Indian doctors have called for a nationwide shutdown of hospital services as public fury over the rape and murder of a trainee medic in the eastern city of Kolkata last week mounts.
The Indian Medical Association (IMA), the country’s largest grouping of medics with 400,000 members, said the 24-hour shutdown would be implemented on Saturday, affecting most hospital departments except for essential services.
The shutdown comes after thousands of people took to the streets in several cities to express their outrage at the rape and murder of a 31-year-old trainee doctor, whose brutalised body was found on August 9 at Kolkata’s state-run RG Kar Medical College and Hospital.
On Friday, large protests were held in various cities – including Kolkata, the capital of West Bengal state, Mumbai in the west and Hyderabad in southern India – demanding justice and better security at medical campuses and hospitals.
“We want justice,” doctors chanted in Kolkata, waving handwritten signs that read, “No safety, no service!”
Demonstrators held banners calling for accountability as they gathered near parliament in New Delhi.
“Doctors, especially women are vulnerable to violence because of the nature of the profession. It is for the authorities to provide for the safety of doctors inside hospitals and campuses,” the IMA said in a statement issued on Thursday on X.

Multiple medical unions in both government and private systems have backed the strike.
Doctors in government hospitals across several states on Monday had halted elective services “indefinitely” in protest.
Indian media have reported that the murdered doctor was found in the teaching hospital’s seminar hall, suggesting she had gone there for a brief rest during a long shift.
An autopsy confirmed sexual assault. Doctors say the circumstances of the rape point to the vulnerability of medics left without proper protection and facilities.
Though police have detained a man who worked at the hospital helping people navigate busy queues, state government officers have been accused of mishandling the case.
On Wednesday night, the hospital where the trainee doctor was killed was attacked. Police did not identify who was behind the rampage, but said they have arrested 19 people so far.
Little has changed
There were more than 31,000 reported rapes in India in 2022, the latest year for which data is available, according to the National Crime Records Bureau (NCRB).
The gang rape and murder in 2012 of a young woman on a bus in Delhi, northern India, led to nationwide protests and outrage over the country’s failure to tackle sexual violence against women.

Since 2012, the government has brought in sweeping changes to the criminal justice system, including tougher sentences and the death penalty for repeat offenders.
Conviction rates for rape ranged between 27-28 percent from 2018-2022, according to NCRB data.
The definition of rape has also been widened to include non-penetrative acts and the age threshold for rape trials lowered so 16-year-olds can be tried as adults.
But campaigners say little has changed despite the tougher laws.
Criminal lawyer Rebecca M John, who has represented many rape victims, said some rapists still believe they can get away with their crimes.
“One of the factors would be the absence of fear of the law,” she said.
Many cases of crimes against women also go unreported because of the stigma surrounding sexual violence and a lack of faith in the police.

India is in the middle of a 44-day exercise to elect its next government, with Prime Minister Narendra Modi tipped to return his Bharatiya Janata Party to power for a third consecutive term. Modi, who aims to win nearly three-quarters of the country’s 543 parliamentary seats, has surprised many observers by using dehumanizing anti-Muslim language on the campaign trail—rhetoric that is more direct than that of his past speeches.
So far, the BJP campaign has focused on creating an irrational fear among India’s Hindu majority that if Modi doesn’t return as prime minister, a share of their private wealth and affirmative action job quotas will be given to Indian Muslims. Modi and his party have doubled down on this narrative at a moment when reports suggest that their quest for a supermajority is unlikely to succeed. The brazen continuation of such anti-Muslim rhetoric differentiates this campaign from the two others that have put Modi in the prime minister’s office.
Hate speech is a criminal offense in India, and it is specifically barred during an election campaign. However, Modi chose the three leaders of India’s Election Commission, the agency charged with conducting free and fair polls, and it has ignored his flagrant violations of the election code. As a result, as the campaign continues through the end of May, so too will Modi’s anti-Muslim tirades. India is expected to announce its election results on June 4.
If the BJP wins and Modi is once again crowned prime minister, his Islamophobic rhetoric will not simply disappear. Many political leaders campaign in poetry and govern in prose, but hateful rhetoric has real-life consequences. Modi’s campaign speeches have put a target on Indian Muslims’ backs, redirecting the anger of poor and marginalized Hindu communities away from crony capitalists and the privileged upper castes. It underscores an attempt to make members of the Muslim minority second-class citizens in a de facto Hindu Rashtra, or state.
