Germany legalised recreational use of cannabis
Under the first step in Germany’s controversial new law, adults over the age of 18 are now allowed to possess 25 grams of dried cannabis and grow up to three marijuana plants at home, France 24 reports.
The changes leave Germany with some of the most liberal cannabis laws in Europe, along with Malta and Luxembourg, which will legalise recreational use in 2021 and 2023 respectively.
The Netherlands, known for its permissive attitude towards the drug, has taken a stricter approach to combating cannabis tourism in recent years.
The law’s entry into force was welcomed by hundreds of people at Berlin’s famous Brandenbrug gate, many of them smoking joints, which one participant, a very happy 25-year-old Niyazi, described as “a little extra freedom”.
The next step in legal reform is that from 1 July, pot can be legally purchased in the country through “cannabis clubs”. These regulated associations will have up to 500 members each and will be able to distribute up to 50 grams of cannabis per person per month.

1. Belgium approves four-day week and gives employees the right to ignore their bosses after work

Workers in Belgium will soon be able to choose a four-day week under a series of labour market reforms announced on Tuesday.
The reform package agreed by the country's multi-party coalition government will also give workers the right to turn off work devices and ignore work-related messages after hours without fear of reprisal.
"We have experienced two difficult years. With this agreement, we set a beacon for an economy that is more innovative, sustainable and digital. The aim is to be able to make people and businesses stronger," Belgian prime minister Alexander de Croo told a press conference announcing the reform package.
2. Spain makes it a crime for pro-lifers to harass people outside abortion clinics

Spain has criminalized the harassment or intimidation of women going for an abortion under new legislation approved on Wednesday by the Senate. The move, which involved changes to the penal code, means anti-abortion activists who try to convince women not to terminate their pregnancies could face up to a year behind bars.
3. House passes bill to federally decriminalize marijuana

The House has voted with a slim bipartisan majority to federally decriminalize marijuana. The vote was 220 to 204.
The bill, sponsored by Democratic Rep. Jerry Nadler of New York, will prevent federal agencies from denying federal workers security clearances for cannabis use, and will allow the Veterans’ Administration to recommend medical marijuana to veterans living with posttraumatic stress disorder.
The bill also expunges the record of people convicted of non-violent cannabis offenses, which House Majority Leader Steny Hoyer said, “can haunt people of color and impact the trajectory of their lives and career indefinitely.”
4. France makes birth control free for all women under 25

The scheme, which could benefit three million women, covers the pill, IUDs, contraceptive patches and other methods composed of steroid hormones.
Contraception for minors was already free in France. Several European countries, including Belgium, Germany, the Netherlands and Norway, make contraception free for teens.
5. The 1st fully hydrogen-powered passenger train service is now running in Germany. The only emissions are steam & condensed water.

Five of the trains started running in August. Another nine will be added in the coming months to replace 15 diesel trains on the regional route. Alstom says the Coradia iLint has a range of 1,000 kilometers, meaning that it can run all day on the line using a single tank of hydrogen. A hydrogen filling station has been set up on the route between Cuxhaven, Bremerhaven, Bremervörde and Buxtehude.
6. Princeton will cover all tuition costs for most families making under $100,000 a year, after getting rid of student loans

In September, the New Jersey Ivy League school announced it would be expanding its financial aid program to offer free tuition, including room and board, for most families whose annual income is under $100,000 a year. Previously, the same benefit was offered to families making under $65,000 a year. This new income limit will take effect for all undergraduates starting in the fall of 2023.
Princeton was also the first school in the US to eliminate student loans from its financial aid packages.
7. Humpback whales no longer listed as endangered after major recovery

Humpback whales will be removed from Australia's threatened-species list, after the government's independent scientific panel on threatened species deemed the mammals had made a major recovery. Humpback whales will no longer be considered an endangered or vulnerable species.
Climate change and fishing still pose threats to their long-term health.

