Un projet de réforme préconise une baisse importante des personnels du Palais Bourbon et l'externalisation de services.

Intitulé «Quelle administration parlementaire en 2020?», le rapport de 45 pages est signé du secrétaire général de la questure, Christophe Pallez, et du secrétaire général de l'Assemblée, Michel Moreau. Les préconisations, parfois radicales, sont destinées à réformer en profondeur une administration autonome et très spécifique, qui ne peut être confondue avec celle de l'État ni même avec celle du Sénat. Le rapport, commandé par le président de l'Assemblée, François de Rugy, lui a été remis le 23 mai. Depuis, les fonctionnaires se mobilisent comme rarement dans l'histoire du Parlement. Vendredi dernier, ils étaient plusieurs centaines à se retrouver salle Colbert, à l'appel de deux syndicats: FO et la CGT. La menace de grève plane.

Ce qui inquiète les intéressés, et nombre de parlementaires, c'est l'accélération d'une externalisation des services

Le rapport, que s'est procuré Le Figaro, prévoit de passer de 1 278 «employés» à l'Assemblée à 1200 en 2022. Une baisse limitée, donc. Sauf que les fonctionnaires, qui sont aujourd'hui 1 094 (au 16 avril 2018), ne seraient plus que 900, selon les prévisions. Les contractuels, eux, passeraient de 184 à 300. Sachant que les salaires des premiers sont largement inférieurs à ceux des seconds et que, si le rapport propose de passer de plus en plus de contractuels en CDI, les contractuels ne bénéficient pas, loin de là, des mêmes droits que les fonctionnaires.

Les rapporteurs soulignent que la baisse s'inscrit dans le cadre de la réforme des institutions, qui prévoit d'arriver à 404 députés après les législatives de 2022, contre 577 aujourd'hui. La baisse sera «facilitée» par les départs à la retraite, alors que 57 % des fonctionnaires ont plus de 50 ans.

Outre la baisse du nombre de fonctionnaires et la hausse des contractuels, ce qui inquiète les intéressés, et nombre de parlementaires, c'est l'accélération d'une externalisation des services. Des missions nombreuses pourraient être confiées à des sociétés privées, dans la restauration, à l'accueil, à la bibliothèque ou chez les chauffeurs, par exemple, mais aussi dans l'écriture des comptes rendus, dans la communication digitale ou les prestations administratives de support. Dans l'entourage de François de Rugy, on ajoute qu'une réflexion «est en cours» pour «faire entrer de nouvelles expertises au sein de l'Assemblée, susceptibles de développer l'évaluation des lois».

Certains imaginent par exemple que des contrats pourraient être noués avec des cabinets d'expertise ou des consultants embauchés à l'Assemblée, du niveau des fonctionnaires de catégorie A. La reprise à l'Assemblée d'outils d'évaluation comme France Stratégie est une vieille lune. Reste que le recours au privé inquiète. «Il y a un lien direct entre le maintien des fonctionnaires et l'indépendance de l'Assemblée», souligne le coprésident du groupe communiste et député du Puy-de-Dôme André Chassaigne. «Le personnel est dans une colère maximale», soutient de son côté la députée Insoumise de Seine-Saint-Denis, Clémentine Autain, qui brandit elle aussi l'argument de la neutralité, «voire de la sécurité», mise en péril par une réforme «que guide le libéralisme effréné de l'exécutif».

À droite aussi, quoique à feu plus couvert, l'inquiétude monte. Député LR des Alpes-Maritimes et questeur, Éric Ciotti rencontre la semaine prochaine François de Rugy, en compagnie de ses deux collègues de la questure. «La fonction publique parlementaire doit bien sûr évoluer», indique Ciotti. Mais il loue le travail «de haute qualité» avec «des sujétions particulièrement contraignantes», d'une administration «totalement indépendante du pouvoir politique». Il est ainsi «particulièrement réservé» sur l'externalisation, un point à saisir «avec la plus grande prudence». La crainte, c'est l'ouverture de portes, jusqu'ici encore fermées, aux pressions politiques et aux lobbys.

