The allegations was however disproved by the presidency and found to be all lies when even the owner of the seized plane, Pastor Ayo Oritsejefor came out to declare the plane in question belonged to him. Goodluck Johnathan’s administration later admitted they permitted the cash for purchase of arms to fight Boko Haram in the Northeast. Felix Idiga also provided evidence and flight plans to show that his plane was no where in South Africa around the time of the allegations.

European Union Extends Anti-Piracy Operation
The European Union (EU) has extended its anti-piracy naval patrols off Somalia until 31 December 2020. Operation Atalanta was set up to deter and prevent piracy and armed robbery off the Somali coast, as well as protect World Food Program (WFP) and other vulnerable shipping, fishing activities and other EU programmes in the region.

Since the naval operation began and working in cooperation with other international forces, the scale of pirate incidents off Somalia has fallen dramatically, from 176 reported attacks in 2011 to nine in 2017 and none at all reported during the second quarter of 2018.
Meanwhile, incidents of piracy and armed robbery continue in several hotspots, with West African waters particularly at risk. The latest incidents reported to the International Maritime Bureau (IMB) 24-hour worldwide Piracy Reporting Centre (PRC) include the following.
Five robbers armed with knives were spotted on board a bulk carrier anchored at Samarinda, Indonesia on 31 July. The alarm was raised and the robbers escaped with the stolen ship’s stores.
Three robbers boarded a tanker anchored at Abidjan, Ivory Coast on 22 July. The alarm was raised and the robbers escaped with mooring ropes.
Seven robbers in a small boat came alongside a tanker anchored at Lagos, Nigeria on 9 June. One robber boarded and was spotted. The alarm was raised and the robber escaped overboard.
Robbers boarded a container ship berthed at Lagos, Nigeria on 1 June, and assaulted and injured the crew member on duty, who was later repatriated from the next port.
Four robbers boarded a bulk carrier anchored at Lagos, Nigeria on 24 April. They took the duty watchman hostage, threatened him, and stole his mobile phone and VHF radio. The robbers were unable to steal any ship’s property and escaped.

