[ad_1] Farmers in India have sown kharif crops across 979.88 lakh hectares so far this year, as against 972.58 lakh hectares in the same period of last year, according to the latest data from the Agriculture Ministry.On a yearly basis, the sowing is around 1 per cent higher.Commodity-wise, paddy sowing is at 328.22 lakh hectares, as against 312.80 lakh hectares same period last year. Notably, India in July amended the rice export norms by putting non-basmati white rice, a major export item, in the "prohibited" category.For pulses, comprising arhar, urad, moong, and kulthi, among others, the sowing is, however, lower year-on-year. Agriculture ministry data showed the total pulses sowing so far this kharif is 113.07 lakh hectares, as against 122.77 lakh hectares last year.Further, the sowing of oilseeds, which groundnut, soybean, sunflower, sesame, and others, too were marginally lower at 183.33 lakh hectares, as against 184.61 lakh hectares.Sugarcane farmers have so far sown crops across 56.06 lakh hectares, as against 55.20 lakh hectares last year, data showed.India has three cropping seasons -- summer, kharif, and rabi.Crops that are sown during October and November and the produce harvested from January-March depending on maturity is Rabi. [ad_1] Rice prices have soared to their highest since November 2011 with the production of the cereal projected to drop by 2.7 per cent during the current season (August 2022-July 2023), the Food and Agriculture Organisation (FAO) has said. “Rice production is downgraded somewhat, largely on account of an area-based reduction for China, which overshadowed revisions for other countries, most notably an upgrade for Bangladesh,” the FAO’s Agricultural Market Information System said in its latest report. FAO’s all rice price index averaged 126.4 points in January, up 6.2 per cent over December. Prices of aromatic rice also strengthened by 9.8 per cent, sustained by demand for the (Chinese) Lunar New Year celebrations, preparative purchases for Ramadaan and post-harvest surge in Pakistan basmati quotations, the update said. According to AMIS, rice production this season is projected at 511.6 million tonnes (mt) against 525.5 mt last season. Utilisation or demand is anticipated to remain close to the 2021-22 peak at 519.5 mt (521.4 mt last season), while supply has been projected at 708.6 mt (719.3 mt).The demand is expected to remain near peaks as food intake expansion will compensate for a cut in other uses of rice. Trade is seen lower at 52.8 mt (55.5 mt) as countries in Asia and Africa are likely to prune imports. Thai gains pronounced Ending stocks are likely to be 2.3 per cent lower than last season at 192.5 mt, though they will be the third-highest on record. The Rice Update said Asian quotations firmed up across all major origins in January. The most pronounced gains were in Thailand, where the Baht rose to a 10-month high. Sentiments were further boosted by Indonesian purchases.Short-supplies due to a flood-reduced crop and “persistently inflationary pressure” compounded local demand for rice in Pakistan. Problems in wheat supply also drove up rice prices in the neighbouring country.Prices increased in India, Vietnam and Brazil as the dollar strengthened. In Vietnam, availability was tight ahead of the winter-spring harvest, while in India record procurement by the government and a smaller kharif crop pushed up prices. Prices down a tad now Meanwhile, as per data from Thai Rice Exporters Association, prices have softened a tad, though India’s parboiled rice prices have gained $5 a tonne over the past 10 days.Thailand’s 5 per cent broken rice declined to $511 a tonne from $523, while its 25 per cent broken white rice slid to $500 from $511. Its parboiled 100 per cent sortexed quoted at $517, down from $523.India’s 5 per cent broken was quoted at $440-44 ($443-47), 25 per cent broken at $427-31 ($428-32) and parboiled at $395-99 ($388-92). Pakistan’s 5 per cent broken dipped to $483-487 ($488-92), 25 per cent broken was unchanged at $458-462 and parboiled declined to $496-500 ($533-37).Vietnam’s 5 per cent broken was quoted at $458-62 and 25 per cent broken at $438-42, slightly lower than two weeks ago. Rice prices have surged over the last couple of months as the paddy crop has been affected across Asia due to vagaries of the weather. In India, the crop was affected by deficient rainfall in eastern States, while the worst floods since 1961 affected Pakistan’s production. Chinese production was hit by a long dry period, while the crop in Thailand and Vietnam were also affected, though in a small way. LJSpeech Ultimate Progress [Developing]
Neural text-to-speech models like Tacotron 2 requires data, and many times a lot of single-speaker data. The most prevalent large single-speaker dataset available for anyone to use is LJSpeech.
While it has served pretty well to train several models with good performance, the LJ Speech dataset presents a few, glaring problems:
1) It is only distributed in 22KHz sampling rate, limiting the audio quality of OSS TTS
2) The sibilants (SSS sounds) are very sharp, to the point where it becomes unpleasant to listen to above a certain volume
3) Many of the clips have background noise, like the humming of fans.
First stage of the plan involves extracting audio from Linda Johnson's LibriVox recordings and applying various filters and effects. They're easily available there, and 128kbps MP3s are ready for download.
Then, after collecting a lot of recordings, I used batch processing to apply de-essing, de-noising, de-reverb, and de-clicking filters. I collected about 40 hours of processed audio, quite overkill, but the next step is going to discard a lot of it. My dataset is going to be in 44.1KHz. Here is a sample of the processed audio:
Now, we need to get a way to transcribe the audios. We could just run it through ASR and call it a day, but not for me. Since our speaker is reading public domain audiobooks, I can first transcribe it with ASR, split automatically based on a threshold of breaks (most STT gives timing information for each word), and use fuzzy string search to match recognized text sequences to actual audiobook ones.
The original LJSpeech dataset was made by force aligning texts to their audios then splitting based on audio silences. Let's see if my way will work.
Update 05/08/2021: I tested my way of aligning and it worked well, here's a sample filelist and wavs, made from a 6 minute cut. Currently doing entire dataset. I'm using TensorSpeech/TensorFlowASR's Conformer model BTW. Coqui's refuses to run in Colab and Windows, and I have no interest in dealing with the Kaldi nightmare that is ESPNet

Currently running the auto-collection script locally. I used glob + ffmpeg to split each audio into 5 minute chunks.