A disorienting and blinding fog connected to a store's alarm is a relatively new security measure to stop would-be thieves as organized retail crime spirals out of control.
The technology, which was created by DensityUSA, is already in use in several countries in the European Union and Australia but is becoming more prevalent in the U.S., said Mike Egel, president of DensityUSA.
Stores lost an estimated $86.6 billion to retail theft in 2022, and projections indicate that amount may reach $115 billion in 2025, according to Capital One Shopping Research.
"I think the COVID-19 pandemic tore the social and economic fabric of America," Egel told Fox News Digital. "Pre-pandemic, crime was on the decline. But when the nation shut down and the economy stepped backwards, common sense went to an all-time low. And sadly, crime rose and continues to grow."
Businesses have been forced to hide products behind registers or lock them up in glass cases to protect their inventory.
That hasn't stopped orchestrated smash-and-grab robberies in which thieves execute intricate plots to grab as many items as possible and leave before witnesses get a good look or police respond.

Egel said there was one instance in the United Kingdom where a truck took out the entire front of a jewelry store, but the fog covered the 900-square-foot space in less than five seconds.
"Once it's activated, the DensityUSA system creates a dense fog with near-zero visibility conditions in just seconds," Egel said. "The fog is designed to be dense and disorientating to deter an intruder from following through with their intentions."
In the case of the U.K. jewelry store, the thieves came away empty-handed, he said: "Thieves can’t steal what they can’t see."
The company is based in St. Louis, but the European Union was the first to approve the fog machine as a crime deterrent.
After seeing its success, Egel said he and his business partner, Scott Bader, introduced their security measure to the United States, which is used in stores in a handful of states.
"After seeing the rise in crime across the United States and billions of dollars lost to intrusions, including burglaries, riots and looting, we partnered with our colleagues in the European Union to bring Density Global to the U.S. as DensityUSA," Egel said.
"The system can be used in all retail settings, from clothing stores and pharmacies to cannabis stores, from convenience stores to gun shops."
A 2022 report from the Retail Security Survey found $94.5 billion in losses in 2021 because of shrink – losses coming from causes other than sales – which includes shoplifting and damaged products.
That's up from $90.8 billion in 2020.
"The study found that, similar to the last five years, the average shrink rate in 2021 was 1.4%," according to the study.
Organized retail crime, which increased on average by 26.5% in 2021, is the driving force, the study says.
Retailers, on average, saw a 26.5% increase in organized retail crime (ORC).
"Eight in 10 retailers surveyed report that the violence and aggression associated with ORC incidents increased in the past year," the 2022 Retail Security Survey says.
"The current climate of active assailants and gun violence add to retailers' concerns about being able to keep employees and customers safe."

The first European expedition to Vermont took place in 1609, although the French did not settle until fifty years later. The Treaty of Paris gave the British control over Vermont and other French territories.
In 1977, the Vermont Republic was established, initially under the name of Republic of New Connecticut. The Constitution of Vermont was drafted that same year and was the first constitution in North America to ban adult slavery. The republic was admitted into the United States in 1791.

In the 21st century, Vermont has been defined by its progressivism, becoming the first state to legalize same-sex marriage and recreational cannabis. The Second Vermont Republic movement was established to return Vermont’s status as an independent state.

