One Piece Worldbuilding Headcanon:

SWORD

To start off they are a special/secret branch of the navy. Answerable to the Fleet Admiral, the aren’t technically part if any of the three fleets. Agents are classified as members of one of the fleets in their official personnel files, but strictly as SWORD officers in their SWORD files (accessible only to Vice-Admiral Montefelgro, who uses his Fairu Fairu no Mi [File-File fruit] to maintain a database of information that will be erased on his death. A death that is unpredictable based on the fact that Monty has seemingly not actually aged in forty years).

Ex; The Current Commander of SWORD is Vice-Admiral Momonga, who is an Officer of the 2nd Fleet under Admiral Kizaru publicly. In reality, Kizaru does not give Momonga orders.

For an Agent of SWORD, public ranks are superfluous. They receive their orders from Momonga, who receives her orders from Sengoku. That’s it—a minimal chain of command to keep the Agent ranks from being easily infiltrated.

Code phrases, Need to know information system, etc. keep the ranks inaccessible to spies. Sengoku and Momonga handpick most agents, and recommendations are made by the Admirals (All three of whom were SWORD agents at some point in their careers.) and Active Agents for potential members.
