Creating a button and door

We first started with making a blueprint. Choosing a cylinder flatting it then expanding it. Then we added another cylinder and put it inside the other cylinder before we made it smaller and painted it yellow. we created a collusion box around the center cylinder and called it trigger. So that when this collusion box was hit it would activate the button.

To get the button working we went into the event graph. Then clicking on the trigger, we then right clicked and opened the add event and got out the "On Actor Begin Overlap (Trigger Volume)". then we added a Pring string and changed the text to "Hello World!". we added the print string so once the button was stepped on it would print out the text so we would know it was working. We also added a delay before the print string. We also added an "On Actor End Overlap (Trigger Volume)" and connected it to a print string which had the text "Good Bye World!", We added this so that when the button was stepped on it would say "Hello World!" and when it was step off it would say "Good Bye World!". Which when tested worked.

After we knew the button was working, we wanted to make so that when the button was pressed it would go down. So, we removed the trigger volume with the delay and print strings as we knew button was working now. We replaced them with an "On Component Begin Overlap (Trigger)" and an "On Component End Overlap (Trigger)", adding to each a "Set Relative Location" we made the button the target for each. We had the first SRL set to x axis 0.0, y axis 0.0, and the z axis 2.0, For the 2nd SRL we changed the z axis to 10.0. We did this so that when the button was activated it would press down then when it was stepped off it would go back to how it was before it was activated.

We then moved onto creating the door, we used cubes for the sides we scaled the y axis to 0.5, the x axis to 0.5, and the z axis to 2.5, for the top of the door the y axis was 3.0, x axis was 0.5, and the z axis was 0.5. for the main door we had it as y axis as 2.0, the x axis was 0.25, and the x axis was 2.5.

Afte the door was set up we started on making it so that the door could open and close. We did this like we did with the button but instead we started with the OCBO (Trigger) and the OCEO (Trigger). We then added a timeline and connected the OCBO to the Play and the OCEO to the Reverse, then we opened the timeline and created a new track that would be how the door moved. which went from 0 to -126, we named this track door slide. Next, we added a "Set Relative Location", we split the "Next location" pin into three as we only needed to use the Z axis and we added the door component and set it to the target, then we put the timeline update pin into top pin and the Door slide pin into the Z axis. We compiled and saved it before testing it which worked. This part was difficult as there was a lot of components and steps that need to be followed closely or else we could have messed it up. Little did I know this was for shadowing for later on.

Now we moved onto getting the door to open when the button was pressed.
We replaced the OCBO (Trigger) and the OCEO (Trigger) with two custom evens one called OpenDoor which went into the timeline play and the other CloseDoor which went into the Reverse

My prepared testimony in front of the Onondaga County Legislature Budget Hearing 10/8/21
(For transparency’s sake I have decided to share my prepared written testimony for today’s Budget Hearing for the Onondaga County Board of Elections at the Onondaga County Legislature.  I am arguing for more funding and against the County Executive’s cuts of our draft budget.)

 The Board of Elections will have many challenges over the 2022 calendar year in meeting the budget laid out by the County Executive.  As we have shown in our annual report, the Onondaga County Board of Elections is already understaffed when compared to the rest of the state. Currently, the Onondaga County Board of Elections averages 1 full time employee for every 19.2k voters.  The rest of New York averages 1 full time employee for every 8.5k voters. This is by far the worst ratio in the state. In addition, Onondaga County budgeted $9.28 per voter in 2021.  This was one of the most frugal budgets in the state which averaged $19.78 per voter.
We made up for these funding inadequacies over the last several years by heavily relying on grant funding.  The CARES grant and the ITC grant specifically helped with staffing shortages during the 2020 Election along with liberal use of our shoebox grant funding.  We were able to stretch some of the ITC grant funding into the early part of this year to pay for extra staff to deal with registration and mail check processing. However, these grant funding options are not available for 2022.  While Shoebox funding is available for temporary staff in 2022 that grant funding may be needed in 2023 to offset the costs of purchasing additional voting machines.
Our Commissioners made a bi-partisan determination that 4 additional staff members were needed to adequately accomplish the goals and requirements laid out for us by the New York State Legislature and the New York State Board of Elections.  We asked for four additional staffing members to deal with the ever growing workload. With the ease of registering online through DMV, we have seen registration through this method increase by a factor of 10.  This has tripled the amount of forms we must process each year and the rate is accelerating. This is putting strain on our already low staffing structures.  Other boards have added staff since 2019 to deal with these staffing needs.  We have not.
In addition to the increase in registrations, the Board of Elections will face more strains on our staff in 2022.  Early Voting sites will increase to ten minimum sites in 2022.  Absentee ballots will now be canvassed before Election Day adding 40 days of ballot canvassing while our staff is preparing Early Voting and Election Day operations.  No fault absentees and Same Day registration will likely be passed by voters this fall adding more responsibilities  to our staff.  Without permanent staffing increases, we will have to compensate using Shoebox funds in 2022 to bring in inefficient temporary staff.  The need for constant re-training and the short term nature of this staff does not allow us to adequately cover the long term needs of the voters of Onondaga County.
Finally, if we are forced to use Shoebox money for temporary staff we are only passing a larger bill down the road.  Our ImageCast machines originally purchased in 2008 are reaching the end of their life.  Our extended service agreement runs out in the middle of 2022.  We need to consider a capital improvement to replace these ImageCast scanners.  This will cost approximately  $2.5 million for a complete conversion to modern tabulators.  The Board of Elections will have approximately $1 million in grant monies to off set some of this purchase.  However, if we spend this grant money as we do now to cover staffing and training that number will be reduced.

