Welcome to Secret Identity, our regular column on identity and its role in politics and policy.

In the last edition of this column we looked at “electability” as a concept, and some of its more problematic undertones. This week, let’s explore the nuts and bolts of electability — what factors make someone more (or less) likely to win an election. I know everyone is thinking about this question in terms of who the Democrats should nominate to take on President Trump in 2020, but I want to explore both presidential races and down-ballot contests, since we have much more data on the latter.

First, two really important caveats. One, there have been only 58 presidential elections in U.S. history. That’s a fairly limited data set — and one of the main reasons why you should be skeptical when someone confidently suggests one potential presidential aspirant is more or less electable than another. Second, the way we think and talk about politics often overemphasizes candidates and campaign strategies and underplays what political scientists refer to as the fundamentals — factors like the state of the economy and which party controls the White House at the time of the election. One view of the 2008 election, for example, is that Barack Obama ran a brilliant campaign that overcame America’s racial divides. Another view is that once Obama won the Democratic nomination he was virtually a lock — the GOP was trying to win a third straight presidential term, which is generally hard to do, and there was a stock market crash a few weeks before the election.

With those caveats in mind, I’m going to start with a Gallup poll from 2015, because I think it’s telling in some important ways. Gallup asked people if they would vote for a presidential candidate from their own party if the person were “well-qualified” and were, say, Muslim, or Jewish or a socialist. (Gallup had 11 categories in all.) More than 90 percent of Americans said they would vote for a woman, a black candidate, a Jewish candidate or a Latino candidate, while fewer than 10 percent said they would not. By this measure, women and nonwhite candidates are pretty electable. (People could be lying to pollsters, but let’s take people at their word for now. And even so, 7 or 8 percent of the electorate isn’t nothing.)

In contrast, 50 percent of Americans said they would not back a socialist candidate. More than a third were opposed to an atheist or Muslim candidate.1 Similarly, in a Pew Research Center 2016 survey, more than 40 percent of Americans said they would be less likely to vote for a candidate who is Muslim and more than half said they would be wary of someone who did not believe in God.2

So, if you want to have a conversation about whether an atheist or Muslim candidate for national office is “electable,” you at least have some data to support asking the question. (The better way to phrase that question, of course, is probably, “Are Americans too Islamophobic to elect _______.”) In addition, these are categories, not people. How does Americans’ resistance to a “socialist,” for example, relate to the once-and-maybe-future presidential candidate Bernie Sanders, who describes himself as a democratic socialist? We are not totally sure, but it’s worth remembering that many of his views are shared by other leading Democrats — and voters might consider him more of a Democrat than a socialist if he is the party’s 2020 nominee.

Electability concerns are still raised about plenty of candidates who don’t fall into those categories, particularly women, minority candidates and people with views more out of the ideological mainstream of U.S. politics. And just because Americans say they wouldn’t rule out voting for these candidates, that doesn’t mean those identities have no effect on how elections play out. So, let’s look at some of those other factors now, where the electability effects perhaps aren’t as explicit.

Women

This is a tricky question to answer. The best data we have on how gender affects elections is in down-ballot races. An extensive study of U.S. House races from 1982 to 2012 by the University of Georgia’s Jason Anastasopoulos found no “gender penalty” for women candidates. That was true in terms of raising money and in garnering general election votes.3

“Based on a systematic analysis of the 2010 and 2014 midterm House elections, we found not only that women win at equal rates, but also that the content of women’s and men’s campaigns looks the same, the volume and substance of the media coverage they receive is indistinguishable, and voters assess male and female candidates on a variety of issue competencies as equals,” said Jennifer Lawless, a professor at the University of Virginia, referring to research she did with Danny Hayes of George Washington University for the 2016 book “Women on the Run.”

“In short, it all comes down to party,” she added. “Whether there is a D or an R in front of a candidate’s name is far more important — to voters, donors, journalists, and their opponents — than the presence or absence of a Y chromosome in a candidate’s DNA.”

That’s Congress, though. Many observers have asked whether gender plays out differently in the context of a presidential election. Two scholars at the University of Texas at Dallas concluded that attitudes about gender were a much bigger factor in determining how Americans voted in 2016 compared to 2012 (when there were two male candidates), but on balance that helped Clinton because the number of voters with sexist views were outnumbered by those with less sexist views. Clinton did not do as well as Obama electorally, but that probably had more to do with the fundamentals of the race (the fact that she was running for the third term of her party was a disadvantage for example). Other scholarship also shows that attitudes about gender did correlate more closely with how people voted in 2016 than in previous elections — but so did racial attitudes. (So it’s likely that Trump brought gender and race to the forefront in 2016 as much as Clinton.)