Ciotti souligne un autre danger, celui du «bashing des fonctionnaires», avec la mise en circulation dans la presse de chiffres «délirants» sur leurs salaires. Il admet que ces salaires, «souvent plus élevés» qu'ailleurs dans la fonction publique, pourraient évoluer. Chassaigne, de son côté, se dit «favorable à la transparence sur la grille des salaires». Mais Ciotti met en garde. Une opinion remontée contre ces fonctionnaires «est un danger pour l'indépendance du Parlement». «Alors même, dit-il, qu'Emmanuel Macron n'aime pas le Parlement.» «Il n'y a jamais siégé, il ne comprend pas son fonctionnement et il juge que les députés ne font que retarder sa décision suprême.» Dans la réforme institutionnelle, il voit d'ailleurs «des attaques répétées contre le droit du peuple à légiférer, via les députés».

Rugy, de son côté, veut calmer le jeu. Il rencontre cette semaine les présidents des groupes et recevra les organisations syndicales. «L'analyse du rapport est un peu froide, et tout est encore sujet à discussion», précise-t-il, faisant des éloges vibrants du travail des fonctionnaires. Les premières mesures qui sortiront du rapport devraient entrer en vigueur début juillet.

A 4ª seletiva e última seletiva para formação do Time Brasil Adestramento em 22 e 23/6 na Sociedade Hípica Paulista fechou com sucesso. Confederação Brasileira de Hipismo define até quarta-feira, 26, a escalação do Time Brasil para os Jogos Pan-americanos 2019, valendo vaga olímpica. Em clima de expectativa, a elite do adestramento brasileiro voltou a se encontrar no Concurso de Adestramento Internacional - CDI Laffranchi e Haras Crystel - em 22 e 23/6, na Sociedade Hípica Paulista, principal polo da modalidade no país. A Confederação Brasileira de Hipismo (CBH) define até quarta-feira, 26/6, os cinco conjuntos (cavalo/cavaleiro) do Time Brasil de Adestramento nos Jogos Pan-americanos de Lima, entre 27/7 e 11/8. Integraram o juri nessa última seletiva Francisco Guerra, juiz 5* da Espanha, a brasileira Claudia Mesquita e Sandra Smith de Oliveira Martins da Argentina, juizas 4*, o chileno Max Piraino Lyon e o argentino Cesar Lopardo, ambos juizes nível 3*. Dos 11 conjuntos em pista nesse derradeiro desafio, seis já contabilizavam os índices técnicos definidos pela CBH. No Small Tour, as duas provas – Prix St. George e Intermediária I - foram válidas para registro do índice desejável de 69%. Dessa vez, apenas o cavaleiro pan-americano Mauro Pereira Junior montando Don Enrico AMM atingiu a meta ao alcançar com 69,853% na Intermediate I, em 23/6, sagrando-se vencedor. O conjunto também foi vice no dia anterior no Prix St. Georges, vencida pelo olímpico e medalhista pan-americano João Victor Marcari Oliva montando Biso nas Lezírias, 68,676%.