Germany's health minister on Wednesday unveiled plans to decriminalise the possession of up to 30 grammes of cannabis and allow the sale of the substance to adults for recreational purposes in a controlled market.
A question mark remains over whether the plan approved by the Cabinet will go ahead because the government first wants to be sure that it is compatible with European Union law. 
Health Minister Karl Lauterbach said it will only go ahead with legislation if that is the case.
The plan calls for the sale of cannabis to adults at licensed outlets, and the aim is to combat organised crime and the black market, Lauterbach said. He added that the government intends to regulate the market tightly.
Under the proposed legislation, growing cannabis at home would be allowed to a limited extent (up to three plants) and sales will be possible in licensed stores and potentially in pharmacies. The sale of medical cannabis has been allowed in German pharmacies since 2016.
The use of cannabis would only be allowed for adults, while it remains legally prohibited for anyone under the age of 18.
According to Lauterbach, four million people in Germany used cannabis last year and a quarter of all 18- to 24-year-olds in the country have used it.
Advertising to promote the consumption of cannabis won't be allowed.
Liberalising cannabis laws
Legalising controlled sales of cannabis is one of a series of reforms outlined in last year's coalition deal between the three socially liberal parties that make up Chancellor Olaf Scholz’s government.
They said the plan would ensure quality control while also protecting young people, and agreed that the "social effects" of the new legislation would be examined after four years.
The reform, which Lauterbach said will likely not take effect before 2024 if in line with EU laws, would make Germany one of the most liberal countries in Europe in terms of legislation around cannabis.
"This would be, on the one hand, the most liberal cannabis liberalisation in Europe, and, on the other hand, it would also be the most tightly regulated market," said Lauterbach, adding that the reform could be "a model" for Europe.
The government will not set a price, said Lauterbach, but will aim at setting quality requirements.
Among other liberalising plans, the government has removed from Germany’s criminal code a ban on doctors "advertising" abortion services. 
The government also wants to scrap 40-year-old legislation that requires transsexual people to get a psychological assessment and a court decision before officially changing gender, a process that often involves intimate questions. It is due to be replaced with a new "self-determination law".

Thailand has over 12,000 licensed dispensaries, not including untold numbers of unlicensed vendors. California, which had nearly 3,000 unlicensed dispensaries at the start of its adult-use cannabis market and thousands in New York City within months of decriminalization, comparably pales to Thailand’s growth.
It is difficult to compare the dominance of unlicensed dispensaries in such Western markets to Thailand’s mostly licensed legal infrastructure. Potentially, this system is about to be shaken up with rumors of a strict medical market incoming. However, once you set foot in Thailand, it is almost impossible to imagine American or European-style medical or recreational models finding success, for that matter. Why? Because cannabis is everywhere!

Germany passes law partially legalising cannabis use
The German parliament has approved the partial legalisation of cannabis for personal use, giving the country some of the most liberal laws on the substance in Europe.
From 1 April, Germany will decriminalise the possession and cultivation of cannabis at home. Adults over the age of 18 will be allowed to possess 25 grams of cannabis and grow up to three plants at home. From 1 July, non-profit “cannabis clubs” will be able to supply up to 500 members with a maximum of 50 grams per month per member. Health Minister Karl Lauterbach wrote on X after the decision:
“The fight was worth it. Please use the new option responsibly. Hopefully this is the beginning of the end for the black market today.”

Speaking of humanity...Germany partially legalised weed. So for Germans over 18 they can now possess up to 25g of cannabis in public, grow up to three plants, per household. From the 1st of July, growers associations or "social clubs" can be established with up to 500 members - meaning this drug use could change the culture of this country. Alongside the fact that trad-wives have become popular talking points, or just stay at home girlfriends (in the US but I'm sure you can find British examples), they've become points of ire in this 3rd (really 2nd wave feminism) world. Possibly because of the past 15 years and the rise of the far right across the world, bringing conservative values and also social media now being able to see not only what people you follow think about what but also people, who the algorithm think have something interesting to say, think.

Female masculinity or just masc sexuality in women is now I feel, coming more and more into the mainstream view where 20 or 30 years ago a film like Drive Away Dolls would have been seen as snuff or something but is now respected because it's directed by one of the Coen brothers. This is the opposite side of the spectrum where the masculinity isn't cosplay - it's real life.

I think that the internet has made people (especially on X, and in Britain) *way* more reactionary than before. There's such a lack of compassion, a sense of isolation and not a want to understand or see things from another point of view. This and when the Queen died I wrote about growing nationalism. It's a very narrow path to walk down if you want to make culture. Or if you just want to experience something....I think we're in for another 5 brain melting years but unfortunately "escapism" is possible.

