Okay, I looked up Matura and correct me if I’m wrong, but this is how I understood it. You need to take this exam to, basically, prove you completed and understand everything from elementary to high school. After proving and passing this, then and only then are you allowed to enter college? And it doesn’t matter how old you are when you take the matura. So you can be in your eighties and take it if you want.
All of your assumptions are correct!
People can take and re-take Matura exams at any point in their adult life... and yes, there are plenty of adults that take their Matura exams later in life, either as something they require for their careers, wanted to finally attend college/uni or for their own growth/satisfaction (as a LOT of people regret not taking the exams right after finishing school).
There are two basic requirements to be able to take Matura exams: finishing high school/trade school (so if someone is a high-school dropout they have to finish special course which equates as attending/finishing high school) and being 18+.
Most students take Matura exam right after finishing high/trade schools (at ages 18-20) so it's often called the "maturity exam" as it's often viewed as a rite of passage into adulthood and cutting the a proverbial "umbilical cord" with the school system that kept them under strict supervision for all those years.
Without Matura (or it's international counterpart) you can't apply to any Polish university/college, as the exams prove that a graduate finished the secondary education at a certain level with government issued standardized testing.
Back in the day, having a Matura diploma was not so common as it is today. One of the factors that changed the attitude towards this exam is that employers nowadays require passed Matura exams at many job applications, even as early as at the entry level positions, especially if the career path could morph into more independent/management-oriented later on.
Since Matura is not a requirement some people don't take it right after high school either due to personal/health reasons or other circumstances. Of course those people are not lesser than! However they would often have a hard time finding better paid jobs as many opportunities will be unavailable to them.
