যে যতই বলুক বাংলাদেশ শ্রীলঙ্কা হইয়া যাবে, কিসের শ্রীলঙ্কা? আমরা কৃষক আছি না। আমরা কৃষকরা মাঠে আছি। মাটিকে ঘুষ দিতে হয় না। মাটির সাথে পরিশ্রম করলে, মাটি আমাদের সাথে কথা বলে। আমাদের অভাব নেই। আমাদের ঘরে টাকা আছে, আমি মনে করি কৃষকের ঘরে টাকা আছে। আমরা কৃষকরা নেতৃত্ব দিব। খাদ্যের জন্য আমাদের ভিক্ষা চাওয়া লাগবে না। আমরা উৎপাদন করতে পারি। খাদ্যের অভাব হবে না বাংলাদেশে। আমাদের হাতে বল আছে, আমাদের ক্ষমতা আছে।

তিনি বলেছেন, আমরা কৃষকরা এখন আর সেই কৃষক নাই। আমাদের পোশাক এখন অন্যদের মতোই। এ ব্যাপারে বঙ্গবন্ধু শেখ মুজিবুর রহমান কৃষি বিশ্ববিদ্যালয়ের অধ্যাপক ড. মো. রুহুল আমীন তার অভিমত ব্যক্ত করে বলেন, কৃষক এখন আর পাখির রব শুনে রাত পোহানোর সঙ্গে সঙ্গে গরু আর লাঙ্গল-জোয়াল নিয়ে মাঠে যান না। সূর্যাস্ত পর্যন্ত মাঠে হাড়ভাঙা খাটুনিতে ব্যস্ত থাকেন না। অধিকাংশ কৃষকের গায়ে এখন আর ছেঁড়া লুঙ্গি দেখা যায় না। বর্তমান কালের কৃষকের পরনে থাকে ফুল প্যান্ট ও টি-শার্ট এবং পায়ে জুতা বা স্যান্ডেল। চৈত্র-বৈশাখের প্রখর রৌদ্রে পুড়ে আউশ ও আমন ধান বা পাটের বীজ বপনের জন্য তাদের গরু টানা কাঠের লাঙলে জমি কর্ষণ করতে দেখা যায় না। মুগুর দিয়ে জমিতে ঢেলা ভাঙা, জমির উর্বরতা বৃদ্ধির লক্ষ্যে কাঁধে ঝুলিয়ে বা মাথায় টোপরভর্তি গোবর-খড়কুটা পরিবহন ও তা মাঠে ছড়ানো আজ অদৃশ্য।

বোরো ধানের জমিতে সেওতি দিয়ে পানি সেচের দৃশ্য কল্পনাতীত। এখন আর পাট ও আউশ এবং আমন ধানের জমিতে নিরানি দিয়ে আগাছা দমন করতে দেখা যায় না। সর্বত্র কলের লাঙল, নিড়ানি ও সেচযন্ত্র এবং ফসল কর্তন, মাড়াই-ঝাড়াই যন্ত্রের সমারোহ। বিকাল ৪টার পর সাধারণত কৃষককে মাঠে দেখা যায় না। তারা বিকালে গ্রামের বাজারে গড়ে ওঠা দোকানে বসে ফুরফুরে মেজাজে চা, বা কোমলপানীয় পান করেন, টেলিভিশন দেখেন ও রাজনৈতিক আড্ডায় লিপ্ত হন।

গ্রামীণ কৃষাণীর ফসলের মাড়াই-ঝাড়াই, বিনিদ্র রজনীতে ধান সেদ্ধ, রোদে ধান শুকানো ও কাঠের ঢেঁকিতে ধান ভানতে হয় না। গৃহস্থালিকাজে নিয়োজিত বছরি কামলা বা ঠিকা কামলার আহার জোগাতে তাদের বিশাল পাত্রে রান্নার কাজ অদৃশ্য। কৃষাণীরা এখন আর গরু-মহিষের খাবারের চাড়ি পরিষ্কার, চাড়িতে পানি দেয়া, গোয়ালঘর ও গোশালা ঝাড়ু দেয়া ও গোবর শুকিয়ে জ¦ালানি তৈরি করেন না। এমনকি খড়কুটা বা গাছের পাতা শুকিয়ে জ্বালানি হিসেবে ব্যবহার করতেও তেমন একটা দেখা যায় না। অনেক কৃষাণী এখন গ্যাসের চুলায় রান্না করেন। ভোরবেলা ও বিকালে তাদের এখন প্রাণবন্ত মনোভাবে সবুজে আচ্ছাদিত গ্রামীণ পাকা রাস্তায় পদচারী ও আড্ডায় মেতে উঠতে দেখা যায়।

