Victor Lustig, a cunning and charismatic con artist, saw this as the perfect backdrop for his con. He posed as a government official and convinced a group of scrap metal dealers that the tower was to be sold off.
Lustig's persuasive charm and forged documents led André Poisson, an eager dealer, to believe in the legitimacy of the sale. Poisson handed over a large sum, only to realize later that he had been scammed. Lustig, meanwhile, disappeared with the money, and Poisson, too embarrassed to go public, chose not to report the crime.

Lustig, emboldened by his success, returned to Paris to repeat his con. This time, his potential victims grew suspicious and alerted the police. Lustig managed to flee before being caught, solidifying his reputation as a master con artist.
