Summary:
GIS can be utilized as a comprehensive tool which can help water managers manage all aspects of water. A GIS database will be able to provide historic and near, real time data if setup correctly. Once the data is collected and entered into the database, it becomes very easy for managers to query the database and get answers about the area or item in question. At the time of this article, Greece was already facing water shortages and the author felt that utilizing GIS to manage water would help solve many of the water conflicts in Greece.
Application to my Area of Emphasis:
This is another example reinforcing my thesis. When you collect data and put it into a meaningful database, it can be used to develop a comprehensive water management plan. Not only can it be used to determine futures plans, it can provide near-real-time data (depending on how the information is being collected).

How to create a Q&A site for Remote Sensing and Photogrammetry in StackExchange: A video tutorial
As you might have already noticed, there aren’t much places on the net which professionally concentrate on remote sensing and photogrammetry and gather related researchers all over the world to exchange knowledge and improve the community. So I’ve decided to build a new Q&A site for remote sensing and photogrammetry which is possible through the Area51 zone of StackExchange. (For further information, you may refer to the following links: FAQ and QA site.pdf
Here's the link for the proposal if you wish to follow it as an expert. The site will definitely need people like you who share their knowledge generously in the future.
In order to convince the StackExchange management team about the necessity of creating such a site and prove them that the related community needs such a site, we need the support of the remote sensing and photogrammetry community.
Up to know I have tried alot for fulfilling the Definition phase (first phase) and have gathered about 159 interested people, Meaning that the first prerequisite of at least 6 followers has been accomplished months ago but unfortunately we haven't accomplished the second prerequisite yet. We have already 27 questions with 10+ score and need 13 more to jump to the next phase. We have fulfilled 83% of Definition and just 17% is remained. The success is near but unfortunately the big event that determines the destiny of the proposal is near, too. Just 34 days left and we need your urgent action
Here's a video tutorial on which I have explained everything. As you see the duration of the video is 16:04 but only the last 4 minutes is directly related to our proposal. So I have shared the link in a way to start playing from the 12:33 minute, in order to not make you boried. The study shows that there could be over 1,000,000 satellites in low Earth orbit, with many more on the way. This can lead to problems with orbital congestion and collisions New research indicates that Earth's orbit is already crowded with tens of thousands of satellites and could be overwhelmed with even more shortly, highlighting the need for strict laws governing the use of shared orbital space. Experts believe that over a million satellites will soon be launched into low Earth orbit. To arrive at this estimate, the researchers examined recent applications in the database of the International Telecommunications Union (ITU), which is responsible for providing orbital space for satellite use. To launch and operate a population of satellites, states are required to provide relevant information to the MTS. Records show that countries around the world have collectively proposed to launch over a million satellites spread across 300 “mega-constellations,” which are huge networks of satellites working together to provide Internet services. [caption id="attachment_72173" align="aligncenter" width="560"] satellites[/caption] The proposed number of satellites is 115 times the number of operational satellites currently orbiting the Earth, according to a new study. “If even a fraction of those million satellites are launched, international regulations will be needed to address associated impacts, such as collision risk, light pollution, and end-of-life risks,” said Andrew Falle, a researcher at the University of British Columbia's External Space Institute and chief author of the new study. 1,000,000 satellites in orbit threaten further unimpeded launches Applications in the MTS database between 2017 and 2022 show countries applying for satellite constellations much larger than SpaceX's Starlink, which still has the largest mega-constellation of satellites in space, numbering nearly 5,000, and in There are even more plans to launch. The reason is partly to take advantage of different rules in different countries and minimize scrutiny: companies appear to be applying for the same grouping through different states. For example, Norway, Germany, and the United States have registered licenses for SpaceX, while OneWeb applications have also been registered in the UK, France, and Mexico. On October 11, SpaceX first applied MTS through the Kingdom of Tonga for a constellation of 29,988 satellites. Most planned satellites may never be launched due to funding problems, changes in political support, or problems with engineering or technology. However, the presence of "excess" applications is a serious warning that companies are creating security and sustainability problems in their use of seemingly unlimited orbital space. At least one important opportunity to highlight the issue is this year's World Radiocommunication Conference, which will take place in Dubai at the end of November, the researchers say. 193 member states of the International Telecommunications Union will be represented there. To address growing problems with congested orbital space, MTS in 2019 introduced rules for satellite constellations that companies must comply with to retain their rights to orbital spots. The rules require companies to launch 10% of their satellite constellation within two years of the first satellite's launch, half within 5 years, and the full complement by the 7th year.

Changing colors can predict disease...
... when the colors are from satellite remote sensing of the Earth surface. This has been contemplated for many years and I'm glad to see that the work is bearing fruit. In September 2006, while with IUCN, I helped cosponsor a conference organized by the EPA on biodiversity and human health (http://www.epa.gov/ncer/biodiversity/workshop.html). I look forward to the use of remote sensing to link biodiversity and emerging infectious disease through changes in land cover and land use patterns.
Predicting disease outbreaks will be an important service in the future under global change scenarios now contemplated. Resilient communities can, I hope, be proactive in disease prevention through better land use planning and biodiversity conservation measures.
For example, invasive species can be vectors for pests and diseases. Can remote sensing help us in the early detection and rapid response of invasives? Not in all cases, but perhaps in some significant ways.
In any event, satellite remote sensing is an important tool, but it is not a substitute for intimate familiarity with our surroundings. We need to be sensitive to change, and know enough about what is there to be able to see change.

By watching colors change on photographs of the Earth's surface, scientists can figure out, months or even years ahead of time, when a disease might flare up and become a serious hazard.
"Satellite prediction is a very exciting approach, though it still needs more refinement," Ford said, adding that any information from the sky must always be double-checked against conditions on the ground.
Ford has examined other diseases whose spread might be predicted from satellite images. For malaria, public health officials could examine the amount and location of standing water where disease-carrying mosquitoes reproduce. For cholera, they could look at sea surface height and levels of the green pigment chlorophyll, because cholera bacteria spend much of their life attached to a floating animal that feeds on chlorophyll-filled plants.
Advance warning of an outbreak can be a matter of life and death. Ford's research shows that if health officials know that a cholera outbreak might be coming, they can encourage people to take simple precautions like filtering drinking water through a cloth, which can reduce mortality by 50 percent. In the case of hantavirus, people in areas where mouse populations spiked in 2005 and 2006 were warned to avoid sweeping out barns -- the virus typically infects humans when they breathe in tiny particles that spread into the air from mouse droppings.
Remote tracking of disease will likely grow in the coming years, as images get sharper and data analysis gets more sophisticated.

Today this data is provided free of charge The government commission approved the submission to the State Duma of the Roscosmos bill, which allows the state corporation to sell Earth remote sensing data from space (ERS). Roscosmos plans to sell this data to consumers, including public authorities, as reported by Vedomosti, which reviewed the documentation and confirmed the approval of the document from sources close to the government commission. The project will be considered in the State Duma by the end of autumn. The project states that Roscosmos will be the only supplier of remote sensing data and products created on their basis. The law should be amended, according to which purchases of remote sensing data will be possible from a single supplier, Roscosmos. In addition, they plan to remove from the law the clause on the free provision of satellite images to any government bodies. According to the plan, Roscosmos will provide only 67% of consumer needs, and the remaining 33% should be covered by an orbital constellation of commercial operators, including Sitronics, NPK BARL, and Gazprom Space Systems. If the project is approved, the state corporation promises to earn 89 billion rubles for the budget by 2035. If adopted, the law should come into force on January 1, 2025.
