HAS EXAMINATION NOTIFICATION, QUALIFICATION, AND SELECTION PROCESS
Himachal Pradesh Public Service Commission (HPPSC) release  notification for HAS Exam in the month of January and February every year. HAS  examination is conducted for filling the various posts like Administrative Service, Police Service, Tehsildar, Block Development Officer and Treasury Officer. All the vacant post can be filled through Combined Competitive Examination held by HPPSC. HPPSC conduct HAS preliminary examination followed by mains and interview for various posts in various Departments of Himachal Pradesh Government. The prelims exam for HAS held in the month of May or June. All the candidates who qualify the preliminary exam could fill their application form for the main exam. Prelims Exam Result declared by the commission approximately after 2 months of prelims exam. The ,mains exams for HAS generally held in the month of September October every year.
HPAS Examination Eligibility Criteria
A candidate must be a citizen of India.
Minimum Educational Qualifications –
A candidate must possess a Bachelor’s Degree or its equivalent from a recognized University.
A candidate, who has appeared at an examination the passing of which would render him eligible to appear at this examination but has not been informed of the result, may apply for admission to the examination. A candidate, who intends to appear at such a qualifying examination, may also apply, provided the qualifying examination is completed before the commencement of this examination. Such candidates will be admitted to the examination, if otherwise eligible, but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed the examination as soon as passed and in any case not later than two months after the commencement of this examination
Candidates who have passed the final professional MBBS or any other Medical Examination equivalent thereto but have not completed their internship by the time of submission of their application for the HAS etc. examination will be provisionally admitted.
Age Limits – A candidate must have attained the age of 21 years and must not have attained the age of 35 years.
Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh is a desirable qualification.
HAS Admit Card
Candidates can download their Admit Card for HPPSC HAS after the completion of Application process. Those candidates who filled their Application on or before the last date are eligible to download the HAS Admit Card for prelims. Generally admit cards for prelims exam of HAS are available 15 days before the prelims test.
Scheme of Examination
Initially, the Preliminary examination will be held for all the applicants. Only those candidates who have been declared to have qualified the preliminary examination by the H.P. Public Service Commission in a year will be eligible for admission to the main examination of that year provided they are otherwise eligible for admission to the Main Examination.
Marks obtained by the candidates in the (Preliminary) examination will not be counted for the purpose of the final order of merit. However, marks obtained in the Main written examination as well as in the viva-voce test would determine their final merit for selection.
Examination pattern for prelims, mains and interview round is given below.
Preliminary Examination
It consisting of 2 papers based on objective type questions will be held. The duration of Papers I (General Studies) and II (Aptitude Test) is of two hours each. Both Paper I and Paper II shall be of 200 marks and there shall be 100 multiple choice type questions.

HPAS Main Written Examination
The candidates declared qualified in the Preliminary examination will be entitled for admission to the Main written examination, if otherwise found eligible. The number of candidates to be called for Main written examination will be about 20 times of the total number of vacancies to be filled in on the basis of aforementioned examination.
No candidate shall be considered to have qualified the written examination unless he obtains at least 40% marks in Hindi and English (Compulsory Papers) and 45% marks in the aggregate. The marks obtained in English and Hindi (Compulsory Papers) will not be counted for the purpose of ranking though it would be necessary for the candidates to secure minimum 40% marks in each of these papers to qualify.
The candidates, who qualify the main examination, will have to download the call letter for the interview. No separate call letters will be sent for Main examination.
Interview
The last part of the examination is the interview. The interview is conducted by a board or panel of experts appointed by the HPPSC.
Those, who qualify the main exam, will be invited to appear for the interview process.
After qualifying the interview process, candidates will be appointed to their desired cadre.

