Oof, this is definitely a difficult question, especially with some muses who I’ve never gotten to write ships with and thus don’t really know ( since sometimes muses are obvious but some surprise you  ). But I’ll try to split them into groups to give a basic idea of it !

WITH EASE: Kazutora Hanemiya Serpent Seiroku Inukawa Thoth Horn Skuld Yukari Mishakuji

WITH SOME DIFFICULTY Fenrir Rufus Lohr Nagare Hisui - He needs to be prompted to try to understand his emotions first tbh

WITH GREAT DIFFICULTY He Xuan Sekhmet Earl Byakkomaru (except once he DOES say it, it goes to with ease)

EXTREMELY, EXTREMELY RARE / NEAR IMPOSSIBLE: Mainly says/shows it their own way Ling Wen Chrollo Lucilfer Izana Kurokawa Shuji Hanma (?)

DOESN’T SAY IT: May say / show it in their own way but not specifically ‘ i love you ‘ Stheno Jackal Lucifer Suwa (as he’s aroace tho its just that he doesn’t say it platonically either)

Mard Geer has no one he’d ever say it to OR show it to in any sense unlike Suwa who cares platonically or queerplatonically but doesn’t say it in those words. So demon doesn’t even make it onto the list Kalluto Zoldyck for his FUTURE verse says it with some difficulty, but also in some difficulty when it comes to familial ways - some he can say it easy too (namely his mother and Illumi, but the rest vary)

The main difference between extremely, extremely rare and doesn’t say it is these muses WILL say it or COULD say it, but usually only for very special occasions / life or death situations. They also DO show they care more regularly / easily but in their own way to some level of degree - some may only be understood by the partner(s) and not obvious to observers.
