AUGUST 29, 1824 MEETS IN THE MUNICIPALITY OF CEDROS. DEPARTMENT OF FRANCISCO MORAZÁN, THE FIRST CONSTITUTIONALCONGRESSOF HONDURAS.

 

Foundation History

 

CEDARS, HISTORIC CITY

The Sovereign National Congress, in a solemn session of August 27, 1998, decreed to temporarily move, and for one day, its headquarters to the municipality of Cedros, Department of Francisco Morazán, with the purpose of commemorating the 174th anniversary of the installation of the First Constituent Congress, held on August 29, 1824, in this historic municipality; time in which Honduras belonged to the Federal Republic of Central America, to leave historical record of one of the most relevant events of our republican life, given that here, the first Political Constitution of our country was promulgated, of which its spirit is still preserved, and some primal features in the current Constitution, by defining that the "State of Honduras is free and independent of any foreign power or government" and is based on the three classical powers: Legislative, Executive and Judicial. It is commendable to note that this Constitution was sanctioned by Mr. Dionisio de Herrera, in his capacity as Head of State and Mr. Francisco Moraz.an, as Secretary General of the Government. As we can see, it is not just any historical event, but the origin of the Constitutional and Democratic Law of our country, given that both the Constituent Assemblies and Congresses, has its origin in that original Constitution of December 11, 1925.

This compilation of historical data is a tribute of admiration and respect to the twenty exemplary Hondurans, whose names must be transmitted from generation to generation to our children and young people in Honduras, for having had the privilege of being the pioneers of the democratic and parliamentary system of our country. Honor to its President D. Pedro Nolasco Arriaga Marín, its Vice President Ángel Francisco del Valle, to its secretaries José Rosa Izaguirre and Justo José Herrera, to the Deputies Presbyter José Francisco Pineda, José María Donaire, José Manuel Rodríguez, José Cornelio Ballesteros, Presbítero Juan Nepomuceno Rodezno, Presbítero José Felicitos Jalón, Presbítero José Jacinto Doblado, José Antonio Márquez , Miguel Rafael Valladares, José Marín del Campo Bueso, Santiago Bueso, Teodosio Avilés, Ignacio Gonzáles, Presbítero Francisco Arriaga, Pascual Ariza and Presbítero, Urbano Ugarte; the latter two , Owners and Alternates for the Party of Segovia.

The event was attended by the blocs of the five Parties represented in the Honduran Legislative Chamber, also attended by presidential appointee Mr. Guillermo Nadal Raudales; and the former president of the Supreme Court of Justice, Judge Miguel Ángel Rivera Portillo, on behalf of its head, Attorney Oscar Armando Ávila; in addition, the Chief of the Armed Forces, General Mario Raúl Hung Pacheco; the Ministers of Education and Works, Lawyer Ramón Calix Figueroa and ANDRES Víctor Artiles; respectively, the Director of Administrative Probity, Lawyer Selma Estrada, among other personalities, Prior installation of the legislative session, the plenary of deputies attended the mass of thanksgiving, officiated in the church of the town, by the priest Roberto Almendares.

In this historic session, in addition to commemorating such a significant event, the Legislative Chamber ratified the Organic Law that creates the National Institute for Women and approved the Emergency Decree to equip the National Civil Police and extended for one month, the payment of real estate.

Three plaques were also unveiled, one of the illustrious honduran journalist and first speaker, Álvaro Contreras, favorite son of this historic municipality, born on the third of January 1839; another, by Francisco Morazán and a plaque in the municipal council.

In the course of the acts the President of the National Congress, Professor Rafael Pineda Ponce, received the keys to the city from Mr. Municipal Mayor, D. Plinio Escoto, and in his speech, he placed special emphasis on the rescue of civic values and the consolidation of our nationality, and made an appeal to the comrades of the Legislative Chamber , to work hard, with effort and dynamism, equanimity to all tests and above all, deep love for Honduras, to together promote its integral development.

Note: a fact from the recent history of Honduras that takes us to a historical fact of the beginnings of our nationality.

No sé por qué no me sorprende que los mismos adalides del cine español que tiene menos necesidad de defensores (básicamente porque un Oso de Oro habla por sí mismo) hayan ninguneado (o pasado por alto, que es casi peor) de esta forma una de las cintas españolas más interesantes del año. Lejos del rollo buenista que alguno podría endilgarle a la luz de su argumento o su cartel (qué malos son a veces los prejuicios), Llenos de gracia es una cinta muy divertida (extraer sonrisas auténticas no es tan sencillo y esta película lo consigue) y familiar, sí, pero se puede hacer este tipo de cine sin ser ñoño ni mojigato. También tiene su mala leche, no es nada complaciente con la iglesia (aunque tampoco sea ofensiva gratuitamente) y en ella resuenan ecos de grandes comedias deportivas como Los picarones (Bad News Bears, Michael Ritchie, 1976). Huye de lugares comunes, y cuando los pisa lo hace con confianza, dejando que sea la historia la que marque lo realmente importante y no los convencionalismos. Grandes interpretaciones de adultos y niños (y en esto segundo entiendo que tiene parte de culpa Roberto Bueso y su dirección de actores, y eso que dicen que trabajar con niños es un infierno). Y con una puesta en escena al servicio de la historia, que, sin necesidad de alardes, tampoco es exactamente discreta, no se conforma con el plano-contraplano, pone mimo en el encuadre, emplea insertos con sentido y en definitiva, deja notar que hay preocupación en la forma de narrar, algo que parecen haber olvidado el noventa por ciento de los realizadores actuales, encontrando además el lugar para la belleza en la imagen. Una gran sorpresa que ojalá, al menos, encuentre una segunda vida en el formato doméstico y/o el streaming. Quizá aún no sea tarde para que los académicos de los Goya se fijen en ella, quizá no sean tan cerriles de no ver más allá de lo de siempre, quizá algún día el cine español sea tomado más en serio, pero quizá tendría que ser tomado en serio por su propia industria en primer lugar.
