i made another htf oc!!!! he's a mad scientist and he's a huge thorn in splendid's side whenever he can help it.
i made wacky with unserious comic/cartoon villains in mind, i'd imagine he'd serve as the antagonist of a monster-of-the-week type narrative with his gadgets!
by god he is the most diabolical person in that town!!!!!!!