O conjunto voltou a vencer no Grand Prix Special, 68,227%, no domingo, 23, disputa Nacional não válida como qualificativa. Nas duas provas o vice foi o cavaleiro olímpico Pedro Tavares de Almeida com Aoleo, com 67,138%, no Grand Prix, e 66,773% no GP Special. O olímpica Giovana Pass com Zingaro de Lys garantiu a 3ª colocação no Grand Prix, 67,101%. Equilíbrio entre os conjuntos, em especial do Small Tour, marcou a seletivas do Pan.  “Desde minha última vindo ao país durante as seletivas para a Rio 2016, observei uma boa evolução técnica dos cavaleiros e amazonas ", destacou o juiz Francisco Guerra. "Acredito que o Brasil tem boas chances de medalhas no Pan. Mas não pode se acomodar, tem que buscar uma melhoria constante para enfrentar adversários fortes, especialmente, o Canadá e México que vão também vão em busca de medalha e vaga para os Jogos de Tóquio 2020”, ponderou o experiente juiz.   “Depois das quatro seletivas, considerando-se as médias obtidas, o resultado é muito bom e acredito que vamos ter um time forte disputando medalha no Pan”, avalia a juíza Sandra Smith de Oliveira Martins, diretora de Adestramento da CBH. “Os eventos possibilitaram que cada cavaleiro criasse sua própria estratégia de participar de duas ou mais seletivas, trabalhando dentro do que melhor vinha do seu cavalo. Alguns conjuntos se mantiveram constantes, outros oscilaram um pouco, mas isso é muito normal”, observou. A decisão de quem serão os quatro titulares e o reserva só acontece às vésperas dos Jogos. “Daqui até o embarque dos cavalos, dia 22 de julho, nosso objetivo é aproveitar esse intervalo para fazer os últimos acertos técnicos, veterinários e estratégicos. O trabalho será feito individualmente, e para não causar estresse, se decidiu que cada animal será mantido nos haras ou hípicas aonde estão acostumados. A concentração dos animais acontecerá dois dias antes do embarque, na Sociedade Hípica Paulista, para verificação final”, adiantou Sandra. Candidatos ao Time Brasil Ao longo das quatro seletivas, 24 conjuntos se candidataram a vaga no Time Brasil, dez deles atingiram os índices técnico estabelecidos pela CBH. Dos 19 candidatos do Small Tour que deram a largada na 1ª seletiva, em março, oito terminaram a maratona com registro de índice, apontando para elevação do nível técnico na modalidade. Mauro Pereira da Silva Junior com Don Enrico que totaliza cinco índices na soma das quatro seletivas que participou. Com quatro índices e participação em três seletivas posiciona-se João Victor Marcari Oliva/Biso das Lezírias. Também medalhista pan-americano, João Paulo dos Santos montando Carthago Comando SN - conjunto pré-qualificado durante a seletiva para o Pan em Buenos Aires em novembro de 2018 - soma dois índices registrados nas duas seletivas que participou. Outros quatro conjuntos também somam dois índices: Luiza Tavares de Almeida/Baluarte do Vouga, Yara do Amaral Fernandes com Dileto HI, Paulo César dos Santos que registrou dois índices com cada uma de suas montarias, Fidel da Sasa JE e Espartano LS. No Big Tour, que ao longo da disputa contou com cinco candidatos a vaga, dois conjuntos atingiram o índice no Grand Prix: os olímpicos Pedro Tavares de Almeida/Aoleo e Leandro Aparecido da Silva/Dicaprio. Briga pelo pódio no Pan vale vaga olímpica No adestramento, os dois primeiros colocados no pódio das equipes garantam vaga de seus países para Jogos Olímpicos Toquio 2020, lembrando que os EUA já estão habilitados para Toquio, graças a medalha de prata nos Jogos Equestres Mundiais 2018. A equipe será formada por quatro conjuntos, um reserva e nos Jogos deve ter no mínimo um conjunto de nível Big Tour (Grand Prix) e as outras três podem ser preenchida por conjuntos nível Small Tour (St Georges e Intermediate I). I came to north Carolina at the beginning of August from FL to stay with my aunt while I got my finances in order and she recovered from her back surgery. I plan to stay here until a bit after the new year. When I moved, I arranged to have my mail forwarded while i am here. Also around this time, I started searching for a new insurance provider because my rate had gone up with geico. I decided on progressive. When signing up for progressive, I signed up with my Florida drivers license number and my new nc mailing address. A couple of months later I received a letter from the state of Florida saying that they were notified my geico insurance policy was cancelled and to provide new proof of coverage. I went online and provided the information but apparently made an error when selecting the insurance company name. I accidentally selected protective insurance company instead of progressive. I was made aware of this error when I received a license suspension letter yesterday. Since then I have notified the state of Florida Of the error. I then received notice that my insurance was still not acceptable because Florida requires that if I have a florida registration, i must have a Florida policy. I called my insurance who confirmed that although they provide Florida coverage, I was under a nc policy even though I provided them with a Florida drivers license number since my mailing address was currently nc. I have had no lapse in coverage, but my insurance company cannot switch it back to florida until I am living there again at the beginning of the new year and can provide a valid address of where I will be living. I do not know where I will be living when I get back yet because I will have to find a new place to move into. Does anyone have any advice as to what to do in this situation? Two months later, I received a letter from my insurance company saying that I have inadequate coverage and need to visit healthcare.gov to find different coverage. I found new coverage through Blue Cross Blue Shield through healthcare.gov (I was planning on going BCBS anyway). I asked the woman who I spoke with when I should cancel my previous insurance benefits. She replied Wait a couple of weeks until you get all of your new information from BCBS . Here's where the issue comes in. When I contacted Nationwide (my previous insurance company) to cancel they said I had to fill out and send back a form. Basically, the form asked why I was cancelling. Go figure there was no option for them not having the correct benefits. Anyway, I sent that back and proof of my new policy (they wanted the effective date) Nationwide DENIED my request to cancel stating that I only had 30 days from the time my new coverage began to inform them. I took out an insurance policy with swinton Insurance they quoted me 250.00 I agreed to this amount. I have been driving for over 12 years with no claim made against my policy. NYC Health’s ERP System to Bring Business Ops to Digital Age