Officer of the Year. Wheeling Police Corporal Jason Hupp has been named the department’s 2019 Officer of the Year by Chief Shawn Schwertfeger. Hupp has been employed with Wheeling PD for the last seven years and was previously awarded Officer of the Year in 2016. He is currently is assigned to the K9 Unit, working with his K9 partner, Zero. During the selection process, commanders who nominated Hupp noted his passion and willingness to help people, as well as his dedication to the department and citizens of Wheeling. Hupp also is a team player and is willing to take the extra step. The Officer of the Year award was implemented in 2015 and is designed to properly recognize the efforts of the officers within the WPD. Each quarter of the calendar year at a command staff meeting, nominations are received for the Officer of the Quarter. Each nominee, including the winner of that award, is then eligible to receive the Officer of the Year award. Criteria that qualifies an officer consists of solid work ethic and productivity, contributions toward achieving initiatives found on the department’s strategic plan, leadership and mentoring young officers and reflecting WPD’s core values daily. Council Calls Special Meeting St. Clairsville Village Council is hosting a special meeting at 7:30 p.m. Thursday in council chambers at the city building. The purpose of the meeting is to address the appointment of the city's finance director. The city building is located at 100 North Market Street. The City's Public Works Department wants to inform the public that Mil Acres Drive in Elm Grove will be closed again from 1-5 p.m., Thursday, March 5. #PHnews: Davao condo completes seismic upgrades
DAVAO CITY – Seismic upgrades on the four buildings of Verdon Parc, DMCI Homes’ condominium project here, have been fully applied, implemented, and completed to raise the safety of the structures and meet current building standards.
The DMCI Homes’ construction team in Verdon Parc worked with the Office of the City Building Official (OCBO), Philippine Institute of Civil Engineers (PICE), and principal consultant Macro Consulting Structural Engineers Company (MACRO CSE), to plan, implement and enforce structural enhancements on its sole project in Davao following the high seismic activity in the Mindanao last year.
The structural enhancement plan was devised after various surveys, inspections, and tests performed by the OCBO, PICE, and MACRO CSE on the structures.
MACRO CSE managing partner, Engr. Ronald C. Santiago, said non-destructive concrete testing like Schmidt Hammer test and Ultrasonic Pulse Velocity tests were performed to check the actual condition of the concrete while destructive concrete and rebar testing were performed to check the quality of concrete and reinforcing bars.
“To do these, concrete samples were extracted and subjected to compression test and reinforcing bars were extracted and subjected to tensile test,” Santiago said.
MACRO CSE, according to Santiago, provided calculations based on the results of the tests, which were then reviewed and fine-tuned by the OCBO with the assistance of PICE.
In accordance with the approved plan, all four buildings of Verdon Parc — Martel, Belvedere, Trevans, and Maurin — underwent structural stability enhancement methods that include a seismic load and response upgrade, which is a retrofitting technology that raises the life safety performance of a structure to earthquakes.
Moreover, Santiago said the buildings’ columns and beams have also been reinforced with carbon fiber while sturdy cross-brace and knee-brace have been installed in strategic locations inside the structures to further support foundation posts and beams.
Apart from the structural upgrades, DMCI Homes carried out the rectification of the residential units, enhancements of landscaped areas and open spaces, and the rehabilitation of the condominium’s fixtures and amenities such as the swimming pool complex and children’s play area to ensure the safety and comfort of the residents.
“As we start the turnover of the Belvedere building this month, our clients can be assured that Verdon Parc is up to the latest seismic safety standards. We have also enhanced the property’s features and property management services to complete residents’ resort-living experience at Verdon Parc,” DMCI Homes vice president for project development Dennis Yap said.
Turnover of Verdon Parc’s two other buildings, Trevans and Maurin buildings, on the other hand, will proceed as committed in February 2021 and October 2021 respectively according to Yap. (PR)