But we should be cautious here. Clinton was the first woman to win a major party presidential nomination. If we don’t have a big sample of presidential elections in general, we have far less than even that for women running for president. So I don’t think we can dismiss the idea that Clinton’s gender played some role in the campaign. There were facets of the campaign that are difficult to explain without gender — such as the somewhat odd view of American voters throughout 2016 that Clinton and Trump were basically equally untrustworthy. From a scholarly perspective, however, Clinton followed the pattern — there is not a big penalty in terms of vote share for being a woman in U.S. elections.

“In terms of most of the academic and advocacy research we have, there is no voting or fundraising penalty in the raw data we have about who votes for women as nominees,” said Shauna Shames, a political scientist at Rutgers University and expert on the role of gender in politics.

“But that does not mean there is no gender penalty,” she added. “It just means, to my mind, that only the stronger female candidates run, and those can raise as much money and votes as the mediocre men. We should actually therefore see a penalty against men, in favor of the women who make it through the (tougher for women) gauntlet of becoming candidates, and we should see these women raising more money than men. But we do not. That the levels are equal, therefore, does not prove to my mind that there is no penalty for women — it suggests in fact that there is one, just one we don’t see.”

Race and ethnicity

African-Americans — Generally, there is evidence that black candidates increase turnout among black voters but do worse with white voters, perhaps because black candidates are perceived to be more liberal than white candidates with similar ideological stances.

Obama’s presidential campaigns seem to have conformed to this pattern. University of Massachusetts Amherst professor Brian Schaffner, for example, argued that Obama’s candidacy caused more voters to see the 2008 campaign through a racialized prism and that cost Obama support from people with more racist views. Schaffner estimated that Obama lost about 3 percentage points of the white vote, which comprised about 75 percent of the electorate in 2008. So that’s about 2 points overall. Economist and data scientist Seth Stephens-Davidowitz estimated that Obama lost about 4 percentage points in the national popular vote in 2008 and 2012 because of his race. Other experts, such as Nate Cohn, who’s now with The New York Times, have argued that that overestimates the racial backlash.

The flip side for Obama is that the black turnout rate was more than 65 percent in both of his runs, compared to about 60 percent in 2004 and 2016, when Democrats ran white presidential candidates, according to U.S. Census Bureau data. That matters. Clinton likely would have won Michigan and Wisconsin with 2012-level turnout among blacks.

Latinos — I found less research on Latino candidates. But there is some evidence they too face a penalty. A paper written last year by Neil Visalvanich of Durham University in the United Kingdom estimated that Latino Democratic candidates performed 6 percentage points worse with white voters than white Democratic candidates of similar ideology. The study, based on 2010 and 2012 congressional election results, found the penalty for Latino Democrats to be higher than that of black Democratic candidates (3 percentage points, according to Visalvanich).

There is evidence, based on mayoral and U.S. Senate elections, that Latinos are more likely to vote for Latino candidates. But direct appeals to Latinos, according to scholars, are likely to cause a backlash among some white voters. And Latino Democratic candidates, like black ones, are likely to be perceived as more liberal than white ones with similar ideologies.

Asians — We don’t have as much data here, But in his study, Visalvanich estimated that Asian Democratic candidates did better with white voters than even white candidates.

Ideology

Would it help the Democrats in 2020 if they had a “centrist” at the top of the ticket? All else being equal, it’s probably safe to conclude that candidates more removed from the mainstream of American political thought will do worse at the ballot box. There is some evidence, for example, that Republican presidential nominee Barry Goldwater (1964) and Democratic nominee George McGovern (1972) lost by larger margins than other factors would have predicted in their elections because of the ideological extremism of their voting records.

But ideology is somewhat complicated to measure, particularly for people who haven’t served in legislative bodies (like Montana Gov. Steve Bullock, a potential Democratic candidate in 2020) or in any political office at all (like Trump.) Trump’s Muslim plan was perhaps the most radical idea proposed by any recent presidential candidate, but voters had trouble pinning the candidate down on a left-right spectrum before the election. Trump, according to the Pew Research Center, won the plurality of 2016 voters who described their views as “mixed” and basically was even with Clinton among self-described independents.

Still, unlike race and gender, there is some solid grounding to claim that extreme candidates are less “electable.” Who gets labeled “extreme,” on the other hand, tends to be a less empirical exercise.

There are, of course, other characteristics that could make someone more or less electable. Would it help Democrats win the Midwest if they nominated someone from that region? What about the South? We didn’t get into age in this analysis, but in a 2014 Pew poll, 36 percent of people said they were less likely to vote for a candidate in his or her 70s. (Trump was 70 when he was elected in 2016.)

And that fact about Trump and age speaks to the point I started with: We don’t really know who is electable until the election. In terms of 2020, it’s hard to know how much it matters who Democrats nominate.

