate confirmed the first Muslim American federal judge in U.S. history, a truly astonishing first since Muslims have been part of the U.S. since the earliest days of African enslavement in the early 1600s. By a vote of 81 to 16, the Senate confirmed Zahid Quraishi, the son of Pakistani immigrants and veteran of two tours of duty in Iraq, to the U.S. District Court for the District of New Jersey.
More to the point, perhaps, for McConnell, is that the Senate today confirmed Judge Ketanji Brown Jackson to the U.S. Court of Appeals for the D.C. Circuit. Jackson takes the place of Merrick Garland, who is now the attorney general. This post is generally seen as a stepping stone to the Supreme Court. Biden has suggested he would appoint a Black woman to the Supreme Court, and Jackson is widely thought to be a top contender.
Aside from its implications for the Supreme Court, McConnell’s stand makes a mockery of Senator Joe Manchin’s (D-WV) insistence on bipartisan support for legislation that protects voting rights. Manchin is demanding that bills protecting voting win bipartisan support because he says he fears that increasing partisanship will injure our democracy. McConnell’s flaunting of his manipulation of Senate rules to cement Republican control of our courts leaves Manchin twisting in the wind.
States, too, are passing voter suppression legislation along strictly partisan lines. The Brennan Center for Justice keeps tabs on voting legislation. It writes that “Republicans introduced and drove virtually all of the bills that impose new voting restrictions, and the harshest new laws were passed with almost exclusively Republican votes and signed into law by Republican governors.”
The Republican domination of the government over the past four years is on the table today as Democratic lawmakers try to get to the bottom of who authorized the FBI under former president Trump to spy on reporters, Democratic lawmakers and their families and staff members, and on White House Counsel Don McGahn and his wife. CNN chief congressional reporter Manu Raju tweeted that Adam Schiff (D-NY) who chairs the House Intelligence Committee, says after speaking with Garland that he still doesn’t know who started the investigation. “We discussed the need to really do a full scale review of what went on in the last four years, and make sure that steps are taken to re-establish the independence of the department,” he said.
While Attorney General Merrick Garland has referred the issue to the inspector general of the Justice Department, the chair of the House Judiciary Committee, Jerry Nadler (D-NY), tonight announced the committee would open a formal investigation into the department’s secret seizure of data. “It is…possible that these cases are merely our first glimpse into a coordinated effort by the Trump Administration to target President Trump’s political opposition,” the committee members said in a statement. “If so, we must learn the full extent of this gross abuse of power, root out the individuals responsible, and hold those individuals accountable for their actions.”
In the midst of the uproar over the news that the Trump Department of Justice investigated Democratic lawmakers, the top national security official in the Justice Department, John Demers, a Trump appointee, has retired. Demers ran the department that had a say in each of the leak investigations.
Meanwhile, in Brussels, the North Atlantic Treaty Organization, organized as a military alliance after WWII, met today. The heads of state of the 30 participating countries issued a communique reaffirming “our unity, solidarity, and cohesion,” and reiterating that, in case of attack, each nation would come to the aid of another. The members reiterated their commitment to a rules-based international order.
While the statement said NATO members remained open to a periodic, focused, and meaningful dialogue,” it singled out Russia as a threat and called for it to withdraw its forces from Ukraine, Georgia, and the Republic of Moldova. It condemned Russia’s “illegal and illegitimate annexation of Crimea.” It warned that NATO countries would, in certain circumstances, recognize a cyberattack as “amounting to an armed attack” and would treat it as such, rising to each other’s defense.
The statement was less strident against China, noting its “growing influence and international policies can present challenges.”
NATO leaders vowed to stand against terrorism and to continue to support Afghanistan despite the U.S. withdrawal. They reiterated that they did not want Iran to develop a nuclear weapon. In a reflection of the new era, the signatories’ statement called for addressing climate change. It also affirmed “the critical importance of women’s full, equal, and meaningful participation in all aspects of peace and stability, as well as the disproportionate impact that conflict has on women and girls, including conflict-related sexual violence.”
Biden says he promises to prove "that democracy and that our Alliance can still prevail against the challenges of our time and deliver for the needs and the needs of our people." With this strong statement of NATO solidarity in hand, Biden will meet with Russian President Vladimir Putin on Wednesday.