শীত নিবারণে কৃষক পরিবারে পুরনো ও জীর্ণ শাড়ি বা লুঙ্গি দিয়ে নির্মিত কাঁথার জায়গা দখল করে নিয়েছে জমকালো চাদর আর চিকচিকে কম্বল ও রকমারি নকশার কাঁথা। তাই কৃষাণীরা এখন আর শরতের বৃষ্টিস্নাত দিনে কাঁথা সেলাইয়ে আগ্রহী নন। গ্রীষ্মের খরতাপে বিদগ্ধ হয়ে কৃষাণীকে খেসারি, ছোলা ও মুগডাল মাড়াই-ঝাড়াইকরণ এবং ক্লান্ত-অবসন্ন দেহের ফুসরত নিতে আম্রবৃক্ষতলে বসে পান চিবোতে দেখা যায় না। প্রকারান্তরে তারা বৈদ্যুতিক পাখার সুশীতল হওয়ায় বসে টেলিভিশনে ডিশ অ্যান্টেনার সুবাদে ভারতীয় চ্যানেলে নিয়মিত সিরিয়াল দেখেন।

কৃষকের সন্তান এখন উৎসব-আনন্দে স্কুলগামী। সরকারি উপবৃত্তির সুবাদে স্কুলের প্রতিটি শিশুর গায়ে থাকে পোশাক, পায়ে শোভা পায় রঙিন ও ঝকঝকে জুতো। শিশুরা বই আর টিফিন বহন করে পিঠে ঝোলানো ব্যাগে। গৃহিণী মা তার সন্তানের হাত ধরে নিয়মিত স্কুলে নিয়ে যান। তারা এখন সন্তানের পড়ালেখা ও ভবিষ্যৎ জীবন গড়ার কাজে ব্যতিব্যস্ত। কৃষি ও কৃষক পরিবারের এ উল্লেখযোগ্য কাক্সিক্ষত ও ইতিবাচক পরিবর্তনের দিশারি প্রধানমন্ত্র শেখ হাসিনা। তার সরকারের দূরদৃষ্টিসম্পন্ন ও সময়োপযোগী পরিকল্পনা গ্রহণ এবং তা বাস্তবায়নের মাধ্যমে আজ কৃষক ও কৃষাণীর মুখে হাসি এবং প্রাণে আনন্দের উচ্ছ্বাস। পরিশ্রমী কৃষক এবং মেধাবী কৃষিবিদদের গবেষণা ও মন্ত্রণালায়ের সম্প্রসারণ কর্মসূচির প্রয়াসেই এ সাফল্য।

গত সোমবার ১ আগস্ট ২০২২, ইকোনমিক টাইমস-এর প্রতিবেদন অনুযায়ী, করোনা মহামারির মধ্যে বিশ্বের অনেক দেশ আর্থিক চ্যালেঞ্জের মধ্যে থাকলেও বাংলাদেশের প্রবৃদ্ধি ছিল জোরালো। আবার চলতি বছরের শুরু থেকে রাশিয়া-ইউক্রেন যুদ্ধের জেরে ভুগতে শুরু করেছে বিশ্বের বহু দেশ। তবে আঞ্চলিক ভূ-অর্থনৈতিক পরিস্থিতি সত্ত্বেও নিজেদের অর্থনীতি স্থিতিশীল রেখেছে বাংলাদেশ। প্রতিবেদনে আরো বলা হয়েছে, দীর্ঘ সময় পার করে বাংলাদেশ নিজেদের প্রতিষ্ঠিত করেছে। উৎপাদন খাতের বিস্তৃত ভিত্তি এবং অবকাঠামো প্রকল্পে উদ্দীপনাসহ এটি এশিয়ার জন্য একটি শক্তিশালী অর্থনীতি হতে পারে।