Maybe it will matter a lot –– because some of the fundamentals favor Trump (he is an incumbent and the economy is strong), so the Democrats may need a savvy candidate to win a race where Trump will be formidable. Or maybe the Democratic candidate won’t matter much at all — that the biggest fundamental of the election will be Trump’s very high disapproval rating, and Americans will vote for just about anyone to replace him.

WASHINGTON—The Senate passed a early Wednesday, the first step in an arduous process designed to allow Democrats to push through a sweeping package of education, healthcare, climate and other provisions without GOP support.

The party line vote, 50-49, came just before 4 a.m., one day after the Senate passed a roughly $1 trillion bipartisan infrastructure package. It is an initial victory for President Biden and congressional Democrats who are seeking to pass as much of their legislative agenda as possible this year, before next year’s midterm elections overtake Capitol Hill.

Senate Democrats “just took a massive step towards restoring the middle class of the 21st century,” Senate Majority Leader Chuck Schumer said after the vote. “What we’re doing here is not easy. Democrats have labored for months to reach this point. And there are many labors to come. But I can say with absolute certainty that it will be worth doing.”

Minority Leader Mitch McConnell said the blueprint was “full of reckless taxing and spending.”

But Democrats, who have slim margins in both chambers, will face difficult choices and negotiations, as they work to transform the budget framework into detailed legislation.

All But 5 Republicans Vote To Dismiss Trump Impeachment Trial On Constitutional Grounds

All but five U.S. Senate Republicans voted in favour of an effort to dismiss Donald Trump’s historic second impeachment trial on Tuesday, making clear a conviction of the former president for “incitement of insurrection” after the deadly Capitol siege on Jan. 6 is unlikely.

While the Republicans did not succeed in ending the trial before it began, the test vote made clear that Trump still has enormous sway over his party as he becomes the first former president to be tried for impeachment. Many Republicans have criticized Trump’s role in the attack — before which he told his supporters to “fight like hell” to overturn his defeat — but most of them have rushed to defend him in the trial.

“I think this was indicative of where a lot of people’s heads are,” said South Dakota Sen. John Thune, the No. 2 Republican in the Senate, after the vote.

Late Tuesday, the presiding officer at the trial, Sen. Patrick Leahy, D-Vt., was taken to the hospital for observation after not feeling well at his office, spokesman David Carle said in a statement. The 80-year-old senator was examined by the Capitol’s attending physician, who recommended he be taken to the hospital out of an abundance of caution, he said.

The vote means the trial on Trump’s impeachment will begin as scheduled the week of Feb. 8. The House impeached him Jan. 13, just a week after the deadly insurrection in which five people died.

Details: The four medals awarded under the bill — one of the highest civilian honors — would be displayed in the Capitol Police and Metropolitan Police headquarters, Smithsonian Institution and the Capitol building.

The bill names the three law enforcement officers who died following the attack, and singles out U.S. Capitol Police officer Eugene Goodman, who lured a mob away from members of Congress.

The resolution recognizes their actions as an example of “the patriotism and the commitment of Capitol Police officers, and those of other law enforcement agencies, to risk their lives in service of our country.”

Four Tennessee Republicans Vote Against Removing Slavery From The State Constitution

On the matter of removing ‘slavery’ as punishment from the state’s constitution, four Tennessee senate Republicans took exception.

Members Joey Hensley, Janice Bowling, Brian Kelsey, and Frank Nicely on March 15 voted against a bill put forward by Democrat Sen. Raumesh Akbari that would remove a constitutional clause allowing slavery as punishment for a crime.

“Slavery and involuntary servitude, except as a punishment for crime, whereof the party shall have been duly convicted , are forever prohibited in this state,” states Article I Section 33 of the Tennessee constitution.

With Akbari’s bill, voters will have the option to remove that section and instead amend the constitution to make clear that slavery and involuntary servitude is banned throughout Tennessee.

A line in the bill further states, at the request of the Department of Correction, that “nothing in this section shall prohibit an inmate from working when the inmate has been duly convicted of a crime”.

To make changes to the Tennessee constitution, the bill must pass two general assemblies each in the house and senate, first by a majority, then by two-thirds. Tennesseans will then vote in a ballot measure to ultimately decide whether to ratify the proposed amendment in a gubernatorial election.

Hensley said, “I didn’t think it was necessary because the constitution already says slavery will be forever prohibited.”

And several other lawmakers have had the same racist trope lobbed at them. HuffPo asked dozens of lawmakers, both Democratic and Republican, whether they’ve ever been told to “go back.”

Nearly every minority lawmaker said yes. Every white lawmaker said no.

