Dio likely could see his reflection on other things bc vampires were unable to see their reflection in mirrors bc mirrors were made with thin layer of silver, which is believed to be one of the purest metals, perfect for repelling werewolves and vampires. but it doesn't apply to other reflections (correct me if I'm wrong)