Russia Working to Damage Biden's White House Bid, Spy Agencies Say
WASHINGTON—The U.S. intelligence community has assessed that Russia has undertaken a broad effort to damage Democratic Joe Biden’s bid for the presidency, while China prefers that President Trump not win re-election, a senior intelligence official said Friday.
Iran is also seeking to undermine U.S. democratic institutions and President Trump, and to divide the country ahead of the November contest, Bill Evanina, who runs the National Counterintelligence and Security Center, wrote in a brief public report.
The disclosure is the most detailed yet from U.S. intelligence agencies about foreign efforts to interfere in the 2020 election, after months of escalating but generally vague warnings about such activity. It represents the “most current, accurate, and objective election threat information” on behalf of the U.S. intelligence community that can be offered “in an unclassified setting at this time,” Mr. Evanina wrote.
Get news and analysis on politics, policy, national security and more, delivered right to your inbox
“Ahead of the 2020 U.S. elections, foreign states will continue to use covert and overt influence measures in their attempts to sway U.S. voters’ preferences and perspectives, shift U.S. policies, increase discord in the United States, and undermine the American people’s confidence in our democratic process,” Mr. Evanina wrote.
In his report, Mr. Evanina, a veteran intelligence and law-enforcement official who serves in the Office of the Director of National Intelligence, summarized activity that Russia, China and Iran were undertaking to influence the coming vote.
The report described Russia as the most active among the three in its attempts to influence public debate and perception about the campaign by harming Mr. Biden, saying Moscow views him as antagonistic to the Russian establishment.
“This is consistent with Moscow’s public criticism of him when he was vice president for his role in the Obama administration’s policies on Ukraine and its support for the anti-Putin opposition inside Russia,” Mr. Evanina wrote, referring to Russian President Vladimir Putin. “Some Kremlin-linked actors are also seeking to boost President Trump’s candidacy on social media and Russian television.”
Mr. Evanina’s statement mentioned by name Andriy Derkach, a Ukrainian lawmaker linked to Russian intelligence, saying he was trying to undermine Mr. Biden by publicizing leaked 2015 phone calls between him Petro Poroshenko, then the president of Ukraine.
Mr. Derkach has been a person of interest in a Republican investigation in the Senate into a Ukrainian energy company in which Mr. Biden’s son once served on the board. Democrats say the inquiry is a partisan hunt for damaging material about the Bidens and contend it has been tainted by Russian disinformation. Mr. Derkach didn’t immediately respond to a request for comment.
Russia interfered in the 2016 election to boost Mr. Trump’s campaign and harm Democratic nominee Hillary Clinton, according to U.S. intelligence agencies. That finding was corroborated by former special counsel Robert Mueller and a bipartisan report by the Senate Intelligence Committee. Russia has denied the attacks.
Mr. Trump has repeatedly played down or outright rejected the intelligence community’s views that Russia sought to help him four years ago. Speaking in New Jersey Friday evening after the intelligence bulletin was released, Mr. Trump said Moscow didn’t prefer his re-election.
Told by a reporter that U.S. intelligence agencies disagreed, Mr. Trump replied: “I don’t care what anybody says.”
The activity attributed to China appeared to largely concern public-facing activity rather than covert interference, as in Russia’s case. Beijing views President Trump as unpredictable and has been “expanding its influence efforts” ahead of the election to shape the US. policy environment and deflect criticism of China, Mr. Evanina wrote.
“Although China will continue to weigh the risks and benefits of aggressive action, its public rhetoric over the past few months has grown increasingly critical of the current administration’s Covid-19 response, closure of China’s Houston consulate, and actions on other issues,” he wrote.
Mr. Evanina wrote that Iran “seeks to undermine U.S. democratic institutions, President Trump, and to divide the country,” through an online influence campaign that includes disinformation on social media and anti-U.S. content.
“Tehran’s motivation to conduct such activities is, in part, driven by a perception that President Trump’s re-election would result in a continuation of U.S. pressure on Iran in an effort to foment regime change,” Mr. Evanina wrote.