“I’ve been told many times to ‘go back to China,’ even though I’m of Japanese descent, because people are prone to stereotypes,” Rep. Mark Takano said. “Asian Americans, among other minority groups, often experience the feeling that they don’t belong in this country.”

“Way, way back when, somebody yelled that. Not lately,” said Sen. Mazie Hirono . “However, the president seems to be resurrecting that.”

Rep. Ruben Gallego remembers hearing the taunt throughout his life, starting when he was a young boy.

“At the age of six, my family and I were in a mall, and these two old ladies next to my family and my three sisters said, ‘Go back to Mexico.’ I think I heard it all the time in high school from every kid who hated me,” he said. “I heard it when I was in the Marine Corps. I heard it when I left the Marine Corps. I heard it in Arizona. I can’t even count the times I’ve heard it.”

With Some Republicans On Board Us House Democrats Press Forward On Impeachment Vote

WASHINGTON – With at least five Republicans joining their push to impeach President Donald Trump over the storming of the U.S. Capitol, Democrats in the House of Representatives stood poised for a history-making vote to try to remove the president from office.

With eight days remaining in Trump’s term, the House will vote on Wednesday on an article of impeachment accusing the Republican of inciting insurrection in a speech to his followers last week before a mob of them stormed the Capitol, leaving five dead.

That would trigger a trial in the still Republican-controlled Senate, although it was unclear whether enough time or political appetite remained to expel Trump.

Democrats moved forward on an impeachment vote after a effort to persuade Vice President Mike Pence to invoke the 25th Amendment of the U.S. Constitution to remove Trump was rejected by Pence on Tuesday evening.

“I do not believe that such a course of action is in the best interest of our Nation or consistent with our Constitution,” Pence said in a letter to House Speaker Nancy Pelosi.

Despite the letter, the House passed a resolution formally calling on Pence to act. The final vote was 223-205 in favor.

While that was occurring, Trump’s iron grip on his party was showing further signs of slipping as at least four Republicans, including a member of the House leadership, said they would vote for his second impeachment – a prospect no president before Trump has faced.

Senators were brought back to the day of the Jan. 6 attack on the Capitol when Tuesday’s Senate trial opened with a 13-minute video containing clips from that day, from the president’s exhortation at a rally near the White House that his followers should go to the Capitol to the ensuing attack.

The video included footage of rioters breaking windows and chanting “stop the steal” as they disrupted the process to certify the 2020 presidential election results, falsely believing Trump’s claims that President Joe Biden won due to widespread fraud.

“Senators, the president was impeached by the U.S. House of Representatives on Jan. 13 for doing that. You ask what a high crime and misdemeanor is under our Constitution? That is a high crime and misdemeanor. If that’s not an impeachable offense, then there is no such thing,” said House impeachment prosecutor Rep. Jamie Raskin, D-Md.

“They don’t need to show you movies to show you that the riot happened here. We will stipulate that it happened, and you know all about it,” he said.

House Votes To Remove Rep Marjorie Taylor Greene From Committee Assignments

Ahead of the vote, Greene spoke on the House floor: “none of us are perfect.”

The House approved a resolution Thursday that removes embattled GOP Rep. Marjorie Taylor Greene from her assigned committees.

The final vote tally was 230-199 and 11 Republicans voted in support of the resolution: Reps. Adam Kinzinger of Illinois, Brian Fitzpatrick of Pennsylvania, John Katko of New York, Nicole Malliotakis of New York, Fred Upton of Michigan, Carlos Gimenez of Florida, Chris Jacobs of New York, Young Kim of California, Maria Salazar of Florida, Chris Smith of New Jersey and Mario Diaz Balart of Florida.

Greene, a vocal supporter of Trump’s unsubstantiated claims of election fraud, has been condemned by Democrats and many Republicans for embracing numerous conspiracy theories in videos and social media activity before she took office this year.

In posts and videos from 2018 and 2019 reviewed by CNN, Greene appeared to endorse violence against prominent Democrats, including House Speaker Nancy Pelosi, and suggested that the Sandy Hook and Parkland shootings were staged “false flag” operations. They have since been taken down.

Greene defended herself in a speech ahead of the vote and expressed regret over some of her past remarks — which some viewed as doing too little, too late.

House Votes To Establish Capitol Riot Commission Over Republican Opposition

The House of Representatives voted Wednesday to set up an expert commission to investigate the Jan. 6 riot at the Capitol. But a majority of Republicans voted against the commission ? part of a broader effort from the party to distance itself from an attack encouraged by its own leader, then-President Donald Trump.

The bill passed 252 to 175, with 35 Republicans joining Democrats to support the commission in spite of GOP leaders’ opposition.

The bipartisan vote sets up a showdown with the Senate, where Republicans led by Sen. Mitch McConnell may filibuster the bill because the investigation would probably not look great for the Republican Party.