These social schisms need only a small spark to burst into communal violence, which would damage India’s global status and growth. Furthermore, Modi’s campaign rhetoric is matched by the BJP’s choice to not put up candidates in Muslim-majority Kashmir, reducing its stake in ensuring robust democracy in a region that New Delhi has ruled directly since 2019. His language will also have a direct bearing on India’s fraught ties with its neighbor Pakistan. Finally, the state-backed ill treatment will likely not be limited to Indian Muslims—meaning that other religious minorities, such as Christians and Sikhs, will also be affected.
Around 200 million Muslims live in India—the second-largest Muslim population in the world, after that of Indonesia. Few mainstream Indian political leaders have plummeted to such depths in castigating these citizens. Modi’s campaign rhetoric makes clear that if he is elected to a third consecutive term, the nation’s Muslims will stand politically disempowered, economically marginalized, and deprived of their constitutional rights.
Modi’s political rise came in the wake of significant violence against Muslims in Gujarat in 2002, when he was the state’s chief minister. Due to his role in the violence, the European Union, the United Kingdom, and the United States all temporarily barred his entry. Leading the party’s campaign to victory in the state assembly in the same year, his campaign speeches were full of crude language against Muslims. But the BJP’s electoral success in Gujarat—winning the next two assembly elections before the launch of Modi’s national campaign—ultimately gave Modi political credibility within an extreme fringe of the party.
By 2011, Modi had started reinventing himself as a business-friendly leader with an eye on a national role. By the time he became prime minister three years later, the narrative of a so-called Gujarat model of economic development concealed his anti-Muslim ideological moorings. Modi’s mask slipped occasionally, but he often spoke with a dog whistle. Mostly, the prime minister reiterated an imagination of India as a Hindu nation. In a post-9/11 world, Modi presented an alternative model of battling Islamic terrorism and consolidated a Hindu majoritarian voter base—delivering a stunning election victory in 2019 after an attempted airstrike against an alleged terrorist training camp inside Pakistan.
This year, Modi has not campaigned on his track record of the past decade or on the party manifesto for the next five years as often as he has attempted to further polarize Hindus and Muslims. In a speech given on April 21, Modi suggested that the opposition Indian National Congress party, if elected, would redistribute property to Muslims. The party would “calculate the gold with [Hindu] mothers and sisters” and transfer it “among those who are infiltrators and have more children,” he said—using terms by which his supporters regularly describe Muslims.
Elsewhere, Modi alleged that Congress was helping Muslims in a plot to take over India: “The opposition is asking Muslims to launch vote jihad,” he said in March. Speaking at a rally in Madhya Pradesh in early May, Modi said that voters would have to choose between “vote jihad” and “Ram Rajya,” the latter being a term referring to a mythical, idealized society that purportedly existed during the rule of Lord Rama, the hero of the famous Hindu epic Ramayana.
The prime minister’s economic advisory council soon released a paper that sought to stoke anxieties about a decline in the proportion of Hindus in India; during the period it covered—1950 to 2015—India’s population actually increased by five Hindus for every one Muslim citizen, but BJP leaders soon deployed the report to further demonize Indian Muslims.
The party’s official messaging has echoed Modi’s rhetoric. A now-deleted video posted on the Instagram account for the BJP’s Karnataka branch this month said, “If you are a non-Muslim, Congress will snatch your wealth and distribute it to Muslims. Narendra Modi knows of this evil plan. Only he has the strength to stop it.” It was followed by an animated clip depicting Congress leader Rahul Gandhi hatching a plan to benefit Muslims at the expense of Hindu groups.
Other Indian democratic institutions have done no better. Despite formal complaints from opposition parties and civil society groups, the election commission has neither punished nor restrained Modi. A petition in the Delhi High Court seeking immediate action against Modi for his “communally divisive speeches” was dismissed, with the judges arguing that it was “without merit” because the commission was already looking into the matter. “We can’t presume that they won’t do anything,” one judge said. But as the elections near the finish line, that is precisely what has happened.