Even the National Agency for Food and Drug Administration of Nigeria, NAFDAC, has expressed worry over uncontrolled use of codeine containing cough syrups across the country. Also just last week, the Medical Director, Psychiatric Hospital, Yaba, Lagos, Dr. Oluyemisi Ogun, had confirmed a sharp increase in the number of patients with drug-related cases seen at the hospital in recent times. Ogun who spoke at a symposium put together by the Health Writers Association of Nigeria, HEWAN, with the theme: “Emergency Response to Disease Outbreaks: The Way Forward in Nigeria”, said although the threat of communicable disorders was evident, the nation ought to be more worried about non-communicable disorders like drug abuse. “We are talking about communicable diseases, but we have another epidemic on hand, which is the issue of drug abuse. We are seeing more and more of this and it is a menace. I would urge that attention be drawn to it urgently. “There is no family now that is not affected. Our children are at risk as much as our husbands, wives and other relatives. It is actually more than an epidemic. In all the nooks and crannies around us there are people selling drugs and we needed to bring this threat to the realm of the public and the government for us to be able to do something about it.” Noting that the issue of drug abuse should at the forefront of the public domain, Ogun noted that all the security agencies, particularly the National Drug Law Enforcement Agency, NDLEA that have a role to play should be able to do so much. In her submission, a Deputy Director of the National Agency for Food and Drug Administration of Nigeria, NAFDAC, Mrs Abayomi Bolaji who spoke on behalf of the Director General, Prof Mojisola Adeyeye raised alarm over the spate of abuse of codeine containing cough syrups. Bolaji lamented that the Agency was worried about the incessant abuse of codeine in recent times. “We have codeine which is currently being abused. I want to let you know that in the course of our regulatory activities, if we find codeine in a Patent Medicine Store, the person will be heavily sanctioned. Codeine has medicinal use and what the Agency does is that we give permit for it to be imported and sold.” Bolaji said NAFDAC goes as far as collating the stock from the warehouses, manufacturing facilities, and takes stock of what the importer has used and imported to produce and follow up distribution. “But unfortunately, we know people cut corners. Codeine containing syrups are not supposed to be freely sold, they are not Over-the-Counter drugs but somehow they get into the hands of people through the pharmacies or Patent medicine dealers, but it is part of our regulatory functions to control the circulation and importation of these drugs. “If peradventure a manufacturer cannot give account of the quantity that he was given permit to import, he is heavily sanctioned and may not be given permission to import next time. Because of the education of the pharmacists they cooperate but the patent medicine dealers y are the ones selling at night, and we cannot get them when we go during the day time. But it has been discovered that they go as far as hiding these drugs with persons in the next shop, maybe with a tailor or barber. People need to be told the consequences of their action. It is not only just about money. The demand for codeine containing cough syrups is so high.” Findings by Vanguard showed that following the alarm raised three months ago of rising incidences and reports of drug abuse, particularly codeine-containing cough syrups in the 19 Northern states of the Federation, the Senate and other relevant stakeholders are converging in Kano today for a two- day roundtable on drug abuse. It was reported that in 2015 alone, over 2,205 people were arrested in North-West geo-political zone by the National Drug Law Enforcement Agency, NDLEA, over drug-related abuses. Vanguard gathered that the roundtable will enable the Senate effectively analyze Nigeria’s response to the menace and come up with appropriate strategies on the way forward. During the roundtable, the drivers of drug abuse in Nigeria are to be isolated, with the aim of identifying the psychosocial and medical impact of the phenomenon, assessing current responses, legislative gaps and opportunities for action. Among expected outcomes include: gaining a better understanding of drug use, prevalence, trends and patterns in Nigeria; understanding the current government and Civil Society capacity and efforts towards addressing drug abuse and related issues; gain insight into legislative, policy gaps and develop an Action Plan for interventions by the National Assembly and other stakeholders. It would be recalled that Senate, had in October, this year, raised the alarm about the drug abuse threat in the 19 states, where women, young girls in tertiary institutions, working class ladies, married, unemployed women displaced by Boko Haram insurgency, among others, were involved in drug abuse. The Senate had mandated its Joint Committee on Drugs and Narcotics and Health to investigate the growing menace of cough and other prescriptive drugs abuse and report back to the Senate on the needed legislative interventions to combat the trend. The senators stressed that secondary school students consumed cough syrups regularly. The Senate President, Dr. Bukola Saraki, said that the Senate will take necessary actions to reduce the growing menace. According to NAFDAC, Codeine is an opiate used for its analgesic (pain reliever) and more commonly antitussive effect (cough suppressant) in cough syrups. “Codeine containing cough syrups are effective in the management of certain coughs. However, it has a high potential for abuse and may present some serious adverse reactions to the user. For these reasons, access to codeine containing cough syrups has been restricted in several countries. Some of the known adverse effects of codeine include: respiratory depression; hallucination and physical dependence as a result of continued use. NAFDAC is currently working with the Pharmacist Council of Nigeria (PCN), National Drug Law Enforcement Agency (NDLEA) and National Institute for Pharmaceutical Research and Development (NIPRD) to arrest the increasing abuse of these cough syrups in Nigeria. NAFDAC is embarking on massive public enlightenment campaign on the dangers of abuse of codeine containing medicines in Nigeria. The Agency has put in place strategy to limit the supply and distribution of codeine containing cough syrups in Nigeria. Prescribers and dispensers are encouraged to prescribe and dispense these cough syrups rationally. Consumers are advised to take codeine containing cough syrups only on prescription by health care professionals.