Sunday Thoughts:  My Early Voting Expansion Proposal

Note:  Early this month I formally submitted this proposal to expand Early Voting in Onondaga County.  When we the OCBOE formally met on Monday May 3rd, 2021 my counterpart refused to discuss expansion this year and opted to stick with just 6 sites.  This makes Onondaga County the largest county doing the bare minimum of Early Voting sites in new York State.  I believe the facts for expansion speak for themselves so I am releasing the plan I formally submitted In April making the case for Early Voting expansion THIS year.  Below is my proposal.
Expanding Early Voting in Onondaga County
Background
On May 2, 2021 at our monthly organizational meeting we will vote on our Early Voting sites as required by NYS Election Law. NYS requires us to have in 2019 and 2020 we elected to do the minimum number of sites 6 for over 300k voters. In 2019 the sites were Van Buren Town Hall, Clay Town Hall, Dewitt Town Hall, Lafayette Station #1, Armond Magnarelli Center, and Syracuse Connections at South West Community Center. In the infancy of the program 8k voters, or 8% of the overall turnout, chose to participate in Early Voting. The numbers were almost triple the absentee ballot universe. There were little lines though some minor traffic issues at Clay Town Hall and Dewitt Town Hall our most populous voting centers. There were complaints from those populations in the southwest corner of our county they did not have accessible location.
In 2020 in the middle of a pandemic we once again chose to keep the 6 minimum sites. However we made an important adjustment moving from Van Buren Town Hall to Camillus Fire Station. The COVID 19 crisis drove almost half of our electorate to find alternate voting methods. One of the highest turnout elections in our history we saw nearly 50% of the electorate chose not to vote on Election Day. That portion was equally divided between Early and absentee voting. Those fearing COVID-19 chose to stay at home and vote by mail while those wanting to vote by convenience chose Early Voting. The nearly 60k voters that flooded our sites caused major traffic and lines at all of our sites. The long lines and traffic issues put excess demands on the Towns and City to provide police and traffic control. Some voters waited well over 2 hours, beyond our mandate of a 30 minute wait, to cast their ballot.
Minimum sites for 2021
We agree on the six minimum sites for 2021. These are the same sites from 2020 with the exception of a temporary change moving from Camillus Fire Station to Camillus Town Hall for the General Election due to condemnation of the pedestrian bridge. We both agree that if we are to remain at 6 these sites are well spaced out and provide minimum needs for our voters. While some sites performed better than others the familiarity of these sites to the voters as well as coverage in North, South, East and West portions of the County and North and South west portions of the City of Syracuse spreads out the coverage as evenly as possible given the small number of sites.
Need for Expansion
While the unprecedented numbers in 2020 were hard to imagine earlier in the year, it was only logical that Early Voting would grow in popularity. As we saw in the 40+ states that came before us, the initial years were sparse but the growth happens over time. In many states usage of Early Voting exceeds 40% of the voting totals. In Onondaga County in 2020 we saw only 25% of our voting populace vote. There is plenty of room for growth. Despite the long lines the voters appreciated the ability to choose the hours in which they vote as well as the convenience of being able to choose polling places instead of being assigned just one.
I am grateful that facing the long lines last year we were able to reach agreement to extend hours on the final weekend of voting. This did help mitigate the wait times. However extending hours is not a significant way to deal with expected crowds. The lesson we should learn form 2020 is it would be better to disperse the voting populace by adding sites, reducing initial staffing, and then surging staff to areas that are experiencing longer waits.
Placing Expansion Sites
There are two main deficiencies in our 6 site structure. With a county as large and populace as ours it is difficult to serve all of our community’s geographic needs. The towns of Lysander, Cicero, Onondaga, and Manlius are some of our more populace communities yet do not have Early Voting sits inside their townships. Because these towns are located squarely between the current 6 site plans their populace has the farthest to go to take advantage of Early Voting. We have seen that the farther away from an Early Voting site you are the less likely to take advantage of Early Voting.
The current 6 site plan also is lacking in another quality that helps Early Voting, placing sites that are congregated by large amounts of citizens. Because Early Voting allows any voter to vote at any site, the concept of placing polling sites only near places of residence is limiting. Added value to any site would be a large amount of county residents that are expected to be in the vicinity of the site during the hours of operations 10 days before General Election Day. Places like the Civic Center and Onondaga Community College have large amounts of county residents that work or study in the immediate area. Not only would placement in these communities help the residents that live nearby, it will help all residents who frequent these areas easing the burden on all county sites.
No matter where we expand sites it is important we commit that the expansion has geographic and ideological balance as much as possible. Confidence in our integrity is important and fair placement should be tantamount to our deliberations.
Expansion Proposals
