Philippine Air Force Received Mitsubishi Electric Company TPS-P14ME Mobile Air Surveillance Radar

The mobile radar system is part of the PHP5.5 billion government-to-government deal signed by DND and Japan's Mitsubishi Electric Company (MELCO) in August 2020. The deal also includes fixed FPS-3ME air surveillance radar systems for the Philippine Air Force (PAF). One of the FPS-3ME systems was already delivered and installed at Wallace Air Station in San Fernando, La Union on Dec. 20, 2023, while the two others are units expected to be delivered within the next two years. The Philippine Department of National Defense (DND) Secretary Gilberto Teodoro Jr led ranking military and defense officials in receiving the radar system from Japanese State Minister of Defense Oniki Makoto.

Guzzle XML request and response

The second release of the Guzzle XML PHP library is out.

The main idea is to send a XML request using Guzzle HTTP library simply by specifying an array that will be transformed into a XML using Symfony XmlEncoder under the hood, which is part of the Symfony Serializer library.

In the new release, bug fixes related to the sending of data and the valid format of the sent data were fixed. Also, the documentation for the library has been slightly improved, now you can see the dependencies of the libraries, the versions of the PHP, as well as a visualization of what data will be sent in a specific example.

You can now send XML request with 1 value if you need, for example: ‘xml’ => ‘value’.

Minimum supported version of Guzzle changed from >=6.3 to >=6.0.

CEBU CITY – The vendors' cooperative in Carbon Public Market on Tuesday appealed to the local government to reconsider its decision to privatize the city’s biggest government-run market.

The Cebu Market Vendors Multipurpose Cooperative (CEMVEDCO) said if Cebu Carbon Market will be run by a private entity, it will have a negative impact on small vendors whose livelihoods are dependent on Cebu's oldest marketplace.

In an interview with CEMVEDCO chairperson Erwin Gok-ong, who leads a group of small market vendors, said the redevelopment project of Carbon Market will greatly affect the “poor” vendors.

“If this project pushes through, we are certain that hundreds will lose their livelihoods,” Gok-ong told the Philippine News Agency in Cebuano.

Infrastructure builder Megawide Construction Corp. earlier signed a joint venture agreement with the city government of Cebu for the phased redevelopment of the Carbon Market, which is home to the city’s small traders.

Megawide is looking to invest some PHP5.5 billion for the project which includes the construction, development, and operation of mixed-use assets.

While Megawide has committed no vendors will be displaced by the redevelopment, Gok-ong was pessimistic that small traders couldn’t afford the rentals once the market is redeveloped.

This will give a hard time to vendors looking for capital for their businesses as increased rental means an additional operating expense for them, he said.

“How about those selling salt, ‘puso’, sachets? If we allow them into this ‘first-world’ market, can they afford it? They can’t sustain their enterprises,” the Cebuano businessman said.

He noted that the Carbon Market has provided livelihood opportunities especially to the informal sector and the poorest of the poor, arguing that it’s not just to take their source of income away from them for the sake of redevelopment.

During their previous meetings with Megawide officials, Gok-ong said they were only told that their concerns, such as the fate of the small vendors, will be considered.

He pointed out the joint venture is a huge disadvantage to them.

The term of the joint venture is 50 years, extendible for another 25 years upon mutual agreement of Megawide and the city government.

Manuel Louie Ferrer, Megawide executive director for infrastructure development, earlier assured that no vendors will be displaced, noting that there will be areas where they will be transferred once construction works at the Carbon area will start.

“There will be available spaces where we can transfer them while the area is built. Our commitment is not to displace the vendors. We will do our best to put them in areas,” Ferrer said.

Megawide pointed out the potential of the Carbon Market once it is redeveloped, as it can become a hub where Cebu can showcase its food and culture to the rest of the world.

The modernization project is expected to further transform Carbon into Cebu’s premier public market.

Under the joint venture, the government shall contribute the exclusive use and possession of the project site. (PNA)

BOI, IFC partners to attract more investments

MANILA -- The Board of Investments (BOI) and the International Finance Corp. (IFC) forged a partnership with the end goal of attracting more foreign direct investments (FDIs) into the country.

The BOI announced on Thursday that its managing head, Trade Undersecretary Ceferino Rodolfo, and IFC Country Manager Jane Yuan Xu had signed a memorandum of understanding last Sept. 21 for the further development of investment policy, industrial promotion, and local supplier linkages in the country.

The signing was also witnessed by DTI Assistant Secretary Rafaelita Aldaba and IFC Senior Private Sector Specialist Farsida Lasida Adji.

Under the MOU, the IFC will support the Philippine government in implementing its Inclusive Innovation Industrial Strategy or the i3S by providing technical assistance and advisory support to the BOI.

The BOI-IFC partnership will push for an FDI-centric industrial promotion, at the core of which, is to reposition the Philippines as a competitive location for business operations of foreign investors, the BOI said.

In particular, the project targets to focus on sectors of electronics, automotive and electric vehicles, and aerospace.

Under the partnership, BOI and IFC will also tap the Philippine Economic Zone Authority, Semiconductor and Electronics Industries in the Philippines, Electronic Industries Association of the Philippines, Inc., Chamber of Automotive Manufacturers in the Philippines, Electric Vehicles Association of the Philippines, and the Aerospace Industry Association of the Philippines.