The European Medicines Agency (EMA) said on Tuesday that it was "very concerned" with Amsterdam's plans to open an "erotic center" near its headquarters.
The center is to include about 100 "work spaces" for sex workers, as well as bars and entertainment.
The agency is tasked with reviewing approvals for vaccines and new medicines, among other things.
Why is this happening?
The capital of the Netherlands has been considering relocating brothels out of its historic red-light district for years as it seeks to curb the effects of mass tourism on residents. Prostitution has been legal in the country since 2000.
The EMA building is near a number of major hotels and the city's financial district.
Also in February, Amsterdam's city council announced a plan to ban the smoking of cannabis in the red-light district in a bid to tackle mass tourism.
What did the EMA say about the plan?
In February, Amsterdam announced three possible locations for the shift, including two near the new EMA building.
A decision is to be made in autumn.
The agency said it was "very concerned" about the plan to move the center.
"The change of the location of the Red Light District is motivated by concerns of nuisance, drug-dealing, drunkenness and disorderly behavior," the EMA said.
"Locating the Erotic Center in close proximity to EMA's building is likely to bring the same negative impacts to the adjacent area," it said, adding that it was concerned about the safety of staff and visitors.
The EMA moved its headquarters from London to Amsterdam in 2019 following the United Kingdom's withdrawal from the European Union.
The agency noted that it had an agreement with the Dutch government on guaranteeing "security and tranquility" at its offices. It said it would fight the plan "at the highest appropriate political and diplomatic level" alongside the European Commission.

Earlier this month, a court in Moscow sentenced Brittney Griner to nine years in prison for bringing cannabis oil into Russia in February 2022. If forced to serve her full term, the American basketball star would be almost 40 before she’s free to come home. The outcome of Griner’s trial was never in doubt, but her fate remains undecided, pending negotiations between Moscow and Washington about a potential exchange that could involve another American citizen imprisoned in Russia (former Marine Paul Whelan) and two Russian nationals who are currently jailed in the West (arms trafficker Viktor Bout in the U.S. and convicted assassin Vadim Krasikov in Germany). Kimberly St. Julian-Varnon, a doctoral student in history at the University of Pennsylvania who writes about race, foreign policy, and culture in Russia, has been following Griner’s case closely and says it embodies the Putin regime’s newfound confidence in its bad reputation abroad.
Since the news of Brittney Griner’s conviction and nine-year sentence for violating Article 229 of Russia’s Criminal Code, American public discourse has been in a firestorm. Opposing sides argue that Brittney’s sentence is an example of Russian racism. Others blame Griner for breaking Russian law or for being in Russia as its diplomatic relations with the United States deteriorated. 
As many Americans focus their attention on transposing American understandings of justice and injustice onto Russia, I have been interested in how little we discuss what Griner’s case reveals about Russia. As I’ve argued previously, Griner’s conviction tells us how comfortable Russia (read: Putin and his administrative apparatus) has become as a pariah to the West. 
The latest invasion of Ukraine and the brutality with which Russian forces have behaved there (atrocities committed in Bucha, Irpin, and Mykolaiv are just a few examples) are only one facet of Russia’s growing international isolation and the embrace of its outcast position in the West. As the European Union, Great Britain, and the United States maintain their sanctions packages against Moscow, we’ve seen comical Russian reinventions of popular Western brands and foods. Vain attempts at Russianizing Western goods — like a McDonald’s replacement (“Delicious, Full Stop”) and prison versions of Ikea furniture — underscore how much Russia and Russians are economically connected to and dependent on the West.
So, how does Brittney Griner fit into this puzzle? Griner’s arrest, conviction, and sentencing are due to the war in Ukraine. It is not a coincidence that she was arrested a week before Russia began its latest assault. Griner’s imprisonment is now a warning to other Western athletes (particularly Americans) not to visit or compete in Russia anytime soon. She represents leverage that Russia has not held over the United States in decades, and we still do not know how Putin will use that leverage. Still, these are the overarching geopolitical implications. 
Despite the dazzling salaries that women’s basketball teams in Russia offer to WNBA players in the offseason, the risks of returning to play here are now too great. This is disappointing and lamentable on multiple levels. Griner and others in the WNBA enjoyed their time in Russia, praised their Russian colleagues, and won championships for Russian teams. Griner’s teammates testified on her behalf, illustrating the deep friendships and connections forged between American and Russian women’s basketball players. 
Russia’s war in Ukraine and case against Griner has severed connections like these — ties that took years to build. Like other Russians, Griner’s UMMC Yekaterinburg teammates now face increasingly draconian limitations on their speech and contact with foreigners. American audiences unfamiliar with Russian politics do not appreciate the significance of teammate Evgeniya Belyakova and General Manager Maxim Ryabkov testifying in court on Griner’s behalf.
As Russian troops commit atrocities in Ukraine, Russian civilians come closer to totalized state control. 
The war in Ukraine and Brittney Griner’s case have reinforced the worst Cold War-era Western stereotypes and ideas about Russia, from the “Communist” totalitarian state to the “Eastern” menace. The difference, it seems, is that Russia is now leaning into these descriptions. On television (still the most popular source of information in Russia), the state mediaregularly broadcasts support for the depravity of Russian violence in Ukraine and for using Americans like Brittney Griner as bargaining chips with Western powers. 
What remains to be seen for Griner is if Russia will negotiate with the United States in good faith for her and Paul Whelan’s release. In exchange for these two wrongfully imprisoned Americans, Russia has asked for two dangerous Russian nationals: a convicted arms dealer, Viktor Bout, and a convicted murderer in German custody, Vadim Krasikov.
It’s as if Russia is replaying the script from a bad 1980s spy film. 
Under Vladimir Putin’s rule, Russia stands at a historical precipice from which it may not be able to return. It is isolated, violent, and increasingly dependent on Western antagonism for its self-image. Brittney Griner, Paul Whelan, and Viktor Bout will probably return to their respective home countries in the coming months. But the damage Russia has done in Ukraine and the harm it has inflicted on its standing in the world are irreparable.