NYC Health + Hospitals plans to implement an enterprise resource planning (ERP) system to digitize business operations while saving the system $65 million.

August 08, 2017 – From payroll and workload management to orders and purchasing, health systems manage a myriad of back-end business operations, using a combination of automated systems as well as manual processes associated with each function.

The web of disparate systems and processes may leave health systems struggling to evaluate their financial performance in a timely manner. However, NYC Health + Hospitals recently announced its solution to inefficient business operations.

The largest municipal health system in the country will eliminate manual processes and standardize healthcare supply chain management, payroll, time-keeping, budget, and a slew of other business functions by installing a common PeopleSoft enterprise resource planning (ERP) solution across its 11 hospitals.

“Financial performance overall will improve because we are going to get all of the financial data into one central system, allowing us to get reports in a much timelier manner,” he said. “It will be a click of a button to get reports, such as payer information or revenue-generated costs associated with services, whereas today it takes quite a few people to cobble data together from four different systems to get that same information.”

After EHR Adoption, Revenue Cycle Technology Modernization Begins

Like many other health systems and hospitals, NYC Health + Hospitals relies on four separate systems to manage several business operations.

An ERP tool will replace the four systems and allow the health system to access an integrated view of back-end business processes, including payroll, orders and purchasing, workload forecasting and management, customer services, and accounting.

While ERP solutions are not a new product in the healthcare industry, adoption is low among hospitals. Only 27 percent of hospitals have implemented an ERP solution, according to recent data from Definitive Healthcare.

Instead, hospitals and health systems are opting to use a combination of revenue cycle and business intelligence tools for business operations, with an average of 3.3 implementations per care site.

But using a combination of systems to gather and analyze performance data prevented NYC Health + Hospitals from getting a good handle on financial reports, Guido explained.

Preparing the Healthcare Revenue Cycle for Value-Based Care

“The new ERP system will provide detailed profit and loss reports (P&Ls) in almost real-time, giving us the ability to compare departmental P&Ls from a granular level using revenue, cost, and payer and billing from a single system throughout NYC Health + Hospitals,” he stated.

The ERP solution will also eliminate several manual approval processes currently in place at the health system.

“It will be a click of a button to get reports…whereas today it takes quite a few people to cobble data together from four different systems to get that same information.”

“Most of our procurements were done by paper with manual approvals,” he elaborated. “This system actually streamlines that process electronically. Our payroll and time capture system is done on paper timesheets right now, and that’s for every one of our resources throughout our enterprise. What the ERP system does is eliminate all of that manual process from a time capture standpoint and put it in electronically.”

“Our business processes really needed to be strengthened and with the ERP system, it actually has the controls in the system itself for approval processes and budget control,” he continued. “It allows us to put controls in place from an operational standpoint.”

How Business Intelligence, CDI Focus Sharpens Revenue Cycle

With ERP implementation, Guido not only expects the health system to gain clearer insight into its financial performance, but increase efficiencies in healthcare supply chain management processes.

Each department within the health system manages their own budget and with the ERP solution, all controls and approvals for budget operation will be electronic. Ordering and purchasing will also become streamlined with online ordering through the solution.

With healthcare supply chain management data in one system, each department should be able to conveniently access inventory information. Through the ERP system, when inventory is delivered, it will automatically be scanned and inventory data will be tied to the appropriate requisitioner and budget.

To complement healthcare supply chain efficiencies in the ERP tool, NYC Health + Hospitals also plans to implement an automated inventory management system.

“From an inventory management standpoint, we will install something called a ‘Blue Bin’ over the life of this project that actually allows us to do inventory management on a much more effective scale,” Guido remarked. “Instead of doing manual inventory, the ‘Blue Bin’ system will allow us to keep track based on weight for certain products, and will allow us to reorder when products are needed, instead of having a large supply of inventory.”

