Adam hat seinen Blick schon wieder dem Computerbildschirm zugewandt, schaut angestrengt hinein, aber Leos Blick bleibt an Adams Nacken haften. Er stutzt kurz, geht dann zu Adam rüber.

Hast'n Fax.
Er legt ihm zwei Finger in den Nacken und schiebt sanft den herausstehenden Zettel zurück in Adams T-Shirt. Adam stutzt, macht runde Augen ob der unerwarteten Berührung.

Bevor Leo seine Hand wieder zurückzieht, legt er sie noch einmal kurz auf die Stelle, wohin der Zettel verschwunden ist und tätschelt sie ein bisschen, so als wolle er sicherstellen, dass der Zettel auch wirklich drin bleibt.

SOLAS: Safeguarding Maritime Safety
SOLAS Amendments Enhance Safety The International Convention for the Safety of Life at Sea (SOLAS) plays a pivotal role in ensuring maritime safety. It is continually reviewed and amended by the member states of the International Maritime Organization (IMO) to adapt to new technologies and enhance safety measures. SOLAS follows a four-year cycle for amendments.   Chapter II-1: Ship Construction and Safety for Low-Flashpoint Fuels Safety Enhancements for New Ships Amendments to SOLAS chapter II-1 primarily impact ship construction and safety for vessels using low-flashpoint fuels. Additionally, editorial amendments have been made to requirements related to the emergency source of electrical power in passenger and cargo ships.  
Chapter II-2: Fire Protection, Detection, and Prevention

One significant amendment eliminates the need for costly isolators in fire detector units on cargo ships and passenger ship cabin balconies, reducing expenses while maintaining safety. Improving Lifeboat Regulations SOLAS chapter III addresses life-saving appliances and arrangements on ships. Amendments to the International Life-Saving Appliances Code (LSA Code) have removed the requirement for lifeboats with two independent propulsion systems to carry oars, except for free-fall lifeboats. Additionally, certain lighter ships can now launch and recover reserve rescue boats manually under specific conditions. Furthermore, the requirement for free-fall lifeboats to be launched and towed at speeds not exceeding 5 knots in calm water has been removed.  
Survival Craft Embarkation and Launching Arrangements
Enhanced Safety Measures Amendments to SOLAS chapter III also pertain to survival craft embarkation and launching arrangements, specifically for cargo ships with a gross tonnage of 20,000 and above. These amendments now apply to davit-launched lifeboats, ensuring safety during emergencies.

Modernizing Maritime Communications Chapter IV of SOLAS deals with radiocommunications and the Global Maritime Distress and Safety System (GMDSS). In an effort to modernize communications, we have removed obsolete requirements and updated guidance. Notably, two-way distress alerting radios now require automatic inclusion of the ship's position. In cases of navigation receiver malfunction, sailors must manually update the ship's position on the radio every four hours.  
Chapter X: High-Speed Craft Codes
Standards for High-Speed Craft Chapter X of SOLAS addresses the High-Speed Craft Codes for seagoing commercial high-speed craft like hovercraft, catamarans, and hydrofoils. We have made changes in the requirements for life-saving radiocommunication appliances, aligning them with SOLAS chapter IV.

The International Telecommunication Union is preparing to consider regulating lunar communications at the upcoming 2023 World Radiocommunications Conference. This could be a starting point for future work on regulating communications on the Moon. The upcoming international telecommunications conference organized by the International Telecommunication Union (ITU) will address the important issue of regulating lunar communications. Delegates to WRC-23 in 2023 may decide to include the issue on the agenda of the next conference in 2027, ITU Deputy Director Joanne Wilson said. At the WRC-23 conference, scheduled for November-December 2023, countries will discuss changes to the Radio Regulations, the international agreement governing terrestrial and satellite radio communications. [caption id="attachment_75560" align="aligncenter" width="780"] Radiocommunications[/caption] Wilson did not reveal the specific issues that will be considered at this ITU annual meeting but stressed the importance of starting discussions on these issues. In an ITU article published in July, NASA lunar and human spaceflight manager Kathy Sham noted the growing demand for spectrum for activities on the Moon.  The issue of regulating lunar communications will be discussed at the World Radiocommunications “Mission planners, engineers, scientists, architects, and regulators must work together to ensure adequate spectrum management and access for all users.” Sham also mentioned two specific topics that will be considered: protecting future radio astronomy observatories on the far side of the Moon, which is inaccessible to signals from Earth, and the possibility of allocating spectrum for space exploration on the Moon. At the same time, the Federal Communications Commission (FCC) has already received applications for spectrum for lunar communications. FCC Space Bureau Chief Julie Kearney mentioned during a panel discussion the example of Lockheed Martin's application to create a Parsec satellite network to provide communications and navigation services on the Moon.  The FCC has already issued the first lunar communications license to Intuitive Machines, which will allow interaction with their first lunar lander, Nova-C, which will launch as part of the IM-1 mission as early as November this year and will operate on the Moon for about two weeks.

Sémaphore de Brignogan... par Frédéric Poirier Via Flickr : Voir aussi : flic.kr/p/21i6o7L En français, lors de sa création en 1806 par l'amiral Louis Jacob sous Napoléon Ier, le sémaphore était un poste de défense établi sur la côte, chargé de surveiller les approches maritimes et de signaler par signaux optiques toute activité ennemie (le mot sémaphore vient du grec sema : « signe » et phoros : « qui porte », mais les fanaux antiques étaient nommés φανάρια - phanaria). Dans la deuxième moitié du xixe siècle, les sémaphores sont avec leur capacité télégraphique conçus comme un canal de communication, le seul pour l'époque en tout point de la côte entre les navires et la terre, notamment les armateurs[1]. D'ailleurs, les sémaphores étaient des bureaux télégraphiques à part entière. L'aspect de surveillance complète ce rôle central : « Chaque poste sémaphorique est un œil - et un œil vigilant - ouvert sur la mer pour voir tout ce qui s'y passe[2]. » Aujourd'hui, le sémaphore est un poste de surveillance en bord de côte qui assure des missions diversifiées qui vont de l'assistance à la navigation jusqu'à la surveillance du territoire en passant par la régulation du trafic maritime et de la pêche. Pour exercer ces missions, le personnel du sémaphore dispose d'une « chambre de veille » équipée de larges baies vitrées et de puissantes paires de jumelles (et éventuellement d'un télescope) donnant sur la zone maritime à surveiller, d'un radar et de moyens de radiocommunication. Le sémaphore est installé sur un point culminant de la côte si le relief s'y prête. La chambre de veille est généralement au sommet d'un bâtiment qui parfois s'apparente à une tour (sémaphore du Stiff). Les sémaphores sont échelonnés tout au long des côtes françaises, chacun couvrant un secteur maritime défini. Le réseau des sémaphores est de la responsabilité de la Marine nationale qui les arme en personnels militaires spécialisés : les guetteurs sémaphoriques.