For your consideration I am offering three options regarding expansion in 2021, a modest expansion to 8 sites, a moderate expansion to 10 sites, and a robust expansion to 12 sites. While I am always for the most expansion possible I understand fiscal concerns and I am willing to accept that the most aggressive expansion may not be possible this year. However since there are bills in the NYS legislature which would double the amount of sites required I felt it is important to at least start the conversation. Across the state over the last two years many counties and most of the large counties, have gone beyond their mandated minimum. They have seen on average increased usage of Early Voting.
Expansion to 8 sites: Onondaga Community College and Cicero Town Hall. This option allows us to address our most glaring needs, access to Early Voting in the Southwest and Northeast corners of our counties. Cicero has over 23k voters and Onondaga has over 16k voters. In addition to the residence in the Town of Onondaga thousands of county residents from all walks of life attend school and work at Onondaga Community College. The college faculty and administration are willing to house
us in the facility and there is plenty of parking on campus as well as the ability to reserve spaces close to the arena for those who are elderly and have mobility issues. Placement at these sites will ease the burden on our three biggest suburban sites Clay, Camillus, and Dewitt as well as achieve a site with high public concentration. Ideologically Cicero is one of the most GOP leaning towns and though Onondaga is evenly split in registrations one could assume the college population leans towards the left. Pairing these two sites gives balance to this expansion. I would also be open to North Syracuse Village Hall instead of Cicero Town Hall.
Expansion to 10 sites: Lysander Town Hall & The Civic Center in Syracuse. This is my preferred option. Adding these sites in addition to the sites at OCC and Cicero adding sites in Lysander and Downtown Syracuse is the next logical choice. Lysander has over 17k residents and the residents there have flooded the Clay Town hall site as well as Camillus. Placing a site Downtown would serve a growing downtown population that has mobility issues, be close to the Centro bus transfer station, and serve the thousands of downtown residents. Lysander has decidedly a GOP lean its registration. Any site inside the city is bound to have an ideological left lean though the makeup of the thousands of downtown workers is undetermined. Pairing these sites also gives balance for this further expansion.
Expansion to 12 sites: Salina Town Hall and Manlius Town Hall. If we really want to invest in Early Voting doubling the amount of sites is the eventual choice. Expanding to Salina and Manlius will put sites in every town with over 15k voters. It will ease the burden on the Dewitt site as well as Clay and Armond Magnarelli Center. Manlius is our third largest town 23.5k voters and Salina has 22k voters. Both Manlius and Salina have Democratic leaning registrations but when we get to this level of expansion it is harder to find areas of large population that doesn’t have a Democratic lean. The sheer numbers of population in these towns calls for expansion into them if we go to the highest level. I would be open to adding Van Buren Town Hall and the NYS Fairgrounds to also add in sites at Geddes and Van Buren in addition to these for a super expansion in the future which will bring more moderate towns into the mix.
Fiscal Impact
Expanding Early Voting sites will require some expenditure of resources above the current budgeting levels. However the current budgeting levels may be inadequate even for the bare minimum 6 site plan. The main expenditure for Early Voting is the inspector totals. We already have enough Electronic Poll Books and Poll Print units to expand to even 14 sites with reasonable accommodations. We also have money in the Shoebox and upcoming Capital Grants if any small purchases are needed. The supplies spent on ballot paper and other consumables will be the same regardless of the number of sites as the population of the voters will not change drastically, only their convenience and time.
When we look at our normal 6 site plan we have staffing of 1 Poll Site Manager, 2 Voting System Specialists and 6 regular inspectors per day at each Early Voting site. This would normally cost us approximately $65,000 per nine day EV period. During the 2020 election because of the long lines we had to surge staff and increase hours. Our staff at each site went to 2 PSM, 2 VSS, and 8 inspectors and
with the added hours it cost Onondaga County over $156k. The extra staff dealt with crowd control and line maintenance as well as assisting voters with their ballots.
By expanding the sites we reduce the chances for long lines and crowded polling places requiring additional staff and hours. If we expanded sites we could reduce our staffing footprint to 1 PSM, 2 VSS, and 4 Inspectors. If needed we could surge staff to larger sites seeing more activity to reduce wait time, especially on closing weekend. Our cost ranges for the expansion would be as following: 8 sites 70k-86k, 10 sites 87k-107k, 12 sites 104k to 128k. I have attached a spreadsheet which details each scenario.
While expanding sites will add costs in some cases, it is actually less then what was spent in 2020 due to the long wait times. The more sites we add, the less likely we will have to surge staffing to deal with long lines as voters will have more options and can choose from a variety of sites. It is also worth noting that Early Voting, per voter, is less expensive to Onondaga County than absentee and mail in balloting. Expansion will encourage its use as oppose to voters who live farther away from designated sites deciding to request mail in ballots. The NYS Legislature in 2021 once again included money for early Voting Costs for the purpose of covering expansion of Early Voting. Onondaga County is set to receive between $40k and $50k. This will more than cover an expansion to the 10 site model.
Conclusion
I propose we expand to the 10 site model for Early Voting for 2021. We can reassess in 2022 whether this reduced wait times and provided more ease and convenience for voters. We should use the extra funds from NYS to cover the expansion costs plus reduce the overall local footprint of Early Voting on local dollars.