Some observers are likely to dismiss Modi’s recent language as par for the course during an election campaign, when tempers run high. However, most surveys and polls have predicted an easy victory for the prime minister and the BJP; he has no need to resort to pandering to base emotions with toxic rhetoric. In an interview, Modi denied that he had uttered a word against Indian Muslims; he was proved wrong by fact-checkers and video evidence. India’s top political scientist said that through his denials in interviews, Modi is trying to influence the naive chroniclers while he continues with his anti-Muslim speeches for the masses and his supporters. Modi’s No. 2, Amit Shah, insists that the party will continue with this anti-Muslim campaign. By persisting with hateful speech, the BJP leadership is fueling a narrative that is likely to intensify discrimination against Indian Muslims during Modi’s rule.
As prime minister, Modi has spearheaded a project for the political disempowerment of Indian Muslims. For the first time in the history of independent India, the ruling party does not have a single Muslim member of parliament. In the current election, the party has put up just one Muslim candidate—on a list of 440—who is running for an unwinnable seat in Kerala. More broadly, religious polarization has made it difficult for Muslim candidates to win seats in areas without an overwhelming Muslim majority. During recent elections, there have been complaints of authorities barring voters in Muslim-majority localities in BJP-ruled states. Modi’s message to Indian Muslims is unequivocal: You do not matter politically.
India’s Muslims are economically disadvantaged, too. A 2006 committee under Prime Minister Manmohan Singh’s Congress government found that the Muslim community faced high levels of poverty and poor outcomes on almost all socioeconomic indicators. India’s opposition parties have promised a new socioeconomic survey that could inform future policy without a focus on religion. Modi’s government, by contrast, opted to not conduct even the regular census in 2021—the first such instance in 140 years—due to COVID-19; it has not been conducted since.
Rather than relying on data, Modi and his supporters prefer an emotional response that pitches poor and marginalized Hindus against Muslims. India is a highly unequal country: About 90 percent of the population earns less than the average income of $2,800 per year. This gap has widened under Modi, with the richest 1 percent now owning 40 percent of India’s wealth. By othering Muslims, Modi puts them at risk of becoming the object of other deprived groups’ ire, which could lead to further communal violence. A Muslim man was allegedly lynched in Gujarat during the current election campaign, without making national  headlines.
Islamophobia is at the core of the project to make India a Hindu state. Modi and the BJP frequently weaponize terrorism discourse to delegitimize critics and political opposition. In Kashmir, where the BJP is not running candidates this election, this tactic has fueled anger and hostility. The high turnout in the region seems to be an expression of rage against Modi’s 2019 decision to revoke its semi-autonomous status. When the ruling party leaders conflate Islam with terrorism, there is little chance of extending any hand of peace toward Pakistan, either. Modi and his ministers have vowed to take back Pakistan-administered Kashmir by force if necessary—no matter the grave risk of conflict between two nuclear-armed countries.
Finally, Modi’s rhetoric does not bode well for other religious minorities in India. In the border state of Manipur, the largely Christian Kuki community has suffered state-backed majoritarian violence for more than a year. In Uttar Pradesh, India’s most populated state, Christian priests and worshippers are being jailed, beaten, and threatened by both Hindu majoritarian groups and state police. Meanwhile, the BJP has demonized the Sikh farmers who led protests against agricultural laws in 2020 and 2021, labeling them as separatist Khalistani terrorists. (Last year, Modi’s government was accused of involvement in the killing of a Sikh separatist leader in Canada as well as in an attempted assassination in New York.)
Muslims, Sikhs, and Christians are India’s biggest religious minorities; they make up nearly one-fifth of the country’s population. To disempower these groups would spell the end of the historical bond between India and ideas of universal justice, human rights, and democracy. A majoritarian Indian state—a Hindu Rashtra—would instead make a covenant with bigotry, discrimination, and violence. The bipartisan U.S. Commission on International Religious Freedom has repeatedly asked Washington to blacklist Modi’s government for its suppression of religious freedom, but the Biden administration has refused to act so far.
However, the evidence is there for all to see—and Modi has further substantiated the charge of bigotry with his campaign speeches targeting Indian Muslims. No matter if the BJP achieves its supermajority, this rhetoric will have significant consequences for India. Modi is serving a warning. The world should take note before it is too late.

NEW DELHI: Bansuri Swaraj, the daughter of former minister of external affairs Sushma Swaraj made her political debut as she was appointed as co-convenor of the legal cell of Delhi unit of Bharatiya Janata Party on Sunday.
Congratulating Bansuri on this occasion, party president Virendra Sachdeva stated that Swaraj's appointment will take effect right away and expressed the hope that she would help the BJP.