Conflict Management Portfolio Summary
Mercy Corps Nigeria conflict management portfolio currently includes three projects: (1) UKAID funded “North East Conflict Management and Stabilisation” (NE CMS) consortium program aimed at preventing participation in violent extremism through increased cohesion within and between communities, increased confidence in governance and security institutions in Borno State; and improved access to financial  services; (2) USAID funded “Engaging Communities for Peace in Nigeria” (ECPN) aimed at reducing violence in the Middle Belt states by peacefully preventing and resolving farmer-pastoralist conflicts, and building the capacity of influential local CSOs with mandates in peacebuilding and conflict management/mitigation; and (3) GHR funded “Harmonious Association, Religious Participation and Engagement for Northern Nigeria” (TARE) aimed at reducing participation in violence in three Northern States of Nigeria through engagement of religious leaders and institutions in inter-faith mediation, peacebuilding initiatives and dialogue with State government.
General Position Summary
The Monitoring and Evaluation Specialist is a key position in the Mercy Corps Nigeria Conflict Management Portfolio. S/he is responsible for cross-cutting programmatic information management, monitoring and evaluation, and data analysis to improve ongoing programs and deliver high quality reports and proposals. The M&E Specialist is responsible for developing, with program teams, strong M&E systems and building the capacity of program teams and partners to ensure quality data collection and the integration of evidence within current programming. Additionally, s/he is responsible for ensuring that necessary M&E systems meet internal and donor compliance requirements and that information is provided to program managers and field offices to assist them in generating reports that are timely and high quality.
Essential Job ResponsibilitiesGeneral position description
Collaborate with Program Managers and country M&E staff to develop and establish M&E systems that serve the needs of the Conflict Management Portfolio, including the development and implementation of mobile data collection tools.
Review and develop M&E plans for each program within the Conflict Management Portfolio.
Lead the development of M&E plans, tools, survey designs, methodologies, data analysis and other services that may be required for program monitoring, evaluation and learning.
Ensure that M&E activities take place in line with M&E plans and supervise each stage of the process (design, implementation, analysis, feedback mechanisms, report writing).
Address shortfalls in monitoring, evaluation and information management that impact quality and affect program implementation.
Provide leadership in designing individual program-level logical frameworks and M&E systems that inform and improve each program, guide strategy and ensure compliance with Mercy Corps and donor standards.
Advise logical framework and M&E plan development for grant proposals.
Establish standard mechanisms for ensuring M&E quality (e.g., spot checks).
Coordinate with Mercy Corps’ HQ Technical Support Unit to guide research studies, ex-ante, ex-post and midterm evaluations (including design, implementation and documentation).
Coordinate internal and external review and lead the analysis of findings, with a strong emphasis on learning.
M&E System development and technical oversight
Run quantitative data collection exercises using ODK Collect, ONA, CommCare or other open source or digital mobile data tools.
Conduct project site visits to provide hands-on training to field staff and partners on how to capture and organize information for accurate documentation, analysis and reporting.
Explore possibilities for use of alternative qualitative of quantitative data collection software or methodologies and applying them as required.
Ensure that all Conflict Management Portfolio M&E data is stored according to standards outlined in the M&E plan and Mercy Corps minimum standards, including linking data to TolaData.
Ensure that gender considerations are effectively integrated at design, implementation, analysis and report writing stages for all M&E products.
Ensure that all data collected is sex and age disaggregated in line with Mercy Corps minimum standards.
Adapt the M&E data collection and reporting to specific donor requirements as needed.
REporting
Take the lead in aligning, collecting and reporting on relevant program indicators to the agency-wide M&E system, TolaData.
Coordinate the production of high-level reports that aligns with donor standards.
Evaluate and report on potential partners’ M&E data and planning.
Produce all required M&E reports for the Conflict Management Portfolio.
COORDINATION AND REPRESENTATION
Actively participate in Conflict Management Portfolio coordination meetings.
Represent the Conflict Management team at donor M&E inquiries and with partner organizations.
Participate in cross component M&E meetings to share and document best practices.
Participate in external M&E forums to share best practices.
Capacity development
Conduct project site visits to provide hands-on training to field staff on how to capture and organize information for accurate documentation and reporting.
Assist the program implementation team in collection and analysis of quality information in order to facilitate their timely and accurate reporting to donors.
Develop a comprehensive staff and partners’ training series to build team capacities in the area of monitoring and evaluation and other key programmatic skills.

Knowledge and Experience
Master’s degree or equivalent in social science, statistics, management, international development or other relevant field.
A minimum of 3 to 5 years of experience in international relief and development, preferably in Africa.
Experience with mobile-based M&E systems (e.g., ONA, CommCare).
Experience in staff development and training.
Excellent computer skills, including experience with Excel, PowerPoint, Publisher, SPSS, Access, ODK Collect and other statistical packages.
Demonstrated ability as a collaborator, achieving results from M&E teams reporting through consortium members.
Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
Strong understanding of donor compliance issues. Experience with USAID and DFID preferred.
Strong written and oral communication skills in English required, including report development, writing and editing.

Living Conditions / Environmental Conditions
This position will be based in Abuja. Security in Abuja is generally good, although there are times when security is an issue. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport.
Mercy Corps team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/short term assignment to a field posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps’ policies, procedures, and values at all times and in all in-country venues.
