Watch as the next Mary-Ann alt will reveal that if the relic reacts to her, it's not because of her crest (and the fact that the relic is still someone reacting to their own blood) but because she's just so badass that she can animate this chunk of metal and casted a spell on it to make it more OP than an iron sword.

Either Willhelm didn't know why Seiros fought Nemesis, or he didn't deem it important enough to make sure his successors got the "correct" story. You'd think he'd deem it important if he knew genocide was involved. But considering we know Rhea is a liar with an interest in historical revision, she probably didn't even tell Willhelm her personal reasons for fighting Nemesis.
Willy is a character that is 95% headcanon, but with the 5% "canon-ish" material we have about him, we know he used to wear a crown modeled after Rhea's own horns.
So maybe she swapped her hairdye or jumped in a bush or made her best tuxedo mask impression to turn into the immaculate one around him, without him noticing that hey, the dragon and the lady with a bad dye job are the same person.
Both in Nopes and FE16, it is noted Willy's goal was to defeat Nemesis and to unify Fodlan, even if we don't know what "his" personal reasons were.
Rhea hides to protect herself and her family from a genocide, but the second Wilhelm puts the horned crown on his head, it means Wilhelm sides with the Nabateans.
Also, it means the second Wilhelm knows Rhea isn’t naturally blonde, she has nothing else to hide ! 
So even if she is a “liar with an interest in historical revision”, there’s nothing to hide here, Wilhelm knows she is a dragon, knows she hides this fact, and knows being a dragon means she is Nemesis’s enemy.
As for the rest, we can extrapolate all day long - but imo it’s not believable that Willy, who knew she was a dragon, never knew what relics were, or what happened in Zanado. If Wilhelm really told Lycaon Relics were manmade, an obvious question would be “what are they made of” and the answer would be... Nabateans.
The main take from the Sekrit History is “lizards rule over humans”, and Wilhelm knew it was not the case, since he ruled over Adrestia and passed the crown to his son - he might have sided with Rhea, but he was not “ruled over” by her and the Nabateans.
So if the main leg of this theory is already shaky, I can’t really buy those words at face value.
Rhea’s lies make sense because her main objective, is to preserve peace and protect both humans and Nabateans.
Willy’s Sekrit History is made by someone who... accuses Nabateans of having no human feelings and no regard for human life, calling them an enemy that has plagued humanity for ages, and other funny stuff - even when those accusations are directly challenged in game(s).
Supreme Leader’s words (lies? Is she lying or was she fed lies by someone who hates Nabateans?) always represent Nabateans as evil. In the JP version, she goes as far as claim Poor Dumb Willy was manipulated.
In that regard, Willy’s Sekrit History - with material from all games, FE16, 3 Nopes and FEH - only matches Supreme Leader’s agenda, and nothing else show in the game(s).
And about the oral transmission... usually the guy who tells the important thing to another doesn’t want to believe that by the 15th generation his words will be distorted because of time, or because the 14th generation was having fun watching people being slaughtered and became really mad when the lizard lady acknowledged that he had to stop.
