Amerikaanse bedrijven willen werken met betrouwbare Surinaamse partners

Suriname staat aan de vooravond van een grootse olie- en gasindustrie. De Amerikaanse ambassade is  bezig om te helpen met de ontwikkeling van het land. Volgens Chris Valdes, Economic Officer van de Amerikaanse ambassade, worden er op reguliere basis gesprekken gevoerd met het Amerikaanse bedrijfsleven om voor de komende jaren in Suriname te investeren. Hij benadrukt echter dat Amerikaanse bedrijven in zee willen met betrouwbare lokale partners, die voldoen aan internationale standaarden zoals wet- en regelgeving. Deze wet- en regelgeving, in de wereldwijde financiële wereld bekend als compliance, was ook waar het om ging tijdens het Nationaal Compliance Congres 2024 (NCC2024), waar Valdes op woensdag 19 juni zijn inleiding hield. Volgens Valdes is compliance een garantie voor transparantie, tegengaan van corruptie en het vormen van een eerlijk ondernemingsveld voor investeerders en handelaren. De interesse vanuit de VS is volgens hem niet alleen gericht op olie en gas, maar ook op andere sectoren, Valdes: “Maar ze willen een transparante atmosfeer om zaken te doen en werken met betrouwbare lokale partners die voldoen aan internationale standaarden zoals compliance. Het is cruciaal dat Surinaamse bedrijven hieraan voldoen.” De Amerikaanse functionaris waarschuwt dat compliance niet statisch, maar juist bijzonder dynamisch is. De Amerikaanse ambassade beveelt daarom meerdere activiteiten aan waar financiële wet- en regelgeving onderwerp van discussie zijn. Het NCC2024 werd tot en met vrijdag 21 juni georganiseerd en wel door de TABTO Group NV en partner Delta Capita. Het is de vierde editie, waarbij nationale en internationale sprekers functionarissen binnen de publieke en private sector die te maken hebben met financiële verantwoordelijkheid, onderrichten in de wereldwijde ontwikkelingen op het gebied van compliance. Andere inleiders waren onder meer Karel Eckhorst, Surinames hoofdonderhandelaar bij het IMF en Terence Gonesh, directeur van de Surichange Bank tevens ondervoorzitter van de Surinaamse Bankiersvereniging (SBV). Tweede IMF-programma cruciaal voor Suriname

Een tweede IMF-programma is volgens Karel Eckhorst cruciaal voor de verdere ontwikkeling van Suriname. Als het aan de hoofdonderhandelaar van Suriname bij het Internationaal Monetair Fonds (IMF) ligt, komt er nog een tweede programma  wanneer het huidige in maart 2025 afloopt. Eckhorst was woensdag een van de inleiders tijdens het Nationaal Compliance Debat als onderdeel van het Nationaal Compliance Congres 2024 (NCC2024). Hij leverde virtueel zijn bijdrage. “Als je me zou vragen of er een tweede IMF-programma nodig is, zeg ik ja, ik ben voorstander van een tweede IMF-programma. Alleen maar om dat wat aan stabiliteit of stabilisatieproces gaande is te verankeren, verduurzamen en helpen capaciteit op gang te brengen om instituten te versterken en bij te bouwen, want we gaan die hard nodig hebben wanneer olie-inkomsten daar zijn.” Een tweede programma is vooral noodzakelijk omdat er volgens Eckhorst ook nog heel wat condities in orde moeten komen, zodat de economie stabiel blijft en er sprake is van een sterke Centrale Bank van Suriname (CBvS). Shakuntala Gangadien-Algoe, een van de andere inleiders, sprak in haar hoedanigheid van ondervoorzitter van de Nationale Anti-Money Laundering Commissie (NAMLAC). Zij gaf aan dat de afdeling Integriteitstoezicht van de moederbank een strategisch plan heeft met als doel het financieel beleid en de economie te beschermen tegen bedreiging van money-laundering, terrorismefinanciering, proliferatie en anderzijds een beleidsprogramma te ontwikkelen om het AML-beleid uit te breiden en versterken. Zij noemde ook de cruciale bijdrage van instituten zoals de Gaming Board, de Financial Intelligence Unit, de Deviezencommissie, Belastingdienst, het Openbaar Ministerie en de Raad Internationale Sancties. Volgens Terence Gonesh, directeur van de SuriChange Bank en ondervoorzitter van de Surinaamse Bankiersvereniging (SBV), ontkomen banken en overheid niet aan de risico's van een steeds complexer wordende wereld waar spelers misbruik willen maken van omstandigheden om ongewenste criminele handelingen te willen plegen. Hij benadrukte dat wie niet meegaat met de ontwikkelingen zonder pardon wordt uitgesloten of gesanctioneerd. “Dat is de trend in de wereld en de dreiging van blacklisting en greylisting maken die pijnlijk duidelijk”, aldus Gonesh.
