The silent hill team set silent hill in america but not one of them ever went there and they didn't know shit about america so they watched some american movies and based their town on it. There are several posters in midwitch elementary school (one of the first levels of silent hill) that is a rip off of posters in Kindergarten Cop, that movie with Schwarzenegger. That's because they didn't really select shit that would reflect the game, the criteria was "it has to be american and also a movie our team members like". So yeah there are Kindergarten Cop easter eggs in Silent Hill (1999).

i truly love this. my family is friends with one of the actors in kindergarten cop so essentially hes in the silent hill universe now

the silent hill devs, understandably not being super familiar with how american schools should look, used the school from that movie as a reference for midwitch elementary in the original game

Midwich High School is the public high school in Silent Hill: Shattered Memories. It's located on the corner of Lewis Road and Midwich Street in Old Silent Hill. The Midwich Cuckoos is the name of the school's football team, a direct reference to the 1957 science fiction novel "The Midwich Cuckoos." As Harry explores the school during a nightmare sequence, he learns that Cheryl was bullied and it's implied that she had an affair with her teacher. After the nightmare, Harry leaves the school.

i’m aware of midwitch high, but shattered memories is an AU and thus non-canon with the rest of the series. the midwitch there is an alternate version of midwitch elementary from the mainline games.