Mobile Medical Unit.
West Virginia Northern Community College (WVNCC) will be hosting a Community Mobile Medical Unit on their Wheeling & New Martinsville Campuses in February. The mobile unit provides an array of services for both men and women, including testing for sexually transmitted diseases, annual exams, birth control, emergency contraception, pregnancy tests, breast exams and more. Services will be available from 10 a.m. – 3 p.m. on the Wheeling Campus on Feb. 11, and the New Martinsville Campus on Feb. 18. The mobile unit is available to students or community members. Services will be free or low-cost depending on income level. People can schedule an appointment ahead of time with a nurse practitioner, or walk-ins will be accepted as the schedule permits. The Community Mobile Medical Unit is available through a partnership between Cornerstone Care and Adagio Health. There is no residency requirements for services. Anyone interested in scheduling an appointment can call 724-705-3195.

For More than a Decade.
An important program at Madison Elementary School continues to be essential in the academic and social-emotional development of the students it serves. The afterschool Anchor Program has been in place at Madison Elementary School for more than ten years. Madison teacher Michael Kelly serves as the school’s Anchor director, and he said the program offers students tutoring, enrichment, nutrition and physical education. The program first began with a grant from the federal 21st Century Community Learning. Ohio County Schools Superintendent Kimberly Miller said the Anchor Program serves a critical function at Madison Elementary School.

Scott Mumper will be interview on The Watchdog (98.1 FM WKKX and 97.7 FM WVLY) to explain what led to him filing to run a campaign for a seat on Ohio County BOE. Mumper, a veteran of the American military, resides in Cleaview after more than 30 year living in California.
WPHS Queen of Queens Set for Feb. 5.
The Wheeling Park Queen of Queens Pageant will take place at 7 p.m. on Feb. 5 at in the Phyllis A. Beneke Theater. Tickets are $5 and are available for purchase at the school’s main office until the day of the show. Tickets will also be available at the door on the night of the performance. Ten Patriot senior girls will be competing for the title of Wheeling Park High School Queen. The pageant consists of three categories. Contestants will be judged on how they perform in the interview portion (15 percent), the talent segment (60 percent) and poise & presentation (25 percent). The interviews will take place prior to the show, and the contestants will have the opportunity to meet each judge individually. The show will open with the talent portion of the contest. The Wheeling Park High School Queen will go on to represent Wheeling Park High School in the OVAC Queen of Queens on July 23rd. To preserve fair elections, Onondaga County needs to invest more money (Commentary)