What Is Hemp?

Hemp is a name given to a strain of the cannabis plant.
Hemp is a name given to cultivars of the cannabis plant (Cannabis sativa) that have been selected over many generations for fiber and seed production. Most hemp cultivars contain less than 1.5% THC, a narcotic compound that has the potential for abuse in high concentrations. Cannabis sativa cultivars selected and developed for their drug properties, referred to as marijuana, or dagga, can have a THC content of 3%-25%.  Hemp is a bast fiber, producing its fibers in the stalk similar to flax, kenaf, and sun hemp.
Multiple Uses
Hemp fiber and seed are used to produce a wide range of commodities including food and beverage products, fiberboard, insulation, paper, composites, textiles, carpets, animal bedding and feed, cosmetics, body-care products, soaps, paints, fuels, and medicines.
Hemp Seed Food and Beverage Products
Hemp seed contains about 25% protein, 30% carbohydrates, & 15% insoluble fiber. Hemp seed is reported to contain more easily digestible protein than soybeans. Hemp seed contains all 8 amino acids essential to human nutrition. Hemp seed is high in calcium, magnesium, phosphorus, potassium, carotene, sulfur, iron and zinc, as well as Vitamins A, E, C, B1, B2, B3, and B6.
Hemp seed imported into the United States or Canada must be steam sterilized at between 180 degrees F and 212 degrees F for 15 minutes to prevent sprouting. Many US facilities receive imported viable seed under customs bond, steam it, and release it to the consignee or customer with a Certificate of Sterilization.
Hemp food and beverage products include hemp oil and seed, flour, pasta, cheese, tofu, salad dressings, snacks, sweets, hemp protein powders, soft drinks, beer, and wine. Hemp beer can be made from the seed, flowers, sprouts, and seed cake that is a by-product of oil pressing. Hemp beer is produced and sold in Europe and the United States of America.
Hemp Oil
Hemp seed is 25% to 35% oil, and is one of the oils lowest in saturated fats (8%). Hemp seed oil is the richest source of polyunsaturated essential fatty acids (80%). Hemp seed oil is the only common edible seed oil containing Omega-6 Gamma-Linolenic Acid. Hemp seed oil is very fragile and not suitable for cooking.
Pressed hemp seed oil must be bottled immediately under oxygen-free conditions, and must be refrigerated in dark, airtight containers.
Fiberboard
Hemp fiberboard tested by Washington State University Wood Materials and Engineering Laboratory proved to be two and one half times stronger than wood MDF composites, and the hemp composite boards were three times more elastic.
Hemp herds can be used in existing mills without major changes in equipment. Russia, Poland and other Eastern European countries already manufacture composite boards from hemp and other plant materials.
Pulp and Paper
The major use of hemp fiber in Europe is in the production of specialty papers such as cigarette paper, archival paper, tea bags, and currency paper. The average bast fiber pulp and paper mill produces 5,000 tons of paper per year. Most mills process long bast fiber strands, which arrive as bales of cleaned ribbon from per-processing plants located near the cultivation areas.
Composites