In a statement, John Ullyot, a spokesman for the White House National Security Council, said President Trump wouldn’t tolerate foreign interference in the election, pointing to steps taken two years ago to ease bureaucratic restrictions on the military to use disruptive cyber weapons against adversaries.
The Trump administration, Mr. Ullyot said, “stands ready to respond to foreign threats with consequences that leverage the full spectrum of instruments of national power.”
Tony Blinken, a foreign-policy adviser to the Biden campaign, said in a statement that Mr. Biden has vowed to refuse any foreign materials intended to help him in the election and criticized Mr. Trump and his campaign for not making a similar commitment.
Some Democrats in Congress have said intelligence agencies were withholding vital information about continuing attempts to interfere in the election, and have called for the public release of more detailed information. Mr. Evanina has been leading briefings to Congress on election security threats.
In a joint statement, Sens. Marco Rubio (R., Fla.) and Mark Warner (D., Va.), the leaders of the Senate Intelligence Committee, praised Mr. Evanina for sharing the information publicly and urged vigilance against potential interference plots.
“Everyone—from the voting public, local officials, and members of Congress—needs to be aware of these threats,” the senators said. “And all of us should endeavor to prevent outside actors from being able to interfere in our elections, influence our politics, and undermine confidence in our democratic institutions.”
Democratic Speaker of the House Nancy Pelosi and Rep. Adam Schiff (D., Calif.), the chairman of the House Intelligence Committee, said Friday’s disclosure provided a “false sense of equivalence” that plays down the Russian threat by lumping it together with China and Iran.
“Unfortunately, today’s statement still treats three actors of differing intent and capability as equal threats to our democratic elections,” Mrs. Pelosi and Mr. Schiff said.

When the government’s wildly popular program to cover small businesses’ overhead costs during the coronavirus pandemic came back online on Monday, thousands of Main Street businesses were lined up for the 10:30 a.m. starting pistol.
By 1 p.m. on Tuesday, banks had shoveled $52 billion dollars in federally backed small business loans out the door. By the close of business on Wednesday, more than $90 billion had been doled out. Struggling companies’ intense need for capital has had bankers across the country working around the clock to process loan applicants’ paperwork — and fighting government servers that keep crashing under the demand.
The small-business program, branded the Paycheck Protection Program (PPP), is one of the biggest cash injections to the U.S. economy in history. The program’s first $349 billion in funding ran out in 14 days, and the second tranche of $310 billion, approved last week, is on track to do the same. The money is being loaned out by 5,300 separate banks without much direction from Washington other than to get the cash moving.
And yet as of today, the taxpayers footing the historic tab have no way of knowing who is getting the cash. Though some large firms that were recipients have been identified by their Securities and Exchange Commission filings — and shamed or bullied into giving back their loan money — the government body overseeing the enormous fund has yet to release any comprehensive list of beneficiaries. Though now-dated information is available on what sectors and states were the program’s biggest winners during the first funding round, it may be months before any complete public accounting takes place for who got what cash and to what end.
“We are missing a critical moment. All this money is going out the door,” says Liz Hempowicz, the director of public policy at the Project on Government Oversight, a nonpartisan watchdog group. “It’s a really live question what oversight is being done at this moment.”
Keep up to date on the growing threat to global health by signing up for our daily coronavirus newsletter.
The Paycheck Protection Program offers eligible businesses with fewer than 500 employees, non-profits and self-employed individuals loans from private lenders that will be forgiven if the firms keep their payrolls steady. In other words, companies can carry unneeded workers for free, a measure aimed at stopping the spiraling unemployment numbers of 26 million and counting.
The loans that went out under the program’s first pot of money came under fire for excluding smaller banks and minority communities. When Congress restocked the fund last week, those concerns yielded carve-outs to help smaller banks participate and offset potential favoritism of banks toward bigger, better-resourced customers. On Wednesday, the program also announced that only banks with assets of less than $1 billion could submit after-hours paperwork between 4 p.m. and midnight, giving smaller banks another advantage and the computer servers a break.
But without any real-time visibility into who is getting the funding, it is impossible to know whether the second tranche of money is avoiding the pitfalls of the first. Immediate disclosures of how the money is being spent was not part of either deal Congress struck for the first or second round of spending. The government, after all, had plenty on its plate and there were legitimate worries that rapid disclosure could put thumbs on the scale of competition. Some borrowers have been identified through SEC filings, but the mom-and-pop shops that were envisioned to be the core beneficiaries of the program aren’t regulated there.