I am reporting it here to add to my essays on my Tumblr blog on elections.
It was welcome news that the American Rescue Plan had direct aid to local governments as part of its overall relief package passed into law in early March. This aide was meant to help restore vital services that were drastically cut during the COVID-19 crisis.  In this revolutionary package, $89 million was given to Onondaga County with very few strings attached to it.  The decision on how to spend this money resides with Onondaga County Executive Ryan McMahon and the Onondaga County Legislature.  I believe it is vital that they reserve some of these funds to restore and enhance Democracy in Onondaga County.
Unlike previous packages there is no delineation for local Election Boards to receive any of the money assigned to Onondaga County.  COVID-19 upended the 2020 Election season and the Onondaga County Board of Elections had to adjust.  Comparing to 2016, our registration forms increased 250%; our absentee ballot applications increased 500%.  We hired extra inspectors, temporary help, and worked 12 hour days in the weeks leading up to the General Election and after to meet our obligations to the voters of Onondaga County.   The Onondaga County Board of Elections relied on CARES grant funding, existing federal Shoebox and HAVA grants, as well as a private Grant from the Center for Tech and Civic Life to meet those needs and limit the impact on local dollars.
As we head into 2021, we will continue to require additional resources to cover these costs. The COVID-19 epidemic continues in our community and nearly all of the mitigation factors put in place in 2020 will be needed in 2021.  Our workload on absentees and registration forms will continue to grow. Extra staff will be needed for cleaning and securing polling places.  Unlike 2020 though there are no federal grants we can rely on to cover those costs. It is up to Onondaga County to utilize some of the $89 million from the American Rescue Plan and the unexpected budget surplus of over $20 million to provide resources to the Onondaga County Board of Elections so we can continue to meet our mission.  It is my recommendation we do the following:
Restore the budget cuts for 2021. While much was made of the attempted salary cuts of both commissioners, this hid another more egregious issue.  The Onondaga County Legislature reduced the proposed budget for the OCBOE by over $200k.  This bi-partisan budget for 2021 was proposed by both me and my GOP counter-part and agreed to by the County Executive.  We were told at the time this cut was because of the dire budget outlook for the County but given no specific reason for the reduction.  With the unexpected County surplus, it is imperative that the Legislature restore these funds so we can hire the temporary staff and prepare for the anticipated needs of another election season under COVID-19.
Invest in Early Voting Expansion for 2021.  The 2020 election season was a success in almost every way for Onondaga County.   However, the unwillingness to expand Early Voting centers beyond the bare minimum was an abject failure.  Two hour waits as well as massive traffic congestion plagued our sites as voters flocked to take advantage of this new reform.  I give a great deal of credit to my colleague who agreed to expand hours in the face of this challenge in 2021.   However, it is nearly impossible to address the demand in the Early Voting period adequately with so few locations.  This is not a one-time event and we must plan for at least the same level of participation in the future.  In fact, all evidence from other states continues show Early Voting usage grows over time.  
I will propose at our May organizational meeting at the Onondaga County Board of Elections to increase to 10 Early Voting sites adding Onondaga Community College, Lysander Town Hall, Cicero Town Hall, and downtown in the Civic Center complex. Adding sites in Lysander, Onondaga and Cicero will ease the burdens on our three largest suburban sites, Camillus Fire Station, Clay Town Hall, and Dewitt Town Hall. Adding sites at OCC and downtown will also take advantage of the thousands of Onondaga County residents that either commute to work downtown or work, attend classes or events at OCC. Putting sites where people congregate will reduce the burden on all sites throughout the County and accommodate the growing need of our electorate.
New York State has once again included money in the 2021 budget to compensate for Early Voting Operations.  To qualify for this money we must agree to expansion in May.  In 2019 Onondaga County passed up on these funds which Syracuse.com said was “penny-wise, pound-foolish”. Failing to take advantage of this opportunity a second time would be compounding this initial mistake.  If we act in May, we can expand with no further cost to the county. Even without this funding source we can do this without much additional resources.  More sites will mean reduced traffic at each site, decreasing the need for additional staffing.  We can always surge staffing to meet increased need in certain locations as we monitor usage throughout the Early Voting period.  
Add Four Permanent Positions to the Onondaga County BOE roster for 2022.  This last week the Onondaga County Board of Elections released our Annual Report. Detailed in its pages is not only the massive additional workload we are experiencing each year but the inequities our Board has had to face in terms of resources. The Onondaga County Board of Elections operates with just 16 full time staff including the two commissioners.  For a county of over 307,000 voters that means we have just 1 full time staffer to every approximate 19,000 voters.  This is the worst ration in the 57 County Board of Elections State of New York. Furthermore, our average dollar spent per voter annually ($9.28) is the 5th most austere budget as well. We are incredibly efficient and utilize technology and modernization to achieve our required duties.  However, over the last few years our tiny staff has routinely had to work 12 hour days for weeks on end to be able to properly run elections.  The human toll on this type of workload has caused turnover and burnout.  Election work is specialized and must have bi-partisan checks and consistency.   Temporary workers are not a proper way to address this tidal wave of work on the horizon. Even if we add 4 full time workers, an increase of 25% of our workforce, we still will be the worst ratio of full time workers to voters in the state.  
Lack of resources is the leading cause of Election Day failures at Board of Elections.  We saw this in Oneida and #NY22 just this past cycle. We have avoided this in Onondaga County because our staff is dedicated to the ideals of free and fair elections. We desperately need the additional resources to continue that excellence and accommodate the growing needs of our community.  The amount for preparing for and fixing our inequities pales in compare to the price we will pay if our election process falters.  We need to invest in our Right to Vote for it is the right that makes all other rights possible.