The ERP implementation project should also allow the health system to better connect clinical care with the revenue it generates, he added.

“The ERP system is a central repository for all incoming information,” he said. “If you look at clinical documentation and ICD-10 or how we code the clinical services, we could now start matching that with the revenue coming in, based on the services, and manage that piece much more effectively.”

In total, NYC Health + Hospital leaders expect the solution to save $65 million over the next five years as the health system realizes business operation efficiencies and avoids expenses related to running four separate systems.

“Standardizing processes across our system from a revenue cycle standpoint is critical.”

To implement the new system, NYC Health + Hospitals plans to gradually install the ERP tool across its hospitals, starting with two facilities in July 2017.

“We started deploying in NYC Health + Hospitals/Queens and NYC Health + Hospitals/Lincoln,” Guido explained. “Those are the first two facilities where we implemented supply chain changes because of their capabilities from a technical standpoint using in-health scanners and things like that. Their maturity in this supply chain work also was a determining factor for us.”

“Every two months, two additional acute care facilities plus their clinics will go live with the solution,” he added.

By using a phased-in approach to ERP implementation, the health system aims to avoid potential disruptions that could threaten patient care as well as financial performance.

“We are being truly aggressive with it, but obviously we want them to do it in an approach that is not disruptive to the whole environment, and in a controlled manner,” he stated. “The two facilities allow us to manage it, make sure we train everyone on the system and make sure we have support during those go-lives.”

Ensuring each facility has access to appropriate support during the implementation process is also key to preventing clinical and financial issues. To boost support, the health system chose certain staff to become experts with the tool.

“We took some of the people within the facilities and made them what we call ‘super-users,’” he stated. “They had much more intense training than everyone else. Each one of the facilities, based on the function, has two or three super-users, and we have support at each of the facilities for three weeks before and three weeks after go-live, just to make sure everyone is comfortable with the system before we move the support to the next facility.”

With the additional support, NYC Health + Hospitals anticipates the ERP implementation project to finish in the summer of 2018, right around the scheduled launch date of another digital transformation initiative. The health system is currently in the process of installing a healthcare revenue cycle management solution from Epic Systems.

“We are the largest public healthcare system in the nation and we really need to manage our revenue cycle in a much more effective manner.”

“The Epic revenue cycle project just got approved in May and was approved by the health system’s board of directors,” Guido said. “Right now, we are going through what I’ll call our discovery phase, as well as starting to get some of the critical components built out within Epic.”

Like the ERP tool, the health system intends for the revenue cycle management application to bring business operations into the digital era.

“It will allow us to eliminate a lot of the manual processes that we have in place right now—part of our digital transformation,” he stated. “We are the largest public healthcare system in the nation and we really need to manage our revenue cycle in a much more effective manner.”

The revenue cycle management system will also allow the health system to standardize business practices across its 11 hospitals and over 70 community-based facilities.

“Standardizing processes across our system from a revenue cycle standpoint is critical,” he continued. “Having an integrated system from a clinical and financial standpoint, will allow us to streamline our business processes for both clinical and revenue cycle considerations.”

The Epic revenue cycle management system is slated to save NYC Health + Hospitals up to $142 million based on 2016 patient volume. Leaders also expect the system to advance clinical documentation, reduce claim denials, and speed up claims reimbursement times.

Similar to ERP’s gradual implementation plan, the health system will invest $289 million over the next five years to implement the Epic solution. Leaders anticipate the system to launch by the fourth quarter of 2018. Although, the project is not slated to be completely finished until the end of 2020.

Guido remarked that the ERP and Epic revenue cycle management systems should be able to communicate data. As part of its digital transformation, the health system intends for all its business and clinical tools to provide an integrated view into both the clinical and revenue cycle aspects of the system.

NYC Health + Hospital’s digital transformation may have started over a year and a half ago with an Epic EHR system launch, but the health system’s recent focus has been on automating its revenue cycle management and financial functions.

While the health system plans to continue to strengthen its business operations using technology, Guido stated that its next target will be to align the system with value-based purchasing.

