This is similar to a patient who #bridgeinspections delays getting a chest X-ray until feeling sick and symptoms are obvious. At that late stage, the x-ray reveals a mass that leads to a diagnosis of stage 4 cancer. Had the x-ray occurred earlier, the cancer could have been detected at an early stage when it was curable. Deterioration within a bridge is similar to a progressive disease like cancer. If caught early, the deterioration can be more cost-effectively repaired, thereby extending the service life of the structure.

The Federal Government awards contracts to large Engineering firms. #MovableBridgeInspections The Engineering firms already have the funds in their hands when the projects are delegated to the different divisions within the companies. Bridge Inspection Departments blithely continue assigning tasks to Inspectors according to "billable hours." This is the way things happened all these years. And they continue unchanged despite the numerous red flags frantically waving at them.
The collapse of Interstate 35W Bridge over Mississippi River during rush hour on August 1, 2007,  #posttensiontendon which killed 13 people, injured 145 and destroyed 111 vehicles, was later attributed to a serious flaw in the original bridge design. Manual inspections never caught this because focusing on design aspects are outside the scope of manual inspections. The bridge was weakest at the point it should have been the strongest, and everyone was blissfully unaware of a disaster waiting to happen. Technology may well have averted the disaster as scientifically obtained data is accurate and consistent, and would have indicated an anomaly which went unnoticed in manual inspection.
Doug Thaler recounts how IPC recently inspected a small bridge in Florida using BridgeScan™ which is an effective tool to quickly determine the condition of aging bridge decks.  #posttensioningtendon The engineering firm which was awarded the contract to repair the bridge, suspected a problem, but the Department of Transportation did not believe there was an issue. Bridge structures are traditionally #bridgeinspections inspected visually for cracks and damage due to deterioration. Through such traditional practices, bridge inspectors visually inspect a bridge, record cracks and damage, take pictures and give the bridge a health rating. Visual inspections cannot assess the internal integrity of these structures, but only what is visible to the naked eye. By the time deterioration becomes visually apparent to the inspector, the damage to the structure is often severe.

This is an image from IPC’s inspection report showing severe deterioration within the top #parkinggarageinspections2 section of the ramp. (Blue color shows minimal to zero deterioration wile the red color shows areas of concern.) This is the top floor section where rain water has leaked through the top floor and onto the ramp. The deterioration was contained within the surface two inches of the ramp and had not reached the top reinforcement (rebar) mat. There was no structural damage to the reinforcement. The deterioration was repaired and the surface of the ramp was sealed.

By monitoring the progression of the cracks in concrete, we can see the progression of deterioration in concrete and address areas of concern early.