স্বাধীনতার ৫১ বছরে বাংলাদেশে কৃষির অগ্রযাত্রা সারা বিশ্বের বিস্ময়। এই সাফল্যের পরিকল্পনা তৈরি করেছেন জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান। বঙ্গবন্ধু খুব ভালোভাবে উপলব্ধি করতে পেরেছিলেন, কৃষিপ্রধান দেশে কৃষির সম্পূর্ণ বিকাশ ও উৎকর্ষ ব্যতিরেকে জাতীয় উন্নয়ন সম্ভব নয়। যুদ্ধবিধ্বস্ত বাংলাদেশকে পুনর্গঠনে তিনিই কৃষি বিপ্লবের ডাক দিয়েছিলেন। তিনি বলেছিলেন, ‘... আমার মাটি আছে, আমার সোনার বাংলা আছে, আমার পাট আছে, আমার গ্যাস আছে, আমার চা আছে, আমার ফরেস্ট আছে, আমার মাছ আছে, আমার লাইভস্টক আছে, যদি ডেভেলপ করতে পারি এইদিন আমাদের থাকবে না।’

এই ডেভেলপমেন্টের জন্য কৃষির গবেষণার গুরুত্ব অনুধাবন কওে মেধাবী শিক্ষার্থীদের কৃষিশিক্ষায় আকৃষ্ট করতে ১৯৭৩ সালের ১৩ ফেব্রুয়ারি বঙ্গবন্ধু শেখ মুজিবুর রহমান বাংলাদেশ কৃষি বিশ্ববিদ্যালয় চত্বরে এক সমাবর্তন অনুষ্ঠানে চাকরি ক্ষেত্রে কৃষিবিদদের মর্যাদা দ্বিতীয় শ্রেণি থেকে প্রথম শ্রেণিতে উন্নীত করেন। জাতির জনক প্রদত্ত সেই মর্যাদা এ দেশের কৃষিবিদ সমাজে আজো সমৃদ্ধ বাংলাদেশ গড়ার কাজে প্রবলভাবে অনুপ্রাণিত করে। কৃষিপ্রধান বাংলাদেশের কৃষি ব্যবস্থার উন্নয়ন ও আধুনিকায়ন ছাড়া কিছুতেই সোনার বাংলা গড়া সম্ভব নয়। তাই বঙ্গবন্ধু তার শাসনামলে কৃষি খাতকে সচল ও মজবুত করার উদ্যোগ নিয়েছিলেন। সেই সঙ্গে গ্রহণ করেছিলেন বিপুল কাঠামোগত ও নীতিগত সংস্কারের উদ্যোগ। কিন্তু হায়েনার দল বঙ্গবন্ধুর স্বপ্নের ক্ষুধা ও দারিদ্র্যমুক্ত সোনার বাংলা বাস্তবায়ন করতে দেয়নি।

১৯৭৫-এর ১৫ আগস্ট কালো রাতে স্বাধীনতা বিরোধীদের চক্রান্তে ঘাতকের বুলেটের আঘাতে শাহাদত বরণ করলেন সর্বকালের সর্বশ্রেষ্ঠ বাঙালি জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমান। দীর্ঘদিন নির্বাসিত জীবনযাপন করে মাতৃভূমিতে ফিরে এলেন স্বজনহারা বঙ্গবন্ধুর জেষ্ঠ্য কন্যা প্রধানমন্ত্রী জননেত্রী শেখ হাসিনা। বঙ্গবন্ধুর স্বপ্ন বাস্তবায়ন বাংলাদেশ আওয়ামী লীগের নেতৃত্ব হাতে নেন। বঙ্গবন্ধুর স্বপ্নের ক্ষুধা ও দারিদ্র্যমুক্ত সোনার বাংলা গড়তে কৃষির উন্নয়ন, তিনি যুগোপযোগী নীতি প্রণয়ন করেন এবং বান্তবায়ন দিকনির্দেশনা প্রদান করেন। কৃষিবিদ ও কৃষকদের অক্লান্ত পরিশ্রমের ফলে বর্তমানে বাংলাদেশে ঈর্ষণীয় সাফল্য এসেছে কৃষিতে। এককালে বাংলাদেশের স্বাধীনতার আন্তর্জাতিক শত্রুরা যেই বাংলাদেশকে ‘তলাবিহীন ঝুড়ি’ বলে বিদ্রুপ করেছিল, শেখ হাসিনার নেতৃত্বে সেই বাংলাদেশে অভাবনীয় খাদ্য উৎপাদন হচ্ছে, খাদ্যে স্বয়ংসম্পূর্ণ হয়েছে বাংলাদেশ।