Wonky Wednesday:  Highlights from the 2020 Annual Report

Welcome back to Wonky Wednesday.  Each week I do a deep dive into the election and registration data that makes up the electoral landscape of our home, Onondaga County.  I hope by looking into this data we can glean that this everchanging county is not monolithic as once thought and competition for Democrats, and all registrations, can be found everywhere.  This week I take a break from the march through our towns to look at the Onondaga County Board of Elections Annual Report released last week.

Every year Election Law requires each Board of Election in New York State to prepare a written Annual Report.  This report is distributed to each County Legislator, the County Executive, the County Comptroller, and posted on our website at onvote.net (under Election Regulations).  We prepare the report in April of each year after the County closes its fiscal year. The report touches on just about every part of our mission to serve the voters of Onondaga County.  In its pages you will have data on staffing Budgets, and election statistics.  
Today’s Wonky Wednesday I will dive into a few highlights from the report that was not covered earlier this year with my post 2020 wrap up series. Previously I did Wonky Wednesday posts on Early Voting, Absentee, Affidavit and Court Orders, as well as 2020 Turnout.  Today I will be highlighting some statistics from our Budget Performance, Staffing Levels, Workload, and I will be providing some stats not included in the Annual Report on Commissioner Salaries in Onondaga County.

The 2020 local Budget for Onondaga County consisted of $3,228,917.22. This is the total impact of dollars on Onondaga County residents.  The major expenditure categories are Permanent Staff (the 14 full time employees and 2 Commissioners) at 32%, Temporary and Season Employees (Techs and Inspectors that work the poll sites) at 21%, Employee Benefits for the Permanent staff at 18%, Interdepartmental Charges (charges from other county departments) at 18%, And Supplies at 10%.  The OCBOE Commissioners submit budget requests for everything but the Benefits and Interdepartmental charges.  Those portions of our budget are controlled directly by the Office of Budget and Management.
In addition to the local budget Onondaga County Board of Elections spent $1,274,706.49 in Grant Expenditures.  This is where the OCBOE found State, Federal, or private Grants to offset local dollars.  This effort to utilize grant money by the OCBOE kept our Department from going over budget in a year where COVID-19 created tremendous burdens on county budgets and Board of Elections throughout the nation.

The overall budget is looked at in three stages.  The OCBOE submits a budget to the County Executive and County Legislature based on our experience in what we need to spend in an Election Year.  The County Executive and Legislature then alters the budget and finally adopts it. Finally, the OCBOE tries to expend local dollars below both the Adopted and Submitted budgets.  However, we have a mandate at the Board to spend what is needed to cover state and federal mandates to service the voters for an election.
In 2019 then County Comptroller began a year long attack on the OCBOE for being irresponsible and “blowing our budgets”.  This led me to start compiling historical data on our budgets going back to my first year as Commissioner.  There were only two years where the OCBOE failed to keep expenditures below our submitted budget 2016 & 2018.  The historic nature of the turnout in those elections is the direct cause for those discrepancies.  In both years, the turnout broke expected levels.  In 2017 we were under our submitted budget but over the cuts made by the County Executive and Legislature.  In that year we also had historic turnout for a mayoral election which helped drive up costs.  However, in all three years the much of the reason for going over budget was beyond the OCBOE control.