The bill would establish a “National Commission to Investigate the January 6 Attack on the United States Capitol Complex,” with five members appointed by Republicans, five by Democrats, and a final report due to the White House and Congress by the end of the year.

The panel’s appointees would have to come from outside of government and have “national recognition and significant depth of experience” in fields like public service, law enforcement, technology and counterterrorism.

The bill was written by House Homeland Security Committee Chair Bennie Thompson and the committee’s top Republican, Rep. John Katko .

Trump, too, has insisted the commission is a sham because it does not deal with unrelated matters.

“There was no issue on his part,” Thompson said. “But, I guess that’s politics.”

Republicans Vote Against Honoring Capitol Police For Protecting Congress

A dozen Republicans voted against a resolution honoring US Capitol police for their efforts to protect members of Congress during the insurrection on 6 January.

The House voted 413-12 on Wednesday to award congressional gold medals, Congress’s “highest expression of national appreciation”, to all members of the Capitol police force.

The Republicans who opposed this honor included Marjorie Taylor Greene of Georgia, Matt Gaetz of Florida and Thomas Massie of Kentucky. They and other opposing members said they had problems with the text of the legislation.

Massie told reporters he disagreed with the terms “insurrection” and “temple” in the legislation.

The resolution said: “On January 6, 2021, a mob of insurrectionists forced its way into the US Capitol building and congressional office buildings and engaged in acts of vandalism, looting, and violently attacked Capitol police officers.”

It also named the three officers who responded to the attack and died shortly after – Capitol police officers Brian Sicknick and Howard Liebengood and Metropolitan police department officer Jeffrey Smith – and said seven other people died and more than 140 law enforcement officers were injured.

The Senate’s impeachment trial of President Donald Trump on Tuesday made clear how just four—any four—Republican senators could steer the proceedings in whatever direction they please. That includes deciding whether to hear from witnesses.

Last-minute alterations were made to a resolution put forward by Senate Majority Leader Mitch McConnell that will govern the trial’s proceedings only after some Republicans voiced their concerns to leadership.

Under the original text, impeachment managers and the defense would’ve each had 24 hours to make opening remarks over the course of two days, resulting in four straight 12-hour days. It would’ve also excluded the evidence gathered in the House’s investigation from automatically being entered into the record. The revisions resulted in allowing each side three days for remarks and will automatically include the House evidence.

“Senator Collins and others raised concerns about the 24 hours of opening statements in 2 days and the admission of the House transcript in the record,” Annie Clark, a spokesperson for Sen. Susan Collins , told Newsweek in a statement. “Her position has been that the trial should follow the Clinton model as much as possible. She thinks these changes are a significant improvement.”

The modifications preceded House impeachment managers and Trump’s defense team debating the resolution and Democratic amendments to it that ultimately failed.

Tlaib: Trump’s Tweets And Words Part Of ‘racist Xenophobic Playbook’

In more tweets later Tuesday morning, Trump denied that his earlier tweets were racist, saying Congress should instead be taking action on “the filthy language” by the congresswomen.

Later, at a Cabinet meeting in the White House, Trump was asked where he thought the congresswomen should go. “It’s up to them,” he said. “Go wherever they want, or they can stay, but they should love our country. They shouldn’t hate our country.”

Asked Monday whether he was concerned that his comments were being called racist, the president said, “It doesn’t concern me, because many people agree with me.”

It Wasnt The First Filibuster Of The Year And It Wont Be The Last

Senate Republicans on Friday killed an effort to create an independent, bipartisan commission to investigate the violent insurrection at the U.S. Capitol on Jan. 6. The House last week passed the measure 252-175, with every Democrat and 35 Republicans voting in favor. Friday, just six Senate GOP members joined every Democrat in support of the commission — leaving the Senate six votes shy of the required 60 votes to advance the measure to the Senate floor.

True, Democrats could amend the bill to try to secure more Republican support. But few expect many Republicans to budge. That means the commission idea is probably dead.

Pelosi Will Decide When To Send Impeachment Article To The Senate

House Speaker Nancy Pelosi will decide when to transmit the article to the U.S. Senate, which must either dismiss the charge or hold a trial. At least 67 of the 100 senators are needed for conviction, which would require Trump’s removal from office.

USA TODAY reports Senate Majority Leader Mitch McConnell, R-Ky., said Wednesday the chamber would take up the issue at its “first regular meeting following receipt of the article from the House.” The Senate is scheduled to return Tuesday, the day before President-elect Joe Biden’s inauguration.

“Even if the Senate process were to begin this week and move promptly, no final verdict would be reached until after President Trump had left office,” he said.

