Mom Pleads Guilty To 'Atrocities,' Will Testify Against Husband

Sometimes, you'd think that when kids get adopted, they'll live happier lives. But this isn't so with the case of adopted twins Nubia and Victor Barahona of Miami, Florida. Their foster parents, Jorge Barahona and Carmen Barahona inflicted atrocities upon them which eventually led to the death of the young female twin. The 10-year-old's body was found on Valentine's Day of 2011 at Interstate 95 near the Palm Beach Lake Boulevard exit in Florida. The victim's foster mom, 69-year old Carmen Barahona has pleaded guilty of the crime after almost a decade later. She won't be sentenced to death penalty if she will testify against her husband when his trial gets underway in April.

According to the Florida Department of Children and Families (FDCF) , there are 985 children in Miami-Dade’s out-of-home-care system as of 2021. I recently heard an anecdotal story from a colleague who has a family member that works for FDCF about a man who signed up to be a foster. This man cleared the background check and specifically requested only females, claiming that males are “too difficult to discipline”. The girls started making reports about their new foster parent. There were no official investigations done until several girls began to report him for sexual harassment and ultimately, rape. The social workers did not believe the girls until they sent someone to inspect the house, and they placed hidden cameras only to find out that the young girl’s claims were true. They were being beaten, choked and raped. The girls were removed from the home after the violent acts that were caught on camera. Unfortunately, it was too late to save the girls from the trauma.
This is just one anecdotal, but it is not an uncommon story. It made me wonder how many children fall under the cracks of the legal system, so I started to research criminal cases in Miami and I read about Jorge Barahona. On February 14th, 2011, adopted ten-year-old Nubia Barahona and her twin brother Victor were discovered by authorities in their adoptive father’s pesticide truck parked on the side of I-95 in West Palm Beach. Nubia’s body was found decomposing in the trunk, and her brother was in the front seat suffering seizures and chemical burns. Both kids were adopted in 2004 in Miami-Dade, where they endured starvation, medical neglect and beatings.
In my opinion, adoption should be more of a first choice for couples who want to raise a child. Even if having your own biological child is an unexplainable feeling, there is a different kind of feeling in helping a child who is already here in this world and can be potentially having feelings of being unwanted at a very young, vulnerable age.

On 14 February, 2011, a Road Ranger discovered a pickup truck seemingly discarded on the shoulder of a Palm Beach road. Inside, he discovered 53-year-old Jorge Barahona and 10-year-old Victor Barahona, who was convulsing with seizures. A strong smell came from the car and the truck was filed with plastic containers of chemicals. It was noticed that Victor had seemingly been doused in chemicals. As the car was searched, investigators were horrified to discover human remains in a black garbage bag in the trunk of the car. It was soon revealed that the body was that of Nubia Barahona, Victor’s twin sister. As Victor was being treated at the hospital, it became evident that he had been a victim of abuse: he had chemical burns over large portions of his body, he had a broken collarbone, a broken arm, scars on his buttocks and abdomen, and even rope burns on his wrists. Jorge was immediately arrested, beginning one of America’s most disturbing child abuse cases. An autopsy revealed that Nubia had been beaten to death on 11 February - the same day a DCF official came to the family home to investigate a call to their abuse hotline. Following this call that was presumably placed by Nubia, Jorge beat her to death who “screamed and cried until she was dead.” 
It was revealed that Victor and Nubia were not the biological children of Jorge and his wife, Carmen. They had been adopted. An investigation into their past uncovered that Nubia had told somebody in school that she had been molested and teachers had noticed that the twins were often riddles with bruises, extremely thin, and appeared to always be starving. These findings were reported and DCF did follow up but the investigation was eventually dropped due to lack of evidence. A few days prior to the car being discovered, Carmen’s granddaughter, Alessandra, had told her therapist that when visiting the Barahona household, she witnessed the twins being bound by their hands and feet and being forced to stand in the bathtub for a number of hours. Carmen told Alessandra not to tell anybody about what she had witnessed because it was a “family secret.” The couple also had an 11-year-old autistic son, also called Jorge, who had attempted to tell DCF about the abuse the twins had been suffering but he was shrugged off as “low-functioning.” Unsurprisingly, the handling by the DCF was heavily criticized - there had been a number of occasions when they could have intervened and stopped the abuse. The trial is ongoing.