Until the 1930’s, hemp-based cellophane, celluloid and other products were common, and Henry Ford used hemp to make car doors and fenders. Today hemp herds can be used to make new plastic and injection-molded products or blended into recycled plastic products. Hemp fibers are introduced into plastics to make them stiffer, stronger and more impact resistant. Hemp plastics can be designed that are hard, dense, and heat resistant, and which can be drilled, ground, milled, and planed.
Hemp plastic products currently made include chairs, boxes, percussion instruments, lampshades, bowls, cups, spectacles, jewelry, skateboards, and snowboards.
Hemp Animal Care
Hemp horse bedding and cat litter are produced and sold in Europe. After oil is extracted from the hemp seed, the remaining seed cake is about 25% protein and makes an excellent feed for chicken, cattle, and fish. Chickens fed hemp seed on a regular basis have been found to produce more eggs, without the added hormones used in most poultry plants.
Fuels
Hemp seed oil can be combined with 15% methanol to create a substitute for diesel fuel which burns 70% cleaner than petroleum diesel. Hemp stalks are rich in fiber and cellulose, making them conducive for conversion into ethanol and methanol fuels that have a higher octane than gasoline and produce less carbon monoxide. These biomass fuels are also free from sulfur, and do not require the addition of lead and benzene used to boost octane and improve engine performance in fossil fuels. Ethanol holds condensation, eliminating oxidation and corrosion, and is reported to reduce carbon dioxide emissions by more than 30%.
Hemp has been studied in Ireland as a biomass fuel to generate electricity. Hemp has been reported to yield 1000 gallons of methanol per acre year. Hemp stalk can be converted to a charcoal-like fuel through a thermochemical process called pyrolysis. Henry Ford operated a biomass pyrolitic plant at Iron Mountain, Michigan in the mid-20th.
Paints and Varnishes and Binders
Until the 1930's, most paints were made from hemp seed oil and flax seed oil. Hemp oil makes a durable, long lasting paint that renders wood water-resistant. Hemp herds have the potential to make glues for composite construction products that are non-toxic and superior to binders currently used. With this technology, industry can produce composite products where all components are derived from hemp.
Markets for Hemp Pulp
Some paper manufacturers already have the equipment to process decorticated hemp fiber into paper. The leading European supplier of non-wood pulp, Celesa, currently produces about 10,000 tons per year of pulp from hemp. The use of hemp pulp in blends with recycled fiber of other non-wood fibers is growing. Tests by several European pulp and paper producers suggest that hemp pulp may replace cotton cost effectively in several specialty paper applications.
Potential Markets for Medical Application of Low-THC Hemp Cultivars
Many cannabis medicines have been produced using cannabis cultivars high in THC, and there has been medical research into cannabis that is low in THC and high in CBD.  CBD is a cannabinoid that does not have many of the psychoactive effects associated with THC.  CBD has been used to treat the following medical conditions: epilepsy, dystonic movement disorders, inflammatory disorders, pain, chronic insomnia, chorea, cerebral palsy, and Tourette's syndrome. According to a July 1998 report by the National Institute of Health, CBD may hold promise for preventing brain damage in strokes, Alzheimer’s disease, Parkinson’s disease and even heart attacks and has been found to prevent brain cell death in an experimental stroke model.