Earlier Wednesday, a vote to proceed with the impeachment process — House Resolution 41 — was divided along party lines, with 221 Democrats voting in favor of a resolution: “Providing for consideration of the resolution impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors.”

Only Republicans — 203 — voted against the resolution.

Mccarthy: Trump’s Tweets Targeting Congresswomen Are Not Racist

Because she’d been found out of order, Pelosi was barred from making comments on the floor for the rest of the day — but Democrats voted to allow her to keep talking, again along party lines.

House Minority Leader Kevin McCarthy, R-Calif. — who’d defended the president’s tweets earlier in the day — chided Democrats for having defied decades-old precedent. “The House just voted to condone this violation of decorum,” he said.

The vote on the resolution proceeded after fiery remarks from Rep. John Lewis, D-Ga., who’d marched alongside the Rev. Martin Luther King Jr. “Segregationists told us to go back,” he said.

“I know racism when I see it. I know racism when I feel it,” Lewis said. “The world is watching. They are shocked and dismayed because it seems we have lost our way.”

In a closed-door meeting with House Democrats ahead of the proceeding, Pelosi said “these are our sisters” in reference to the four newly elected Democratic lawmakers: Rashida Tlaib of Michigan, Ilhan Omar of Minnesota, Alexandria Ocasio-Cortez of New York and Ayanna Pressley of Massachusetts.

Pelosi insisted that the resolution was about more than just “The Squad” — the nickname for the four congresswoman.

“The fact is, as offended as we are — and we are offended by what he said about our sisters — he says that about people every day, and they feel as hurt as we do about somebody in our family having this offense against them,” Pelosi said.

The passage of the bill comes just before Democrats take up a budget resolution that greenlights their ability to pass a separate $3.5 trillion spending plan, packed with the party’s top priorities, later this year without GOP votes.

No Republicans are expected to support the budget resolution or the subsequent spending package, which is unlikely to get voted on before late September.

Representative Pramila Jayapal of Washington, who oversees the House Progressive Caucus and was born in India, was particularly animated. “Yes, I am a proud naturalized citizen born in India, a proud patriot,” she thundered on the House floor. “It’s not the first time I’ve heard, ‘go back to your country,’ but it’s the first time I heard it from the White House!”

But the condemnation resolution is unlikely to serve as a substitute for impeachment. As soon as the vote was over, the Democrats’ leading advocate of impeachment — Representative Al Green of Texas — took to the House floor to call, once again, for Mr. Trump to be impeached.

Senate Democrats adopted a budget measure early Wednesday morning to deliver their next filibuster-proof ticket to passing major legislation against the will of their GOP colleagues.

After more than 14 hours of continuousamendment votes, the chamber adopted on party lines a 92-page framework for Democrats’ $3.5 trillion package of climate and social initiatives, including subsidized child care, expanded Medicare and paid family and medical leave benefits. Once both chambers have approved the budget instructions, it will unlock the reconciliation process, which empowers the majority party to eventually clear the final bill with just 51 votes in the Senate, rather than the usual 60-vote hurdle.

After the 50-49 vote Wednesday, Senate Majority Leader Chuck Schumer called the move “a massive step towards restoring the middle class” and giving “more Americans the chance to get there.”

The amendment marathon was the Senate’s third this year, after Democrats deployed the reconciliation process to pass Biden’s$1.9 trillion pandemic relief package in March.

WASHINGTON – While All Eyes Are On Who Could Be The Future Occupant Of The White House, The Battle Over Control In Both Chambers Of Congress Is Also Heating Up, Especially As More Than A Dozen Lawmakers Have Announced Their Retirement.

The retirements, most of which were announced by Republicans, open up a series of key races ahead of the 2020 elections as Republicans try to fend off Democrats aiming to take control of the Senate and maintain, or perhaps grow, their majority in the House.

Here is the list of lawmakers who have announced they aren't running to keep their seats in 2020.

I. House

So far, 13 members of the House have announced they won't be running in 2020, including 11 Republicans and two Democrats.

Many of the retirements were announced over the last several weeks, including by four Republicans in Texas. Among those leaving Congress are two of House Republicans' 13 women, including the female lawmaker that was tasked with recruiting more conservative women and minorities to the body.

John Shimkus: Republican representing Illinois' 15th District

Rep. John Shimkus announced Friday that he would not run for re-election in 2020. He announced his decision on KMOX radio in St. Louis. He said in a statement that he was looking forward to his "next chapter of life."

Shimkus, who has represented the district since 2003, won about 70 percent of the vote in 2018 in a solidly red district, which Donald Trump won in 2016.

Sean Duffy: Republican representing Wisconsin's 7th District

Rep. Sean Duffy announced Monday he would be leaving Congress in September.

