Review of “The Education of Eva Moskovitz” by Eva Moskovitz

I recently read "The Education of Eva Moskowitz" by Eva Moskowitz. It is a book about 46 charter schools based in New York, called The Success Academy, that Moskowitz founded and runs.

The Success Academy schools are astonishingly successful. The schools are based in poor areas, and they get amongst the best results in New York State. 94% of Success Academy children pass the math test, compared with 36% for New York state as a whole. 64% pass the English test, compared with 31% for New York state as a whole. Of New York State's top ten schools in math, four are Success Academy schools.

I was intrigued about the Eva Moskowitz story, but didn't know much about charter schools going in. I learned that a charter school is a school that is publicly funded, but which has control over its curriculum, and control over how it manages and rewards its teachers. District schools, which are the most common kind of publicly funded school, have less control over how they manage the curriculum, teachers, and other aspects of the school such as when the school day starts.

In the book Moskowitz shares some details about the Success Academy approach, and how they get the results. One thing Moskowitz mentions is reading logs. Parents are required to commit to reading books with their children, and are required to keep logs of what they have read.

Another thing is providing constant feedback to teachers. Moskowitz writes "In district schools, the teachers' union contract only allows teachers to be observed twice a year. Our teachers are observed daily by either a principal or assistant principal. We can do this in part because we keep the observations short, typically 5 minutes, which is enough time to come up with concrete suggestions for feedback."

Moskowitz would go the extra mile to ensure that kids would turn up to school. She writes "As the testing date came closer, we started having test prep on Saturdays. I made sure every student attended and personally intervened when necessary. I wrote an email to my staff about my conversation with one parent: "Spoke to mom. She apologized. Disorganized, etc. She says he is in school now. Told her that he must come both Saturdays and I will personally come to her apartment and drag her and him out of bed if he's not there."

Moskowitz talks about the importance of sorting out behavioral issues, and getting parents involved in the effort. She writes "While a competent teacher can handle most behavioral problems, some students misbehave incessantly and fail to respond to ordinary classroom management techniques, which can have a domino effect; when other students see it's possible to get away with misbehaving, they decide to get in on the fun and soon the teacher is playing whack-a-mole rather than teaching."

Moskowitz writes "I think some people have a fairly idealized view of the kind of language that even young children can use. We have young children who threaten to kill other people. And, yes, they are angelic, and, yes, we love them, but I think when you are outside schooling it is hard to imagine.”

Moskowitz writes further "Occasionally, parents would object to our imposing our cultural expectations on their children and some of our white teachers were hesitant to push back because they feared doing so would be insensitive. I found, however, that if I told parents that we had the same high expectations for all students and I was confident their children could meet them, they were actually pleased. This may be counter-intuitive, but ironically, just because a parent felt we might be willing to set a different standard for a student's conduct based on his race or class, that didn't mean they actually wanted us to have that view."

She writes "Once we got parents on board, their job was to work with us to address the behavioral issues. We’d give them a daily report on their child’s behavior; if it was good, they’d say something positive to their child such as, “I heard you behaved very well in school today. I’m so proud of you.” If the report was bad, they might say, “I heard you pushed another student. If you get frustrated, you need to talk to the teacher so she can help you calm down.” We weren’t looking for parents to take extreme measures; indeed, we sometimes had to discourage them from doling out physical punishments."

Moskowitz writes "I next turned my attention to instruction." She based the pedagogical model of the Success Academy off a teacher she knew called Paul Fucaloro. Part of Fucaloro's talent was ensuring that students were paying attention at all times."

Moskowitz writes "For example, if a character who hadn't been invited to a birthday party said he didn't want to go anyway, the students would take this at face value, not realizing that authors often expect their readers to deduce a character's true feelings. Paul would ask the class whether the story contained any clues that the boy might feel differently than he claimed. Suppose the boy in the story had slammed the door on hearing he hadn't been invited to the birthday party. Here is a typical sequence of Paul's questions (with the students' responses omitted):

“Was Kevin telling the truth when he said he didn’t want to go to the birthday party?” [Pause to allow every student to prepare an answer.]