In a tweet, Bansuri also thanked senior party leadership including Prime Minister Narendra Modi and wrote, “ I am grateful to the Hon'ble PM Narendra Modi ji , Amit Shah ji, JP Nadda ji , BL Santosh ji, Virendra Sachdeva ji, BJP -Delhi and BJP for giving me this opportunity to serve the party as the state co-convenor of the Bharatiya Janata Party Delhi State Legal Cell.”
Bansuri, who has more than 15 years legal experience currently practices law in the Supreme court.
Prior to this, She enrolled with the Bar Council of Delhi in 2007 and has 16 years of experience in the legal profession, according to a statement from the Delhi BJP.
She completed her undergraduate studies at the University of Warwick, earning a BA (Hons) in English Literature, and then continued on to the BPP Law School in London to pursue a law degree.
Qualified as barrister at Law, Swaraj was called to the bar from the inn of inner temple in London. She then finished her Masters degree at St Catherine's College, University of Oxford.
She has handled cases concerning contracts, real estate, taxes, international business arbitrations, and a number of criminal trials.
In addition to maintaining her private practice, Bansuri Swaraj has been appointed as the Additional Advocate General for the State of Haryana.
Swaraj claimed that she had previously assisted the party in legal concerns. She added, "I have now been formally granted the chance to serve the party more actively in the position as the Delhi BJP's co-convener of the legal department."

In January, after New York-based short seller Hindenburg Research released a report accusing Adani Group of accounting fraud and stock manipulation, the Indian conglomerate defended itself by appealing to nationalism. “This is … a calculated attack on India, the independence, integrity and quality of Indian institutions, and the growth story and ambition of India,” the group said in a 413-page response refuting the allegations.
It is no surprise that Adani Group tied itself to India’s “growth story.” The industrial empire of Gautam Adani, the group’s founder, has been key to Prime Minister Narendra Modi’s vision for India, which centers on big infrastructure projects as drivers of growth. In turn, Adani’s support for Modi’s nation-building plans, from airports to green hydrogen plants, has propelled his conglomerate’s meteoric rise. From 2014 to December 2022, Adani Group’s market capitalization soared from $6.5 billion to more than $223 billion.
Hindenburg’s report triggered a sudden reversal, however. The value of Adani Group’s publicly traded stocks soon fell by more than half—a rout that has continued a month after the report’s release. Modi has chosen to remain quiet about the affair, even as it has raised serious questions about India’s economy.
If Adani Group seeks refuge from criticism by tying its success to that of India’s, then the converse must also be reckoned with: The collapse of its shares represents a stress test for India’s growth project. It has cast doubt on whether Modi’s strategy of propping up a few favored corporate titans can translate into lasting results on the ground. And, beyond that, whether Modi’s India can deliver on hopes that it could become a driver of global economic growth, as China was for the past three decades.
Modi’s rise has long been intertwined with that of Adani’s. As chief minister of Gujarat from 2001 to 2014, Modi made his name through his so-called Gujarat model of development, with its large infrastructure projects, such as dams, extensive highways, and solar power plants. Adani was critical not just to constructing many of these projects but also to bringing big business around to the idea of Modi as a potential prime minister. After Modi was elected in 2014, he flew from Gujarat to his new home of New Delhi in Adani’s private jet.
As Modi became India’s most popular leader since the republic’s first prime minister, Jawaharlal Nehru, Adani’s business interests expanded. His conglomerate partnered with the government on critical infrastructure projects within India and, increasingly, abroad. Since Modi entered office, Adani’s net worth increased by more than 5,000 percent to $150 billion in September 2022, making him Asia’s richest man before the scandal. His wealth came largely on the back of winning government contracts; expanding into strategic sectors, such as clean energy and defense; and building critical infrastructure projects. For instance, Adani Group secured seven out of the eight airports that the Indian government leased out to private companies. These kinds of contracts, in turn, led to more interest in Adani Group stock from investors.
The government has undoubtedly placed its trust in Adani, but the Hindenburg report could be a stumbling block in Modi’s plans to ensure that India remains the world’s fastest-growing major economy. After the brutal stock rout, the group called off a $2.5 billion share sale and had to delay its expansion plans. A margin call followed, leading Adani to prepay a $1.1 billion loan. Meanwhile, French energy giant TotalEnergies has put on hold a $4 billion investment in an Adani Group green hydrogen project.