Duffy, who has represented his district in northern Wisconsin since 2011, said in a Facebook post that he needs to step down in order to devote more time to a baby he and his wife are expecting in October that has a heart condition. Duffy's was once a true swing seat in Congress but was made more Republican in 2011 by GOP redistricting, and has also shifted right as rural areas continue to tilt toward Republicans.

Kenny Marchant: Republican representing Texas' 24th District

Rep. Kenny Marchant, an eight-term veteran, announced he wouldn't run for re-election on Aug. 5. Marchant, 68, was re-elected by a 3 percentage-point margin last year from his suburban district between Dallas and Fort Worth. He'd won by 17 percentage points in 2016 and by 33 percentage points in 2014.

"I am looking forward to finishing out my term and then returning to Texas to start a new chapter," Marchant said in a statement.

Will Hurd Republican representing Texas' 23rd District

Rep. Will Hurd, the lone Black Republican in the House and a strong critic of President Donald Trump, announced Aug. 1 that he will not seek re-election. In 2018, Hurd won a very slim victory — less than 1,000 votes — in his western Texas district.

"I have made the decision to not seek reelection for the 23rd Congressional District of Texas in order to pursue opportunities outside the halls of Congress to solve problems at the nexus between technology and national security," Hurd wrote on Twitter.

Mike Conaway Republican representing Texas' 11th District

Rep. Michael Conaway announced July 31 that he won’t seek a ninth term representing a sprawling West Texas congressional district.

Conaway announced his decision at a news conference in Midland. In a statement, he said that while serving in the House, he had asked his family "to make innumerable sacrifices." He said the time had come for him to put his family first.

Martha Roby Republican representing Alabama's 2nd District

II. Senate

Five members of the Senate have announced they won't run for re-election in 2020, including four Republicans.

Democrats are hoping to take control of the chamber as they did with the House in 2018. In the midterms, though, Senate Republicans were not only able to fend off Democrats, they also picked up two seats.

But the 2020 election will differ from the midterms as the president will be on the ballot. Voter sentiment about Trump is likely to play a bigger role in determining who turns out at the polls and which party they support.

In 2020, Democrats need to gain four seats, only three if they take the White House. Twelve Democrats and 22 Republicans are up for re-election in 2020. Many of the GOP seats are in red states that previously voted for Trump but the retirement announcements could help in a number of key races.

Johnny Isakson Republican representing Georgia

Sen. Johnny Isakson announced Wednesday that he will retire at year's end, a departure that sets up a rare election in November 2020 when both of the state's Senate seats will be on the ballot and teeing up what could become a battle for Republicans to retain the state.

The 74-year-old lawmaker said he is leaving the job he loves because "mounting" health issues, including Parkinson's disease, are "taking their toll" on his work, family and staff.

ive never ridin a motorrcycle before and im looking at getting a gsx-r600 or zx6r. Im taking the safety course which is 10 hours of riding and 5 of classes which i realize isnt a lot. As inflation soars, Facebook drives trading in Argentina’s barter clubs

SAN MIGUEL, Argentina (Reuters)--At an abandoned train station in Buenos Aires’ working-class suburb of San Miguel, hundreds of Argentines gather with bags of clothes, rice, flour and sugar to trade.

Most are women, some accompanied by children. Cardboard signs with their names scrawled in black marker hang from strings around their necks. They walk slowly around the old concrete platform yelling out the names of people they had agreed to trade with in a forum on Facebook.

They are the face of a resurgent but little-reported phenomenon in the suburbs surrounding the Argentine capital--barter clubs.

The clubs have tens of thousands of members and are attracting hundreds more every week. They have become an unofficial economic indicator, showing the toll that soaring inflation and high unemployment are exacting on South America’s second-biggest economy.

The barter clubs have surfaced before, during Argentina’s 2001-2002 economic crisis and in the 2009 global financial meltdown. In between those crises they never completely went away, but today the clubs operate differently. Many members are part of Facebook groups where they arrange trades before exchanging goods in person at places like the railway station.

Membership in the clubs has been soaring in recent months as poor Argentines, many of whom have lost their jobs or work off-the-books, struggle to find the cash to make ends meet. They are one sign that progress made by President Mauricio Macri last year in reducing poverty is beginning to reverse.

The country’s inflation rate is running at above 25 percent, and the currency has lost more than 30 percent of its value this year in a financial crisis that economists say will likely trigger a recession.

With unemployment running at 9.1 percent and many salaries chewed up by years of high inflation, members of the barter clubs bring second-hand goods, rice or homemade produce like desserts to trade.

A chart posted on the San Miguel group’s Facebook page outlines a points system for certain goods. It’s aimed at ensuring participants feel their trades are fair.

A 1 kg (2 lb) pack of flour serves as a reference, with a hypothetical value of 30 pesos, or one point. Two packs of flour are worth one bottle of sunflower oil. Four packs of flour is the suggested price for one cake, while three packs can be used to get adult jeans.