“Elijah?”

“Elijah, what evidence is there in the story for your opinion?”

“Aisha, repeat what Elijah said.”

“Raise your hands if you think that Aisha correctly stated Elijah’s opinion. Now, raise your hands if you think she didn’t.”

“Taj, how was what Aisha said different from what Elijah said?”

“Rashid, do you agree with what Elijah said? What is your opinion? What evidence is there for your opinion?”

“Raise your hand if you agree with Rashid.”

“Mark, you didn’t raise your hand. Why do you disagree with Rashid? What’s your evidence?”

"Students knew they could be called upon at any moment to answer Paul’s rapid-fire questions and were expected to have their answer ready. As a result, they continually engaged in “active listening”: developing their views on everything that was being said. The moment a child made a mistake, a dozen students would start squirming in the hope they’d be called upon for a correction. What Paul realized was that students get nearly as much intellectual benefit from preparing a potential contribution as from actually making it, so children could learn a lot even if they rarely got a chance to participate. This epiphany was the foundation of what I’ve dubbed the Fucaloro method, Paul’s riff on the Socratic method."

Moskowitz has a novel take on standardized tests. She writes "Many people have observed that standardized tests don’t measure real learning, just superficial test-taking skills and rote learning, and that our country’s obsession with testing is doing profound damage to our educational system. If that’s what you believe, I’m afraid my views may disappoint you. I believe well-designed standardized tests measure real learning and understanding.

"Consider the following math questions:

How many positive two-digit numbers are evenly divisible by 4?

The measures of the angles of a triangle are in the ratio 1: 2: 3. What is the measure of the largest angle?

If x is an integer, what is the greatest possible value of the expression 1-x2?

A boy has as many sisters as brothers but his sister has twice as many brothers as sisters. How many boys and girls are there in the family?

"These are all good math questions because they require creative thinking and an understanding of conceptual math. They are questions that an effective teacher might teach in class or put on a test but they also can and do appear on standardized tests. Requiring a student to select among five answer choices and fill in a bubble doesn’t make these problems any less challenging or worthwhile.

"Standardized tests can also measure a student’s ability to read carefully and thoughtfully, to understand complex passages, and to analyze what they have read. Test makers have even figured out how to measure many of the important skills associated with good writing. I’m not talking talking merely about rudimentary subject-verb agreement, but also about subtler skills such as recognizing vague references to antecedent nouns, identifying a proper vocabulary word by making subtle distinctions in meaning, and knowing how to make sentences more precise and less awkward.

"Ironically, it’s actually teacher-created tests that more often focus on rote learning (e.g., “Who was America’s first president?”) or simple procedural skills (“ What is 125 ÷ 5?”). Standardized tests are better designed because a team of professionals can put far more effort into creating a test than an individual teacher. The College Board’s accomplishments with the Common Core–aligned SAT are particularly impressive.

"It’s a myth that students can do well on a standardized test just by learning superficial “test-taking skills.” Sure, skills like learning how to pace yourself affect your performance, but you still need to know your stuff. Take the math questions above. No test-taking skill or trick allows you to answer them correctly without mastering mathematical content. SAT prep courses may help you raise your scores by teaching you new vocabulary words or problem-solving techniques, but that’s still real learning. When my oldest son studied for the SATs, it had a noticeably positive impact on his vocabulary.

"But forget my opinion. American universities, which are the envy of the world, make standardized test scores one of the greatest single factors in admissions for both their undergraduate and graduate programs. No law requires that they do so; they choose to because, in their experience, these tests are a strong measure of a student’s academic accomplishments. Surely if standardized tests can measure whether a student can handle Harvard College or Yale Law School, they can measure a fourth-grader’s math and reading skills.