Over his tenure, Modi has been unwilling or unable to push through structural reform that would allow more companies to enter new sectors without significant risk-taking. He therefore has no option but to depend on national champions, such as Adani. But even among Indian billionaires, Adani is unique. Very few businesspeople enjoy the government’s confidence, can navigate dizzying state regulation, and, most of all, are willing to risk enormous amounts of capital.
In 2015, Credit Suisse published its House of Debt report, which examined the precarious debt levels of 10 prominent Indian business groups with a significant presence in various infrastructure sectors. Out of the 10 groups, many have ended up in bankruptcy courts in recent years, while others have pursued debt consolidation plans. Only one group—the Adani conglomerate—has continued to borrow and invest at a breathtaking pace.
The Economist has estimated that the combined revenues of companies controlled by Adani and fellow tycoon Mukesh Ambani, chair of India’s Reliance Industries, are equivalent to 4 percent of India’s GDP. Firms controlled by the pair also account for nearly a quarter of the capital spending of all publicly traded non-financial firms.
While many analysts fret over whether Adani Group is too big to fail, the more pertinent question is whether Adani has been too integral to the Indian economic project to fail.
Modi now faces a difficult dilemma. On the one hand, he relies heavily on large infrastructure development delivered by India’s billionaires. For example, Adani plans to develop massive renewable energy projects—and without them, India would find it challenging to fulfill its commitment to meet 50 percent of its energy requirements with renewables by 2030.
On the other hand, if Modi continues to protect Adani—as India’s opposition has alleged—by not addressing Hindenburg’s allegations, he runs the risk of undermining the credibility of India’s corporate governance and, by extension, its growth narrative.
Although India’s financial regulatory institutions are far from perfect, India has an established history of investigating and punishing financial fraud. The Adani Group scandal, however, has cast doubt on the ability of these institutions—such as the Securities and Exchange Board of India (SEBI), the country’s capital markets regulator—to operate independently.
It’s worth asking whether the Adani saga could have been anticipated, investigated, and defused long before Hindenburg came along if watchdogs had done their job.
Consider, for instance, a puzzling question that Hindenburg has sought to address: What explains the mind-boggling rise in the price of many Adani Group stocks? The price-to-earnings ratio of Adani Enterprises, the conglomerate’s flagship entity, went from 37.6 to 343.9 in just two years. But as experts have pointed out, growth of that nature is typically seen in companies in the technology sector, not brick-and-mortar industries.
There could be innocuous explanations, but the fact that the company’s board of directors didn’t examine the issue publicly opened the door for worrying allegations put forth by Hindenburg. In particular, the short seller has alleged that Adani Group’s stocks are being inflated by the conglomerate itself through secretive offshore entities.
This brings us to the question of what India’s stock market and banking regulators were doing. Long before Hindenburg came along, news outlets had pointed to the existence of three Mauritius-based funds that appeared to only invest in Adani Group companies and whose ultimate ownership was opaque. Why weren’t these funds forced to furnish details of their ownership structure at any point in the last few years and nip allegations of “round-tripping” in the bud?
In addition, SEBI continued to sign off on the conglomerate’s fundraising proposals even though the Indian government disclosed in Parliament in 2021 that SEBI had begun a probe to investigate some Adani Group companies over “non-compliance of rules.” It’s unclear what the scope of the SEBI investigation was and whether it has concluded.
For years, India’s beleaguered political opposition has accused regulatory authorities of corruption and raised allegations of crony capitalism, specifically pointing to Adani. But given the opposition’s lack of specific allegations made against SEBI, it seems more likely that the economy and stock market’s overseers are simply indifferent and plagued by inertia. Regardless, these accusations, and the Adani Group controversy, have not hurt Modi’s popularity, thanks in part to his administration’s tight control over the mainstream media.
Yet there may be consequences that stem from outside of India’s borders. It’s possible that global investors will become less bullish on India if they think that Indian business empires won’t be able to build necessary infrastructure or be reined in by domestic regulatory systems. Overseas partnerships and joint ventures could face headwinds as well, just as the Adani-TotalEnergies partnership has.
A fair, independent, and transparent probe into the allegations against Adani Group could ease these fears. Modi has so far ignored demands for one made by opposition political parties. But continuing to do so could very well be damaging to the long-term economic interests of India, and the world, even if it does not hurt Modi politically in the short term.