It’s a fascinating experience to be airborne as a human, but at the same time, it’s irresponsible to do so in the absence of proper knowledge, equipment and safety measures in place. The responsibility is shared by both the person agreeing to put his or her life at risk and by the operator/instructor offering such services. What you must be aware of is the prerequisites that are mandatory to conduct any such activity. Sadly, in India, it’s commonplace to see rule books thrown out of the window, especially at tourist destinations where activities like paragliding and paramotoring are largely offered by novices who operate tandem-flying unregulated. For tourists, it’s a common thing to opt to go paragliding or paramotoring for fun. But sometimes, tragedy strikes. In one such incident recently in Karnataka, an Indian Navy officer died while paramotoring in Karwar, when an alleged engine malfunction led to both the main pilot and the navy officer Madhusudan Reddy plunging into the sea below. The pilot was rescued, but Madhusudan, who got entangled in the strings of the glider, was declared brought-dead to the hospital. The officer, who was posted in Karwar and went paramotoring after his family joined him for a vacation, was breathing at the time he was rescued, but there were no emergency medical services on site for any such mishap, which led to loss of critical time. The accident has once again raised some pertinent questions around safety, validation and authority.
How safe is it to be involved in such activities? Is it legal to operate such activities involving risk of life in the name of adventure sports to lure tourists? Should the pilot hold a valid license? Who regulates and keeps a check on these activities? What should one check before agreeing to tandem flying – be it paragliding, paramotoring or hand-gliding? Who can be held responsible in case of an accident? Timesofindia.com tried to find answers to such questions and got in touch with Gurpreet Singh Dhindsa, a professional paraglider who also participates in competition flying, besides being a BHPA (British Hang Gliding and Paragliding Association) certified paragliding instructor. The 53-year-old Dhindsa also runs a paragliding school, PG Gurukul, in Bir, a village in the state of Himachal Pradesh. He has a wealth of professional experience of close to three decades and understands the intricacies of flying – be it gliding or motorised. Excerpts…. What is the status of paramotoring in India? Currently, it is an unregulated sport. You can get permission from the local administration and nearby ATC (Air Traffic Control), who assess security issues and air traffic rather than pilot skill or safety. How is paramotoring different from paragliding? Adding power to paragliders makes a few changes: A. It enables take-off from a flat ground and ability to maintain or gain altitude without lifting air (thermals or ridge lift). B. It reduces pilot sensitivity about the wing, as the rigid frame of motor dampens feedback from the wing, making it difficult to feel the surrounding air and turbulence. C. Wing deflation can cause lines (strings that join the canopy to the harness) to be pulled into the propeller. What is the status of licensing for both styles of flying? Licensing of any aviation activity is the jurisdiction of the DGCA (Directorate General of Civil Aviation). So far, they haven’t either regulated it themselves or delegated it to some competent body. In the absence of this, some state governments are issuing some kind of license which falls short of international levels in the absence of a proper step-by-step pilot rating and licensing system with all exams and evaluation in place. There are organizations like the Paragliding Association of India, who, if empowered, can do the rating system very responsibly with any workload coming to DGCA. Who qualifies to be a paramotor instructor? No one. There is no authorised regulating body, so who will evaluate the instructors?

To begin with, a clear technical demarcation of sports light aircraft, micro lights, ultralight, trike-launched or foot-launched is needed and then clear regulation, including skill rating system and commercial license, needs to be in place. Do the operators engaged in paramotoring need authorisation from a government body to conduct such activity? Only airspace and security clearance, which comes easy to clubs within the Services rather than the civilians. What are the do’s and don’ts of paramotoring and paragliding? The list is too long, but one glaring don’t in light of the recent accident (in Karwar, Karnataka) is don’t fly over water without floatation aid on both machine and people on board. What, in your opinion, should particularly be taken care of by operators while performing any air-borne adventure sports? Skills, knowledge and not putting money ahead of safety. Passengers booking such flights should take care to choose operators who they feel are capable of understanding aviation aerodynamics and meteorology. How can one be sure that a paragliding school/centre is a genuine one, authorised to take people out for paragliding/paramotoring? Are there any documents that can be checked to verify this? In the current situation, there are none. Sadly, license being issued by a state is not up to the mark to ensure safety standards or skill. It’s just red tape, missing the key issues of training and proper pilot levels. You just need to evaluate if operators’ understanding is deep enough but that also needs the evaluator to be a deep (qualified) person.