“We know they have to make it public at some point. But they have not made it easy so far,” says Jordan Libowitz, the communications director for Citizens for Responsibility and Ethics in Washington, a progressive watchdog group.
For now, the most recent public accounting of the program, posted on the Treasury Department’s website, tracks money through April 16. It breaks down the dispersed loans by state and sector, but it does not identify loan recipients, and it only identifies the biggest lenders under the program by a number. (For instance, an unnamed Lender One had an average loan amount of $515,000.) The Small Business Administration (SBA), the federal agency that’s on the hook for reimbursing the banks, offers a little more information about the size of the banks that are lending from the latest funds, but not who’s getting it.
Ultimately, the best source of solid information about the spending is likely to be the Pandemic Response Accountability Committee, a panel established in the broader law that set up the Paycheck Protection Program. After President Donald Trump sidelined the panel’s first leader in a bureaucratic swing, it has an interim chairman, the top watchdog at the Justice Department, and this week hired a top staffer to get work started. Anyone receiving help under any part the relief packages has to report back quarterly to the pandemic panel details about the money and what it’s being used for. The panel in turn will have 30 days to post that online for public review. But the quarter doesn’t end until June 30. The soonest disclosures could happen might be late July or early August for some of the first businesses to access the small business aid.
Congress also created the Office of the Special Inspector General at the Department of Treasury, a new watchdog dedicated to tracking where the pandemic dollars are going. The post, however, requires a Senate confirmation. Trump has selected White House lawyer Brian D. Miller, a former federal prosecutor and previous inspector general. But he faces a tough crowd in the Senate; last year, Miller told the independent Government Accountability Office (GAO) that the White House was done cooperating with its investigation into the withholding of security aid to Ukraine — the event that is central to Trump’s impeachment and acquittal earlier this year.
If Miller wins confirmation, he will have to build his office from scratch. Congress did not include any emergency language for the new watchdog to oversee a separate $500 billion fund that help businesses that fall outside the SBA loan program. That means Miller or anyone else running the office will face routine bureaucratic hurtles for hiring staff. Miller won’t be able to simply bring his inner-circle with him and the positions will have to be posted widely.
The prolonged process will inevitably mean missed opportunities for lawmakers and policy wonks to tinker with the programs as they figure out the most beneficial and effective way to pump more money in the beleaguered economy. Right now, Congress is considering another relief package, but hasn’t yet seen what the first two pots of small business cash has yielded.
“The bottom line is that this pandemic is going to be with us for a very long time,” says Austin Evers, the founder of American Oversight, a liberal group that has peppered the Trump Administration with requests and litigation for public records. “It’s unlikely this is the only financial support that businesses and individuals are going to be receiving. If we can’t see the data for how the first tranche has been spent, we don’t have the tools we need in the future.”
Some in Washington are ready to start cutting checks directly to local relief funds and pull back from the lenders. Sen. Cory Booker, D-N.J., and Sen. Steve Daines, R-Montana, have worked with Rep. Dan Kildee, D-Mich., on a $50 billion proposal that would give to local pools of money, with the goal of helping small businesses with fewer than 20 employees and those with 50 employees of less in poor neighborhoods.
“Oversight makes programs work better,” says Kildee. “These administrations and these banks will achieve their goals more effectively when they know someone is watching and measuring. If no one’s watching and measuring, things get sloppy.”
Others take a longer view. Former GAO assistant director John Kamensky notes that Congress has already set aside $280 million in oversight for the pandemic response so far and boosted the GAO budget by $20 million, in addition to creating the Treasury’s Special Inspector General position and the Pandemic Response Accountability Committee. On top of that, there’s talk of a 9/11 Commission-style panel, House Democrats’ own inquiry and the already robust oversight operations on the Hill.
“Transparency is going to be there, I think,” says Kamensky, who spent eight years advising former Vice President Al Gore’s Reinventing Government initiative and now is a senior fellow at the IBM Center for the Business of Government. “It’s a matter of getting it timely and getting it clean.”