When Reuters visited the San Miguel market and one in Merlo, another Buenos Aires suburb, most people seemed to be leaving with food.

Cecilia Gómez, whose husband lost his job at a struggling restaurant in February, was among those trading at the market.

“This helps me bring my kids milk, sugar: the things that are most necessary,” she said.

Her husband spent several months working as a cartonero, the local term for people who sift through trash bins for recyclable goods, before finding a new job at a grocery store last month. He earns just 10,000 pesos ($350) per month, far less than his previous salary.

Gómez also receives a 1,000 peso-per-month subsidy from a government welfare program for each of her two children, but after paying 3,700 pesos per month for rent and 1,200 pesos for her husband’s travel to work, there is not enough cash left for basic goods.

Recently, the 30-year-old housewife saw a post on the San Miguel barter club’s Facebook page offering up a pair of boots in exchange for a 0.9 liter bottle cooking oil, two packets of sugar and three packs of crackers.

Gómez desperately needed the boots and accepted the offer even though she didn’t actually have any of the items the poster wanted.

So she made a post of her own asking for those items, and offering in return some used clothes and a bottle of cologne she had bought for her 9-year-old son that he had never opened. After another member accepted the offer, she made both trades in person at the market.

She also brought homemade cakes and alfajores, a shortbread-based treat, to trade in exchange for some milk, flour, oil and sugar to bring home. That trade was also arranged on Facebook.

Barter clubs are not unique to Argentina. Similar clubs have popped up during economic crises elsewhere, such as in rural Greece in 2015 after Athens defaulted on an International Monetary Fund loan and shut down banks to prevent a run on deposits.

The informal nature of bartering groups in Argentina means their growth is difficult to track. A spokesman for Argentina’s Social Development Ministry declined to comment on the rise in barter clubs.

But Jesica Galera, founder of a Facebook barter group called ‘Cambio x Mercaderia’, said her group is receiving 50-60 new members per day.

“There are many new faces--women whose husbands lost their jobs, or those couples who both work and their wages are not enough,” said Galera, who founded the 30,000-member group in April 2016.

The victory of Macri’s ‘Let’s Change’ coalition in midterm congressional elections last October was due in part to improved support among residents in the sprawling, working-class suburbs of Buenos Aires, where the barter clubs are mostly based. His performance raised the likelihood that Macri would be re-elected in next year’s presidential election.

Since then, however, thousands of Argentines have taken to the streets to protest rises of up to 40 percent in utility bills, part of Macri’s plan to cut the government’s budget deficit by trimming subsidies for gas and electricity.

Higher interest rates of up to 40 percent which are meant to stem the fall in the value of the country’s currency, the peso, have cut off access to finance for many businesses. More than 5,000 small and mid-sized businesses have closed in the past two years, according to the government.

Many in the Buenos Aires area are feeling the pinch from the rise in inflation that has resulted from the currency depreciation.

“The money is not enough,” said Silvia Aranda, the administrator of a barter club with 46,000 Facebook members in Merlo, a suburb of the river-front capital with more than 500,000 residents. “Before, we were getting 100 requests to join per day. Now, it is a lot more.”

Rising inflation this year has had the biggest impact on the roughly 20 percent of Argentine workers who work irregular, off-the-books jobs, said Agustin Salvia, a researcher at the Catholic University of Argentina.

Data published by Salvia’s Argentine Observatory of Social Debt shows that nearly 29 percent of people were below the poverty line in 2017, down from nearly 33 percent in 2016 and nearly 30 percent in 2015, but the same as the nearly 29 percent registered in 2014. Salvia said he expects an increase of 2-3 percentage points in the poverty rate this year.

As the peso lost value against other currencies in recent months, it became more expensive for Argentina to pay its debts, which are largely denominated in U.S. dollars or euros. So Macri turned to the IMF in May for financial help.

Many in the Buenos Aires area are feeling the pinch from the rise in inflation that has resulted from the currency depreciation.

POVERTY RISING

Those workers, who do not benefit from union bargaining agreements that keep salaries above inflation and often find themselves without work during economic slowdowns, make up the bulk of barter club members, Salvia said.

But Galera, the organizer of the San Miguel market, doesn’t need to wait for the new poverty data to know that people are hurting. With more and more people attending her market, she said she plans to ask municipal authorities to grant her a permit for a larger space to trade in.

And housewife Cecilia Gómez will be returning to the market on Friday, again laden with her homemade alfajores. She’s hoping to trade them for milk, detergent and ‘yerba,’ the bitter herb base for Argentina’s signature ‘mate’ infusion.

“That is what I need urgently at home,” she said.