In these two slides you see the Direct Appropriation Spending as well as the Interdepartmental spending.  As I noted earlier the OCBOE only has control of certain portions of our budget.  This is all under the Direct Appropriation label.  In the three years we went “over-budget (2016, 2017, 2018) our direct appropriation, the spending controlled by the BOE, was under our submitted budget amounts, though over the cuts made at the legislature.  In fact, at my time at the BOE we have never spent more than our submitted budget request.

Where the budgets went over was in the direct appropriations.  Again, this portion of our budget is created and controlled by the Office of Management and Budget.  We have no control over the spending or creation of this budget. None of this nuance was shared by then Comptroller Beadnell in his many public attacks on our department.

The austerity of the Onondaga County budgets is most noticed when comparing to the other counties.  In 2021 that austerity continues.  Our adopted budget of 2.8 million is 10th highest of upstate counties, but we have the 6th highest registered voter population.  The proportional proposed spending of $9.28 per voter is the 5th worst in the entire state and way below the average of $17.99 per voter for all Upstate Counties and $18.80 per voter for counties over 100k.

The main source of this inequity comes from the refusal to add permanent staff to our department.  Despite all the Election Reforms passed and the dramatic increase in workload we are at the same staffing levels that we had when we started in 2013.  The 14 full time permanent staff represent 1 full time staffer to every $19.2k voters. Throughout Upstate New York the Boards of Elections average 1 full time staffer for every 7.3k voters, Again Counties over 100k voters average 1 for every 8.3k voters.  Even if the County adopts my proposal for 2021 to add 4 full time permanent staff, an increase of over 25%, we still will have the worst ratio in the state.

The workload has dramatically increased over the last 4 years. In addition to the 500% increase in absentee ballots in 2020 we saw a record-breaking registration level.  New York State reforms that make it easier to register and update registrations through DMV have been vital to our increased turnout, but that fallout is an ever-increasing workload.  We processed over 100k registration forms in 2020 with 73k from DMV. This is part of an ever-increasing traffic that we have seen since 2016 when the DMV started allowing online registration changes.  This added workload along with no additional staffing has resulted in weeks of 12-hour days to avoid issues like we saw in Oneida County last year.  The human cost of this is starting to show as we are getting some burnout and turnover each election now.
Finally, I wish to address the controversy last year with the attempted reduction in my fellow commissioners and my salary.  I feel honored to be one of your Elections Commissioner and I recognize that to many in our community our salaries of $99,973 annually would be a blessing, and it is for me as well.  I hope that you can see from the amount of personal time and effort I put into this job that it is not a 40 hour a week 9-5 job for me.  Commissioners do not receive overtime and often work 50-60 hour weeks during Election Time and as you can see from the workload and new calendar throughout the year.  However, the attempted reduction in our salaries was justified both on the floor and in a release by the GOP legislators with faulty math to justify their hasty and last-minute decision.

Onondaga County is the 6th most populous county in New York outside of NYC.  Our salaries are the 7th highest.  In all the counties the state average I the Commissioner makes about $.49 per voter, we in Onondaga County only make $.32 per voter.  41 of the 57 counties have full time commissioners, they average $.42 per voter.  Commissioners of Larger counties usually make less per voter since they have additional staffing to compensate to spread out the workload.  As we saw in the last section Onondaga County is the least staffed County in the state per voter.  Even so Onondaga County’s rate is comparable to the $.29 average.  This ratio will get worse over time now that the County Legislature has exempted us from annual cost of living pay raises, something every other Department Head in the County benefit from, including themselves.  It is up to others to speculate on the motivation, but the math doesn’t add up.
I hope this analysis shows you the hard work and dedication of all our staff at the Onondaga County Board of Elections.  Despite the inequities placed on us the staff is committed to not only providing basic services but are a leader in Election Administration throughout the state.  I could not be prouder of them and I will continue to work to make sure these inequities are highlighted, and hopefully resolved, in the future.