"Many teachers don’t like standardized tests and don’t want their students to be anxious about them, so they tell their students that the tests aren’t valid and they shouldn’t worry about them. Such a message, however, inevitably diminishes students’ motivation to do well on tests that are very important to their future. This isn’t a problem for the children of affluent parents who, however much they may rail against standardized tests, will make sure that their own children do well on them, but it is a huge problem for poor kids who rely upon their schools to prepare them.

"If you’re a teacher who doesn’t like standardized tests, by all means advocate for your position. Petition Congress. Write to universities. Publish op-ed pieces. But please don’t tell your students that tests don’t matter, because you’re just selling them a bill of goods. Your duty is to prepare your students for the world as it exists, not as you would like it to be. Moreover, while telling kids tests don’t matter might make them feel good in the short term, they’ll feel differently when they don’t get into the college they want to attend or don’t have the career to which they aspire.

"Many critics of standardized tests claim test preparation is a waste of time. I agree that bad test preparation is a waste of time, but when it is done right, it can be quite intellectually valuable. In fact, I have found over the years that our students actually learn more when they do test preparation than at other times of the year because both they and our teachers are so focused on mastery."

Part of the book is about describing the Success Academy model, and what underpins its success. Part of it is about confronting the opposition that the Success Academy has faced. Moskowitz articulates how the main teacher's union, the UFT, has fought Success Academy at almost every step of the way. The UFT represents non-charter public schools, and Moskowitz's analysis is that the UFT sees charter schools as competition to district schools, and therefore something to oppose.

The book reads like a drama. It is a page-turner, where at every step of the way there is a new challenge. Some times the challenges are "we have 4 new schools opening in a month: how do we hire and on-board teachers and principals in time." Other times it is a challenge from the union, or from politicians who are backed by the union. Political challenges usually took the form of legislation that would make it impossible for charter schools to open new locations in New York City. Moskowitz's strategy would be to invite parents from the Success Academy to march towards the legislature bearing placards. For one march she got 17,000 parents to participate. Marches, and getting parents to voice their opinions about the schools they want for their children, have been an effective strategy in getting anti-charter school legislation overturned.

Overall Moskowitz's view is that it would be better to replace district schools in the US with charter schools. She writes:

"My pessimism about reforming the district schools led me to take increasingly seriously the argument that we’d be better off if public education was principally provided by charter schools that were freed from the labor contracts, politics, and the stifling bureaucracy that plagued the district schools. I also wasn’t persuaded by the arguments against charter schools: that they wouldn’t be “accountable” because they weren’t government run, which struck me as weak given the government’s abysmal record running district schools; and that parents couldn’t be trusted to choose schools wisely, which was contrary to my experience that parents were in fact critical educational consumers and sent their children to weak schools not because they were blind to the flaws of these schools but rather because they lacked better alternatives."

Moskowitz also makes an observation about how it becomes rational for teachers and principals to want job protections: "While I was already convinced that the district schools weren’t in good shape, preparing for the contract hearings [some hearings she did while in a city councillor role] was nonetheless an eye-opener for me. Interviewing principals, superintendents, and teachers helped me understand just how impossible it was for them to succeed given the labor contracts, and how job protections created a vicious cycle. Teachers felt they’d been dealt an impossible hand: their principal was incompetent or their students were already woefully behind or their textbooks hadn’t arrived or all of the above. They didn’t feel they should be held accountable for failing to do the impossible so they understandably wanted job protections. However, since these job protections made success even harder for principals to achieve who were already struggling with other aspects of the system’s dysfunctionality, they too wanted job protections. Nobody wanted to be held accountable in a dysfunctional system, but the system couldn’t be cured of its dysfunction until everyone was held accountable.”

The book is a page-turner; it is hard to put down. Moskowitz comes across as a driven and remarkable person. Success Academy schools are inspiring to read about, both in terms of the extraordinary results they achieve, and the pedagogical approach they have developed.