প্রাকৃতিক দুর্যোগ, জলবায়ু পরিবর্তনের প্রভাব, জনসংখ্যা আধিক্য, আবাদযোগ্য জমির পরিমাণ হ্রাস ইত্যাদি চ্যালেঞ্জের মুখেও শেখ হাসিনার নেতৃত্বে খাদ্য উৎপাদনে এগিয়ে চলছে বাংলাদেশ। শেখ হাসিনার নেতৃত্বে বাংলাদেশ সরকার নিরাপদ খাদ্য ও আমিষের চাহিদা পূরণে নানামুখী পদক্ষেপ গ্রহণ করেছে। বিভিন্ন গবেষণায় উচ্চ ফলনশীল, লবণাক্ততা ও পরিবেশ সহিষ্ণু নতুন জাত উদ্ভাবন করে কৃষকদের মাঝে দ্রুত সম্প্রসারণ করেছে। উৎপাদন বাড়াতে কৃষিবান্ধব প্রধানমন্ত্রী কৃষকের সহায়তায় আর্থিক প্রণোদনা উত্তরোত্তর বৃদ্ধি করেছেন। সার, বীজসহ বিভিন্ন কৃষি উপকরণ নামেমাত্র মূল্যে বা কখনো কখনো বিনামূল্যে কৃষকের দোরগোড়ায় পৌঁছে দিচ্ছে সরকার। আধুনিক প্রযুক্তি ও যন্ত্রের ব্যবহার, ডিজিটাল প্রযুক্তির প্রচলন, কৃষির উন্নয়ন নবদিগন্তের সূচনা করেছে।

বৈশ্বিক সংকট রাশিয়া-ইউক্রেন যুদ্ধে সারাবিশ্বে সারের মূল্য বৃদ্ধি পেলেও কৃষি মন্ত্রণালয় আর্থিক ভর্তুকি দিয়ে কৃষকের উৎপাদন অব্যাহত রাখতে সার সরবরাহ নিশ্চিত করেছে। বিশ্বব্যাংক, আইএমএফসহ বিভিন্ন সংস্থা কৃষি ভর্তুকি না দিতে পরামর্শ দিলেও কৃষকবান্ধব নেত্রী শেখ হাসিনা বলেছেন, ‘এটা ভর্তুকি নয়, বিনিয়োগ।’ বাংলাদেশে কৃষির ক্ষেত্রে সঠিক সময়ে প���রয়োজনীয় পদক্ষেপ নিয়ে, ভর্তুকি দিয়ে সার সরবরাহ নিশ্চিত করার ফলে শস্য উৎপাদন অব্যাহত ছিল বলেই করোনাকালে খাদ্যাভাব দেখা দেয়নি।

২০২০ সালে বৈশ্বিক অতিমারি করোনা সংকটকালে ‘ডব্লিউএফপি’ অনুমান করে বলেছে, করোনা প্রতিরোধে লকডাউনের কারণে শুধু শিল্প নয়, কৃষিতেও উৎপাদন কম হবে, ফলে বিশ্বে ৩ কোটি মানুষ অনাহারে মারা যেতে পারে। ডব্লিউএফপিএর ভবিষ্যদ্বাণী ভুল প্রমাণিত করে অত্যন্ত আত্মবিশ্বাসের সাথে প্রধানমন্ত্রী শেখ হাসিনা সেসময়ে বলেছিলেন, ‘করোনা ও বন্যা যাই হোক না কেন, খাদ্য সংকট হবে না বাংলাদেশে।’

পরিকল্পিত ১০০টি অর্থনৈতিক অঞ্চলের মধ্যে সরকার এখন পর্যন্ত ৯৭টি অর্থনৈতিক অঞ্চলের অনুমোদন দিয়েছে। এর মধ্যে বর্তমানে ২৮টির কাজ চলছে। এখন পর্যন্ত ১২টি বেসরকারি মালিকানাধীন অর্থনৈতিক অঞ্চল ছাড়পত্র পেয়েছে এবং এই অর্থনৈতিক অঞ্চলগুলোতে প্রায় ৪ বিলিয়ন মার্কিন ডলার বিনিয়োগ করা হয়েছে।