Done! About 22 hours at an efficiency rate of 35% to 60%, didn't bother to collect more detailed statistics.

Now, you might be wondering, why so inefficient? Which, by the way, is a good question. As I said earlier, my method utilizes timing information from ASR instead of audio silences to decide clips. I prefer this method better because it gives me more precise control over clipping.
The two key parameters here are cut_interval and max_dist. The former details the threshold gap between a word before a new cut is made. I generally found that 0.62 was a good middle ground for this speaker. Too high, and it extracts mostly long clips, too little, and too short clips.
max_dist, however, is the maximum Levenshtein Distance that the fuzzy string search (see fuzzysearch) will accept between the ASR'd clip and the actual book text. I had to set this to a quite conservative value because while higher distances would extract a lot more perfectly acceptable transcripts, they would also introduce some problems like clips where the transcript misses a word or two, and since I don't want to manually go hunting for problems too much, and because I could afford it since I had collected lots of data, I set it to be quite restrictive.
Also another one of note is paddy, that is an interval in seconds that is added to the end interval of a clip, so that the audio doesn't end so abruptly. However, if the timing indicates that another word will overlap, it will reduce accordingly, so some clips do end pretty harshly.
I also noticed that the speed difference in Conformer ASR between a Tesla T4 in Colab and my Ryzen 5 3600 wasn't significant, in fact, almost negligible. Either that or my chronic overconsumption of coffee has completely fried my perception of time.
Final Denoising Pass
After finishing the clipping, I noticed that some still had just a little bit of background noise. Thankfully, I already had a nice tool, in the form of my program's batch denoising extra feature.
This uses RNNoise, which is quick, effective against constant noises like fans, with minimal to no quality loss.

The Need for “Implementable” Trade Policies in Africa

In recent years, the importance of rice in Nigeria, and indeed West Africa’s, economy and politics is clear for all to see.
On paper, Africa’s policy is to be self-sufficient on food. However, the implementation has been a different story. While some countries pursue a food self-sufficiency by supporting backward integration, others have been increasing their imports of food items from Asia (China, India and Thailand) and South America (Brazil).
This resulted in tensions between some countries on the continent. The most visible one is in the Economic Community of West African States (ECOWAS), the West African political and trading union block.
Nigeria started its “rice revolution” in 2015. The Nigerian Government, through various monetary and fiscal policies, supported its farmers and millers to produce and process local rice while penalising and restricting importers. Nigeria introduced levies and foreign exchange restrictions on food imports while providing concessionary loans and tax incentives to farmers and investors setting up food processing facilities. According to the Rice Processors Association of Nigeria (RIPAN), the number of integrated rice mills in Nigeria increased from less than 10 in 2015 to over 40 by October 2020 while local paddy production has also increased.
In August 2019, Nigeria closed its land borders with two of its neighbours – Republic of Niger and Republic of Benin. Nigeria accused these countries of undermining its food security programs by allowing, and sometimes supporting, the smuggling of food items (mainly rice and poultry products) through their territories into Nigeria. According to the Nigerian authorities, food items are imported into Benin’s seaport of Cotonou, thereby evading the levies put in place at Nigerian ports, and illegally smuggled into Nigeria through its large and porous land borders with Benin (over 800km) and Niger (over 1400km).
Thailand is one of the largest exporters of rice to Africa. According to data presented by the Thai Rice Exporters Association, direct exports to Nigeria dropped between 2014 and 2018 as shipments to Benin Republic significantly increased. In 2019, exports to Benin dropped showing the impact of Nigeria’s border closure while in 2020, the lockdowns because of COVID-19 meant exports to Africa stopped completely.
This impasse has led mixed outcomes for many regional companies such as TGI Group, a pan African conglomerate with operations in Nigeria, Benin, Ghana and Ivory Coast.
According to Farouk Gumel, an Executive Director at TGI, the group’s Nigerian food operations have flourished while their business in Benin, which relies on trade with Nigeria, was adversely impacted by the border closure. Farouk Gumel said “since the border closure, our Nigerian rice and vegetable oil businesses have been growing and creating jobs locally. For Benin, it was initially difficult. But we adjusted our operations by exploring new markets in other West African countries. Now, we have a good balance”.
TGI is now looking to expand both its Benin and Nigeria operations to cater for these new market opportunities that came up due to the border closure. Farouk Gumel said “the ECOWAS trade policy framework is very comprehensive. The problem has always been on implementation. For the first time in a long time, we are seeing Benin, Niger and Nigeria having very honest conversations on working together on implementing policies in a fair and equitable manner.” He adds that “ the African Continental Free Trade Agreement (AfCFTA) secretariat can learn a lot from these discussions. It is always easier to conceive a theory than to implement it in real life”.