The BOI wants to attract more FDIs, particularly in the manufacturing sector, as the country is preparing for the industrial revolution or known as the Industry 4.0.

“Industry 4.0 is potentially disruptive and poses a challenging task on how to sustain not only the level of FDI inflows but also the growth of manufacturing and services in the economy,” said Aldaba.

“We have to be ready on how to offset these challenges and disruption with new strategies and interventions tailor-made for industries so that they will able to maintain their growth and competitiveness,” the trade official added.

New technologies that will be brought in by foreign investors will innovate industries and further help the country to increase its participation in the global value chains.

“Since the i3S is designed to improve competition and innovation in the Philippine industry, the country will be able to capitalize on the opportunities due to rapid globalization and the dizzying development of automation, robotics and artificial intelligence,” Rodolfo noted.

In the first semester of the year, investment approvals from foreign sources at the BOI surged by 165 percent to PHP14.5 billion from PHP5.5 billion in the same period in 2017. (PNA)

MANILA – Two former officials of the Department of Finance (DOF) indicted in an alleged irregular grant of tax credits committed more than 20 years ago have been acquitted by the Sandiganbayan.

In a 39-page decision dated March 11 and recently shared online, the anti-graft court’s Second Division acquitted Raul De Vera and Brandy Marzan of estafa and violation of the Anti-Graft and Corrupt Practices Act due to the "failure of the prosecution to prove their guilt beyond reasonable doubt".

De Vera and Marzan, then Officer-in-Charge of the Net Local Content Division and senior tax specialist, respectively, of the defunct DOF One-Stop-Shop-Tax Credit and Duty Drawback Center, were implicated in alleged undue benefits granted to companies between 1997 and 1999.

The anti-graft court also cleared De Vera and Marzan of civil liability, citing that “there being a failure to establish that the acts of the accused are felonious, the fact from which the civil liability might arise does not exist”.

The case involved giving supposedly unwarranted benefits to Land Car Inc. (LCI), which filed a claim for a tax credit, and falsified sales invoices for 11 buses at PHP4.8 million per bus when the actual price of the bus was only PHP1.47 million.

The charges claimed that despite knowledge of overpricing, misrepresentation, and falsification, the officials approved and granted a tax credit certificate (TCC) amounting to PHP5.5 million to LCI.

The case against their boss, former undersecretary Antonio Belicena who was the center’s Executive Director, was dismissed on November 2021 following his death.

Before his death, Belicena’s lawyers sought a suspension or dismissal of the proceedings due to the accused’s dementia which rendered him incompetent to stand trial.

Likewise in 2021, the Supreme Court upheld the 2011 ruling of the Sandiganbayan clearing Belicena in a plunder case arising from another company in a TCC scam.

Another official, Deputy Administrator Uldarico Andutan Jr., jumped bail and remained at large. His case is archived until he can be brought to the jurisdiction of the court. (PNA)

DAVAO CITY – The city government said it has fully achieved its revenue target for 2020 even amid the coronavirus disease 19 (Covid-19) pandemic. In a statement Thursday, the City Information Office quoted acting City Treasurer lawyer Lawrence Bantiding as saying that the city earned a total income of PHP10.34 billion from local taxes, service income, business income, economic enterprise, other income, and from the Internal Revenue Allotment (IRA). The amount exceeded the PHP9.6 billion income earned in 2019. “The city's target income was pegged at PHP10,337,732,662 at the start of 2020. Aside from the PHP10.34 billion income, the city also received a PHP462.04 million Bayanihan grant from the national government in 2020, which was allocated for the city's Covid-19 response,” Bantiding said. He said the PHP5.5 billion IRA received by the city last year surpassed the PHP4.9 billion allotment in 2019. The city collected a total of PHP3.7 billion from local taxes in 2020 to earn more than it did in 2019, with a collection of PHP3.5 billion. “The 2020 target for local tax collection was PHP3,449,350,000. Business taxes alone generated PHP2.3 billion, surpassing the PHP2 billion 2020 target and the 2019 collection of PHP2.8 billion,” Bantiding said. As for real property taxes, he said the city earned PHP737.7 million against PHP608.1 million in 2019; some PHP250.6 million was collected from property transfer taxes as against PHP223.4 million in 2019. Bantiding said the city also generated a total of PHP114.8 million revenue from business income consisting of garbage fees (PHP62.4 million), transportation system fees at Davao City Overland Transport Terminal (DCOTT) (PHP23.1 million), parking fees (PHP10.9 million), other business income (PHP10 million), medical, dental fees/hospital fees (PHP7.7 million), rent income (PHP289,384), fines and penalties-business income (PHP181,714), and library fees-school fees (PHP14,898). At least PHP161.6 million was also collected from franchise taxes, compared to the PHP159.4 million in 2019. Some PHP131.5 million was also collected from tax revenue-fines and penalties, against the PHP108.2 million in 2019. Bantiding added that PHP69.9 million was also earned from a special levy on idle lands, as against PHP68.9 million in 2019; PHP64.2 million from community taxes, as against PHP65.4 million in 2019; some PHP12.4 million was collected from sand and gravel and other quarry products, as against PHP15.5 in 2019. However, Bantiding disclosed that the city's economic enterprise's collection has dropped to PHP128.23 million from PHP171.76 million in 2019. (PNA)