“We want to look at value-based purchasing and how we actually tie the financials into that, along with the payers,” he stated. “Those will be some of the tools we will be implementing next.”

  What’s a 70 volt distributed audio system?

Amplifiers designed to drive typical, low impedance speakers (4, 6 or 8 Ohms) are constant current devices. The current delivered depends upon the impedance of the speaker load, but in order to make the system work properly with lots of speakers connected, you have to use series or series/parallel wiring arrangements and devices that maintain at least a minimum impedance load. If you don’t and the impedance drops too low, the amplifier will eventually overheat and (hopefully) protect itself, or worse.

However, if you choose an amplifier designed to drive a 70 volt line (or put a transformer on the output of a low impedance amplifier) and attach a matching transformer to each speaker, you create a constant voltage system that’s isolated from the combined speaker load impedance. In other words, you’ve eliminated impedance matching concerns. All you’ve have to do is ensure the amp can deliver the wattage needed to drive the connected speakers.

Here are some tips:

AmplifiersIf you’re not already using an amplifier that has 70 volt outputs (like a Crown CDi 1000), you’re going to have to either get one or use a standard low impedance amplifier and purchase and install a transformer at the amplifier’s speaker outputs. These types of transformers have wattage ratings, so be sure you get one that can handle the total wattage you’re intending to distribute to all the speakers. However, it’s recommended that you simply use a 70 volt amp for ease of system design and installation.

Watts, Watts, WattsYou no longer have to be concerned about impedance matching, but you do have to calculate the system’s wattage requirements. Each speaker in the system will typically have its own 70 volt to low impedance step down transformer. And each step down transformer will have several “taps” for connecting to the main 70 volt trunk line from the amplifier. The taps are marked in watts and which one you choose determines how loudly that particular speaker will play (and how many watts it’s fed), relative to the others in the system.

In order to determine the system’s total wattage you’ll need to add up all the watts, based upon the taps you’ve chosen for each speaker and the watts it will draw. Then you have to be sure that both the amplifier and the step up transformer you’ve installed at the amp (if you’ve used one) can deliver that amount of power.

The minimum required amplifier power is the number of speakers multiplied by the tap value. For example, using 6 speakers set to a tap value of 16W would require about 100W of power (6 x 16 = 96). However, it’s recommended that you use an amplifier with 20% more power than the minimum required; in our above example, about 120W. The formula for this equation would look something like this:

(tap value) x (number of speakers) + (20% – headroom) = total power required

So how do I decide which tap to use?

Let’s assume that you have step down transformers with connection taps rated at 4, 8, 16, and 32 watts. Note too that these are multiples of each other. Each higher number tap will deliver higher power to that speaker and in turn that speaker will play louder. So, if you’ve got a space that needs more acoustic power, simply choose a higher rated tap and bask in the glow of more. Or vice versa. If necessary, you can simply connect a speaker to the different taps in order to experiment with how much difference each tap appears to make using a particular model speaker.

2 Penjual Sabu Ditangkap di Langkat

Langkat (SIB) -Dua pria warga Langkat diamankan petugas Polres Langkat  karena menjual  sabu di satu rumah tersangka Jalan Pulo Banyak Dusun IV Desa Baja Kuning Kec Tanjung Pura Langkat, Rabu (4/1) pukul 20.30 WIB. Dari tersangka  LS  (39) warga Jalan Pulo Banyak Dusun IV Desa Baja Kuning, Langkat dan Yus (38) warga Dusun II Desa Pematang Serai  Langkat. Sedangkan barang bukti yang ditemukan petugas, 5  bungkus plastik klip bening ukuran sedang berisi sabu,  1 bungkus plastik klip ukuran kecil berisi  sabu, 1 bal plastik klip kecil kosong, 1 bungkus kecil ganja yang dibungkus kertas koran, sekop sabu  terbuat dari pipet plastik, timbangan elektrik, bola lampu, kotak CDI, kotak plastik dan uang Rp1.251.000. Kedua pelaku yang kerap menjual sabu  selama ini telah diketahui warga.  Terakhir saat pelaku LS berada di rumah bersama rekannya, warga yang curiga melaporkan ke pada polisi. Saat polisi melakukan  penggerebekan ditemukan sejumlah barang bukti sabu yang disimpan  di kamar mandi dapur rumahnya.
